THE PREZ SEZ
Midyear: We are at the fulcrum, or “where the teeter - totters,” it’s been said!
It sure got here quickly! Let’s take a quick barometer reading – Where are we in our
efforts? What have we accomplished? What is in the wind? Glenn has sited the Holiday party!
Only a couple months ago amid snow flurries, I told my 24-year old grandson, “We Love
You! Be careful!,” as his leave was up and he returned to his USMC unit. He was leaving for Baghdad within the next couple weeks. Any-thing that gave rise to my ire (or blood pres-sure) seemed suddenly insignificant. After 22+ hours in transit, his unit landed, and was welcomed by a dust storm… I sure won’t complain about a grain of sand in my shoe again.
Perspective - Balance - Focus - come to mind,
don’t they?
So far our Education pro-gram has moved along,
thanks! to Jaci, Emmy, Magdalena and Marta, our CPE Team. The trio of Easement classes taught by Dan Beardsley, early on was well received. Latest was C-701 Property Management Leasing.
Make your plans early for the remaining classes scheduled for 2008 in the “Look-
ing Ahead” column!
Among our early accomplishments this year are the many Chapter 3 Board positions
that we have filled! This is so exciting for me to report, because for the past few years, we had about five disciplines covered – now we only have a few open! Thank you to all whose names appear on the last page: Officers & Committee
Chairs. It is my hope that as these members, who are new to the Board, gain “chapter and IRWA familiarity,” we will be able to encourage more of you to join the leadership team of this chapter. Your participation in the chapter deci-sion-making, by voting on issues and sharing opin-ions, means that we truly represent the varied disciplines in the Right-of-Way profession.
Change is ever-constant in our work. And change we must. We now have four genera-
tions in the workplace. The “Old Guard,” now fondly referred to as the “Veterans” are tiring, and retiring! They helped the Boomers widen the trails. The “Boomers” are even retiring! Some of us are having to race to keep up with the “Gen
X and Gen Y’ers!” Oh, yes, then there’s the moving target of swarms of light-ening-quick technology ~ We’re all scrambling to do our best… but…
Even well engineered roads will have a bump
or two. And we encountered a bump in our educational road. New course pricing for all chapters and a policy
change for Chapter 3, were mandated by the Int'l Executive Committee and by HQ managers.
Our request to finish the remainder of 2008 as we had budgeted was declined,
but we are hopeful that we will see better op-tions next year. Your board and I appreciate your many e-mails of support for the continua-tion of e-delivery of course materials.
Even courses themselves may soon be obsolete as the business needs move us all into the
virtual classroom via the little boxes on our desks or in our hands. We must reconcile these intermediate steps which, while frustrating, are like the bumper sticker that says, “Don’t sweat the small stuff – be-cause in the end, it’s all small stuff!”

Reports from the Int’l Conference in Austin are ever optimistic! The new EVP, Mark Rieck, at IRWA “central,” wants to move forward with technology - improving business!! He wants the
Torrance office to be called the MeMber ServiceS center – no longer as “Head-Quarters, or HQ”! Those of us in attendance see this as a big step forward! Mr. Rieck sees that his position exists because of the huge volunteer base of the IRWA, with a goal for continuing affordable and practi-cal education.
Balance, perspective and focus – have kept Chapter 3 steady and true for almost 60 years! I hope the e-delivery snafu is but a small bump in our road. Tho’ we may have to struggle fi-
nancially through 2008, our lives are not on the line in a foreign desert against a mysterious enemy. We can adjust.
Independence Day, July 4th, 2008, thousands of our uniformed men and women, young and seasoned,
are fighting for their lives, and the quality of ours. We need to send them our energy, support, love and wishes for a safe journey back home – soon. All else is “…small stuff.”
It is July, and we are midway through Chapter 3’s 2008 mission! We continue to have great luncheon speakers and record attendance at meetings!
Thank you to all for your contributions ~ and that includes showing up! We have more good things on the horizon!

Beaver State Chapter 3 (TIN 93-6023076) is a non-profit organization
Designed for the non-engineer, this introductory course is also a valuable refresher for experienced agents. Students will learn to use tools such as an engineering scale and protractor; they will be taught basic skills in reading and interpreting engineering plans and how to read, understand, and plot simple legal descriptions. An engineering scale, protractor, straight edge and triangle will be provided. Bring your own mechanical pencil and calculator.
Principles of Right of Way Textbook is mandatory for this course. The text is NOT included in tuition fee and must be pur-chased separately (www.irwaonline.org). Figures and page numbers in the course manual are tied in with figures and pages in the Principles of Right of Way Textbook.

Joachim Pestinger, SR/WA, is principal partner in A Better Way—Mediation and has 30+ years of experience in the r/w field. The retired Director of Real Estate, WS DOT, Joe set policy and oversaw all facets of state r/w programs as well as other state and local public agencies. He has served on IRWA’s International Transportation, Property Management and Education Committees and is lead author of IRWA’s revised Land Titles & Intro to Property Management courses. Joe is qualified as an expert valuation witness for Washington State Superior courts.

Principles of Real Estate Law is designed to build on the basics of real estate law provided by Course 100 - Principles of Land Acquisition - and to assist right of way agents in collaborating with property owners and attorneys on the subjects of: contract law, specific contracts relating to real estate, tort law, specific torts relating to real estate, land use controls and environmental matters and the laws applicable to condominiums and common ownership communities.
