The meeting was opened at the PhilippinesInternational Convention Centre on 17 March,with an address by President of the Republic ofthe Philippines Madame Gloria MacapagalArroyo. Representat ives from 83 membercountries participated in the meeting. Theminister delivered a statement in general debateat the plenary meeting on the same day, stressingthe important of mutual respect, equal treatmentand appreciation to other religions in pursuing apeaceful world. Water is the source of life and the link that binds allliving beings on this planet. It is connected directly toall our United Nations goals: improved maternal andchild health and life expectancy, women’s empower-ment, food security, sustainable development and cli-mate change adaptation and mitigation. Recognitionof these links led to the declaration of 2005-2015 asthe International Decade for Action “Water for Life”.

Our indispensable water resources have proventhemselves to be greatly resilient, but they are increas-ingly vulnerable and threatened. Our growing popula-tion’s need for water for food, raw materials and en-ergy is increasingly competing with nature’s own de-mands for water to sustain already imperiled ecosys-tems and the services on which we depend. Day afterday, we pour millions of tons of untreated sewage andindustrial and agricultural wastes into the world’s wa-ter systems. Clean water has become scarce and willbecome even scarcer with the onset of climate change.And the poor continue to suffer first and most frompollution, water shortages and the lack of adequate sani-tation.

The theme of this year’s World Water Day, “CleanWater for a Healthy World”, emphasizes that both thequality and the quantity of water resources are at risk.More people die from unsafe water than from all formsof violence, including war. These deaths are an affrontto our common humanity, and undermine the efforts ofmany countries to achieve their development potential.

The world has the know-how to solve these chal-lenges and become better stewards of our water re-sources. Water is central to all our development goals.As we mark the mid-point of the International Decadefor Action, and look forward to this year’s MDG Sum-mit, let us protect and sustainably manage our watersfor the poor, the vulnerable and for all life on Earth.

In order to set upan iron and steel indus-

tries complex, No. (1)Steel Plant was estab-l i shed inK y a u k s w e k y o ,Aunglan Township ,Bago Division, in 1996.In 1999, it began itsproduction line at theannual production rateof 150,000 to 200,000tons. No. (2) Steel Plant(Myaungdagar ) inHmawby Township ,Yangon Division, was

built in 1997, and com-missioned in 1999. Itproduces 150,000 tonsof s tee l s labs and12,000 tons of fabrica-tion parts a year. Now,

follow-up programmesare in progress to boostits production to 30,000tons. However, we stillhad to import steel bil-lets and slabs as rawmaterials for the plants.

No. (4) Steel Plant(Myingyan) and No. (5)Steel Plant (Pinpet) aredesigned to produce bil-lets and slabs for otherplants.

In order to get steel

raw material before No.(5) Steel Plant (Pinpet)starts its production lineof pig iron from ironore, ship dismantlingworkshop (Thi lawa)

was built in 2000. It wasoperated in 2002.

Myanmar has threerich iron deposits. Thef i rs t deposi t i s inP y i n O o L w i n(Kyadwinyay) and itholds about three mil-lion tons of iron ore. Thesecond deposit is inPinpet on the border be-tween Taunggyi andHopong townships, andit holds about 70 mil-lion tons of iron ore. Thethird is in

scraps a year.The i ron ore in

Pinpet is of two types:hematite and lemonite.According to the sizeof the plant, iron orecan be exploited fromthe deposit for about150 years. Pig iron willbe produced from ironore with the romeltprocess of the RussianFedera t ion . A coa lmine is in-operation inold Wanhok Village inKehsi Mahsam Town-

(Myaungdagar) will pro-duce various sizes of bil-lets for shipbuilding,apart from steel plates,H beams, I beams, gird-ers, and trusses.

No. (3) Steel Plant(Ywama) has boosted itsannual iron productionrate from less than10,000 to 50,000 tons. Itmainly produces 12-me-ter billets, and producesbarbed wire, bindingwire, nails, sieves andchain links, oxygen, ar-gon and nitrogen. Theplant is in the process ofbeing upgraded to pro-duce high tensile steelbolts and nuts.

No. (4) Steel Plant(Myingyan) is to be up-graded to produce dif-ferent sizes of hot rollsheets, cold roll sheets,colour sheets, and cor-rugated zinc sheets. Italso has a plan to boostannual production ofgoods from 200,000 to400,000 tons after pro-duct ion of p ig i ronfrom iron ore from thedeposit of Kathaingmountain.

The plants will belinked with railroads foreasy transport.

In conclusion, hesaid that all the steelplants operate as an ironand steel industries com-plex to produce finishedproducts in combinationfor bridge and buildingprojects. The iron andsteel industry is beingimproved to ensure na-tional development andgenerate job opportuni-ties for local people.The rapid developmentof the iron and steel sec-tor is due to the estab-l ishment of i ron (See page 5)

Myanmar has three rich iron deposits.The first deposit is in PyinOoLwin(Kyadwinyay) and it holds about three mil-lion tons of iron ore. The second deposit is inPinpet on the border between Taunggyi andHopong townships, and it holds about 70 mil-lion tons of iron ore. The third is inKathaingtaung, Phakant Township, and ac-cording to the estimation, it holds about 230million tons of iron ore.

No. (5)Steel Plant (Pinpet) hasa target of 200,000 tonsof pig iron a year. Shipdismantling workshop(Thilawa) will produce50,000 tons of iron

ship. It holds about 37million tons of coal,f rom which P inpe tPlant can get coal for75 years.

No. 4 Steel Plant

(Myingyan) is locatednear Sakha Village,Myingyan Township,Mandalay Division.

The plant was con-structed on 16 May 2005to manufacture 0.2 mil-lion tons of steel billetsand slabs per year whichis main raw materials ofsteel rolling mills andsteel plate mills under-

taken by Myanmar Eco-nomic Corporation. Now,the plant is running at fullcapacity.

The plant is outfittedwith scrap yard equip-ment, 60-ton Electric ArcFurnace (EAF) which canmanufacture 900 tons ofsteel, 60-ton Ladle Fur-nace (LF), 60-tonVaccum Degasser (VD),continues casting ma-chine which can cast 1936tons of steel billets perday, Thin Slab Caster(TSC) which can producetwo to five million steelslabs per year, fume treat-ment plant, air seperationplant that can produceoxygen, nitrogen and ar-gon gases, compressed airplant, steam boiler plant,

natural gas station, limeplant, material handlingsystem, 15 electric over-head travelling cranes,sub power station, main-tenance workshop, and alaboratory.

Moreover, guest-house, staff quarters, mar-ket, main office, securitygate, mess hall, storeshops, cargrage, outside

car parking, canteen, andtechnological high schoolhave also been con-structed for employeeconvenience.

The plant is bound tomanufacture two millionsteel billets and 50,000steel slabs per year.

To build a modern, patriotic TatmadawA Reader

Every country has their own Tatmadaw (armedforces). Myanmar Tatmadaw, a patriotic one, cameto being with the aim of helping the motherland toregain independence. So, the historical backgroundof Myanmar and that of the Tatmadaw are in pairs.The Tatmadaw and the people joined hands inindependence struggles as well as in the drive torestore independence.

Myanmar fell under the rule of the colonialistsfor more than 100 years, and under the rule ofJapanese Fascists for three years. The Tatmadaw wasformed to drive the colonialists out of the nation’ssoil. In order to do so, Myanmar cooperated withJapan due to the verbal promise of Japan that theywould guarantee Myanmar independence as soon asBritish colonialists were driven out of the nation.

Then, the Tatmadaw cooperated with JapaneseFascists to achieve the goal. However, the Tatmadawhad to make allies with British colonialists to fightback the Fascists. The major purpose in that regardwas none other than to regain independence.Nevertheless, Japanese Fascists wanted to make useof the Burma Independence Army (BIA) in a fightagainst the British.

Since 1885 in which the whole Myanmarcame under subjugation of the colonialists, Myanmarhad not had any national Tatmadaw. So, formation ofBIA was, indeed, emergence of a patriotic force thatbrought honour to the nation. The people gotencouraged with the belief that the Tatmadaw wasequipped with the sense of patriotic spirit of theentire Myanmar people. Many people from all strataof life joined BIA. The Tatmadaw received rapturousassistance and applause from the entire people.

Witnessing that BIA was growing rapidly inno time, Japanese Fascists came to weaken the force.Issuing a wide variety of restrictions, they reducedBIA into the Burma Defence Army (BDA). Yet, the

people’s sense of patriotic spirit was getting higherand higher in parallel with that of the Tatmadaw.Japanese Fascists presented former Myanmarpoliticians to the public and made use of them for theirconvenience in ruling Myanmar. In the process, theyinstalled a puppet government under their influence inorder to slow down the role the Tatmadaw played inthe national politics. In spite of that, the entire peoplewere backing the Tatmadaw, and the Tatmadaw cameto stand by the public.

Then, the time was ripe to launch a Fascistresistance. The Tatmadaw was well convinced of therelations between political and military affairs. TheTatmadaw was constituted with reliable andresponsible politicians of younger generations with astrong sense of patriotism. They also realized thepoint that Myanmar’s independence struggles wouldbe brought to fruition only when political and militaryaffairs were carried out in harmony. In order to putthat concept into action, the Tatmadaw workedtogether with political leaders from the CommunistParty, and Pyithu Ayedawbon Party, and formed theAnti-Fascist Organization (AFO).

Actually, the Communist Party was the firstpolitical party that disrupted the initial activities of BIAformed for regaining independence. It laid down apolicy that Communists would fight Japan in cooperationwith British colonialists while BIA forces weremarching. That policy was just a carbon copy of awrong policy of a foreign country. Therefore, themajority of the people were opposed to it, and in supportof the Tatmadaw.

Since then, the Tatmadaw officially had formedallies to fight Japanese Fascists. On 23 July 1945,allies renamed BIA the Patriotic Burmese Force (PBF).In reality, the Tatmadaw had been renamed BIA, thenBDA. In the Anti-Fascist Resistance, the Burma Armywas termed the Burma National Army. At that time,the Tatmadaw had taken into the shape of a standingTatmadaw or a national Tatmadaw representing thewhole nation. Nonetheless, British colonialists wereanxious to take a dim view of the role of the Tatmadaw.Terming the Tatmadaw the PBF implied thecolonialists’ stance of regarding the Tatmadaw as aguerrilla force, instead of a standing army. The term“patriotic” was, indeed, something to be proud of, forthe entire people. It is the Tatmadaw that has goneunder the name of the patriotic Tatmadaw with allseriousness.

British colonialists’ stance behind that regardwas to dissolve the Tatmadaw that drove them out ofthe nation in alliance with Japan. The situations went

from bad to worse due to Communists. At that time,Communist leaders had formed a Red Army withvarious sorts of arms they had got in the World WarII. They were not happy with the potential that theTatmadaw, which had won the unanimous supportof the entire people in the resistance period. Withthat ill intention, Communists nudged the Britishinto dissolution of the Tatmadaw.

U Ba Cho tabled motion No(1) “Burma Army”. Kayinnational leader Mahn BaKhaing supported theTatmadaw as a benefactor.The entire people supportedthe motion of theTatmadaw’s survivalwithout exception.

The conference was thefirst of its kind for Myanmarindependence after the Anti-Fascist Resistance. In thenational politics process,continued existence of theTatmadaw stood at thecentre. Harmoniouscooperation of Tatmadawleaders and nationalpoliticians and unanimoussupport of the entire peopleled to historic Kandyagreement with allies on 25September 1945. Accordingto the agreement, theTatmadaw had the right tocontinue to stand underBritish colonialists. At thattime, the entire people hadplaced their reliance on theTatmadaw forindependence.

AFPFL, the assemblyof political forces, took aleading role in the drive forMyanmar independence.However, there was aconflict betweenCommunist Party and the

Pyithu Ayedawbon Party.Communists came toattempt to set up anothergroup in rivalry, so theywere expelled from theAFPFL. Party affairs andpersonality cult came to runhigh following the split ofBurma Communist Partyinto two factions. None ofthe politicians was qualifiedto play a leading role in thenational politics forMyanmar independence.General Aung San,founding leader of theTatmadaw, was the centreof the entire people. Then,General Aung San played aleadership role in theMyanmar’s political affairs,with the support of theTatmadaw and patrioticpolitical forces.

While the entire nationwas active to regainindependence, thereemerged a politicalviolence. The cooperationof the colonialists andnational traitors sparkedassassination of GeneralAung San and some politicalleaders. Thus, the sense ofpatriotism of Tatmadawmembers and the peoplereached its peak. Thecolonialists and nationaltraitors were in no positionto take another step, and theBritish had no choice, but to

grant Myanmarindependence.

Myanmar’s indepen-dence was followed by theraging inferno of internalinsurgency. Sticking to thearmed policy, Communistsrevolted against the AFPFLgovernment, and so did someremnant Kayin troops fromBurma Army formed by thecolonialists to sow hatredamong national races, andKNDO troops. Communistsinfiltrated into the MyanmarTatmadaw and drove awedge among the forces. Inconsequence, someregiments and units wentunderground. While theinferno of internal armedconflicts was blazing thewhole country till thegovernment was nicknamedYangon six milesgovernment, the Tatmadawmobilized its remainingforces and repulsed theinternal armed insurgency.Military affairs is said to bethe sequel of political affairs.The Tatmadaw had to risklife and limb to address theissue in which politiciansvied against each other forpower.

At a time when theTatmadaw was busycrushing the internalinsurgency Kuomintangtroops intruded intoMyanmar territory with thehelp of neo-colonialists.While the matter was beingsolved through politicalmeans, the Tatmadaw had tolaunch major operationsagainst the enemy. TheTatmadaw was able to endthe battles. On the otherhand, politicians became richand corrupted and theAFPFL began to face splits.Underground politiciansinitiated their armed struggleline and abovegroundpoliticians set up pocketarmies. Some politicianseven tried to control theTatmadaw at will.

During the parlia-mentary democracy era, theTatmadaw stayed alooffrom party politics. Onlyduring the unavoidablemissions did the Tatmadawrendered assistance to thepolitical forces. It believedthat the political forces andparties would correctlysolve the political problemsby themselves. As usual,the political parties becameuncontrollable giving morepriority to party interest andpersonal interest than theinterest of the nation andthe people. National unitythat was restored togetherwith independence brokeup. The trend towards

Union disintegrationseemed almost impossibleto stop. The nation was onthe verge of falling apartand losing herindependence.

The Tatmadaw withfine national politicalleadership had no otherchoice but to end theparliamentary democracyand take over the stateduties. Efforts were madeto adopt socialism whichwas the goal of GeneralAung San and politicalleaders since theindependence struggle. TheTatmadaw accepted theleadership of the BurmaSocialist Programme Party.It was serving the peoplewhile building itself intopeople’s Tatmadaw. It wasable to crush rightist andleftist insurgents that weregetting stronger with alienassistance in major battles.The Tatmadaw and thepeople were in oneness.Colonialists and anti-government groups wishedto separate the Tatmadawand the people as if theTatmadaw was a mercenaryforce. However, theTatmadaw was able to wardoff all internal and externalenemies as the patrioticpeople’s armed forcestogether with the people.

Although Myanmarwas freed from colonialistrule, it faced a lot of alien-created problems during thecold war era as the nation-building tasks wereconnected with globalaffairs. Like many othersocialist countries, it faceda turning point and it was1988. As they knew that theTatmadaw in accord withits fine traditions wouldstand by the people, leftistand rightist saboteurs weregiving priority to destroyingthe Tatmadaw.

But the Tatmadaw isalways ready for the criticalmoments. The Tatmadawalways trying to uplift the

national political traditionswas in the vanguard ofrestoring community peaceand stability and the rule oflaw and implementingmultiparty democracy andmarket oriented economy.Under the pretext ofdemocracy and humanrights, the leftist andrightist politicians weretrying to destroy theTatmadaw. Somepoliticians who wanted tograb power through shortcut revealed their truepicture at the expense ofthe nation’s dignitary.

It is commonknowledge that there werethreats as well as falseaccusations saying “Wewill have to cut off theTatmadaw’s head and takeonly the body”, “The caseof the Tatmadaw will betaken to the “Nuremburgtribunal” and “TheTatmadaw is fascist”. Someex-military officers wereopenly engaged inTatmadaw destructionattempts without thinkingabout the nation’s futureduring the 1988disturbances. Till nowexternal and internalsaboteurs are working inharmony to destroy theTatmadaw which is in theprocess of building soundpolitical, economic andsocial foundations to builda peaceful, modern anddeveloped new nation.

The Tatmadaw hasbeen successfully wardingoff all the various types ofoppressions, incitingdissensions and imposingsanctions of colonialists,fascists, communists andevil politicians. At present,the Tatmadaw is graduallydeveloping itself intomodern patriotic armedforces while upholding OurThree Main NationalCauses. ecommunications satellite from the Baikonurcosmodrome in Kazakhstan Saturday night, the Rus-sian Federal Space Agency said.

Named Linheraptor exquisitus, thenew species is the latest one found inthe Dromaeosauridae family of thecarnivorous theropod dinosaurs thatlived about 80 million years ago dur-ing the Late Cretaceous period.

PHNOM PENH, 21 March— At least three people werekilled and 14 others injured in two separate traffic ac-cidents in Kompong Speu Province, some 100kilometers west of the capital Phnom Penh, a provin-cial police official said on Saturday.

Sem Sarith, deputy police chief of traffic depart-ment of Kompong Speu province said the first acci-dent occurred at 20:19 pm and the second one occurredat 20:49 pm on Friday night at Picnil downtown. Hesaid the carelessness of the drivers were the real causesof the two accidents that resulted in three deaths in-cluding one young girl, and 14 others injured—all areCambodians.

Picnil is known to many Cambodian people as asacred transit point where travelers normally make ashort stop and pray to spirit for their safe journey.

Picnil is nearly halfway from Phnom Penh toSihanoukville in the country’s northwestern coastal andresort area. Sem Sarith said it was the first time thatthe area of Picnil was reported with such accidents sinceearly of this year.

Bully galaxy rules the neighborhoodSCIENCE DAILY, 21 March — Located

half a billion light-years from Earth,ESO 306-17, is a large, bright ellipticalgalaxy in the southern sky of a typeknown as a fossil group. Astronomersuse this term to emphasize the isolatednature of these galaxies. However, arethey like fossils — the last remnants ofa once active community — or is it moresinister than that? Did ESO 306-17gobble up its next-door neighbors?

Gravity brings galaxies together andbigger ones swallow smaller ones. Thereis evidence that our own Milky Waygalaxy has “snacked” on numeroussmaller galaxies that strayed too close.ESO 306-17 and other fossil groups maybe the most extreme examples of galaxycannibalism, ravenous systems that don’tstop until they’ve devoured all of theirneighbors.
