1 2020 – 2021 ACADEMIC YEAR INTERNATIONAL STUDENTS ADMISSION GUIDELINE

The publication and application of this guideline is carried out in accordance with the regulations indicated on 45/f

article of the law with law number 6287 and “Regulations for International Students Admission” indicated by Council

of Higher Education (YÖK). The applicants are considered to agree on the regulations indicated on the guideline and

the related legislation. Explanations and announcements concerning the application and admission process are done

on the website of Ankara Yıldırım Beyazıt University (AYBU) and announcement in question have force of

announcement to the candidates.

Students Admission Process is carried out directly (without any mediator) and online on the website of the university

and the applicants have to pay only the amount indicated on the guideline. The candidates who do not do application;

the candidates whose application is invalid; the candidates who do payment for any process that does not require

payment and the candidates who do payment more than once arenot paid back the fee they have paid. The

WHY AYBU?

Application and admission procedures of International Students to short-cycle and

bachelor programs of Ankara Yıldırım Beyazıt University (AYBU) for 2020-2021 Academic Year

are carried out in accordance with the regulations indicated on 14/f article of the law with law

number 6287 and “Regulations for International Students Admission” indicated by Council of

Higher Education (YÖK).

1. WHO CAN APPLY?

In the process of application, candidates have to either be registered to their final year in

high school or be high school graduate. The diplomas provided by high schools abroad must

have equivalence to the diplomas of high schools in Turkey. The candidates who have one of

the qualifications indicated below can apply for any short cycle or bachelor programs of AYBU

for 2020-2021 academic year as long as they have the necessary qualification of the program in

the quota of international students.

On condition that they are registered to their final year in high school or being a high school graduate;

a) Those who hold of foreign nationality,

b) Those who can certify that they have Certificate that gives the Chance to benefit from the

Rights given to them (Blue Card). (Those who were Turkish Citizens by birth, but were given

permission to be released from Turkish Citizenship by Turkish Republic Ministry of Inferior

are given this certificate in order for them to benefit from the rights entitled by Turkish

Citizenship Law. The minor children of these people may also be provided with this

certificate.),*

*In 7th article of Turkish Citizenship Law with law number 5901, the force “The child of a Turkish mother or father born in or out

of Turkey within the union of marriage is a Turkish Citizen” is included. The applicants who will apply for AYBU from

international students’ quota are kindly advised to examine Turkish Citizenship Law.

c) Foreign nationals who became Turkish Citizens afterwards/dual citizens in the same status,

d) Turkish nationals who either completed the last three years of high school in a foreign

country (except for Turkish Republic of Northern Cyprus) including Turkish high schools

working under the legacy of Turkish Ministry of Education before 01.02.2013,

e) Turkish nationals who started high school in 01.02.2013 and completed their education at

high school including Turkish high schools working under the legacy of Turkish Ministry of

Education before 01.02.2013,

f) Turkish Republic of Northern Cyprus nationals who reside and completed their high school

education there having a General Certificate of Education advanced level (GCE-AL) and those

who are registered to high schools in other countries between the years 2005-2010 and hold

and will hold GCE-AL certificate soon.

APPLICATION

5 2. WHO CANNOT APPLY?

Those whose have the similar conditions below cannot apply for international student quotas:

a) Turkish nationals who completed their entire secondary education in Turkey or Turkish

Republic of Northern Cyprus,

b) Turkish Republic of Northern Cyprus nationals (excluding the ones who completed their

entire secondary education there having GCE-AL Certificate and those who are registered to

high schools in other countries between the years 2005-2010 and hold and will hold GCE-AL

certificate soon),

c) Dual citizens who have a Turkish citizenship by birth (excluding the ones whose condition is

similar to the ones indicated in the “d” and “e” articles of the list of the ones who can apply

indicated above),

d) Dual citizens who have a Turkish Republic of Northern Cyprus Citizenship by birth

(excluding the ones who completed their entire secondary education there having GCE-AL

Certificate and those who are registered to high schools in other countries between the years

2005-2010 and hold and will hold GCE-AL certificate soon),

e) Turkish nationals or dual citizens who have a Turkish citizenship by birth whose condition is

mentioned in the list of the ones who can apply indicated above, those who attend the high

schools affiliated to the embassies in Turkey or foreign high schools located in Turkey.

3. APPLICATION TYPES AND QUOTAS

The candidates who have necessary conditions for application can do application to be

an international student at AYBU in one of the categories indicated below whose conditions is

proper for him/her. Please visit page 15 of this guideline on which Table 1 that shows the

quotas and tuition fee of AYBU 2020-2021 academic year short-cycle and bachelor programs

for international students.

Quota for International Students: This is the quota for the candidates who have a single foreign

nationality or those who were born with foreign nationality and acquired Turkish nationality soon.

Blue Card Quota: This is the quota for “Blue Card” holders who were Turkish citizen by birth but

ceased their citizenship later on with regard to the permission of Turkish Nationality Law no 5901

article 28. This card is handed out by Republic of Turkish Ministry of Internal Affairs General

Directorate of Population and Citizenship Affairs.

Quota for Turkish Citizens who received High School Education Abroad: This is the quota for those

who are Turkish Citizens or double citizens by birth and completed high schol education abroad.

(This is the quota type for those whose condition is indicated on the article “d” and article “e” above)

and meet the conditions.

Qupta for The Syrians: This is the quota for Syrian Citizens who hold “Temporary Protection Card”

and hosted in our country thanks to the incidents in Syrian Arap Republic.

The ECTS and credits of the courses at AYBU are determined in accordance with the workload in

the direction of the outcomes of the courses. Thanks to the recognition criterions such as Diploma

Supplement and ECTS, vocational and academic mobility is intended to be enhanced with the

recognition of the education our students receive at AYBU abroad.

6 4. DEMANDED DOCUMENTS FOR APPLICATION

The candidates have to prepare the below documents in a scanned version. The language

of these documents may be either in Turkish or in English.

a) One simple biometrical photo taken within the last six months in front of white screen (50

mm X 60 mm size),

b) Page of the passport on which photo and id information is available. (Deadline for validity of

the passport should not be expired,

c) High school diploma and its approved translation into Turkish (Those who do not have high

school diploma may submit Temporary Graduation Certificate),

d) Valid exam result tor certificate to show that the candidate has at least minimum score for

application,

e) ID information to show application type,

f) Bank receipt to show that the candidate has paid the application fee on his/her own name.

ATTENTION! The ID cards on which there is not updated photo of the candidate and the passports whose

date of validity has been expired are not admitted in the process of application. The candidates are

supposed to complete their application process by carrying out the application process in the direction of

“Guideline to Fill in Online Application Form for International Students” on the website of AYBU within the

application time and pay the application fee. Online Application System will be inaccessible on 12nd

of July 2020 at 23: 59 local time in Turkey.

5. APPLICATION FEE

The candidates are supposed to pay application fee within the application period in

accordance with the information submitted on the passport or id card. The candidates who are

interested in paying the application fee by going to bank have to tell the bank officer that they

will pay the application fee along with id number they have submitted. The candidates need to

check whether the information on the receipt such as id number, name and surname, name of

the application (AYBU International Student Admission) belongs to them and keep it to upload

Online Application System. The candidates who will do application in Turkey can pay application

fee via internet banking.

The candidates may pay application fee until 10th of July, 2020 at 5 pm. local time in

Turkey. The candidates who will do payment abroad are kindly advised to consider the fact that

bank transfer may take a few days.

6. HOW TO DO APPLICATION?

Here are the steps that need to be followed by the candidates who are interested in doing

application to short-cycle and bachelor programs of AYBU from international student quota in

2020-2021 academic year:

1. To read “Guideline to Fill in Online Application Form for International Students for 2020-2021

Academic Year” announced on the website of AYBU (https://aybu.edu.tr/),

2. The candidates will be able to reach Application Form of the Candidates out of the online

application system on the website of AYBU (https://obs.aybu.edu.tr/oibs/hoa_app/) within

the application period. Applications are done only via this online system and the candidates

will be able to do their application online individually. You can find explanations to fill in the

form on the announcement section.

3. The candidates can do maximum three preferences in accordance with their exam/

certificate type and score.

4. The application will be completed after the candidate pay the application fee. Due to the fact

that the application of those who do not do payment on time is invalid, the information they

have uploaded to the system will be invalid.

5. The appropriateness of the candidates’ documents which are uploaded to the system are

controlled by the authorities of AYBU Directorate of Student Affairs. If there is no missing

document in the application and the candidate have the demanded conditions, the

application of the candidate is approved. The application of the candidates whose status is

indicated as “wrong/missing document” in the system is not considered till they upload the

demanded document.

6. The status of the application of the candidates who do not have application conditions or

those who do not upload their missing documents within the application period is indicated

as “refused” in the system and their application is not considered.

ATTENTION! The candidate has full responsibility as to the appropriateness of the documents & photo

and anything wrong or missing after the approval of the application. The application of the candidates

who upload inappropriate information or document is cancelled. If the candidate is entitled the right for

exact registration h/she is asked to submit the originals of the documents uploaded to the system. In

order for the application information to be registered to the system, the application fee must be paid in

the name of the candidate.

8 7. ANNOUNCEMENT OF THE APPLICATION RESULTS

Results of the assessment are announced on the “Announcement” section of the website

of AYBU. The announcement on the website has the quality of notification and the candidates

will not be sent any result. The candidate will find out their application results on the website of

AYBU (https://obs.ybu.edu.tr/oibs/ogrsis/basvuru_yabanci_login.aspx) with their ID numbers

and passwords. They will see one of the below statements as the result of their application:

a) You have not been entitled the right for registration.

b) You have been entitled the right for registration.

c) You have been entitled the right for registration as a substitute.

The candidates who are entitled the right for registration are sent “Letter of Acceptance”

via online application system in order for them to do registration to AYBU. If any of these

candidates do not do application for registration, the candidates who are announced as

substitute are entitled the right for registration. For this reason, the candidates are kindly

advised to pursue the announcements announced on the website of AYBU.

In order for the application to the programs that require Special Talent Examination to be

assessed, the candidate has to be successful in the special talent exam delivered by AYBU. The

candidate whose application is approved is sent a “Pre-Acceptance Letter” in order for the

candidate to take part in the “Special Talent Exam” delivered by related academic unit. The

candidates who are successful in the exam are assessed and if they are entitled the right for

registration, “Letter of Acceptance” is sent by online application system.

HOW TO ASSESS APPLICATIONS?

The candidates who apply for short-cycle and bachelor programs of AYBU for 2020-2021

academic year from the quota of international students are subjected to a two-phased

assessment process in the directions of the steps listed below.

Pre-Assessment of the Applications

a) All candidates are assessed in accordance with the quota of “Application Type” they have

applied to. The status of application of the candidates who do not submit a document

regarding the application type is indicated as “Inappropriate/Missing Document”.

b) The status of application of the candidates who upload their documents properly and

without anything missing is indicated as “In the process of Assessment”.

c) The status of application of the candidates whose condition is not similar to those is

indicated as “Refused”.

d) After the status of application is changed, information “Your application status has changed”

is sent to the e-mail of the candidate uploaded to the system. It is candidate’s responsibility

to pursue their status of application and consider related warnings in pursue & explanation

part.

ASSESSMENT

9 Assessment of the Applications

The placement to the programs is done per nationalities according to quota division. The

result of placement is announced on the website of AYBU. Please see page 26 on which Table 2

that shows the exams and minimum scores

to be considered in the assessment of the

applications is available. If you have at least

one of the results indicated on Table 2, you

can submit more than one documents in the

process of application.

The candidates whose application is

approved on online application system are

assessed in accordance with the steps listed

below considering their high school diploma

scores, one of the scores indicated in the table

mentioned above (if available), their program

preference and quotas and conditions of these program per countries and those who are

successful in the ranking are placed to the related program in the line with their preference by

AYBU.

a) The candidates who have exam results from one of the exams indicated on Table-2-A are

given priority in the placement to the related program within the quota of the nationality.

b) After the placement of the candidates is completed, placement is done to the remaining

quota in the line with Table 2-B considering the quota of the nationality.

c) If there is still a remaining quota after this placement is completed, placement is done in the

line with Table 2-C.

d) The candidates who can certify that they have language proficiency for the language of

instruction of the program h/she prefers in the process of application will have priority in

ranking accordance with his/her score. Additionally, if these candidates are admitted, they

will be exempted from prep class. Please see page 10 to see language exams whose

equivalence is recognized by AYBU.

e) The candidates who have applied for the programs that require Special Talent Exam and

have pre-admission conditions are assessed in accordance with their success in special

talent exams delivered by related Faculty/Conservatory/School.

f) AYBU has the whole authority in the assessment and placement of the candidates. AYBU

does not have to admit full quota. Having application condition does not mean that you will

be admitted to the program.

g) AYBU has the authority to decide whether additional placement will be done to the

remaining quotas (caused by candidates’ not doing registration or inadequate application to

the program) after registration process is completed and to change criterions in placement

indicated on the table.

1. EDUCATION – LANGUAGE INSTRUCTION

Please find opportunities and information on language certificates, language proficiency

exams and prep class courses recognized by AYBU below. Language of instruction for each

department is indicated on the table of quota. The candidates have to certificate their language

proficiency of the programs in accordance with the language of instruction of the program they

apply for.

The candidates who can certify that they have a valid exam result from one of the

certificates indicated below in the process of application will have priority in ranking in

accordance with the score they have taken. The candidates who do not have a valid exam result

are supposed to fulfil the conditions below. However, only the candidates who have completed

at least final three years of their secondary education in a country whose language of instruction

is the mother tongue of the country and the people of this country attend the school in question

can be exempted from the foreign language.

The candidates who apply for the programs whose language of instruction is entirely or

partly English and can certify that they have required scores from one of the internationally

recognized exams indicated below or English Proficiency Exam of AYBU (YDMS) have the right

to directly start from the program if they are accepted. Please see the table on which the period

of validity of these exams and their equivalence recognized by AYBU Senate is indicated.

ATTENTION! The students who are admitted to Medicine (English) Program have to pass Turkish

Proficiency exam until they are registered to the courses of 4th class in accordance with the decision of

AYBU Senate. Hereby, the students who prefer this department are advised to read Turkish Proficiency

section carefully.

If the candidates who apply for the programs whose language of instruction is Arabic are

entitled the right for registration, they have to take Arabic Proficiency Exam. They are supposed

to get in touch with the related unit via e-mail indicated below in order to inform the unit that

they will take the exam and to get a detailed information as to Arabic Proficiency Exam they will

take before registration to the university.

Please contact with related units of AYBU to get a detailed information as to Arabic

Proficiency Exam including its date.

Turkish Proficiency Certificate received from AYBU DİLMER, Yunus Emre Institute or from

one of the centres recognized by Council of Higher Education (YÖK) within the last two years is

accepted in order for the candidates who apply for the programs whose language of instruction

is 100% Turkish, 30% English or 30% Arabic to certify their language proficiency before

registration. If the candidates who have the certificate in question are admitted, they have the

right to start directly from the related program without attending the prep class.

Turkish Proficiency Certificate is not compulsory in the process of application for the

programs whose language of instruction is entirely in English. However, it is compulsory for the

students who are entitled the right for registration to Faculty of Medicine (English) to certify B1

Level Turkish Language Proficiency Certificate to their faculty to be able to do course

registration to 4th class. In order for the candidates to start receiving education to Translation

and Interpretation (English) Program, the candidates have to have C2 level Turkish writing and

speaking skills. If the candidate without Turkish Proficiency gets an approval, h/she has to take

Turkish Proficiency Exam delivered by AYBU DİLMER announced on the website

https://aybu.edu.tr/dilmer/ before registration. Please contact with AYBU DİLMER to get a

detailed information as to the exam in question including its date. The candidates who cannot

speak Turkish are going to take Turkish course at AYBU DİLMER.

2. TUITION FEE

The students admitted to AYBU have the responsibility to provide themselves financially

for their needs to live in Turkey throughout their education such as accommodation, catering,

book & stationery personal needs, etc. Having entitled the right for registration to AYBU means

to agree on this responsibility. Additionally, it is compulsory for International Students admitted

to AYBU to have a valid health insurance to be able to reside in Turkey.

Here is the Tuition Fee the candidates need to pay in accordance with their application type;

International Students

Yabancı Uyruklu ÖğreInternational Students;

They pay annual tuition fee determined by university senate in two instalments before the beginning of fall and spring semester of the related academic year. Please see page 15 to examine the tuition fee.

Those whose Tuition Fee is paid by YTB;

Tuition fee is paid by YTB in accordance with 8th statement of the 3rd article of the decision as to the determination of Contribution Rate and Tuition Fee as the contribution to the students of Current Service Cost of Higher Education Institutions in 2019-2020 Academic Year. It is the amount indicated on the (I) and (II) lines of the of the related decision.

EXPLANATIONS *In the decision on the Determination of Contribution Shares and Tuition Fees taken as a Student Contribution to Current Service Costs in Higher Education Institutions in the 2019-2020 Academic Year, published in the Official Gazette No. 30988 Article 3, paragraph 7, this statement is included: “Determined by the Presidency of Turks Abroad and Related Communities (YTB) Tuition fee of the students who graduated from educational institutions abroad that have equivalence to the high schools within the body of The Ministry of Education, Turkish Religious Foundation, Turkish Education Foundation; international religious vocational high schools, Minority High Schools, that offer education in the frame of religious vocational high school student programs carried out within the cooperation of The Ministry of Education and Turkish Religious Foundation and education institutions in the status of religious vocational high schools that offer education within the body of Muslim Religious Administrations and do registration to short-cycle and bachelor programs from international students admission quota in accordance with the interest of the student is the amount shown on the table (ı) and (ıı) attached to this decision”. In the frame of the paragraph in question, tuition fee that needs to be paid of the students who continue their education in daytime education or distance education or the students who will be registered to these programs is paid from the budget of YTB on behalf of these students during the normal period of the program.

See 2: The candidates who do not have C1 Turkish Certificate can take Turkish Proficiency Exam delivered by AYBU DİLMER and obtain the demanded certificate if they succeed. The candidates who do not have C1 Level Turkish

See 3: The candidates who do not have English Proficiency Certificate can take English Proficiency Exam delivered by AYBU School of Foreign Languages and obtain the demanded certificate if they succeed. The candidates

indicated as the period of education column of the program. The candidates who have one of the certificates recognized by AYBU (indicated below) directly start from the first class. The students are subjected to the legislation

of “Regulation for Foreign Language Teaching in Higher Education Institutions and Criterions that Need to be Considered in The Application of Teaching Foreign Language” of AYBU. According to this regulation, there are two

groups of students to be regarded as successful in certifying their English Proficiency. a) Those who can certify that they have received proficiency in one of the national/international language proficiency exams recognized by

the university; b) Those who succeed in English Proficiency Exam that is delivered by the university at the beginning of the academic year.

See 7: One-year Arabic Prep Class is compulsory. Prep Class is not included to the year indicated as the period of education column of the program. Those who succeed in Arabic Prep Class are registered to the first class of the

program they are placed. The students are subjected to the legislation of “Regulation for Foreign Language Teaching in Higher Education Institutions and Criterions that Need to be Considered in The Application of Teaching

Foreign Language.
