TITLE: REPORT OF THE FOURTH MEETING OF STUDY GROUP 2,CARACAS, VENEZUELA, 10-14 SEPTEMBER 2001

1. Agenda item 1: Opening of the meeting (Agenda item 1)

1.1 Opening ceremony- introductory remarks by the Chairman

The fourth meeting of the ITU-D Study Group 2 took place in Caracas, Venezuela, from 10 to 14 September 2001. Three out of five Vice-Chairmen were present: Mr. Edgar Borg (Malta), Mrs. Doreen McGirr (United States) and Mr. Mohamed Ali Yusoff (Malaysia). Messrs. Gomes Zita (Mozambique) and V. Nikolenko (Russia) could not be present. It was attended by 140 participants from Member States and Sector Members from 53 countries and from three international and regional organizations. The list of participants is attached as Annex 7. Thirty-five of the participants were women.

The Chairman, Mr. Nabil Kisrawi (Syria), welcomed the participants to the fourth meeting of ITU-D Study Group 2 and invited the Honourable Gerardo Fernandez, Vice-Minister of Infrastructure of Venezuela, to address the meeting. His Excellency welcomed the participants and highlighted the different items to be covered during the meeting. He recommended that the meeting should not loose sight of the efficiency and the quality of the work during the discussions, and wished that the recommendations of the meeting would be the most practical and appropriate as possible. Mr. Jesse Chacón, Director of CONATEL, addressed the meeting also stressing the opportunity he has to speak in front of people of different nationalities, languages and colour of skin. He said that in one way or another the meeting was contributing to the struggle for more just societies, more human, with equal opportunities for a better world. He hoped that this meeting would find formulae, which will be for the benefit of the majority. Therefore, we should not have first, second and third world, because there is only one world, the one in which we lived. He recalled the items of the agenda of the meeting, and hoped that the meeting would reach agreements in favour of humanity, for the triumph of peace, liberty and the unity of people and continents of our planet. Caracas and for all the facilities offered by Venezuela for the success of the meeting. He also thanked the Chairman, as well as the Vice-Chairmen, the Rapporteurs, the authors of contributions and handbooks, as well as the participants, for the results achieved so far. He stressed the importance of the participation of the private sector. He hoped that the meeting would adopt the recommendations on the Questions studied, so that they will be approved by the approval procedure via correspondence, saving the time of the World Telecommunication Development Conference (WTDC). He said that the BDT sector should be finding ways and means of being more flexible and adapting more quickly to changes in telecommunication environment. The results should be of good quality, timely and capable of assisting developing countries in their liberalization efforts. In this framework, he stressed the necessity to improve the working methods of the ITU-D Study Groups. He recalled the forthcoming events in the preparation of the WTDC-02, and hoped that the output of the meeting would contribute to bridge the unacceptable digital divide. The text of his address can be found in Annex 3.

In his introductory remarks, Mr. Nabil Kisrawi, Chairman of ITU-D Study Group 2, recalled the main council decisions of 2001, which may have an impact on the ITU-D Study Group activities:

- Council Resolution 1181 taken to send to a group of experts recommendation 9 on Project management groups in ITU-D replacing ITU-D Study Groups and proposals on the relevant changes to be made to the Convention and Constitution.

- Decision by the Council to increase the budgetary allocation to languages, particularly for Arabic, Chinese and Russian.

- The organization of the World summit on information society (WISIS) to be organized in two sessions, in Switzerland and Tunisia.

He terminated by proposing that Study Group 2 will have to decide on interim activities to be undertaken before the next PP– 02, and should not remain idle until a decision is taken on the future of ITU–D Study Groups.

For the replacement of the ITU–D study groups by project management groups, he recalled the debates held in the meeting of Study Group 1, and said that he would welcome at the last plenary session a free debate on this issue.

He informed the participants on the forthcoming meeting of the Arab States to be held from 30 October to 2 November 2001 in Damascus, Syria, to prepare for the upcoming WTDC-02.

1.2 Approval of the Draft Agenda (2/0J/001) and tentative schedule (2/ADM/002)

The draft with some slight changes adding item 12.4 on “the progress of the Task Force on Gender Issues” was adopted as well as the schedule. They are attached as Annex 4.

2. Agenda item 2: Allocation of documents (2/ADM/003)

The allocation of documents was completed with delayed contributions. Annex 6 attached here represents the final list of documents with their allocations.

3. Agenda item 3: Approval of the report of the third meeting of Study Group 2, Geneva, 18 - 22 September 2000

The report (Document 2/REP/027) was circulated to Member States and Sector Members for comments in Administrative Circular CA/22 dated 31 May 2001, and since no comments were received the report was adopted.

4. Agenda item 4: Important results of the TDAG1 meetings (Geneva, 12-13 October 2000 and 22-23 February 2001) of relevance to the work of the Study Groups

The BDT Secretariat summarised the results as follows.

During the October 2000 meeting, TDAG approved the final report of Focus Group 7, including the conclusions and recommendations and took note of the work of the ITU-D study group activities, particularly the output of both study group meetings in September 2000.

During the February 2001 meeting, TDAG examined the reports of the meetings held in the Africa and Arab Regions concerning the improvement of the participation of the developing countries in the work of the ITU-D study groups. The proposal from Syria to accelerate the approval procedure of new or revised recommendations by allowing a Rapporteur to initiate the approval procedure for a stable text of a recommendation was endorsed by the TDAG meeting in February 2001.

TDAG considered and endorsed three documents prepared by the Group on the structure and working methods of the ITU-D study groups (GSWM):

1) Draft resolution on admission of associates in the work of the ITU-D study groups;2) Draft revision of WTDC-98 Resolution 5 on enhanced participation by developing

countries;3) Draft resolution on the use of electronic document handling in the work of the ITU-D study

groups.

Concerning the draft revision of WTDC-98 Resolutions 3 and 4 on the structure and working methods of study groups, TDAG discussed the draft, provided some comments and requested the Group to finalize this document to be considered by the next meeting of TDAG.

The meeting took note of these important results.

5. Agenda item 5: Activities of the Group on the structure and working methods of the ITU-D Study Groups

Mrs. Elisabeth Nzagi, Chairman of the Group, presented Document 2/241 highlighting the important changes introduced in the current working methods of the ITU-D Study Groups. The Group tried to clarify the terminology on Rapporteurs, focus groups, Rapporteur’s Groups, etc., as well as on the terminology on adoption and approval of the new draft or revised recommendations, according to the Constitution and Convention of the Union. The following draft resolutions are proposed for the WTDC-02:

- Draft revision of WTDC-98 Resolution 3 – Establishment of study groups - Draft revision of WTDC-98 Resolution 4 – Procedures to be applied by study groups - Draft resolution: Application of an alternative procedure for the approval of

recommendations The need to introduce an alternative approval process was subject to a long discussion within the Group and a consensus could not be achieved.

In addition, the Group proposed some ideas about the numbering of documents and follow-up procedures.

Finally, Mrs. Nzagi drew the attention of the participants to the fact that the Working Group on Reform (WRG) was working in parallel with the GSWM. The WGR proposed to replace ITU-D

study groups by Project Management Groups (PMGs). The Council endorsed the recommendation on PMGS, with four members opposing that.

Therefore it might be necessary to review the conclusions of the GSWM in the light of the Council decisions, which will be taken in the future on the status of the Study Groups.

The Chairman thanked the group for the results achieved and recalled the decisions of the Council on the future of the Study Groups. He said that there had been some brainstorming debates in Study Group 1. He reminded the meeting that the report was for information only for the meeting and that it will be submitted to the next TDAG meeting soon.

The meeting took note of the work results of GSWM.

6. Agenda item 6: The Venezuelan experience in the use of telecommunications in the educational sector

The meeting decided that Document 1/214 from Study Group 1 on this subject be considered during the Rapporteur’s meeting on Question 16/2.

7. Agenda item 7: Final reports and Recommendations per Question to be submitted to WTDC-02

7.1 Question 9/2 (Identify study group Questions in the ITU-T and ITU-R Sectors which are of particular interest to developing countries and systematically, by way of annual progress reports, inform them of the progress of work on the Questions to facilitate their contributions to the work on those Questions as well as, ultimately, to benefit from their outputs in a timely manner)

Mr. Nabil Kisrawi, Rapporteur on the Question, presented the report 2/REP/028. This report was adopted with the following remarks:

a) the meeting agreed that the GMPCS issue will not be handled by Question 9/2. Any future update will be carried out while updating handbooks.

b) Document 2/202(Rev.1) ("High altitude platform station") will be updated taking into consideration the remarks of the United States and French delegates.The adopted meeting report on Question 9/2 can be found on the web as 2/REP/028.

7.2 Question 10/2 (Communications for rural and remote areas)

The Rapporteur for Question 10/2, Mrs. Jane Coffin, presented the report (Document 2/REP/029). The delegate from Brazil informed the meeting about his intention to propose five case studies during the study of this Question in the third cycle. As interim activities, the Rapporteur suggested setting up a small group of individuals that could assist her by electronic means or by fax in order to revise the BDT former Report on rural communications adopted during the first study period. This work would be done chapter by chapter with the scope of updating the BDT report. The goal is to update as much of this Report as possible with all the contributions received, in order for it to be published as soon as possible. The adopted report on Question 10/2 can be found on the web as 2/REP/029.

The Rapporteur then introduced Document 2/231 (Draft revised Recommendations ITU-D 6-10 and draft new recommendation). The document contained revisions of ITU-D Recommendations 7, 8, 9, 10 and 11 of the first study period. All of these recommendations were adopted with the amendments proposed for Recommendations 7, 10 and 11 in document 2/REP/029. The meeting

decided to seek the approval of the Recommendations through the approval process via correspondence. The Recommendations can be found on the web as Document 2/232(Rev.1).

7.3 Question 11/2 (Examine digital broadcasting technologies and systems, including cost/benefit analyses, assessment of demands on human resources, interoperability of digital systems with existing analogue networks, and methods of migration from analogue to digital technique)0

Mr. Nabil Kisrawi presented the report 2/REP/030 in the absence of the Rapporteur, Mr. Ted Lemma. The meeting endorsed the recommendation not to adopt the final report on the Question (Document 2/260). The meeting also endorsed the recommendation of the Rapporteur’s Group entrusting the Chairman with up-dating and improving Document 2/260, provided he obtains the necessary assistance from the Rapporteur. The adopted report on Question 11/2 can be found on the web as 2/REP/030.

7.4 Question 12/2 (Examine broadband communications over traditional copper wires on aspects of technologies, systems and applications)

M. Walter Widl, Rapporteur for this Question, presented the report 2/REP/031. The meeting endorsed the proposal of the Rapporteur’s Group about the publication of the Reference book on xDSL before 14 December 2001. The meeting requested the BDT secretariat to translate Document 2/220 (Expérience de Mali sur les transmissions large bande) from Mali into English and Spanish and to put it on the Web. The meeting adopted the report with slight amendments as shown in Document 2/REP/031(Rev.1), which can be found on the web.

7.5 Question 14/2 (Fostering the application of telecommunication in health care. Identifying and documenting success factors for implementing telemedicine)

In the absence of the Rapporteur, Mr. Leonid Androuchko, Mr. Nakajima, Co-Rapporteur for this Question, presented the report with the help of the Chairman of Study Group 2. The meeting adopted the report with no amendments. It can be found on the web as 2/REP/032.

The draft revised Recommendations contained in Documents 2/221(Rev.2) "Information and telecommunication technologies in the health sector" and 2/275(Rev.1) Draft revision of Recommendation ITU-D 11: "Impact of telecommunications in health-care and other social services" were presented by the Chairman for adoption, with minor adjustment.

Study Group 2 endorsed both recommendations without agreement on the use of the word “telemedicine” or “e-health” or “telehealth”. The issue is to be forwarded to TDAG to consider which of the three terms is more appropriate. These recommendations in their final forms will be issued as Documents 2/221 (Rev.3) and 2/275 (Rev.2). The meeting decided to seek the approval of the Recommendation in Document 2/275 (Rev.2) through the approval process via correspondence. Document 2/221 (Rev.3) is to be forwarded to TDAG for its consideration.

7.6 Question 15/2 (Human resource management and development to successfully meet the challenges of sector reform and transformation, with special emphasis to employment including consideration of gender issues)

In the absence of Mr. Pierre Derome, Rapporteur for Question 15/2, Mr. David Mellor, Chairman of the Special Group on human resources development, presented the report 2/REP/033. It was adopted with no amendments. The adopted version can be found on the web as 2/REP/033.

7.7 Question 16/2 (Preparation of Handbooks for developing countries)

Mr. Maurice Ghazal, Rapporteur for Question 16/2, presented Report 2/REP/034. The meeting decided to replace the proposed “reference book” by “a catalogue of national and international regulatory procedures of type approval of telecommunication equipment”. The report was adopted with some editorial amendments. The adopted version can be found on the web as 2/REP/034(Rev.1).

7.8 WTDC-98 Resolution 9 (Participation of countries, particularly developing countries, in frequency spectrum management)

Mr. Terry Jeacock, Co-Chairman of the BR/BDT Joint Group dealing with WTDC-98 Resolution 9, presented Report 2/REP/035. It was adopted with some amendments . The adopted text can be found on the web as 2/REP/035 (Rev.1).

7.9 Document 1/176-2/239 (Proposed revision of WTDC-98 Resolution 9: Participation of countries, particularly developing countries, in spectrum management)

The document contains a proposal for a revision of WTDC-98 Resolution 9. It was adopted with some changes. The adopted text can be found on the web as 1/176-2/239 (Rev.1).

7.10 Document 1/186 (Rev.1)-2/205 (Rev.3) (WTDC-98 Resolution 9: Draft report)

The report, which is the result of a joint activity with ITU-R Study Group 1, was adopted with some changes. The adopted text can be found on the web as 1/186 (Rev.1)-2/205 (Rev.3).

The Resolution and the draft reports are to be sent in their adopted form to ITU-R Study Group 1. The draft Resolution is to be sent to TDAG for consideration before sending it to WTDC-02.

8. Agenda item 8: Presentation of proposals for revised or new Questions

8.1 Documents 2/215 (Revised definition of Question 9/2), 2/232 (Draft new Question on Progress on ITU activities for e-commerce), 2/233 (Draft new Question on Strategy for migration from second-generation mobile networks into IMT-2000 and beyond)

With slight editorial changes, the three above-mentioned questions were adopted. In order to be submitted to the forthcoming WTDC-02, the texts of the three Questions will be issued as Documents 2/215 (Rev.1), 2/232 (Rev.1) and 2/233 (Rev.1) and should be sent to TDAG for consideration during its meeting in October 2001.

8.2 Question 10/2 – Document 2/278 (Proposal for a new Question)

The meeting adopted the draft new Questionwith some amendments. In order to be submitted to the forthcoming WTDC-02, the text of the Question will be issued as Document 2/278(Rev.1) and should be sent to TDAG for consideration during its meeting in October 2001.

8.3 Question 11/2 - Document 2/252 (Proposal for a draft new definition of Question 11/2)

The meeting adopted the question with slight amendments. The text of the Question will be issued as Document 2/252(Rev.2) and should be sent to TDAG for consideration during its meeting in October 2001.

8.4 Question 12/2 - Part of Document 2/225 (Proposal for a revised Question 12/2)

The proposed revised Question was adopted by the meeting. The text of the Question will be issued as Document 2/279 and should be sent to TDAG for consideration during its meeting

in October 2001. The meeting welcomed also any proposal by the United States to the next WTDC to enlarge the scope of this Question.

8.5 Question 14/2 - Document 2/242 (Rev.2) (Draft new definition of Question 14/2)

The proposal for the continuation of the Question was adopted with minor amendments and with the same concerns indicated before on the most appropriate word to be used for telemedicine. The text of the Question will be issued as Document 2/242 (Rev.3) and should be sent to TDAG for consideration during its meeting in October 2001.

8.6 Question 15/2 - Document 2/277 (Proposal for a new Question)

Mr. David Mellor presented the document. He congratulated the team of ITU-D staff working on Programme 6 relating to Human Resource Development (HRD). He said that the content of the current Question should continue to be the basis for the ongoing development and enhancement of human resources, representing a specific HRD programme defined by WTDC. Therefore, this Question should be removed from the study group activities, since it has been found inappropriate over the past two study periods for the subject to be handled in this manner. The meeting endorsed the proposal, which will be submitted to TDAG by Mr. David Mellor. The text of the Question will be issued as Document 2/277 (Rev.1).

8.7 Question 16/2 - Document 2/230(Rev.1)( Proposal for a new Question on the Preparation of handbooks for developing countries)

The Rapporteur on Question 16/2, Mr. M. Ghazal, presented the document. The meeting made the following amendments:

- Delete the first chapter starting with Q…/2 Preparation of Handbooks for developing countries. The definition of the Question will start with: A. Supplements to the existing Handbook on new technologies and new services (see Document 2/230 (Rev.1)).

- Item 2 of Part C (Issues to be developed) should read as follows: “Identification of the different national and international regulatory procedures of type approval of telecommunication equipment by Member States”.

- Item 8: Replace establish regulation by establish type approval norms.

The meeting adopted the proposal with the above-mentioned amendments and with the following views for the presentation of the study Question:

a) To propose the topics A, B and C as part of a single new Question.

b) To propose each topic as a new Question;

c) To present a proposal for the handbooks described in topics A and B, and a separate proposal for the catalogue described in topic C.

As no agreement was reached during the meeting, Study Group 2 decided to submit this issue to TDAG who will decide on the most appropriate presentation of this question.

The text of the Question with the agreed modifications will be issued as Document 2/230(Rev.3) and should be sent to TDAG for consideration during its meeting in October 2001.

8.8 Question 6/1 - Document 1/230-2/276 (Draft terms of reference for a focus group to deal with Interconnection (former Question 6/1))

This document was prepared by Study Group 1 during its meeting of September 2001 and sent to Study Group 2 via a liaison statement, see Document 2/269 "Questions transmitted from Study Group 1 to Study Group 2". Mr. Plesse, from Germany presented this proposal.

He said that within the framework of the proposals for a new Question on the subject of interconnection, Study Group 1 had drawn up draft terms for reference for a project team (see Doc. 1/REP/031). He also said that Study Group 1 recommended to Study Group 2:

to elaborate the technical issues relating to interconnection, as set out in paragraph 4 of this document;

to transmit the annex, thus finalized, to TDAG for its consideration.

It was proposed that the new Question be studied by a project team, but the ad hoc Group, set up by Study Group 2, to elaborate the technical issues proposed a Focus Group to study the Question. With regard to the subject of cost accounting and interconnection pricing, there was some concern about the possibility to find easily expertise in this very specific domain. The Chairman of Study Group 2 said that ITU-T Study Group 3 is studying these aspects and preparing a handbook on costing methodology. ITU-D Study Group 1 could then refer to ITU-T Study Group 3 on these issues.

Finally, Study Group 2 agreed on the idea of Focus Group and adopted the document with this amendment.

The text of the draft terms of reference will be issued as Document 1/230-2/276 (Rev.1) and should be sent to TDAG for consideration during its meeting in October 2001.

9. Agenda item 9: Results of the work of Focus Groups on Topics 1-6

The WTDC held in Valetta in 1998 set up seven Focus Groups.

The first three of the topics are being dealt with by the ITU Asia and Pacific field office in Bangkok under the Chairmanship of Mr. Mohamed Yusoff, from Malaysia, Vice-Chairman for the Asia-Pacific Region. Mr. Yusoff made the following report:

The three topics related to the Focus Group in the Asia and Pacific region are:

Focus Group 1: Maintenance – oriented investment , information and computer – aided tools for evaluation of expansion of future needs of bids for procurement of equipment.

Focus Group 2: Guidelines/Procedures for improving efficiency of maintenance of software SPC switches.

Focus Group 3: Computer-aided tool and error free traffic data acquisition procedures for strengthening the traffic administration system of SPC switches to service the needs of competitive telecommunications market

These three questions emanating from the WTDC in Malta originated from the Asia-Pacific countries. By the nature and the expected output of the questions the three Focus Groups were given the task of handling these questions. These questions were given to the ITU Asia Regional Office to tackle the matter.

The ITU Regional Office in Bangkok initiated the study. Again, the result is based on the inputs from Member States and Sector Members and some of the experts in these fields. A report was developed with some assistance from various experts in the Region.

The report was tabled at the Study Group 2 meeting in 1999 for further input, comments and updating. Since then, there was further response and the report is now deemed complete and is available on the website of the Regional Office in Bangkok.

The Chairman thanked Mr. Yusoff for providing this information. He added that both Focus Groups 4 and 5 deal with telematics and collaboration between sectors of public interest and telecommunication operators, respectively were handled by BDT and not by the Study Groups.

As regards Focus Groups 6 and 7 relating to the Year 2000 and to the mechanisms to promote the development of new telecommunication technologies for rural applications, respectively, their activities were terminated in 2000 and Study Group 2 was informed of their results in September 2000.

10. Agenda item 10: Activity report of the Special Group on Human Resources Development- Document 2/277

This document has already been considered under agenda item 8.

11. Agenda item 11: Outline of the report of the Study Groups to WTDC-02

The Chairman of Study Group 2 recalled that his report would contain among others, the following issues:

- A summary of the activities.- Reference to new and revised Recommendations approved by Study Group 2 during the

study period. - The Recommendations and new and revised Questions proposed to WTDC-02.

The meeting took note of this information.

12. Agenda item 12: Collaboration and liaison activities

12.1 With ITU-D Study Group 1

One document was prepared by Study Group 1 during its meeting of September 2001 and sent to Study Group 2 through a liaison statement, Document 2/269 (Questions transmitted from Study Group 1 to Study Group 2).This issue was handled under item 8.8.

12.2 With ITU-R and ITU-T

The Chairman said that relations between ITU-D Study Group 2 and other sectors were very good. The delegate from Mali stressed the special relations with ITU-R Study Groups and particularly, Study Group 1. He stressed their understanding and openness of mind, when some concerns of developing countries are raised to them.

The Chairman of ITU-D Study Group 2 expressed his satisfaction with the good relationship between the three sectors.

12.3 With other organizations via the BDT Secretariat

The Chairman said that the Rapporteur on Question 12/2 had built a fruitful relation with the DSL Forum. There were different good initiatives from ETSI, TIA, other consortium, and ITU-T fora to collaborate with ITU Study Group 2.

The representative of ITC (International Teletraffic Congress), Mr. Lars Engvall, informed the meeting of the good relations between his organisation and BDT in the field of teletraffic engineering.

a. Progress of the Task Force on Gender Issues

The Chairman of the Task Force on Gender Issues, Ms. Natasa Gospic from Yugoslavia reported on the BDT Task Force on Gender Issues. She explained that the Task Force is organised to deal with, among others, BDT Programmes and the ITU-D Study Groups. She invited the participants to participate in the forthcoming meeting of the Group to be held in Geneva from 27 to 28 September 2001. She recommended that the gender perspective be included in the Study Group activities.

The delegate from Thales, France, said that there was a UNDP study prepared in 2001 on the parity man/woman. The meeting highlighted the importance of including the gender perspective in the ITU activities and encouraged participants to be active in this domain. For human resource development activities, this is an important issue to be taken into account.

13. Agenda item 13: Any other business

13.1

Under this agenda item and as promised by the Chairman, Document 2/268 was presented by Brazil. The objective of this document is to present the views of Brazil on the work realised in the Study Groups. The paper was prepared for the CITEL preparatory meeting to the Plenipotentiary meeting to be held in October 2001 after the Study Group 2 meeting. In his document the Brazilian delegation said that they shared the concerns of the other member countries and the Director of BDT regarding the need to review the working methodology of the ITU-D Study Groups. He said that the review should cover two main issues.

First, to improve the quality of the replies to the Questions studied, and secondly, to expedite the preparation of the replies. He gave some examples of Questions for which the delay in replying has caused serious harm to the developing countries, which finally have to hire consultants to work for them. In order to overcome this difficulty, Brazil proposed to consider the possibility of hiring specialised consultants who could meet the deadlines established by the Study Groups. After this presentation, the Chairman invited the meeting to express their views.

Different views were expressed about these important issues.As a result, and with the understanding of the informal character of these discussions, all Administrations were encouraged to present their views to the TDAG or to the next WTDC.

Mr. Moreira, the delegate from Brazil, thanked Venezuela for hosting the meeting and for the facilities provided.

Ms. Doreen McGirr from the United States and Vice-Chairman of Study Group 2 invited the participants to participate in the forthcoming preparatory meeting for WTDC-02 to be held in Trinidad and Tobago from 17 to 19 October 2001.

Mr. Yusoff from Malaysia and Vice-Chairman of ITU-D Study Group 2 thanked the all participants for the opportunity he has had to serve the Study Group for the benefit of LDCs and mankind.

Mr. Edgar Borg from Malta and Vice-Chairman of ITU-D Study Group 2 took the opportunity to stress the need to change the working methods in the ITU-D Study Groups, which should be result oriented. He congratulated Mr. Kisrawi for his leadership vision in chairing the meeting.

Mr. Tsalkovich from France expressed his sympathy to the people from the United States and other countries, who have lost their nationals as a result of the destruction of the World Trade Center in New York (United States). For the future of The ITU-D Study Groups, he said that we have to be realistic, and to have a certain will for progressing. We have to look for balance. Efficiency is necessary, but should not be the only criteria to be taken into consideration.

Mr. Samake from Mali congratulated and thanked Venezuela for the facilities offered every day for the success of the meeting and for the excellent organization of the meeting. He thanked all the participants, the experts, the interpreters and the translators. He congratulated the ITU and BDT, as well as the team who organized the meeting.

Mrs. Nzagi from Tanzania, thanked the host country Venezuela. She thanked all the participants for their comments on the work of the GSWM. She thanked Mr. Plesse the Vice-Chairman of the GSWM for his hard work. She expressed her sympathy to the USA delegation for what had happened on 11 September 2001 and said that all people are together in this sorrow.

Mrs. Leavaiseeta, the delegate from SAMOA, thanked the Chairman, the Rapporteurs and all the participants. She thanked the staff from CONATEL, CANTV and TELCEL and wished courage to the US delegation.

In his closing address, Mr. Jesse Chacón, Director of CONATEL, congratulated the meeting for the excellent results. He said that the results were positive and that a step forward will be to introduce changes in the methodology and in the structures which correspond to the changes in the telecommunication environment. He congratulated Mr. Kisrawi, Chairman of Study Group 2, and said that he looks forward to receiving the participants in the ITU-R World Radiocommunication Conference to be held in Caracas in 2003.

Mr. Kisrawi thanked CONATEL for their hospitality which was exceptional. He said that they had treated the participants as they could never have expected. He made a special thank also to Ms. Layla Macc Adan, who was one of the main organizers of the meeting. He thanked the participants, the Vice-Chairmen, the Rapporteurs, the authors of the Handbooks, the BDT Secretariat, in particular Ms. Akpo, Ms. Pileri, Mr. Gabriel Bernal, Ms. Bravenboer, Ms. Meaden and Ms. Sellier, as well as all the personnel behind the scenes, such as the translators, the interpreters, the technicians, etc. He said he was proud of all the participants wishing all of them who would leave Caracas a safe journey back home and declared the fourth meeting of Study Group 2 closed.

Ladies and Gentlemen,

It is for me a great honour to stand before such a distinguished gathering and, on behalf of the Government of the Bolivarian Republic of Venezuela, to bid you welcome to our country on the occasion of this the Fourth Meeting of Study Group 2 of the ITU Development Sector.

During the week ahead, we shall have the opportunity to carry on an exchange of views and to pursue deliberations on eight Questions of particular interest relating to tools for assuring universal access to information and telecommunication services in rural and remote areas, and in underserved urban and semi-urban areas - all, to be sure, whilst not losing sight of the need to maintain the efficiency and quality of services, in keeping with the most appropriate practical recommendations, so that these segments of our population may be brought into the information society.

In addition, we shall examine advances in digital broadcasting technologies and systems, and their interworking with existing analogue systems, and analyse the economic and social implications of this change.

Ladies and Gentlemen,

All that remains is for me to wish you success in your deliberations, and to express the hope that our countries will be able to achieve the outcome we all seek, in furtherance of the changes needed in order that, at the forthcoming World Telecommunication Development Conference in 2002, the action plan for the coming years can be defined.

Once again, welcome to Venezuela. And may I say how much we are looking forward to 2003, when we shall have the opportunity to welcome everyone back to Caracas once again for the next World Radiocommunication Conference.

OPENING ADDRESS BY MR JESSE CHACÓN,DIRECTOR-GENERAL OF CONATEL

Meeting of Study Group 2Caracas, 10 September 2001

Good morning.

We come together on this occasion to discuss a variety of issues that concern not just the telecommunication sector but the whole of humanity dwelling here on Earth. What we are doing is giving a practical application to technical knowledge, putting technology to use to a human end, which is after all the purpose for which that technology was created: in sum, to provide humanity with a better quality of life.

In recent days I have stopped to ponder the fact that now, in coming before this meeting, I have the opportunity to address people of widely diverse nationalities, languages and complexions - people who are all seeking a better life and a better world for future generations, and who all find ourselves assembled here to study how the benefits of telecommunications might be carried to every corner of the globe. And I could not help recalling words spoken by Nelson Mandela which, if I may, I should like to quote:

"I have fought against white domination, and I have fought against black domination. I have cherished the ideal of a democratic and free society in which all persons live together in harmony and with equal opportunities. It is an ideal which I hope to live for and to achieve. But if needs be, it is an ideal for which I am prepared to die."

Through our labours, all of us here today are fighting one way or another for the same ideal, that of making our societies more just, more human, with equal opportunities for all: in short, a better world.

It is gratifying to see representatives here from countries of diverse economic and social realities. As we meet during the coming days, our attention will turn to examining means whereby benefits can be brought to the largest number of people. There should be no First, Second or Third World; for there is only one world, this world of ours where we all live, where our children will grow into adulthood and where our cultures will flourish. We all bear some considerable measure of responsibility for the future here on Earth. We must all give the best of ourselves in striving to achieve the objectives that we have set ourselves.

The topics to be taken up in this Study Group 2 meeting are issues that are of special interest for developing countries such as communications for rural areas, the development of community telecentres, broadcasting for areas far removed from cities, and methods for developing new technologies which will make human beings the focal point of discussions, whilst not neglecting such issues as unemployment or the lack of equal opportunities for both sexes.

The Portuguese writer Fernando Pessoa once said, "I know that I am nothing, and that I shall never be anything; and yet I have all the dreams in the world". Indeed, we are but a set of dreams enticing us ever forward. And in a meeting such as this our countries are joining their dreams together in a common enterprise for the good of all.

This is how it was seen by Simón Bolívar, the Liberator of South America. He dreamt of a Venezuela bound to the other countries of the Americas through ties of friendship and brotherhood. His dream is possible in our hearts, and the seed of integration and unity that he sowed in the conscience of my country, which today I represent with pride, is something that I should like to bequeath to you; for I am sure that you, Ladies and Gentlemen, will succeed in reaching agreements that will assure the advance of humanity, and that no obstacle will prove too great in any dimension, whether geographical, or political, or linguistic.

In Venezuela we give voice to the unifying ideas of the Fathers of our Independence when we extend our welcome to such a distinguished group of visitors from so many far-off lands, as well as representatives of the Venezuelan Government, the country's private telecommunication sector, the Comisión Nacional de Telecomunicaciones [National Telecommunication Commission] and other eminent figures.

From this fourth meeting of Study Groups 1 and 2 we must draw conclusions that will make it possible for peace, liberty and the coming together of our peoples, our continents and our planet to triumph, and that will make it possible for the human spirit to vanquish every adversity. Let us work, then, on behalf of a better world, the world dreamt of by our liberators.

Thank you for joining with us here, and welcome to Venezuela, a country in which all races come together under a common flag that harbours the Bolivarian dream.

Por favor permítanme dirigirles unas pocas palabras en español para ver como mi español ha mejorado en una semana.

Esta es nuestra segunda semana en esta ciudad de Caracas. Desde mi llegada aquí, la patria del Libertador Simón Bolívar, he podido apreciar la cálida hospitalidad de nuestros anfitriones.

Por ello, quiero agradecer a las Autoridades de Venezuela, en especial por las excursiones del fin de semana que nos dieron la posibilidad de admirar y conocer las bellezas y riquezas de esta hermosa ciudad de Caracas, particularmente la casa de Bolívar y el Panteón Nacional. Por lo mismo, deseo agradecer a los organizadores por todas estas atenciones.

It pleases me to see a number of faces that have been here with us since last week and I would like to say welcome to those of you who have just arrived for this fourth meeting of the ITU-D Study Group 2.

I would like also to reiterate my sincere gratitude to Honourable Ismaël Eliezer Hurtado, Minister of Infrastructure, and to you Mr. Jesse Chacón, Director General of CONATEL for hosting again this forthcoming meeting.

To start with, let me express my thanks to you Nabil, Chairman of Study Group 2, for your endless dedication to the work of Study Group 2.

One can see your deep interest and passion in the development activities and your leadership has served to energize the work of this Study Group.

Let me extend my special thanks to the Vice-Chairmen, Rapporteurs and to all the participants for the results achieved. It is not easy to do one’s regular job and at the same time, to be always available for ITU-D activities. I really appreciate your efforts and think there is no better opportunity than now to thank your organisations, which allow you to undertake these activities.

I would also like to extend my special thanks to those who contributed free of charge to drafting the Handbooks that have been published and will be published this year.

I would like to stress that your Study Group has made a special effort to prepare, discuss, adopt, approve and publish many texts during this second study period. Some of them are:

Final reports on telemedicine and on Questions of the ITU-T and ITU-R of particular interest to developing countries,

Two Fascicles of the Handbook on new services and new technologies,

And last but not least, the Handbook on disaster communications, which is already totally sold out since its publication in June 2001. It means that your work has had some effect and we should be proud of it. In addition, I would like to highlight the fact that your achievements, particularly the Handbooks are the result of the joint voluntary work of your administrations and of the private sector. During the Study Group 1 meeting held last week, the question was raised regarding the contribution of the private sector in the work of the Study Groups. Your Group gives a very good example of the significant contribution that the private sector can provide in our work. I hope that this contribution of the private sector will continue to grow in the future for the benefit of all partners involved.

All these results show that the Study Groups are important and useful for the ITU-D activities.

As in the case of the Study Group 1 meeting, I hope that you will also adopt the new recommendations on rural communications and telemedicine, as well as new Questions for the next study period that are submitted to you. Last, but not least, a reference book on DSL technologies concerning broadband communications over traditional copper wires will be submitted to you and I hope that it will be a very useful tool for developing countries.

I am happy to learn that Study Group 1 has decided to approve the new Recommendations submitted to its last meeting by the approval procedure before the forthcoming WTDC-02. I hope that your Study Group will follow the same procedure. This, in addition to the above-mentioned publications, will have a positive impact on the ongoing reflections on the reform of the ITU since we have been able to achieve results without waiting for the next WTDC.

In fact, compared to the first study period, we can say that there has been a great improvement in the work of the ITU-D Study Groups.

However, as I said last week, there is widespread support for increased efficiency in the Study Groups. Our sector should find the ways and means to be more flexible and to adapt more quickly to changes in the telecommunication environment. The results should be of good quality, timely and capable of assisting developing countries in their liberalisation efforts. The Group on the Structure and the Working Methods of the ITU-D Study Groups has finished its work, the results of which will be submitted to you. That Group has introduced changes in the terminology and a certain flexibility in the working methods of the ITU-Study Groups. I would like to congratulate that Group for the work carried out and for their serious efforts in implementing their mandate. The examination of their report will be a good opportunity for you to identify the changes specific to the ITU-D sector to be undertaken to improve its efficiency. A brainstorming session on this issue may be a way to listen to the concerns of everyone and take them into consideration. It is important to recognize our weaknesses and to remedy them.

Last week, I highlighted some changes to improve the efficiency of the Study Groups. I think it is not necessary to repeat those ideas. The ITU-D Study Groups have a very short life duration compared to the Union that is 136 years old. They are still learning and they have to face challenges at each step of their development. I would just add that changes are required, not only for the Study Groups but for the whole ITU.

I hope the upcoming ITU events will give you all an opportunity to give your views on the future of ITU:

The efficiency of the support staff from Venezuela has greatly contributed to the success of the first meeting and I take this opportunity to thank all of them, to thank the interpreters and all those who are working behind the scenes for the success of these meetings.

Dear Director of CONATEL, dear colleagues, ladies and gentlemen,

We have to face the challenges imposed by the new scenery characterized by rapid changes in the telecommunication industry, convergence of technology and services, new regulatory frameworks, liberalization, among other phenomena. In this new scenery the ITU-D is expected to provide guidance and assistance to developing countries in order to bridge the unacceptable digital divide, taking into consideration the development sector specificity. Our challenge is to take the appropriate measures to ensure a bright future for the ITU and, in particular, for the ITU-D Study Groups, in order to achieve positive results for all the members. As I told you last year, we can choose which future we want to achieve. This future should be significantly better to developing countries.

Let us shape the path towards this bright future.
