Paskelbtas kvietimas teikti paraiškas

■ Programos įgyvendinimo laikotarpiui įpusėjus Interreg V-A Pietų

Baltijos bendradarbiavimo per sieną programa paskelbė jau 5-ąjį

kvietimą teikti projektų paraiškas.

■ Projektų paraiškų teikimo laikotarpis:

š. m. lapkričio 13 d. – gruodžio 20 d.

Programos prioritetai (1):

I. Tarptautinio aktyvumo ir inovacinių gebėjimų stiprinimas

Pietų Baltijos mėlynosios ir žaliosios ekonomikos srityje, 12,31

mln. eurų:

1.1. Padidinti Pietų Baltijos regiono mėlynojo ir žaliojo

sektoriaus SVV matomumą tarptautinėse rinkose per bendras

bendradarbiavimo per sieną veiklas.

1.2. Pagerinti inovacijų perdavimą mėlynojo ir žaliojo

sektoriaus SVV per bendras bendradarbiavimo per sieną

veiklas.

II. Pietų Baltijos regiono aplinkos ir kultūros potencialo

panaudojimas mėlynajam ir žaliajam augimui, 49,10 mln. eurų:

2.1. Išplėsti Pietų Baltijos regiono gamtos ir kultūros paveldo

objektus į tvaraus turizmo lankytinas vietas.

2.2. Padidinti žaliųjų technologijų naudojimą siekiant sumažinti

teršalų išmetimą Pietų Baltijos regione.

Programos prioritetai (2):

III. Tarpvalstybinių ryšių stiprinimas siekiant sukurti gerai

funkcionuojančią mėlynojo ir žaliojo transporto sritį, 19,49 mln. eurų:

3.1. Pagerinti transporto paslaugų kokybę ir aplinkosauginį tvarumą

Pietų Baltijos regione.

Programos prioritetai (3):

IV. Žmogiškųjų išteklių gebėjimų mėlynosios ir žaliosios ekonomikos

srityse stiprinimas, 10,26 mln. Eurų:

4.1. Padidinti kvalifikuotos darbo jėgos dalį, dirbančią mėlynajame ir

žaliajame ekonomikos sektoriuose Pietų Baltijos regione per bendrus

bendradarbiavimo per sieną veiksmus.

Programos prioritetai (4):

V. Pietų Baltijos regiono veikėjų bendradarbiavimo gebėjimų

stiprinimas mėlynajam ir žaliajam augimui, 5,13 mln. eurų:

5.1. Sustiprinti Pietų Baltijos regiono veikėjų bendradarbiavimo

gebėjimus per dalyvavimą bendradarbiavimo per sieną tinkluose.

Šiame kvietime partneriai kviečiami teikti Projektųparaiškas pagal šias programos priemones:

■ 2.1. Išplėsti Pietų Baltijos regiono gamtos ir kultūros paveldo

objektus į tvaraus turizmo lankytinas vietas.

■ 2.2. Padidinti žaliųjų technologijų naudojimą siekiant sumažinti

teršalų išmetimą Pietų Baltijos regione.

The eligible area for the Programmeconsists of regions from five EU countries, which includes the following NUTS III units:

miestai): Rostokas;

Bornholmo regiono savivaldybė ir Zelandijos regionas (subregionai: rytų, vakarų ir pietų Zelandija);

Kalmaro, Blekingo, Skonės ir Kronobergo apskritys;

Klaipėdos, Tauragės ir Telšių apskritys

subregionai: Ščečino miestas, Ščečino regionas, Stargardas, Košalinas, Slupskas, Starogardas,

Gdanskas, Trojmiejskas ir Elblaskas13

In comparison to the period 2007-2013 there are two significant changes to the Programme eligible area.

■ Firstly, there is no division between the core and adjacent territories

of the Programme. This means that all included territories are now

governed by the same Programme rules.

■ Secondly, due to an administrative reorganisation of districts and

district free cities introduced in Mecklenburg-Vorpommern (DE) in

2011, the total area covered by the Programme has been enlarged,

with the former district (Landkreis) Güstrow now being a part of the

district (Landkreis) Rostock for the programming period 2014-2020.

With reference to the 20% eligibility rule, the following funding is still available in the 5th call

Who can apply?

In the South Baltic Programme the project partnership can

consist of three types of partners:

■ lead partner (LP);

■ project partner (PP);

■ associated partner (AP).

Co-financing rates■ Partners from Poland, Lithuania and Germany can receive up to 85%

ERDF co-financing.

■ Partners from Denmark and Sweden can receive up to 75% ERDF co-financing for eligible costs generated within a project approved by the South Baltic Programme.

■ The remaining part of the costs has to be contributed by the partners from their own resources, constituting the national co-financing. This applies also to partners coming from the ProgrammeMember States, but outside the Programme eligible.

■ For partners coming from EU Member States other than the Programme Member States the applicable ERDF co-financing is maximum 75%.

Costs incurred during the project preparation

■ The Programme offers lump sums for the project

preparation costs (no proof in form of financial documents

is needed), on condition that the project is approved. The

proof of the delivery of the activities covered by the lump

sum is submitted and approved project application. The

lump sum is the only way to cover preparation costs; real

costs cannot be presented and claimed for the

reimbursement (up to 1500 Eur).

Project start date

■ The earliest start date of the project can be the day after the end

date of the call for proposals.

■ However, before the approval of the project by the Monitoring

Committee, all activities are implemented at the project's own

risk.

■ At the latest the implementation phase is required to start three

months after the decision of the Monitoring Committee. This does

not apply to projects on the reserve list.

■ The start date and end date of the project implementation are set

in the Application Form, and can be changed during the

clarification process.

■ The documents necessary for application can be found in the application

package which may be updated in regards to each call for proposals and will be

published on the Programme website – https://southbaltic.eu/call-for-proposals

■ The application package consists of:

call for proposals announcement;

Programme Manual;

Application Form with all required annexes;

Guidelines on filling in and submitting the Application Form;

complaint template;

template of the Partnership Agreement;

template of the Subsidy Contract (with and without state aid)

Working language

■ Applications have to be filled in English as this is the

official and working language of the Programme.

Applications submitted in another language will be

considered ineligible.

Submission of applications

The application package should be submitted in an electronic version including:

■ filled-in Application Form in the Excel format;

■ readable scan of confirmation page (part of the Application Form) signed and

stamped (if applicable);

■ readable scans of Project Partner Declarations (for all project partners, including

lead partner) and Letters of commitment (for all associated partners), signed and

stamped (if applicable);

■ readable scans of Letter of dedication and support from EUSBSR policy area/

horizontal action coordinator (if applicable);

■ scans or electronic versions of other attachments (if applicable),

which have to be sent via email to application@southbaltic.eu by 20 December

2017, 4 p.m. Warsaw time (CET) at the latest. 30

Selection and approval of projects

■ The Monitoring Committee’s decision on the approval of

projects submitted under the 5th call for proposals is

expected on 25 April 2018.

■ Baltic Beach Wrack. Projekto tikslas - pagerinti paplūdimių priežiūrą ir

valdymą ir skatinti paplūdimio teršalų naudingą perdirbimą. Projekte bus

ieškoma sprendimų, kaip išmestus į pakrantę jūros dumblą, dumblius ir

žoles paversti vertingais ir parduodamais pramonės produktais (trąšomis,

pramoninėmis medžiagomis, bioenergija..).

■ OMEGA Farm Project. Projekto tikslas – sukurti sistemą, kaip naudojant ūkio

mėšlą gaminti mikrodumblių biomasę ir biodujas. Galimas mikrodumblių

(Specific objective 2.2)

Specific objective 2.2 enable their participants to:

■ investigate best practices and exchange knowledge and experience related to the green technologies;

■ cooperate with partners and jointly develop tailored solutions for the environmental challenges of their regions based on green technologies;

■ test innovative green technologies;

■ form international networks with organisations pursuing the same mission;

■ experience the cross-sector cooperation possibilities in an international setting.

Budget issues

■ The total ERDF funding allocated to the specific objective 2.2 for the

period 2014-2020 is EUR 19 886 852,00 that constitutes 24% of the

overall Programme budget.

■ As a result of the four finalised calls, 8 regular projects and 6 seed

money projects have been selected for the implementation under

specific objective 2.2.

■ Until now approximately 52% of the available funding for the specific

objective 2.2 has been committed to the approved projects. Before the

5th call for proposals the amount available to be committed is 9 446

822,01 EUR ERDF.

(Specific objective 3.1)

Projects funded under specific objective 3.1 enable their participants to:

■ investigate best practices and exchange knowledge and experience related

to sustainable transport services;

■ cooperate with partners and jointly develop environmentally sustainable

quality services for the transport sector in their region and beyond;

■ test innovative service models, methods and tools;

■ form international networks with organisations pursuing the same mission;

■ experience the cross-sector cooperation possibilities in an international

setting.

Budget issues

■ The total ERDF funding allocated to the specific objective 3.1 for the

period 2014-2020 is EUR 15 789 000,00 that constitutes 19% of

the overall Programme budget.

■ As a result of the four finalised calls, 5 regular projects and 6 seed

money projects have been selected for the implementation under

specific objective 3.1.

■ Until now approx. 54,49% of the available funding for the specific

objective 3.1 has been committed to the approved projects.

■ Before the 5th call for proposals the amount available to be

committed is 7 185 731,39 EUR ERDF.

■ Turint idėją tolesnei jos plėtotei, būtina diskusija: kiek projektas aktualus universitetui, fakultetui, kokia projekto laukiama nauda ir poveikis, kokios numatomos pagrindinės veiklos.

■ Projekto rezultatai turi turėti mokslinį-praktinį pritaikomumą ir platesnį poveikį (ne vien projekto įgyvendinimo darbo grupei).

■ Būtina viešinti projektus ir jų įgyvendinimo eigą universiteto ir fakulteto tinklalapiuose ir socialiniuose tinkluose

■ Būtina daryti projektų eigos ir rezultatų pristatymus platesnei universiteto bendruomenei ir kitoms suinteresuotoms pusėms

■ Projekto biudžetas turi būti racionalus, „neišpūstas“, būtina iš anksto apgalvoti ir tartis dėl projekto kofinansavimo ir avansavimo

■ Į projekto įgyvendinimą labiau įtraukti fakulteto žmones (kviesti į konferencijas, seminarus, pristatyti idėją, diskutuoti ir pan.)

■ Dalintis su kolegomis gautais kontaktais ir kviesti dalyvauti projektuose

■ Paviešinti įgytas žinias už universiteto ribų vykusiuose renginiuose/mokymuose - fakulteto bendruomenei
