1 INTRODUCTION

The College of Education (COE) is located administratively within the University of Colorado Colorado Springs (UCCS). UCCS, along with the University of Colorado Boulder, the University of Colorado Denver, and the Anschutz Medical Campus comprise the University of Colorado statewide system (CU).

College of Education FacultyCOE faculty members provide leadership in their respective fields. They provide professional service to Colorado as members or chairs of Governor’s Councils, task forces to create state standards, and curriculum development projects. Their research extends the boundaries of knowledge in many areas, including public policy; community mental health; bullying; diversity; inclusion; and assistive technology.

Staff Roles and Responsibilities

Fiscal Administrator - Administers all funds of the college, including general auxiliary, sponsored projects, gift, and other funds. Duties include monitoring and controlling revenue and expenditure activity for each source of funds; developing budget proposals; preparing faculty and staff salary data and sources of funds for annual salary recommendation process; assisting in the conduct of audits as required by State and Federal agencies; and responding to requests from the Dean’s Office for fiscal or budgetary information.

Assessment and Operation Specialist - Directs and coordinates operational and research data reporting and interpretation initiatives for the College of Education.

Faculty Liaison/HR Manager – Manages college processes associated with recruitment; hiring; contracts; relocation; orientation for new employees; evaluation/reviews (RPT); leave management; and termination of staff and faculty. Provides administrative support to faculty and serves as the special events coordinator for the College of Education as well as orders supplies for the COE and coordinate COE public relations; communications; and fund raising activities (e.g. alumni, advisory board members, etc.). Organizes faculty review processes, including the RPT process; annual merit evaluation for faculty, classified staff, professional exempt positions and student employees in the college within campus guidelines.

Faculty Liaison/Technical Writer – Provides administrative support to faculty (e.g. orders books, prepares and assists with expense reports, and orders departmental purchases, etc.); manages FCQ orders and distribution; serves as Acalog content coordinator; composes manuals, reference guides and checklists to support operations; collects and audits student graduation paperwork for departments; manages department course schedules, room assignments, requests for room changes, and course change forms; serves as a special events coordinator; coordinates and plans COE public relations, communications, and fund raising activities.

Technology Support Staff – Assists faculty and staff with all aspects of Information/Technology for the College of Education, including BlackBoard; responsible for software updates; orders new technology (hardware or software); serves COE members in troubleshooting hardware and software problems.

Director of Field Experience and Community Outreach – Provides administrative oversight to the Student Resource Office and reinforces recruitment and retention efforts across campus and in the community in promoting and supporting the College of Education; assists with coordination and tracking of student field practica.

Student Support Staff - Provide admissions information and support for prospective, enrolling and current students from the Student Resource Office and serve as one of the first points of contact for all prospective and current students; create and maintain digital admissions and related student files for all COE departments; report to the Director of Field Experience and Community Outreach and provide general clerical and administrative support as well as assistance with assessment/operations.

2 GOVERNANCE

COE has the following assemblies or established groups that represent members who share a common purpose.

Assemblies

Leadership TeamThe College’s Leadership Team is comprised of the Dean, Associate Dean, Department Chairs and others. Its primary role is to serve as an official advisory council to the Dean.COE General AssemblyAll personnel working within the College of Education comprise the General Assembly.Faculty AssemblyThe Faculty Assembly is comprised of all faculty assigned teaching and/or research responsibilities within the COE.Staff AssemblyThe Staff Assembly is comprised of all support personnel working within (but not limited to) COE Administrative Offices, the Student Resource Center, and departmental offices.Tenure Track Faculty AssemblyThe Tenure Track Faculty Assembly is comprised of all faculty assigned to a tenure track position within the CollegeNon-Tenure Track Faculty AssemblyNon-Tenure Track Faculty Assembly is comprised of all faculty assigned to a non-tenure track position within the College and includes full and part-time employees, including instructors & lecturers.

College MeetingsThe College will have a meeting at least once each semester and at such other times as the Dean deems appropriate or necessary. The Dean may call a meeting upon petition of any Assembly or Committee Chair. Reasonable notification of College meetings must be given before the meetings.

College Advisory BoardThe College’s Advisory Board (CAB) is comprised of members representing the University, public school and community partners. The Advisory Board serves as a working board that assists the College of Education in setting and achieving strategic objectives by providing insight, advice, and support relative to programs, curriculum, and accreditation initiatives while providing links to the various stakeholder communities.Role of Board Members

Provide advice and insight relative to the College’s vision and strategic direction. Provide information on the needs and views of our stakeholders. Provide feedback and advice on programs and curriculum.

Communicate, endorse and advocate the College of Education’s interests to external constituencies such as school districts, community, business, and organizations/agencies.

College Committees

Standing CommitteesStanding Committees include individuals elected by the faculty and staff of COE who function on a continuing basis and follow the academic calendar. The Dean has the discretion to appoint voting or ex-officio non-voting members to any standing committee. Current committees include:

Assessment and Accreditation CommitteeThis committee is charged with continual program and degree review to ensure quality education in the College of Education. The Committee will oversee matters of assessment and accreditation in the College, including: coordinating, monitoring, and reviewing assessment and accreditation processes within the College; ensuring that issues related to accreditation are a prominent part of the College culture for continual program and unit improvement; making recommendations to improve the efficiency of assessment and accreditation task completion; and making recommendations for resources to enhance the assessment and accreditation processes.Curriculum CommitteeThis committee serves as an advisory body to the Faculty of the College of Education (COE). The duties of the COE Curriculum Committee are to review all new COE courses at the undergraduate and graduate levels and to provide advice and guidelines with respect to new academic programs and COE college degree requirements. The recommendations of the COE Curriculum Committee are submitted to the Faculty of COE for final approval.Innovations and Technology CommitteeThe Technology & Innovations committee reviews the innovative use of technology in teaching and learning, including implications for faculty, candidates, and p-12 students.Grievance CommitteeThe grievance committee addresses grievances filed by students after they have gone through the appropriate channels. The Diversity Committee is responsible for ensuring that all COE course offerings are accessible and equal to all students. They also support college and campus-wide diversity efforts.Research RoundtableResearch Roundtable is a self-governing program designed to support the new and emerging scholarship of non-tenured faculty and doctoral students. Participants present their research and discuss possible collaborations and available resources. Members may propose mini-grants (up to $2000) that further their personal research agendas and the group recommends proposals for funding to the Dean.Ad Hoc Committees These groups are generally short term, non-standing, and assigned a specific charge or purpose to address. Membership to an Ad Hoc or Special Committee or Task Force is typically by appointment.

Professional Education FacultyThe Professional Education Faculty (PEF) will be the representative body of the Unit across the University. Membership will include those individuals employed by a college or university, including graduate teaching assistants who teach one or more courses in Education, provide services to candidates (e.g., advising), supervise clinical experiences, or administer some portion of the Unit. The goal of this caucus will be to review, support and operationalize the principals contained within the COE’s conceptual framework.

Veto Power of the DeanThe Dean has the authority to veto any and all decisions of the College.

3 COE ADMINISTRATIVE BUSINESS

Book Ordering(Approved April 2013)

Faculty are responsible for ordering books and materials for their courses. Book orders for each semester should be placed following the guidelines and procedures for the university bookstore. This includes desk/exam copies from publishers.

The UCCS Bookstore customizes and emails a link for faculty members to order their own texts. You must submit through VerbaCollect even if you are not using textbooks. You can also visit the UCCS VerbaCollect site at http://uccs.verbacollect.com/.

Blackboard Use Policy(Approved April 2013)

All COE faculty are expected to use Blackboard to post their course syllabi and office hours.

Business Cards/Name TagsFor business cards and magnetic name tags, see the Faculty Liaison. Please provide a current business card with any changes when seeking to replenish your supply.

Conference/Meeting Rooms COE conference rooms are available for meetings and events by reservation only. To make a reservation, contact the Faculty Liaison. Due to limited space, instructors wishing to schedule classes in conference rooms during normal business hours must get prior approval from the Office of the Dean. Outside food is permissible in the COE conference rooms.

Large Conference Room The large conference room is now a part of the Event Management System, which allows other departments housed in Columbine Hall to reserve space. For this reason, it is crucial to make your reservations as far in advance as possible.

Class Cancellation If you are prevented by illness or some unforeseen event from meeting your class, you are required to inform the Faculty Liaison of such circumstances in advance of the time the class is scheduled to meet so that appropriate arrangements can be made.

Classroom Location Changes

Room ChangesPermanent changes to class locations must be requested through the Faculty Liaison. Due to limited space, specific classrooms such as computer labs, SMART rooms, and other specialized needs should be requested when the schedule is being made. Instructors holding class at an alternative location or off-campus are asked to provide the

Course Changes by Faculty

Adding, Canceling, or Changing an Existing CourseTo make changes to an existing course after the course schedule has been submitted, submit a request to the Faculty Liaison. The request should include the following:

Term (ex. Fall 2014) Course number and section Course title Course start and end time (if changes are being made) Days of the week (if changes are being made) Instructor’s full name

Proposing New CoursesAll requests to create new courses must be approved by the COE Curriculum Committee. To create a new course, faculty members must complete a Course Inventory Form. After completing the form, obtain approval from the Department Chair, who then forwards the request to the COE Curriculum Committee. Once the COE Curriculum Committee has approved the request, the form will be submitted to the COE Dean for further processing.

Event PlanningTo reserve space for a COE event or meeting using other campus facilities, contact the Faculty Liaison. When requesting a reservation, please provide as much information as possible, including event name, date and time, attendance, audio-visual needs and main point of contact.

Due to limited availability, please book your events as far in advance as possible but within one year from the date of the event.

Event Risk ManagementThe University recognizes that supporting on-campus activities enhances the academic and co-curricular learning environment. All activities, whether University-sponsored or not, may require additional scrutiny and review to minimize risk and to ensure that appropriate measures are taken to shift, reduce, or insure acceptable risks.

Expenditure Preapproval Policy(Approved September 2012)(Amended September 2014)

All faculty and staff must prepare an electronic Expenditure/Preapproval form for purchases.

Department chairperson signatures or approvals via email are required for faculty requests. Staff should seek approval from their immediate supervisor.

Purchases over $2,500.00 require the Dean’s approval. When faculty or staff are making purchases on behalf of the College of Education,

the employee will complete the Expenditure/Preapproval form and the Dean shall be the approving authority.

Employees are strongly encouraged to use Concur when scheduling travel. Also, they are advised to check with the Fiscal Administrator to ensure they have

sufficient funds in their Professional Development accounts to cover anticipated expenses.

Furniture & Office MaintenanceTo request office furniture, furniture repair, or office maintenance, speak with the Faculty Liaison. Office maintenance includes wall repair, paint touch-up, lighting and electrical issues.

Faculty Course Questionnaire (FCQ)CU utilizes a multi-faceted approach to instructor and faculty evaluation. A major component of evaluation is the Faculty Course Questionnaire (FCQs), which are distributed to enrolled students on a day that falls within a specified window of time towards the end of every semester.

FCQ forms will be distributed in a sealed envelope to all faculty to be administered by someone other than said faculty during class.

Faculty-Course Evaluation shall be implemented at the University of Colorado for all courses and their sections offered by any of the University of Colorado campuses.

Independent Study/IS Form(Approved September 2012)

COE graduate students who wish to pursue an independent study with a COE faculty member must complete the Independent Study Proposal Request form. The proposal must be approved and signed by the supervising faculty member conducting the Independent Study. Other signatures required include the Department Chairperson and the Dean of the COE, both of which can be obtained with the assistance of the Faculty Liaison. It is expected that COE faculty post and maintain office hours each semester, beginning the week before classes start. The expectation is that each faculty member will commit to four hours per week (during academic year) for student advising, exclusive of time spent addressing students questions, concerns, etc. before or after class. To facilitate advising, the Student Resource Office must have access to faculty calendars so that advising appointments can be scheduled.

Appointments may be scheduled for virtual or face-to-face meetings and location is flexible (some faculty meet with students off campus or in a centralized campus location).

Faculty within departments are asked to collaborate on scheduling hours so that there is adequate coverage.

Departments may work out a system for faculty to ‘bank’ hours if they are not available during their regular office hours (conferences, consulting, travel, etc.) and make up their hours at a time that meets department needs.

If faculty will not be available during their regular office hours, they need to let SRO know.

Parking for GuestsTo provide guests who are attending COE events with free parking, obtain a code from the Faculty Liaison. The code is available for use in the campus garage only and is not for use by students, staff, or faculty.

PurchasingAll approved purchases of office supplies, materials and equipment must be made through the Faculty Liaison. Purchases made independently may not be eligible for reimbursement. Technology and SoftwareDiscuss technology and software needs with COE IT Support Staff prior to obtaining approval for purchase.

Travel and Expense ReportsTravel expenses and general reimbursements must be pre-approved by your department chair or immediate supervisor. UCCS uses an online travel and expense reporting system called Concur Travel and Expense, which is accessed through the campus portal and composed of two parts: 1)Concur Travel and 2)Concur Expense. Concur Travel is used for 24/7 booking of airline tickets, hotels, and rental cars. Concur Expense is used to reconcile Travel Card charges and to request reimbursement for University travel and non-travel-related expenses by employees and Regents. The traveler’s costs cannot be reimbursed until after the trip is completed. Reimbursement expense reports must be submitted within the designated time period to avoid tax consequences for employees. Food Related Reimbursement outside of Travel ExpenseDetailed receipts showing all items purchased are required in order to be reimbursed. Alcoholic beverages and tips beyond 20% are not eligible for reimbursement.

4 COE PERSONNEL POLICIES

Annual Award Policy

OverviewEach spring, the Awards Committee of the College of Education (COE) invites nominations for the COE Research, Teaching, Staff, and Service Awards. The submission deadline for the awards is in April of each year and nominations must be submitted to the Dean’s Office by the announced deadline. All faculty and staff will be notified of the awards, criteria, procedure and provided a copy of this policy in advance of the deadline. Recipients will be recognized with a plaque. Faculty must have an updated FRPA to be eligible to receive any of the three faculty-specific awards. Complete details on eligibility for the awards are given below. The Awards CommitteeThe Dean will ask for volunteers to serve on the Awards Committee. The Committee, which is made up of representatives from all COE departments, programs, and offices, will evaluate all submissions and recommend award winners for final approval by the Leadership Team.Nomination ProcedureNominations may be made by anyone. It is expected that COE department chairs will encourage the nomination process. For each nominee, individuals making a nomination must submit a written nomination to the Dean’s office representative explaining why the individual deserves the award.

1. Outstanding Researcher AwardThe awardee will be judged by the committee to be excellent in research using criteria from the COE RPT Guidelines, Criteria for Faculty Evaluation.ELIGIBILITY: Full-time tenure/tenure track COE faculty are eligible for this award.

2. Outstanding Teacher AwardCandidates will be judged to be outstanding in the teaching component of their scholarly endeavors.ELIGIBILITY: instructors or tenure-track faculty with at least a 50% appointment are eligible.

3. Outstanding COE Service AwardFor service provided to the College of Education, the campus community and/or the wider community by serving on committees and performing public service. ELIGIBILITY: All COE faculty and staff are eligible.

4. Outstanding Staff AwardThe Outstanding Staff Award is for a staff member who has demonstrated initiative and effort over and above standard job requirements.ELIGIBILITY: All staff are eligible.

Bereavement PolicyYou may receive up to five days of paid leave to arrange for and attend an immediate family member's funeral and handle related affairs. Immediate family members include: spouse, children, parents, grandparents, grandchildren, brothers, sisters, mothers-in-law, fathers-in-law, sisters-in-law, brothers-in-law, sons-in-law, and daughters-in-law, and anyone else who belongs to your established household.

Note: Your supervisor may allow you to take five paid working days of funeral leave for an equally significant other person not included in this definition.Gifts and cards associated with bereavement or condolences will fall to the individual departments to coordinate and collect funds.

Book Selling Policy(Approved September 2012)

Many universities are reviewing their policies about selling desk copies intended for faculty use as the practice appears to inflate textbook prices for students and prevents authors from receiving revenue they’re entitled to.

While COE personnel may continue to sell textbooks, it shall be the policy of the College of Education that such dealings occur outside of COE premises. Faculty wishing to donate unused books may still leave them on the window ledge outside the COE suite.

Computer Policy(Approved 2013)

Computers will be refreshed on a regular basis, budget allowing. COE employees may request a laptop every three years or a desk top every five years. Requests must be approved by the direct supervisor and the Dean. The college’s IT professional will determine appropriate specifications based on employee needs and IT recommendations, then forward the requests to the Dean’s office. The IT professional will arrange for set up. The college will pay up to $1,500.00 per unit and additional costs may be covered by departments or the employee. The computer is university property and remains with the College of Education in the event that the employee leaves.

Course Load Policies

Faculty Course Overload Policy(Approved April 2013)

An overload is any credit given for work beyond the College’s established faculty course workload of 15 credit hours for Tenure Track Faculty and 24 credit hours per academic year for Non‐Tenure Track Faculty. Faculty overloads are appropriate only in cases where they meet specific department or college needs. Faculty are limited to two overload courses per semester or three per year. Overloads must be approved by Department Chairperson and the Dean.Faculty Load Policy(Approved April 2013)

Faculty members are expected to achieve a balance among the categories of evidence with emphasis on teaching and scholarship for Tenure Track Faculty (TTF) and teaching and service for Non‐Tenure Track Faculty (NTTF). The common expectation in the College of Education is 40% teaching, 40% scholarship, and 20% service for TTF unless otherwise negotiated with the department chairperson and approved by the Dean. The common expectation for NTTF is 80% teaching and 20% service unless otherwise negotiated with the department chairperson. Typical teaching loads are five courses per academic year for TTF and eight courses per academic year for NTTF.Faculty Course Offload Policy(Approved April 2013)

Faculty may be given a course offload to complete specific assignments (e.g. accreditation work, research, program development, etc.). Offloads require approval by the Department Chairperson and Dean, unless the offload is related to a contractual agreement such as a letter of offer or grant.

Dissertation Committee Policy(Approved September 2012)

The College of Education will pilot a two-year program (commencing 9/2012) to compensate faculty for their work on dissertation committees. All payments will be made upon successful completion of student’s dissertation. The committee chair must request payment on behalf of the entire committee at the time of dissertation defense (see payment table).

*If chair serves as methodologist, there will be no additional payment.

Enrollment Policy (Approved September 2012)

For lecturers, instructors, and faculty, minimum enrollments will be used to determine whether a course is offered. For graduate courses, the minimum enrollment will be six (6) students and for undergraduate courses the minimum is twelve (12) students. The enrollment minimum for cross-listed (combination undergraduate/graduate) courses will be nine (9) students. Enrollments will be determined at the time of the university’s census date. For a low-enrollment course (five or fewer students) to be offered, both the Department Chair and the Dean must sign off.

Enrollment Cap Compensation Policy(Approved September 9, 2014)

The College of Education will use the following guidelines in determining the enrollment cap for various COE courses:

On-campus (face-to-face) or hybrid (anything less than 51% online) courses:

 In the event any course exceeds its enrollment cap, the department chair and affected faculty have several choices, depending on the type of course and departmental resources. It is the responsibility of the faculty member to work with the department chair to determine the model that best accommodates the department’s resources and faculty needs:

A course can be split into two or more sections:

Faculty member can teach additional section in-load or as an overload Additional faculty can be hired to teach other sections If the additional section does not meet minimum enrollment requirements, the

course with the lower enrollment will be counted as the overload.A course can exceed cap, but two faculty may be employed to co-teach course. Compensation will be split.

A course can exceed cap, but faculty member may be provided support through the department in the way of a grader, graduate assistant*, or other support personnel.

A course can exceed cap and faculty member is paid for each additional student:

Undergraduate course $100/student

Graduate course $200/student

 *A graduate assistant (GA) at 3 hours a week costs about $576 and at 5 hours costs $960 for a 16-week semester.

Facilities and Administrative Return (F&A) (aka Indirect Costs or Overhead)(Approved September 9, 2014)

F&A return to the College of Education will be split 40% to Principal Investigator (PI), 35% to sponsoring department, and 25% to the College of Education. If the award is less than $1000, 100% will go to PI.

Faculty RetirementFaculty anticipating retirement should contact the Department and/or campus Human Resources Representative to initiate a retirement agreement and discuss Emeritus/ Emerita designation.

Gift Cards Policy The purchase of gift cards requires preapproval from Department Chair and must

be requested through the COE Fiscal Administrator. Faculty must account for each gift card given using a Gift Card Log Gift card recipients must sign the log to show receipt of the card. Logs are available through the Faculty Liaison.

Grade Submissions(Approved April 2013)

All faculty are required to meet university deadlines for grade submissions. Department Chairpersons are responsible for communicating deadlines to adjunct faculty and following up with faculty not meeting the deadline. The Dean reserves the authority to not re‐hire lecturers who routinely fail to adhere to this process.ProcedureFinal grades must be submitted to the university separately from entering them into Blackboard. Once grades are finalized, formal submissions are made through the MyUCCSPortal, under Faculty Self Service. Grades must be manually entered into the grade roster, approved, and then posted.

Graduate Faculty StatusFaculty (Tenure Track and Non-Tenure Track) and lecturers who teach graduate level courses must be appointed to the Graduate Faculty. The Faculty Liaison will prepare an Appointment to the Graduate Faculty form to be submitted with the instructor’s resume/vita. These forms are then routed for other signatures.

Note: Graduate Faculty Appointments are also required for external dissertation committee members.

Master's Thesis Policy(Approved September 2012)

Every COE candidate pursuing a master’s degree under Plan I (thesis option) is required to write a thesis, which may be of a research, expository, critical or creative type. Each thesis presented in partial fulfillment of the requirements for a master’s degree must satisfy the specifications of the University of Colorado Colorado Springs Thesis and Dissertation Manual, and shall represent 3-6 semester credit hours of work. Faculty who serve as thesis chairs outside of their regular teaching load will be paid $500.00 per student for thesis advisement and $500.00 upon completion of a student’s thesis.

Merit Distribution Policy(Approved February 2013)

Based on the recommendations of the Merit Pay Task Force, the College of Education will use the following process in determining merit distribution:

Office Designation Policy(Approved September 2012)

When an office occupied by a departmental faculty or staff member becomes available, that department has first priority in determining occupancy and each department shall establish its own process for making that determination. Departments may ‘trade’ offices for strategic purposes (optimizing support for new faculty; creating work clusters; providing proximity for co-teaching assignments; promoting cross-departmental collaboration; etc.). All moves need to be coordinated through the Dean’s Office.

Professional Development Funds for Faculty(Approved September 2012)

Full time faculty may receive $1,000 in professional development funds per academic year unless college or university budget circumstances cannot support this practice. Half time faculty may receive $500 in professional development funds per academic year. Department Chairpersons (with the approval of the Dean) may award additional one-time only funding to faculty for approved professional development activities. Approved professional development activities may include:

Travel to/participation in international, national, regional, state or local conferences;

Attendance at professional workshops;

Memberships to professional organizations; Professional materials (books, journal subscriptions).

Funding preference will be given to faculty who are presenting at conferences.

Note: faculty members may be responsible for significant overages beyond their professional development balance.

Note: Faculty members on leave (e.g. sabbatical or maternity) do not accumulate professional development funds for an equivalent portion of that year.

Revisions of the HandbookThis article provides a means for making changes in the COE Handbook. Minor modifications may be approved by a majority vote of the Leadership Team members. Major revisions to the COE Handbook will require a majority vote of the General Assembly. The Handbook will be in effect and will supersede all previous handbooks after a favorable majority vote of all College members eligible to vote.

Student Field Replacement Policy(Approved April 2013)

Each department must maintain current/accurate information related to all student field placements. This data will be reported to the Director of Field Experience and Community Outreach each semester. Student site and supervisor information must be included in reports.

Syllabus Policy(Approved April 2013)

COE faculty are expected to use the COE syllabus template for all course syllabi. Copies of course syllabi must be shared with the department chairperson by Friday of the first week of classes each semester. Student Procedure for Withdrawing and Retro-Withdrawing from the SemesterTo withdraw from all classes for a semester, the student must complete a Withdrawal Form, available from the Student Resource Office or Admissions and Records.

This form requires signatures of course instructors and/or the signature of the Dean or Associate Dean.

The Bursar and Financial Aid Officer (if applicable) must also sign this form. Deadlines associated with this form are listed in each Schedule of Courses.

Course ValidationsStudents seeking to graduate with courses that are six (6) years or older will be required to have the courses validated by the Department Chair or a professor in the content area. Validations are required by the Graduate School for the following courses:

Masters courses over six (6) years old from the semester of graduation. PhD courses over seven (7) years old from the semester of graduation.

Credit Transfers from Other InstitutionsStudents may wish to transfer in master level courses from other institutions in order to meet requirements for a Master’s with the College of Education.

Grading Policies

Grade ChangesTo change a student’s grade, the instructor (not the student) must complete and sign a Change of Record Form. The instructor must then obtain the signature of the Dean or Associate Dean of the college and have the student submit the form to Admissions and Records for processing. Grade change forms are available from the Faculty Liaison or Admissions and Records. IncompletesThe student must ask for the incomplete grade, which is only when students, for reasons beyond their control, have been unable to complete the course requirements. It is understood that a substantial amount of work must have been satisfactorily completed before approval for such a grade is given. The final grade does not result in deletion of the “I” incomplete symbol from the transcript. A grade change form must be completed and a final grade entry posted on the transcript to show the final grade for the course.At the end of one year, an “I” grade that is not completed or repeated will be re-graded as an “F” grade. Requests for an extension of time to complete the course beyond the one year deadline cannot be approved.

Pass/Fail RegistrationPass/fail registration is available for courses that are not required in a student's major. The number of credits that may be taken as pass/fail is restricted. Instructors are not to have any knowledge of a student's pass/fail registration. For more information regarding these restrictions, please see the current UCCS catalogue.

If a student registers for a course as a letter grade and then wishes to change to pass/fail (or vice versa), the student is to speak to the Dean or Associate Dean. Generally, changes will not be made after census date. Exceptions shall be granted only under extraordinary circumstances.

Graduate Candidate for DegreeMaster and Doctoral degree candidates who have finished all coursework must be enrolled in the department-specific course titled “Candidate for Degree” the semester in which they will be taking a comprehensive examination, defending a thesis, dissertation, report, or project; and will pay graduate, resident tuition for one (1) credit hour, plus appropriate fees.

Student Leave of Absence from Program(Approved April 2013)

Students who decide to take a leave of absence from their academic program must discuss their decision with their faculty advisor and put their intentions in writing to the Department Chair. In the letter, the student should outline the purpose of the leave of

absence, the approximate time needed, and an anticipated semester to return. When the student plans to return to the academic program, she/he must contact the department chairperson to setup a meeting to discuss re‐entering the program and the student’s new academic plan. In the event that a student takes leave that exceeds one year (from the semester of admission), she/he must reapply for admission to the department.

6 CAMPUS RESOURCES

Library/Materials on ReserveUCCS's Library at the El Pomar Center offers collections, services and technology, as well as space for study, research and meetings. Research assistance is provided by librarians with subject specialties in the sciences, humanities, religion, fine arts, social sciences, business, education, counseling and music.

Adjunct Instructors may access library services. The UCCS ID serves as the library card. Instructors must have approval from their Department Chair before arranging to rent videos or use other library services that include fees.

Assigned class reading materials may be placed on reserve at the reserve/media counter. The purpose of the reserve collection is to provide access to readings in high demand. Circulation is limited to short loan periods. Items placed on reserve should be limited to required-reading only, with some exceptions. Reference books, and books from another library, may not be placed on reserve. Arrangements for videos are made with the staff member at the reserve counter. Before Coming to Campus1. Complete a Person of Interest form, sent to you by the HR Specialist for access to Blackboard.

This will get you set up for computer access with a UCCS username and password, which will also be used for your campus e-mail and faculty portal access.

Suggestions for Your First Time Visit Visitor parking is available in numbered parking spaces on the 3rd floor of the parking garage

located on Regent Circle Drive. Pay stations are available on the 3rd Floor. The parking rate is $2.00 per hour.

After parking, visit Mary Hurless in room Columbine Hall, room 3023, to sign your letter of offer if you have not already done so.

If not already signed and notarized, have your Faculty Oath form notarized by Mary Hurless or Peggy Laney.

Take completed HR paperwork to the campus Human Resources department. You will complete the I-9 form in the HR office, which is located in Cragmoor Hall (the northeast side of campus).

Please feel free to email your Department Chair to schedule a meeting to go over any questions that you may have. You may also talk to Mary Snyder in the Dean’s suite.

If you would like, you may arrange a campus tour, which will be provided by one of the College of Education staff members.

Parking on Campus:Depending on how many days a week you come to campus during the semester, there are multiple options for parking.

Visitor parking: if you only come to campus occasionally, then visitor parking might be a good option at $2.00 per hour. And, you can park all day; the cap is $10.00.

Visitor pay stations (accepts cash or credit cards) are located on the third level of the Parkway Garage, the first level of the Alpine Garage, or in parking lot 220. There is also several coin operated parking meters (accepts quarters only) at various locations in many of the campus parking lots.

Another visitor parking option is to purchase a "One-Day" visitor permit. This permit allows you to park any number of hours in one day and in any permit restricted parking lot on campus. The cost of these permits is $10.00 and may be purchased at the UCCS Parking Services front desk or at the University Center front desk.

Free visitor parking is also available DURING fall, spring, and summer semesters in 500 series lots which are located at and near the Four Diamond Sports Complex, 5025 N. Nevada Avenue. A free shuttle service transporting passengers to and from the Four Diamonds Sports Complex and the main campus is available during fall, spring, and summer semesters. Shuttle pickup times are about every 10-20 minutes, Mondays-Fridays, from 6:40 am to 10:35 pm.

Ticketing for parking violations occurs Monday through Thursday, from 8:00 a.m. until 10:00 p.m. and on Friday from 8:00 a.m. until 4:00 p.m. while school is in session. Permits are NOT required on week-ends, interim periods, or holidays when the campus is closed. All other violations are enforced 24 hours a day, 365 days a year.

Office Keys/Access Codes:Office keys and an access code will be issued during your first visit. The key will provide access to your office, and the code will provide digital access to the copy room and mail room/kitchen. Please keep this code secure, and do not share it with anyone. For access to classroom podiums, new hires must complete podium training. See the Faculty Liaison to set up training.

TechnologyBlackboard:All COE faculty are expected to use Blackboard to post their course syllabi and office hours.

Whether you are teaching courses on campus or online, you will at some point be using the Blackboard platform.

For on-campus courses, you can use Blackboard to organize course materials, supplement your face-to-face class time, upload documents, etc.

For fully online classes, everything will be housed in Blackboard.

We will provide support for faculty in a number of ways:

Copying/Scanning/Faxing: The College of Education has a copy machine for copies, scans and faxes all in one. Access to the copier requires a log-in code. To obtain a code, see the Faculty Liaison or your Department Chair. If you need assistance with the copy machine, please see the staff in the Dean’s suite.

To obtain assistance with large copy jobs, scanning of books/instructional materials, you can submit a “work order request” to the staff in the Dean’s suite. Work Order Request forms are located at the reception area of the Dean’s suite. After completing the form, leave it in the work order basket.

UCCS has a print shop that will handle large copy jobs and other printing services at reasonable prices. You may request these jobs through the Faculty Liaison.

Electronic File Storage and Sharing:UCCS has multiple servers where students, faculty and staff can store data. Each user has a personal storage space, although limited. MiscellaneousBook Order Policy:Faculty are responsible for ordering books and materials for their courses. Book orders for each semester should be placed following the guidelines and procedures for the university bookstore. This includes desk/exam copies from publishers.

The UCCS Bookstore customizes and emails a link for faculty members to order their own texts. You must submit through VerbaCollect even if you are not using textbooks.

Faculty ID Card:To obtain your faculty photo ID card, visit the University Center front desk (1st floor next to the bookstore). Be sure to bring your employee ID number with you. Be prepared for a photo. You will need your ID for various things, including checking out materials at the library, public safety, using shuttle buses, or other occasions.

Faculty Course Questionnaires (FCQs): CU utilizes a multi-faceted approach to instructor and faculty evaluation. A major component of evaluation are FCQs, which are distributed to every student enrolled in a class on a day that falls within a specified window of time towards the end of every semester.

FCQ forms will be distributed in a sealed envelope to all faculty to be administered by someone other than said faculty during class.

Faculty-Course Questionnaires shall be implemented at the University of Colorado for all courses and their sections offered by any of the University of Colorado campuses.

Mail Box: Mail boxes are provided to staff, faculty, and current adjuncts. Mail boxes are located in room 3032. These boxes are used for inter-office and external mail or correspondence.

Office Supplies: General office supplies such as paper, pens, paperclips, notepads, and markers are located in the copy room. You will also find full-color marketing brochures for each academic program. For less common office supplies, promotional items, and equipment, check with the Faculty Liaison.
