Introduction

The Ministry of Development Planning and Statistics is pleased to put at

your disposal the price index report of the State of Qatar – Q3 2017. It features

quarterly data on the price index of goods and services, and its quarterly and

yearly change rates.

In this regard, we would like to assert the importance of providing timely

accurate data on price indexes. These data represent one of the key information

sources over the country’s economic activity pattern. They are pivotal in gauging

change in prices that are directly related to the consumer, in addition to their

importance in supporting decisions and policies.

The MDPS extends its thanks and appreciation to key statistical data

providers for their efforts. The MDPS hopes this report will gain approbation from

the entire concerned agencies, and to be a main source for any information in

this regard.

Eventually, the MDPS affirms its keenness and endless commitment to

development. Therefore, we welcome any proposals that may improve the

content of this report to attain the hoped-for usefulness.

1. Introduction to the Consumer Price Index (CPI)

CPI is a statistical indicator that measures the percentage of change that

occurs in the prices of goods and services reflecting the consumption of

consumers in the society during a time period, called the comparison period

attributed to another time period known as the reference period. This index is

important since it is an economic indicator which is used by economists and

decision-makers.

The CPI is composed of a group of goods and services. Prices’ data are

collected on regular basis (weekly – monthly – quarterly) according to the

nature of commodity or service. It is worth mentioning that the CPI has been

rebased from 2007 to 2013. As of January 2015.

From the new weights, it is noticeable that the relative weight for “Housing

Rentals” category (relevant services) has dropped from 32.1% to 21.9% in the

new basket, a decrease of 10.2%. The weight for “recreation and culture”

group has changed from 4.1% to 12.7%, a rise of 8.6%. However, weight of

“restaurants and hotels” group increased by 2.4%. The changes between the

old and new weights in the remaining groups are considered insignificant and

consistent with changes in the patterns of consumption of goods and services

between 2007 and 2013.

The 2013-based CPI is presented using the latest version of the Classification

of Individual Consumption according to Purpose (COICOP). The new

classification contains 12 main groups, whereas the old one contains eight

major groups.

This report shows the CPI during the three months of Q3 2017. It covers the

changes and analyzes their main causes that took place during this period.

2. Main features of CPI in the Third Quarter of 2017

1. The overall CPI amounted to 108.5 points in Q3 2017, a rise up of 0.3%

compared to Q2 of 2017 (previous quarter).

2. By comparing the Q3 2017 overall CPI with its corresponding quarter of

2016, the annual decrease reached 0.1%.

3. The index for food and beverages reached 103.8 points, an increase of

5.4% compared to the previous quarter, and 3.7% ( y-o-y ) the

corresponding quarter of 2016.

4. The index for the group of “Housing, water, electricity, gas and other fuels”

reached 110.7 points, a decrease of 1.8% compared to the previous

quarter, and a 4.1% when compared to its corresponding quarter of 2016.

5. A rise in prices observed in five groups that are “Food & Beverages

“Health”, “transport”, and “Recreation and Culture”, and “Education”

compared to the second quarter 2017.

6. A decrease has been recorded in six groups, there are “Clothing and

Footwear”, “Housing, water, Electricity, gas, and Other fuel”, “Furnishing ,

household equipment and routine household”, “communication”, and “Hotel

and Restaurant” compared to the previous quarter.

7. “Tobacco” was holding steady between the Q2, 2017 and Q3, 2017.

8. July was the most in increasing of Third quarter since it reached to 108.7,

August and September reached to 108.3 and 108.4 respectively.

9. The price of “Housing, water, electricity, gas, and other fuel “, went down

during the months of the second quarter (111.2, 110.8, 110.0) respectively,

due to the decline on the rental of dwelling.

3. Price trends in the third Quarter of 2017

The overall CPI in this quarter attained 108.5 points due to several changes

occurred in the groups of goods and services composing the overall CPI. Four

groups have exceeded the overall CPI (108.5). Other eight groups remained

under the overall CPI rate,

The Four groups exceeded the overall CPI:

1. “Education” group attained to124.0 points.

2. “Transport” reached to 119.2 points.

3. Tobacco” group reached to 114.0 points.

4. “Housing, water, electricity, gas and other fuels” group reached to 110.7 points.

The other eight groups remained under the overall CPI (108.2)

points, and some of which remained under (100). They are as

follows:

1. “Furnishing, Household Equipment and Routine Household” exceed the

overall CPI and reached to 107.5 points.

2. “Recreation and Culture” at 107.1 points.

3. “Food and beverages” at 103.8 points.

4. “Health” at 104.0 points.

5. “Miscellaneous goods and services” at 102.7 points.

6. “Clothing and Footwear” at 100.6 points.

7. “Communication” at 98.2 points.

8. “Restaurants and hotels” at 97.4 points.

4. Comparing the third Quarter of 2017 with the previous Quarter.

The overall CPI in Q3 2017 Slightly decline by (0.1%) ( Q-o-Q ) Q2

2017.

A. six groups decline (in line with the trend of the overall CPI),

namely:

1. “Housing, water, electricity, gas and other fuels” decline by (1.8%).

2. Restaurant and Hotels” decline by (1.2)%.

3. “Clothing and footwear” decline by (0.9%) .

4. “Furniture, and home appliances'' decline by (0.9%).

5. Communications decline by (1.0%).

6. “Miscellaneous goods and Services” decrease by (0.5%).

B. Five groups increased in this quarter (Q3, 2017).

1. “Food and Beverages” increased by 5.4%.

2. “Transport” increased by 1.4%.

3. “Health” increased by 0.7%.

4. “Recreation and Culture” increased by 0.6%.

5. “Education” increased by 0.2%.

C. “Tobacco” group remained stable in Q2, 2017 and Q3, 2017.

5. Comparison Q3 of 2017 with Q3 of 2016 (Y-o-Y ) change

calculated from the CPI’s change).

The overall CPI attained 108.5 points in Q3 2017. Thus, the Y-on-Y change

(calculated by comparing the current quarter with its corresponding one of

2016) declined of (0.1%),In this context, the following remarks are observed:

1. A negative change has been recorded in seven groups as a follow:

"Housing, Water, Electricity, Gas, and Other fuel”(4.1%)

“ Recreation and Culture” (3.6%)

“Restaurant and Hotels” (0.8%)

“Clothing and Footwear” (2.6%)

“Miscellaneous Goods and Services” (1.4%).

“Communications” (1.1%).

“Furniture, and home appliances” (0.6%).

2. The four groups that registered positive are:

“Transport” 6.6%.

" Food & Beverages” 3.7%

“Health services” 3.3%.

“Education” 2.6%.

3. No changes recorded in "Tobacco” group.

The overall CPI annual change rate of Q3 2017 (percent of change between

Q3 2016 and Q3 2017) which amounts to (0.1%) is less than the annual

change rate of Q2 2017 by 0.7%.
