    E. MaNaGEMENT of cliMaTE chaNGE aNd SEa lEvEl riSE aTThE local lEvEl:

    The Science Congress welcomes the steps taken at the global and national levels to me

    the challenges arising rom climate change. However, the adverse impact o unavoura

    changes in temperature, precipitation, sea level and pest pandemics will be elt mos

    at the local level. The coping capacity o local communities to withstand the harm th

    may occur to agriculture and livelihoods will have to be enhanced through educati

    social mobilization and regulation. Fortunately, India has elected local bodies with o

    third representation to women. These grassroot democratic institutions will have to

    empowered technically, administratively, nancially and legally to introduce appropria

    mitigation and adaptation measures. For this purpose, the Science Congress recommen

    that one woman and one male member o every Panchayat / Nagarpalika / local bo

    may be trained to serve as Climate Managers. They should become amiliar with metho

    o introducing drought and food codes, in the event o drought or foods. In the ca

    o agriculture, contingency plans, alternative cropping strategies, ood, eed, odder a

    water banks and other proactive calamity management measures should be develop

    f. Bio-haPPiNESS:

    Jawaharlal Nehru oten said that, we are poor people inhabiting a rich country. T

    situation prevails even now. How can we break this linkage? Appropriate combinatio

    o biodiversity, biotechnology and business can help to end this irony. Biovillages wh

    biodiversity is converted into jobs and income with appropriate micro-enterpris

    operated by Sel-help Groups o women and men, can help to promote and sustain an e

    o biohappiness.

    It is requested that an earmarked provision o Rs.100 crores may be made in the budgetDepartment o Science and Technology which is the nodal Ministry or the Indian Scien

    Congress Association. While making this request, the Indian Science Congress wishes

    recall the statement made by Shri Jawaharlal Nehru 60 years ago, te utue bengs

    sene, n t tse w mke ensp wt sene.

    At the end o 60 years o Indias tryst with destiny, it would be useul to keep the abo

    statement as our guide to the uture.

    National Challenges and Scientific Respons17

    The 95th Session o the Indian Science Congress Association (ISCA)

    was organised at Andhra University, Visakhapatnam during 3rd to 7th

    January, 2008.

    Beginning with the vision o sustainable development envisaged by

    the World Commission on Environment and Development (WCED)

    in 1989, ollowed by the specifc goals set in the United Nations

    2000 Millennium Declaration or sustained development, poverty

    eradication, environmental protection, controlling population

    explosion, urbanization and ood security, conservation o species

    and ecosystems, energy and water, an international consensus

    to address these issues has emerged as the need o the hour. The

    problems o the 21st century with special reerence to sustainability

    requires contemporary scientifc solutions to bridge the gaps in

    cultural, geographical, socio-economic and environmental diversity

    awareness. Keeping this in view the ocal theme o the 95 th meeting

    o the ISCA was proposed as Knowledge based society using

    environmentally sustainable science and technology.Honble Prime Minister o India Shri Manmohan Singh inaugurated

    the 95th Session o the Indian Science Congress on the 3 rd January

    2008, in the august presence o Shri Kapil Sibal, Honble Minister o

    Science and Technology and Earth Sciences, Govt, o India, Shri Y.S.

    Rajasekar Reddy, Honble Chie Minister, Andra Pradesh and other

    distinguished dignitaries.

    The fve-day scientifc congress was attended by more than 6,000

    participants including three noble laureates (Robert Curl Jr., Paul Nurse

    and R. Kornberg), 200 Foreign Delegates and many distinguished past

    presidents o Indian Science Congress Association, scientists, policy

    makers and experts rom India.

    Children Science Congress, Science Expo, Virtual Congress o Mahila

    Kisans, as well as many cultural events were organized during the

    congress.
