One of the critical deficiencies identified was a certain lack of understanding of the programme, its features and its potential by the implementing offi ·als. This underlines the need for equipping the programe implementing functionaries . comprehensive skills, programme experience in other parts of the country and attitude development. With this in background, NIRD has designed a major training action plan for SGSY and accordingly, 18 programmes were planned to be conducted during 2008-09 (10 programmes) and 2009-10 (8 programmes). For this purpose, NIRD has identified Dr. C K Jha, a retired General Manager from NABARD who has the requisite experience to rganaize 18 ToT-II programmes on SGSY during 2008-09 and 2009-10, in Patna. The Ministry has agreed to provide funding support to the extent of Rs.89,000 per programme. Dr. Jha, the Consultant, is in continuous touch with the SIRD, Patna to chalk out the programmes and organize them in an effective manner. In view of the importance of the ToT-II programmes on SGSY, I request you kindly to advise the Director, SIRD, Patna to assist us in conducting these training programmes. The copy of the Jetter addressed to Dr. G S Dutt, Director General, Bhar Institute of Public Administration & Rural Development is enclosed for ready reference. The Central Government in partnership with the State Governments hasconstantly endeavored to strengthen the effective and efficient implementation ofNREGA and has taken several measures in this regard to ensure accountabilityand transparency in the implementation processes as well as ensuringconformity with the legally mandated processes.

In the light of experience gained in the implementation of the programmeby the implementing authorities in the States/UTs, the following decisions havebeen taken by the Ministry to further strengthen the accountability of the system.

All State Governments shall set up a High level Coordination Committeeunder the Chief Secretary of the State to ensure inter-departmental coordinationin the implementation of the Act and the Schemes made thereunder headed bythe Chief Secretary and comprising the Secretaries of the Departments dealingwith Finance, Personnel, Agriculture, Horticulture, Animal Husbandry, Fishery,Forests, Revenue, Home, Health, Rural Development, Education, Women, Childand Tribal Development and any oth~:r subject deemed to be relevant and alsorepresentatives of Banks, Department of Posts, National Informatics Centre(NIC), Life Insurance Corporation of India (L1C) and Health Insurance Companyin charge of Rashtriya Swasthya Bima Yojana. Secretary dealing with theimplementation of the Act shall act as the member-convener for the High levelCommittee. The Committee shall regularly review the implementation ofSchemes and ensure that 2%, 10%, 100% of the inspection of the works andrecords of the Scheme at the State/District/Block respectively is conducted oncea quarter and all deficiencies are removed and all grievances are redressed.

The District Programme Coordinator shall ensure that within fifteen days offunds received by them, the same is released to the eligible Gram Panchayats inthe District.

District Collectors shall be responsible for the proper organization of theGram Sabha wherever required under the Act and Schemes made thereunder.The District· Programme Coordinator (wherever the District ProgrammeCoordinator is not the District Collector/District Magistrate/Deputy Commissioner)shall assist the District Collector.

Gram Sabha and Ward Sabha shall be held regularly according to theprovisions of the Act. Gram Panchayat shall ensure organization of Ward Sabhawherever 'lhe number of members in the Gram Sabha is large, arid effectiveparticipation of all members may not reasonably be expected.

The Gram Sabha and Ward Sabha shall identify and select the projects tobe taken up in the Gram Panchayat. Gram Sabha should be held regularly toensure social audit. All information relating to flow of funds, works, workers,muster rolls, measurement books, sanction orders, cash book and all uiherrecords and registers shall be placed in the Gram Sabha. There shall be videodocumentation of the proceedings 'of all Gram Sabhas. Copies of the videofootage (tape, CD or any other media) shall be properly coded and kept in theDistrict with the Gram Panchayat, Programme Officer and the DistrictProgramme Coordinator. The District Programme Coordinator, the ProgrammeOfficer and the Gram Panchayat shall utilize the video footage to ensureenforcement of the decisions of the Gram .Sabhas and proper implementation ofthe NREG Act and the Scheme made thereunder.

You will appreciate that the adoption of above measures will go a long wayin further strengthening transparency and accountability in the implementation ofthe NREG Act as well as ensuring effective convergence of other schemes andprogrammes with NREGA and coordination with other agencies like banks, postoffices and insurance companies etc. Action taken in this regard may please beinformed to the Ministry at the earliest.
