    In order to be issued a certificate for eligibility (form I-20 orDS-2019), international applicants are required to submit thisform and supporting documentation, showing that they havesufficient funding for at least one year of full time study at

    Binghamton University.All questions on the ISFS form

    must be answered and the form must be signed.

    The certificate of eligibility issued by Binghamton University(I-20 or DS-2019) will reflect all sources of funding availablefor study, including department or program awards (if any).You may not enter the United States to begin study, ortransfer your F-1 or J-1 status from another U.S. school,without this certificate.

    If you are seeking financial support from your academic

    department, please note that proof of your own funds

    will not deter your department from offering you

    funding.Graduate funding does not depend on a studentsfinancial need; instead, assistantships are awardedcompetitively to the most academically qualified students.

    Some departments and programs provide funding offers thatare less than the estimated cost of attendance used forimmigration purposes. In this case, you are required tocertify the difference. For instance, if you are offered anassistantship equaling $30,000, and the estimated cost is$36,600, you need to submit a bank statement for at least$6,600.

    Please add $6000 for a dependent spouse and $4000 foreach dependent child. For example, if you are a ComputerScience applicant, and you will bring your spouse as adependent, you need to document $36,600 + $6000 =

    $42,600.

    *These amounts reflect current tuition, fees, and estimatedliving expenses. All costs are subject to change each year. Inthe event of an increase in tuition, fees, or both, students are

    responsible for making payment arrangements for theincreased amounts. If possible, document 10%-15% more

    funds than the minimum required.

    Guidelines for Certifying Finances

    1. All bank statements, International Student FinancialStatement (ISFS) forms, letters and other documentsmust be dated within one year from the month ofexpected admission. If you change your semester ofadmission, we may need newly dated forms and bank

    statements.2. Funds should be equated to U.S. dollars.3. Funds should be cash assets, such as:

    cash in a savings account

    stocks or bonds

    short-term annuities or certificates of deposit withexpiration date indicated

    4. Cash assets must be verified by submitting bankstatements or similar statement showing specific dollaramounts. See Sources of Funds, below.

    5. Secondary assets in addition to proof of cash assets:

    personal earnings and income

    long-term certificates or time deposits

    income from personal property

    6. All documents must be official, original (notphotocopies) and signed by the appropriate parties.Provide English translations as necessary.

    Sources of Funds and Required Documents

    Personal Savings.Attach an official bank statement.

    Family/Relative/Sponsor Funds.Attach a separatebank statement for each account. Sponsors must signPart IV.B.

    Scholarship.Attach an official scholarship letter fromthe institution awarding your scholarship. The awardletter must contain your name, the amount of moneyavailable for each year of study, the duration of theaward (including beginning and ending dates), and thedegree, major field of study, and name of the campus towhich the award is applicable.

    Government or Employer.Attach an official letter

    indicating the amount of support and containing thesame information as for Scholarship, above.

    Loan.Attach an official letter from the lending institutionindicating approval of your loan and the amount

    approved.

    Please Note: The University reserves the right to requireadditional documentation if your country imposes currency-exchange restrictions or other obstacles to the transfer offunds. The University will notify you of any suchrequirements after evaluating your application.
