1 Community Overview

1.1 Briefly describe the community, it’s history and development

1.1.1 Community introduction

Jiangchuan Community is located in the southwest of Minhang District,

Shanghai, with an area of 25.85 square kilometers. It starts at Danshui River adjacent

to Wusong Town in the east, starts at Xihe River adjacent to Maqiao Town and

Songjiang District in the west, starts at Huangpu River adjacent to Fengxian District

across the river in the south, and starts at Xinmin Railway branch adjacent to Qiqiao

Town in the north. There are 47 Neighborhood Committees, 5 village committees in

the community, with 205,500 regular residents implying a population density of 7.9k

per square kilometer.

There are 2072 enterprises and public-sector organizations in the community.

There a complete set of public facilities including 1 hypermarket (Aushang) and 10

farmer’s markets. There are 45 city-level, district-level and community-level roads

including major roads Humin Road and Jiangchuan Road, with a total length of 62.15

kilometers, as well as 21 bridges. There are 32 bus routes in the community. 15 of

them routes inner-community, 9 of them routes inter-community, 8 of them are

transit routes. Metro line 5 passes through the community and its Jianchuan Road

Station, Dongchuan Road Station, Jinping Road Station, Huaning Road Station,

Wenjing Road Station, Minhang Development Zone Station are located inside

community. There are 3 district-level rivers and 8 town-level rivers. The total area of

green land is 4,475,500 square meters implying public green space per capita 9.68

square meters.

Jiangchuan has a profound cultural heritage. There are “Four Industrial King

Kong” - Shanghai Motor Factory, Shanghai Turbine Company, Shanghai Heavy

Machinery Factory, and Shanghai Boiler Factory. There is the well-known “China’s

Shannon Street” - Jiangchuan Road. There is a large-scale religious venue "Longyin

Temple", famous scenic spots "Gu Teng Yuan", "Xiang Zhai", "Red Garden" etc. In

addition, established in 1983 Minhang Economic Development Zone is one of the

earliest state-level development zones established in Shanghai. The major economic

indicators - proportion of companies invested by Fortune 500 exceeded 80%.

There are 1 tier 3 hospital and 1 Community Health Service Center in the

community. Community Health Service Center also manages 6 standardized health

service stations and 4 elderly nursing homes, focusing on health services such as

disease prevention, medical care, functional rehabilitation, health education and

family planning.

Jiangchuan Community has rich educational resources. There are 52 schools,

including Shanghai Jiaotong University, Shanghai Electric Power College and Minhang

Middle School. 52 schools include 2 universities, 3 6-year high schools, 2 high

schools, 4 junior high schools, 11 primary schools, 1 nine-year school, 27

kindergartens, 1 vocational school, 1 electric power industry school with 1824

teachers and 26235 students. Jiangchuan Community has most concentrated

education resources in Minhang District.

1.1.2 Community population

1）The composition and changes of the actual population classification

As of December 31, 2017, there are 203,213 population in the community,

94,090 households, 129,944 registered permanent residents, and 73,269 migrants to

Shanghai. The population density was 7.9k per square kilometer, which is 2.18 times

of the population density of Shanghai (3.6k per square kilometer according to 2010

Sixth National Population Census Data). The large population, high density and strong

population mobility have increased the safety risk factors in production, firefighting

and public security aspects.

1.1.3 Community History and Development

With continuous development and opening up of Minhang District and the

increasing social attention, the important goal of community construction and

management become meeting the safety needs of different groups of people. With

the joint efforts of the residents in the community, Jiangchuan Community gradually

become a more and more livable community.

2 Describe the Safe Community work so far

2.1 What are the political visions on safety?

Jiangchuan community launched

International Safe community construction in

June 2015.

With Minhang's reform and development as

the center, community insist on "serving

community residents and building a happy

homeland", focus on improving people's living standards, continue to deepen public

governance innovation, strengthen elementary construction, and aim to improve

residents’ sense of gain and satisfaction. Through International Safe community

construction, we aim to build a multi-level classified safety service carrier, and to

foster a colorful safety culture. Guided by safe community programs, we continue to

optimize community safety environment and to promote residents’ safety autonomy,

of residents. In this way, we significantly improve community safety level as week as

residents’ safety awareness and skills. Residents' recognition of the community and

sense belonging have been continuously enhanced. And they work hard to build a

“Love and Happiness” Jiangchuan Community.

2.2 Why is the community interested in being a member of the

International Safe Community Network

The Safe Community Declaration brought out “Everyone has equal rights to

safety and health”, and this is the cornerstone of the World Health Organization’s

“Health for All” strategy and the foundation of the Global Plan for Accident

Prevention and Injury Control. By joining International Safe community network, we

can promote the development of safe and healthy work in the community by various

exchanges and communication, and achieve the expected goals of safe community

construction.

2.3 Are there any unique injury prevention effort/s in the community?

If so describe them briefly

According to the characteristics of Jiangchuan community, we launched 3

unique injury prevention programs.

1) “Old Residences Fire Safety Promotion Program”. According to the

characteristics that old residences are crowded and concentrated in Jiangchuan

Community, this program has been planned and implemented since 2015. The

program continued to carry out Micro Fire Station construction, simple sprays

installation, electric bicycle charging facilities construction, public place spray system

upgrades etc. to effectively control fire accidents.

2) “Elderly Anti-Falling Safety Promotion Program”. According to 2014 statistics,

there are 20,687 elderly over 65 years old in Jiangchuan Community, accounting for

16.31% of the total registered permanent residents in the community, far higher than

the World Health Organization published ratio 7%. Of which, 6059 are elderly aged

65-69, accounting for 29.29% of total elderly, 7758 are elderly aged 70-79,

accounting for 37.50%; 6110 are elderly aged 80-89, accounting for 29.54%; 754 are

elder aged 90-99, accounting for 3.64%; and 6 are elderly over 100 years old,

accounting for 0.03%. There are 7702 households consisting of elderly only, including

2831 living-alone elderly. Jiangchuan Community has obvious aging trend. In

addition, in the community, a considerable part of the elderly has poor health

conditions and difficulties in self-care, which greatly increases their accident injury

rate. Aging become a serious issue, and elderly’s health and safety issues become

more and more prominent. Through continuous interventions such as five small

programs construction and neighborhood center construction, elderly accident injury

rate has been effectively controlled.

3）“Workplace Safety Promotion Program” As of the end of 2014, Jiangchuan

Community had a total of 274 enterprises. Among them, there are 2 companies

involved in chemicals and pharmaceutical manufacturing, accounting for 1%; 93

enterprises are related to manufacturing (general equipment, special equipment,

electrical machinery and equipment, textiles, clothing, furniture, and spare parts

processing), accounting for 52%. There are 73 enterprises involved in hazardous

chemicals, of which 2 may have major risks (Shanghai Keju Chemical Co., Ltd. and

Shanghai Ruili Chemical Gas Co., Ltd.). According to the statistics of Jiangchuan

Community Work Safety Department, in 2014, there were 23 safety production

accidents in the workplace, 17 fire accidents and 6 deaths. In this regard, Jiangchuan

Community has set up two Safety Experience Pavilions: one is the Michelin Safety

Experience Pavilion and the other is the Shanghai Turbine Company Safety

Experience Pavilion. Among them, Shanghai Turbine Company Safety Experience

Pavilion is a high-skilled talent training base of Shanghai electric industry. It is located

in Shanghai Turbine Company, No. 333 Jiangchuan Road. The total internal area is

about 1,200 square meters. The total investment and construction cost are about 12

million RMB. The establishment of the Safety Experience Pavilion promotes the

publicity and education of workplace safety, and the number of workplace injury

accidents are effectively controlled.

2.4 Advantages already found as a result of the Safe Community work

Through deepening cross-sector collaboration, community's safety culture

concept gradually gained popularity and social resources were further optimized.

Through strengthening of community volunteer team, the culture of self-discipline,

group defense and group management, and residents’ active participation has

gradually formed. Through enhanced program self-assessment, the basic work of

injury prevention and safety promotion has been further intensified. By insisting on

continuous improvement, safe community construction program system is improving

day by day. The advantage is that the community has initially formed a new type

safety management system with cross-sector organizations’ participation and

management, including relevant government departments, Pingan Volunteer

organizations, enterprises and residents. In this way, we ensure the standardized,

continuous and effective promotion of safe community construction. All kinds of

injuries are effectively controlled.

2.5 Are you facing any difficulties for implementing any safety

promotion work in your community? If yes please describe briefly

2.5.1 Impact of capital investment on program promotion

The difficulties faced by the community in implementing safety promotion

programs are mainly the capital investment for environment safety improvement.

Government's financial subsidy is limited to improving public environment safety and

improving or renovating home safe environment for low-income families. Thus,

Jiangchuan Community encourages enterprises and social organizations to

participate in environment safety improvement, and actively contact and support

enterprises and social organizations to invest in environment safety improvement

programs.

2.5.2 Young and middle-aged residents do not actively participate in the safety

promotion program

At present, most of the young and middle-aged residents in the community are

not enthusiastic about participating in safety promotion programs. Because most

people are busy with the work during weekdays and busy with housework on

holidays, there are not many opportunities or much time for them to participate in

community activities. Thus, Jiangchuan Community actively carried out safety

propaganda activities into the countryside, into the residence, into the workplace,

into the school, into the family, and activate young and middle-aged residents’

enthusiasm to participate in safety promotion programs.

2.5.3 Migrants do not actively participate in the safety promotion program

Migrants from other provinces and cities think they are only living in this

community temporarily. When program team implements safety promotion program

interventions, they are resentful, contradictory or obstructive. Thus, Jiangchuan

Community Coordinating coordinates with Neighborhood Committees to organize

the publicity and education targeting migrants from other provinces and cities, and

activate their enthusiasm to participate in safety promotion programs.

2.6.2 Pingan Volunteer Service

By the end of 2017, there are 2,481 registered Pingan Volunteers members.

Among them, there are nearly 1800 volunteers involved in safety promotion and

injury prevention volunteer activities. Members are retirees who are happy to

dedicate, some working population and school students. Volunteers actively

participated in community safety promotion, injury prevention work and program

implementation, and played a significant role. They become an important force in

community’s group defense and group manage network.

3 Basics/Fundaments about the Safe Community work at the

Executive level

3.1 Injury risk overview in the community

1) Road traffic accidents occurrence remains high. In 2013, there were 1564

traffic accidents in Jiangchuan Community. Among them, there were 902 property

damages, and 662 human injuries including 5 deaths. Traffic accidents are the main

risk factors affecting Jiangchuan Community residents’ safety.

2) Elderly falling injury is still an important issue. Jiangchuan Community has

obvious aging trends. According to 2014 community injury data, people over 65 years

old have higher-risk towards injury in Jiangchuan Community. Sprain and falling injury

are the major injuries, accounting for 81.87% of injury causes. Among them, most of

falling injuries occur in the indoor area and public residential areas, main caused by

slipping and stumbling, mostly during walking and going up and down the stairs.

Thus, falling injury is the key issue that threatens the elderly’s safety in the

community.

3) Electric bicycle theft occurs sometimes. Through capital investment from

government in recent years, technical defense such as real-time video monitoring

basically covers whole community. However, some community residents over rely on

technical defense measures and weaken their self-prevention, thus the number of

electric bicycle theft still fluctuates.

4) Fire safety risks. The old residences accounts for 18% of all residences in the

community. Living in the environment with congenitally insufficient conditions, some

residents’ fire and electricity usage has safety risks. There exists "Three-in-one"

places where accommodation function is illegally mixed with one or more functions

of production, storage, and business operation in the same architectural space. Fire

safety, electricity safety and emergency scape safety and other fire safety issues exist

in these places.

5) The company's safety management work lacks specificity and

professionalism. In 2014, according to the data of the community injury monitoring

system, there were 276 injuries in the workplace; the number of injuries was 340,

and the number of injuries accounted for 15.37% of all injuries. Causes of injuries are

as follows: 195 are management defects mainly due to imperfect management

systems and lack of training on the operator's job procedures. There are 56 accidents

caused by unsafe factors caused by physical conditions; these accidents are mainly

due to the lack of space in the workplace, and the injured people lack self-protection

awareness. There were 25 accidents caused by people's unsafe behaviors. Such

accidents are mainly because employees did not wear protective equipment and lack

of safety awareness, and they did not follow the operating procedures. The accidents

occurred in the following places: 234 accidents occurred in the workplace of the

workshop, 12 accidents occurred in the stairs of the office building, 6 accidents

occurred in the warehouse, and 24 accidents occurred in other places.

6) Risk factors for student injuries on campus. There are many rivers in

Jiangchuan Community. During the summer vacation, parents do not have enough

time to take care of their children. Coupled with the poor self-discipline of primary

school students, this makes water-related safety issues a major risk factor for primary

school students. At the gates of the primary and secondary schools in Jiangchuan

Community, there is usually congestion at the doorway during the peak hours of

schooling. The situation of illegal driving is frequent, which makes the travel of

primary and secondary school students a major safety issue. There are 36

laboratories in Shanghai Jiaotong University, and their types are divided into the

following: environment, chemistry, physics, nuclear power, machinery, heat

treatment and so on. The main risks of these laboratories include mechanical

injuries, explosions, burns, object blows, poisoning, etc. Recently, there have been

many university laboratory safety accidents in China, so the safety problems in

university laboratories become a major risk factor of college students' injuries.

3.2 Which objectives are formulated for governing the Safe Community

work

Taking joining International Safe Community network and continuing to

promote International Safe Community construction as a starting point, we would

love to actively carry out safety promotion and injury prevention work in the

community, and gradually built a work pattern of "government providing guidance,

cross-sector cooperation, participation by all residents, continuous improvement”.

We would love to further improve various working mechanisms and safety

promotion programs, effectively protect the safety and health rights of community

residents, and actively prevent accidents and reduce injuries through safety

promotion programs. We would love to control workplaces injury accidents

occurrence within annual target; control road traffic injuries and make sure that no

major traffic accidents occur, and death accidents occurrence are flat or lower than

previous year; control annual declining rate of electric bicycle theft cases no less than

5%; control campus injury accident rate as percentage of total accidents under 2%;

make sure the number of elderly falling accidents decline year by year; reduce

community fire accidents year by year and eliminate fire accident group injuries /

deaths; make sure the number of other types of accidents and injuries decline year

by year.

3.3 How is safety prioritized in the community budgets since the

program started

Community Office invested 104.36 million yuan for Safe Community

construction. In the annual funding budget, priority is given to key safety promotion

programs according to community’s specific situation.

3.4 Are economic incentives used in order to increase safety? If so,

describe these incentives

We apply economic incentives in the process of safety promotion program

intervention. First, we include safe community construction work in the annual work

assessment, which links to the annual rewards of relevant staff members, and give

appropriate material rewards based on work performance. Second, we reward

enterprises and social groups who have made outstanding achievements in safe

community construction.

Jiangchuan Safe Community construction leading organization was established

in 2015. Due to the work changes some leading organization members, it was

adjusted in 2017 to ensure smooth development and sustainable development of

safe community construction.

sector cooperation organization safe community construction. Its members consist of

main leaders of the relevant functional departments, Police Station, Traffic Police

Community Party Work Committee Secretary is the director of Jiangchuan

Community Safe Community Promotion Committee, is the main leader of the cross-

sector organization of safe community construction. He is fully responsible for safe

community construction in the district. The head of Community Office is the

coordinating with director to carry out the safe community construction work.

The main person in charge of government cross-sector organization is the

secretary of the Community Party Work Committee, responsible for the coordination

of relevant government departments. The responsible person of each relevant

department serves as the main person in charge of each professional work team, and

is responsible for coordinating and organizing work during safe community

construction process, such as collecting and providing relevant data of various

injuries, organizing accidents and injuries identification; formulating various

programs plans and organizing the implementation of targeted safety intervention

programs; conducting education, evaluation and continuous improvement work.

4.3 How are the non-governmental organizations

4.3.1 Enterprises

There are two Safety Experience Pavilions in the community: the Michelin Safety

Experience Pavilion and the Shanghai Turbine Company Safety Experience Pavilion.

Michelin was founded in 1889 in Clermont-Ferrand, France, and it is one of the

top three tire companies in the world. Michelin has established an experiential safety

school to allow the employees to experience first-hand security problems. Employees

can participate in interactions and enrich their safety awareness. Employees can

participate in the identification/experience of risks, learn the self-protection, expand

knowledges and improve skills.

Shanghai Turbine Company Safety Experience Pavilion is a high-skilled talent

training base of the Shanghai electrical industry. The center is located in the Shanghai

Turbine Company at 333 Jiangchuan Road, with a total internal area of approximately

1,200 square meters. The center was completed on June 16, 2015, and the total

investment and construction cost is about 12 million yuan.

Since the establishment, the experience pavilions have received more than 300

students (person/time) from the area; more than 5,000 people (person/time) from

the enterprises and public-sector organizations have visited the sites. More than

2,000 （person/time）community residents have visited the pavilions.

4.3.2 Elderly Association

Elderly Association undertakes government’s tasks to purchase elderly service

program and mobilizes social volunteer resources to actively carry out elderly service

activities. Elderly Association provides services for 1,000 elderly over 60 years old in

Jiangchuan Community. Through full and rational use of various resources, Elderly

Association carries out spiritual and cultural activities for the elderly, provides a

platform for elderly to communicate, pays attention to elderly physical and mental

health, enriches spiritual and cultural life for elderly, and makes the elderly happy.

4.3.3 Volunteers

Volunteer service is coordinated and organized by Jiangchuan Community

Civilization Office. Between 2015 and 2017, gas safety volunteers participated in gas

safety self-examination and self-correction 2,850 person-times, eliminated over 1,800

safety risks; detected gas failures in residential buildings in time, and promptly

eliminated 157 risks found.

Fire safety volunteers regularly provided fire safety consulting services for the

sick and the disabled elderly and the living-alone elderly over 2,480 person-times,

discovered fire accidents at early stage and eliminated them in time over 390 times.

Pingan Volunteer participated in residence patrol activities 452,600 person-

times. The cumulative patrol time was 3.5156 million hours. 5 burglary suspects were

arrested on the spot.

Elderly safety volunteers carried out regular conversations and communication

for living-alone elderly in the community, and avoided 8 emergencies caused by the

elderly’s pessimism feelings.

4.4 Important organization (such as fire department, police, city

planners, or any NGO) engaged in Safe Community work

4.4.1 Community Work Safety Supervision Department

Community Work Safety Supervision Department is a member of Jiangchuan

Safe Community Promotion Committee. In accordance with relevant laws and

regulations and entrusted by the Minhang District Work Safety Supervision

Department, it is responsible for work safety supervision of production entities such

as industrial and trade enterprises, dangerous chemicals enterprises and commercial

buildings, and is responsible for work safety education and publicity. During safe

community construction, it is responsible for carrying out and coordinating

workplace safety promotion programs, cooperating in fire safety prevention and

promotion programs. Major programs led by it are: Enterprise Safety Standardization

and Risk Control Promotion Program, Safety Experience Pavilion Promotion Program.

The programs participated by it are: Old Residences Fire Safety Promotion Program,

Shanghai Jiaotong University Laboratory Safety Promotion Program, Longyin Temple

Fire Safety Promotion Program.

4.4.2 Minhang Traffic Police Fifth Brigade

Minhang Traffic Police Fifth Brigade is a member of Jiangchuan Safe Community

Promotion Committee. It carried out works in accordance with "People's Republic of

China Road Traffic Safety Law", "Shanghai Road Traffic Management Regulations" and

the relevant regulations of public security traffic police department. During safe

community construction, major programs led by it are: Key Rad Intersection

Reconstruction Safety Promotion Program, School Traffic Safety Promotion Program.

4.4.3 Jiangchuan Community Fire Safety Committee

Jiangchuan Community Fire Safety Committee is a member of Jiangchuan Safe

Community Promotion Committee. It is responsible for fire safety supervision on

community government entities, enterprises and public-sector organizations. During

safe community construction, major programs led by it are: Old Residences Fire

Safety Promotion Program, “Three-in-one” Site Fire Safety Prevention Program,

Longyin Temple Fire Safety Promotion Program.

4.4.4 Jiangchuan Community Pingan Office

There are two police stations in the community – Bijiang Police Station and

Huaping Police Station. In accordance with relevant laws and regulations, they are

responsible for public security supervision work such as cracking down criminal

cases, public security prevention, and public place security prevention. During safe

community construction, major programs led by it are: Residence Anti-Burglary

Safety Promotion Program, Electric Bicycle Anti-Theft Safety Promotion Program.

4.4.5 Community Health Service Center

Community Health Service Center has residents' needs of health services as the

direction, residents’ health as the goal, community as the work area. It uses

community resources and appropriate technologies reasonably to provide residents

with effective, economic, convenient, comprehensive and continuous healthcare

services. It is a service organization that integrates medical treatments, health

prevention, health care, rehabilitation, health education, and family planning

technical guidance. During safe community construction, major program led by it is:

Resident Injury Monitoring Program.

4.4.6 Neighborhood Committees

Neighborhood Committees are autonomous organizations for residential area

management. They established residence safety promotion working groups. There

are 47 existing working groups with over 350 staff involved in safety promotion and

injury prevention coordination. Each Neighborhood Committee actively organizes

community residents to carry out publicity and training on community safety

promotion and injury prevention, organizes community backbone residents to carry

out accident risk investigation on residential building and surrounding small

enterprises, and carries out home corridor fire emergency drills. In the past three

years, Neighborhood Committees actively cooperated with Jiangchuan Safe

Community Promotion Committee Office, organized “in-house injury survey”, “injury

investigation interview”, “program opinion hearing”, and distributed safe community

construction materials. It has laid a solid foundation for raising residents’ awareness

rate and participation rage of safe community construction, and promoting safe

community construction.

5 Indicator 2 “Long-term, sustainable programs covering genders and

all ages, environments, and situations”

Since June 2015, community has planned and implemented 13 programs in 6

aspects on injury prevention and safety promotion for Safe Community construction.

5.1 Traffic safety

5.1.1 Key Road Intersection Reconstruction Safety Promotion Program

Program background

In 2014, there were 1564 traffic accidents in Jiangchuan Community. Among

them, there were 902 property damages, and 662 human injuries including 5 deaths.

In terms of human injuries, 182 of them are serious injuries and 480 of them are light

injuries. The analysis is as follows: 597 accidents happened inside the road,

accounting for 38.1%; 967 accidents happened around intersections, accounting for

61.8%. Intersection accidents are the key traffic accidents in the district. In terms of

the specific place where accidents happen, Humin Road and Jiangchuan Road

intersection causes most accidents. In terms of the nature of accidents, motor

vehicle-related accidents and pedestrian-related accidents are the major nature

around Lanping Road and Jiangchuan Road intersection.

After analyzing motor vehicles accidents, we have the conclusions as below:

Humin Road is one of the main road exits of the North-to-South Passage in this

district.

As Jianchuan Road and Humin Road intersection is prominent traffic network

node, it is one of the most severe congestion nodes in this area, and constrains the

traffic efficiency of the entire road, causing over crowded motor vehicle traffic

around the intersection, Therefore, vehicle collision accidents are likely to occur at

this area.

Objective

1. Carry out in-depth and long-term publicity of traffic safety knowledge. The

promotion is aimed at Neighborhood Committees and the target coverage rate is

100%;

2. The occurrence rate of community traffic accidents decreases by 5% every

year, and of key road sections decreases by 2%;

3. The traffic accident occurrence rate at Humin Road and Jianchuan Road

intersection decreases by more than 2%;

4. Increase traffic safety promotion activities participation rate of key

populations in the community; residents' satisfaction with traffic safety reaches 80%

or above.

Intervention

1. Personal Interventions

(1) We organize various types of traffic safety lectures every year to raise

residents' awareness on traffic safety.

(2) We conduct education and publicities for passenger vehicle drivers and truck

drivers focusing on traffic safety precautions. We make full use of traffic safety

propaganda points and propaganda banners in various residents' communities to

broadcast and post safety publicity materials such as traffic news, safety knowledge,

and safety experience exchange.

2. Environmental Interventions

(1) Improve traffic accidents and injury risk factors at the intersection of Humin

Road and Jianchuan Road. In order to alleviate the conflict of intersection congestion,

we have turned the original four lanes into the current six lanes, added isolation

barriers for motor vehicles and non-motor vehicles with a total length of about 88

kilometers, and added two traffic coordinators. In addition, we added warning signs

and 12 promotional banners along Humin Road.

(2) Improve hardware facilities. We scientifically marked the road signs, turning

lane signs, two straight lanes widened three straight lanes signs, three straight lanes

narrowed to two straight lanes signs. The pedestrian crossing lines are also

reasonably set. In places and road sections where people are crowded, we increase

non-motor-vehicle parking spots in order to reduce traffic congestion and injuries

caused by non-organized parking of bicycles and electric bicycles. We set warning

signs, safety alerting signs and speed limit signs in areas where traffic accidents occur

frequently. We also repair roads and pedestrian sidewalks and increase blind

passages to prevent pedestrians falling accidents.

(3) Strengthen road safety inspection to ensure that there are no safety hazards

on the road surface.

(4) Construct road traffic safety monitoring system. There are 87 monitoring

points and 1,878 surveillance cameras currently at various intersections in the

community. We also establish a monitoring room in the Grand Joint-Force Platform

sub-center to implement 24-hour monitoring.

3. Community Interventions

(1) Strengthen the construction of community traffic safety volunteer teams. We

organized 1376 corporate traffic safety volunteers and resident traffic safety

volunteers to actively carry out “Caring for Life, Safe Traveling” theme activities. A

total of 26,733 traffic safety precautions handbooks were issued to passengers.

(2) Conduct “one-hour traffic coordinator” experience activity. Every year, we

organize high school students and college students who are on summer vacation to

be traffic coordinators at Jiangchuan Road and Hujing Road intersection, to help

maintain traffic order and to discourage pedestrians from crossing the road

disorderly.

(3) We use community big screens, newspapers and other propaganda methods

to actively push community traffic safety and traffic safety tips content of that month

to help community residents improve their traffic safety awareness.

Results

The traffic environment risk factors at the intersection where traffic accidents

occur frequently have improved. From the actual results, it is mainly reflected as

below:

1. Expand the capacity of traffic flow. We changed the original two motor

vehicle lanes and two non-motor vehicle lanes into four motor vehicle lanes and two

non-motor vehicle lanes at Jiangchuan Road sector (between Hujing Road to Ruili

Road) without changing the intersection traffic signal cycle, and increased pass rate.

2. Relieve conflicts. At the Jianchuan Road and Humin Road intersection west to

north turning direction road section, in the morning and evening peak hours, we

used the road to build a “reverse bridge”, which means we borrow one lane from the

reverse lanes and make it into a left-turn lane. By doing this space / time changing

trick, the conflict of massive traffic flow in turning lanes is effectively alleviated. The

motor vehicles at this intersection decreased by 15%.

3. Obtained residents’ appreciation. Many drivers appreciated the rectification

measures at this intersection and thought that the current road conditions were safer

and more orderly.

Continuous improvement

1. Improve data monitoring and statistics. Make the reasons why programs are

developed clearer, and make the operation results more convincing.

2. Distinguish between daily work and program implementation. Conduct

program activities in a cross-sector cooperation mechanism. Quantitatively and

qualitatively formulate plans and summarize results.

3. Increase capital investment, increase and improve the construction of fire

safety infrastructure. Integrate various resources and improve public facilities such as

traffic lights and electronic cameras installed along the streets.

4. Regularly check for safety hazards on the road. For dangerous road sections,

set up text signs and take corresponding measures to eliminate accidents.

5. Expand traffic safety publicity intervention towards community enterprises

and public-sector organizations.

5.1.2 School Traffic Safety Promotion Program

Program background

According to on-site visits and forum at schools and kindergartens, the result

shows: parents and faculty members who participated in the forum were very

concerned about the traffic safety of primary and secondary school students. About

80% of participants suggested that traffic safety issue of primary and secondary

school students should be listed as the main problem affecting students’ injuries

situation.

Objective

Improve traffic order in the school gate area. Reduce traffic accidents and

injuries occurrence rate of primary school students when they walk near school gate.

Intervention


(1) Use reflective cards. Reflective cards can make students be seen more easily

by drivers when they walk on the road. Therefore, program team entered school to

explain the use of reflective cards for students, and distributed 500 reflective cards.

(2) “Big hand holds small hand” parent-child activities. In response to the

phenomenon that parents park the car disorderly at school gates, the measure taken

by Wenqi Middle School teachers is to educate the children first and to let the

children educate their parents with their own behavior.

2. Environmental Interventions

(1) Renovate sidewalk surface damages around school area. Some roads around

the schools have been damaged for years. We carry out repairs and rectifications of

these roads every year to reduce falling risks.

(2) Standardize the parking order of parents' motor vehicles and non-motor

vehicles. The program team and Jiangchuan Road Primary School took the initiative

to sign parking agreements of motor vehicles and non-motor vehicles with parents,

asking parents to park their vehicles 5 meters away from the school gate on Jinggu

Road. We added parking spaces on Jinggu Road and invited students to act as

“parking supervisors” to urge parents to abide the agreement consciously.

(3) Renovation hardware facilities at the school gate. We investigated the layout

and installation of school signs, vehicle deceleration signs, sidewalk signs, etc. for 12

schools in the community. We rectify 3 places where there exist missing or blocking

signs, and ensure that 100% of the relevant traffic signs in the school gate area is in

place and clearly visible.

(4) Adjust road accessing direction settings at the school gate. The program

team and the school actively strive for the support from traffic police department to

take limited-passing measures between 1:00 to 5:00 pm to effectively reduce traffic

flow. In addition, large trucks are prohibited from passing through during morning

and evening peaks hours at in front of Minhang Middle School at Jiangchuan East

Road (between Humin Road to Cangyuan Road). Through these measures, students’

traffic safety risk is reduced.

(5) Strengthen law enforcement. The program team cooperated with the traffic

police department to continuously strengthen the law enforcement on traffic

regulation violations in the school gate area. Since the program was launched, the

number of cumulative penalty is about 756 person-times, with a cumulative fine of

23,000 yuan.


(1) Conducting “Traffic Safety Publicity into School” activities. Jiangchuan

Community Work Safety Department uses the National Traffic Safety Day (December

2nd) every year to distribute leaflets to the community. 10,000 copies of the leaflets

were distributed within 3 years.

(2) Increase the publicity in the community. We actively use both traditional and

new publicity methods to promote, including promoting through community

propaganda, sending out publicity materials, and publishing campus safety

information in Weibo.

(3) Take full advantage of community volunteers. We included traffic safety

facilities configuration inspection into volunteer grid inspection and management

tasks. The volunteer team consists of 238 parents.

Results

(1) Students and parents increased their awareness on children's traffic safety.

Through school and residents' community on-site return visits, we found out parents

and school administrators’ awareness rate of this program is 84%, participation rate

is 90%, and satisfaction rate is 88%.

(2) The environment for student traffic safety at the school gate has improved,

and the risk factors that can be changed in short term have improved significantly.

Through the above methods including broadening sidewalks, standardizing orderly

parking of motor vehicles and non-motor vehicles for parents, rectifying safety

hazards around school gates, and adjusting road accessing direction setting at school

gate, the improvement of traffic safety risk factors were maximized. The effect was

obvious after the intervention, and the program was well received by the teachers,

students and parents.

(3) Since the implementation of this traffic safety promotion program in 2015,

through various intervention, adjustment and radiation towards key contents, the

road traffic safety situation has gradually improved, and the accident occurrence has

declined.


Further promote the experience in each sample site of cognitive intervention,

behavioral intervention and tool intervention to other schools and kindergartens in

the community. Integrate traffic safety thematic education with routine traffic safety

education at school and kindergarten in the community, and to strengthen behavioral

education and assessment.

5.2 Fire Safety

5.2.1 Old Residences Fire Safety Promotion Program

Program background

As an old city community, Jiangchuan Community is the predecessor of Minhang

District. According to statistics, Jiangchuan Community has 380,000 square meters of

second-class old houses, accounting for 70% of all second-class old houses in

Minhang Districts, and accounting for 38.82% of total houses in this community.

These houses are mainly residential buildings, and some of them are made of pure

woods or brick-wood mixed materials. Due to historical reasons, fire prevention

facilities in the old residences are inadequate, and self-rescue ability when fire

accident occurs is poor. Fire safety issue is also prominent. At the same time,

Jiangchuan Community has high degree of aging population among whole Shanghai

city. The fire safety awareness of the elderly is weak, which also increases fire safety

risks.

The fire safety status of the old residences is as below: 1. The fire prevention

awareness of the residents is weak, and the fire resistance level of the houses is low;

2. Lots of electrical wires are built privately; 3. Residence’s fire exit is not clear. 4.

Insufficient fire prevention facilities and water sources.

Objective

Reduce fire accidents occurrence rate in the area. Improve community

residents' fire safety awareness and satisfaction.

Intervention

1. Implement fire prevention facilities special renovation of for 9 old residences.

It mainly includes: install simple sprays at public places of 29 old residential buildings,

involving 8 neighborhood committees - DianYi, DianSi, Ruili, GaoEr, Lanyi, QiYi, QiEr,

HongQi and 9 residences. Add fire-fighting facilities and equipment (wireless linkage

alarm device) and add fire extinguishers to 86 residential buildings, involving 4

Neighborhood Committees – LanYi, QiYi, GaoEr, DongYi. Purchase single-point

automatic fire alarm for 6,200 living-alone elderly, elderly households without young

residents, and special households in the community. Conduct a fire escape

evacuation drill in all residences in the community, post fire residents’ safety

convention, and spray fire warning signs.

2. Implement electric bicycle centralized charging and simple spray renovation

for 13 non-motor-vehicle parking sites in Neighborhood Committees – CangEr,

CangSan, HeDong, BeiJie, Xinjin etc. Install single-point smoke alarm for the residents

over 65 years old and those with limited mobility. Add fire-fighting equipment to five

Micro Fire Stations, including HeSi, FengHuangJingYuan, YuanYuanJiaHeYuan,

HuaPingSuo, BiJiangSuo. Conduct a fire escape evacuation drill in all residences in the

community, to further enhance residents’ comprehensive strength against fire

accidents. Implement old fire prevention facilities special renovation for 6 residences.

It mainly includes: Install simple sprays at public places of 26 old residential buildings,

involving 3 Neighborhood Committees – QiYi, QiSan, DongYi. Install fire-fighting

facilities for 53 residential buildings (single-point fire alarms), and add fire

extinguishers, involving 4 Neighborhood Committees RuiLi, HongQi, DianYi, DongYi.

Ruili, Hongqi, Dianyi, Dongyi. Purchase single-point fire alarms for 7,952 households

in the community.

Results

Since program was launched, single-point smoke alarms have been installed for

17,731 elderly households with 65 years old (7,404 households in 2015; 10,327

households in 2016).

Installed sprays for 61 old residential buildings. Installed 1,395 fire extinguishers

in 63 residences involving 200 buildings. Because 1) single-point smoke alarms and

linkage smoke alarms are more popular, residents report fire alarms promptly when

they hear the alarm, and 2) five villages are newly added to Jiangchuan Community,

thus its area increased significantly, the number of firm alarms has increased

significantly, but the number of fire accidents has decreased. Residents’ awareness of

fire safety has improved.

In the future work, we will continue to carry out various firefighting practical

programs. We will do full coverage inspection of fire prevention facilities in the old

residences, actively promote electric bicycle charging facilities construction in

residential areas, and complete the installation of fire-fighting facilities such as

simple spray and single-point smoke alarm. We will earnestly enhance our sense of

responsibility and urgency, and use high work enthusiasm and more powerful

measures to make fire-fighting practical programs a major event to do it well and

effectively. We will improve this practical program to a “Min Xin” and “De Zheng”

program, which meets residents' needs and obtains residents’ supports.

5.2.2 “Three-in-one” Site Fire Safety Prevention Program

The “Three-in-one” site refers to a building, where accommodation function is

illegally mixed with one or more functions of production, storage, and business

operation in the same architectural space. The same architectural space can a

standalone building, or a part of a building, and there is no effective fire prevention

separation between accommodation function and other functions.

Program background

Jiangchuan Community is an oldest community. There are many shops along the

street. Most of the business is low-level and is small business. Therefore, the number

of shops with “Three-in-one" phenomenon is large, and post-rectification revitalized

rate is high. The “Three-in-one” site does not meet the fire safety requirements: fire

resistance level is low, the layout is disorderly and crowded, the management is

chaotic, the self-defense skills of employees are poor, no fire-fighting facilities and

fire-fighting vehicles passages, and evacuation passage and safety exits often fail to

meet the requirement. Besides, most of the production business are labor-intensive

enterprises. Thus, in the event of fire accident, many deaths and casualties can

happen caused by rapid spread of fire and the difficulty of evacuation.

Objective

Based on relevant information provided by Neighborhood Committees’ various

inspections, Jiangchuan Work Safety Department leads the joint rectification of the

“Three-in-one” sites, and District Fire Department supervises and inspects “Three-in-

one” sites irregularly to completely rectify “Three-in-one” site in the community.

Intervention

First step, the Neighborhood Committees and member units are responsible for

the “discovery, notification, persuasion, and reporting” work of “Three-in-one” sites,

with community police’s active cooperation. The program plan requires

Neighborhood Committees and member units to independently complete 30% of

“Three-in-one” sites hazard rectification and ban.

Second step, for the “Three-in-one” sites fail to rectify before deadline,

Community Grand Joint-Force Platform sends out the name lists of these sites. Police

station (Public Security and Firefighting functions) issues “Fire Supervision Opinion”

or “Administrative Penalty Execution” to each of these sites. The program plan

requires police station to independently completed 50% of “Three-in-one” sites

hazard rectification distributed by the Grand Joint-Force Platform.

Finally, for the “Three-in-one” site refusing to rectify, the Jiangchuan Work

Safety Department led the joint law enforcement rectification operation together

with the Grand Joint-Force Platform sub-center, and aim to complete the other 50%

rectification tasks on those “Three-in-one” sites.

After the rectification operation, District Fire Brigade conducts irregular

inspection on “Three-in-one" sites in the community. Based on inspection results,

they conduct "Three-in-one" sites look- back operation to prevent the post-

rectification revitalization of "Three in one" sites.

Results

From program launch time to the end of 2015, Neighborhood Committees have

reported 454 “Three-in-one” sites, and persuaded 267 of them to rectify, with a

rectification rate of 58.6%.

At the beginning of 2016, 317 new or revitalized “Three-in-one” sites were

discovered. Through on-site persuasion of Neighborhood Committees, inspection

and punishment of Police Station, and joint rectification measures, 242 person-time

were dispatched during this period to carry out 11 times joint rectification. At the

end of the year, all rectification was completed.

In 2017, according to the actual situation of the community, we designated

three key areas, namely Lincang Road Area, Kunyang Road No. 900, and Dehong Road

No. 2719 ZongZhuang Department / HouQin Department. We moved or shut down

32 enterprises with “Three-in-one” problem, demolished 35,379 square meters

illegal buildings, and retired 306 “Three-in-one” personnel. The results of

environmental rectification in key areas is remarkable.


We will continue to increase law enforcement efforts, increase Grand Joint-

Force Platform efforts, expand investigation scope, eliminate "Three-in-one" blind

spots, and implement full coverage rectification and inspection. Through various

forms of safety production education activities, to improve the safety awareness and

skills of the mass residents, Neighborhood Committees inspection team, and other

hazard inspection personnel. Taking full advantage of the propaganda role of Wechat,

Weibo, TouTiao, and Internet, to publicize the safety hazards caused by "Three-in-

one" sites and fire safety knowledge.

5.2.3 Longyin Temple Fire Safety Promotion Program

Program background

Longyin Temple was built in the Qianlong period of Qing Dynasty, and is

formerly known as Guanyin Pavilion. In 1937, Ms. Hui Ming nun initiated the

reconstruction of Guanyin Pavilion and renamed it into Longyin Temple. Longyin

Temple has an area of over two mu, and has a three-floor temple. First floor is the

lecture hall, second floor is the Daxiong Hall, and third floor is the Cang Jing Ge

(Classic book storage). In the 1st day and 15th of the Lunar month, and the Taoist

festivals, the pilgrim traffic is large. The daily passenger flow reaches over 2,000

people. During the peak hours, there can be over 600 pilgrims in Longyin temple at

the same time.

The risk factors of Longyin Temple are as follows: fire accidents caused by

flowing fire kindling such as burning incense sticks and cigarette butts; fire accidents

caused by old electrical equipment, or excessive electric operation load of lighting

and air-conditioning equipment etc.; stampede accidents caused by disorderly

escape when there is a power outage or fire accident that make crowded pilgrims

panic during the night peak hours.

Objective

Zero tourist injury in the temple. Zero fire accidents causing economic losses

over 1,000 yuan. Zero stampede accidents.

Intervention

1) Strengthen publicity and education

(1) Since 2015, we actively take the advantage of “119 Fire Prevention Day and

Fire Prevention Week” to organize special training and education. We organized 8 fire

prevention education sessions for employees, carried out 4 emergency drills for staff

and pilgrims, organized temple staff to visit community fire safety education base to

take the training, and to observe fire fighters' drills.

(2) Set up publicity columns of fire safety education inside and outside the

temple, post fire safety education notice, and timely update notice content according

to fire prevention focus. By the end of 2017, 36 notices were posted.

2) Carry out daily self-examination and self-correction

According to fire safety inspection requirements, the temple has established a

fire inspection catalogue, including 11 primary catalogues and 29 secondary

catalogues. The temple carries out self-examination to find safety hazards at least 4

times per year, and assigned responsible person to implement rectification towards

the problems found promptly. The rectification rate is 100%.

3) Improve temple fire safety environment

(1) Replace aging electrical appliances and gas appliances. During 2015-2016,

the temple raised 600,000 yuan to replace aging electrical wires and equipment in

old buildings such as Daxiong Hall, Cang Jing Ge, as well as temple kitchen. In terms

of aging gas appliances in temple canteens, they hired professionals to conduct

comprehensive inspections, focusing on inspection and replacement of aging gas

pipelines, stoves and other equipment.

(2) Renovation of fire monitoring and alarm system. In 2017, the temple raised

1.2 million yuan to carry out comprehensive upgrade of real-time video monitoring

system and equipment, and to inspect smoke alarm system and infrared alarm

regularly.

(3) Update fire extinguishers and replenish fire extinguishing liquid. The temple

update or replace fire extinguishing equipment that has expired or is near expiring

date in time to ensure the normal operation of various fire safety equipment in the

temple. Specific personnel is assigned to inspect and maintain the fire safety

equipment to ensure that safety management is effective.

(4) Keep the safety passage clear. The temple pays attention to safety passages

situation, removes piles or other obstacles promptly around emergency exits, and

keeps the ground surface smooth.

(5) Set limited area of burning incense sticks. At the end of 2017, the temple

took safety measures considering incense sticks burning safety, to build a temporary

incense burner and guide the pilgrims to burn concentratedly, to avoid the risk of

flowing fire kindling.

4) Fire safety supervision and inspection

Fire Fighting Committee together with Community Work Safety Supervision

Department carries out routine inspections, and at least 4 surprise inspections during

holidays. Besides, they cooperated with the temple to make pre-plans of firefighting

and large passengers emergency evacuation for Spring Festival Eve every year to

ensure 100% safety of this site.

Results

By strengthening the safety and education training for employees, each

employee can master to use portable fire extinguishers. In the 2014 investigation, 76

safety hazards were found, 70 of them were rectified by 2014, and the remaining 6

were rectified by the end of March 2015. In the 2017 investigation, 48 safety hazards

were found and 48 of them were rectified. The data shows that the number of safety

hazards is decreasing year by year, and rectification rate is 100%. By increasing capital

investment in firefighting equipment and facilities, the fire safety environment has

been improved. As the response plan towards large passenger flow was continuous

improved and related measures were implemented, there has been no stampede

accident caused by fire accidents or passenger flow concentration since 2015, and no

fire accidents as well.


The fire safety awareness of pilgrims is uneven. Influenced by traditional ideas,

old pilgrims still have the fires kindling flow freely, and such behaviors repeatedly

happened even they are prohibited, especially during no-holiday periods with low-

level risk management and monitoring. The risk of accidents still exists. Due to the

characters of Buddhist site and its decoration, fire separation cannot be set, which is

also one of the uncontrollable fire risks in the temple currently.

Thus, the program team will further strengthen the daily fire safety monitoring

on the basis of continuously increasing risk prevention of large passenger flow.

During the period with lower level management and monitoring, real-time video

monitoring system will be actively utilized to increase the monitoring on blind spots,

and broadcast system will be used to strengthen the intervention towards flowing

fire kindling. Through cross-sector cooperation and coordination mechanism, we will

further strengthen the relationship with fire prevention professional research

institutions to actively explore fire separation technology for temples. And this will be

a major program for temple safety promotion in the future.

5.3 Disaster preparedness and response

5.3.1 Anti-Typhoon and Anti-Flood Safety Promotion Program

Program background

Jiangchuan Community has 3 district-level rivers: Zhugang River 3,450 meters,

Hengjing River 3050 meters and Shagang River 3,650 meters; 8 town-level rivers:

Dongyi River 1804 meters, Donger River 1760 meters, Dongsan River 1380 meters,

Shuyi river 515 meters, Xisan River 950 meters, Jinpeng River 860 meters, Hesheng

Chengbang River 1194 meters, Gongnong River 1800 meters; 1 village-level river:

Wanghaigang river 106 meters.

On October 7, 2013, Jiangchuan Community suffered the impact of Typhoon

Fitow, resulting in large areas of water ponding in Jiangchuan Community, overloaded

reservoir in a short period of time. The accumulated water ponding area is 1.453

million square meters and the economic loss is 418 million yuan.

Jiangchuan Community belongs to the north subtropical maritime monsoon

climate. It is located in the middle reaches of Huangpu River with low-level and flat

terrain. Huangpu River passes through Jiangchuan Community. Here has always been

the main channel for flood discharge of Taihu Lake, the water eastward discharge

channel of Jiangsu and Zhejiang provinces, and the sensitive area where downstream

floods and downstream river cross. The specific geographical location and climatic

characteristics determine that Jiangchuan Community is always attacked by natural

disasters such as typhoons, rainstorms, cold waves, floods and tornadoes, especially

typhoons, rainstorms and cold waves. The average annual precipitation amount in

Jiangchuan Community is 1144.9mm, the average days of precipitation is 132.1 per

year. The maximum daily precipitation amount is 224.8mm. Due to the uneven

precipitation distribution in terms of when and where, floods can easily occur

frequently. Therefore, it is of great significance to carry out Jiangchuan Community

flood prevention and disaster response program.

Objective

1. Strengthen safety facilities construction for flood control, rectify the

environment of rivers and areas along the rivers, and relevant safety equipment and

facilities;

2. Reach 100% training rate for emergency team on flood prevention;

3. Conduct training and publicity for key populations - community residents, and

primary and secondary school students;

4. Improve community residents participation rate of floods prevention and

safety education activities, and make sure residents' satisfaction rate on Anti-

Typhoon and Anti-Flood Safety Promotion Program reaches 80% or above.

Intervention

1. Conduct publicity education on flood prevention safety knowledge for

residents. Hold river safety lectures, carry out square propaganda extensively

through various forms including flood prevention publicity board, blackboard news,

setting up consultation points, sending out brochures, having knowledge quiz etc. In

addition, river safety warning education is carried out to key populations.

Cooperating with Jiangchuan Work Safety Department and the schools, we carry out

flood prevention safety education for students and residents by broadcasting safety

education CDs, conducting flood prevention theme class meetings, and distributing

brochures.

During summer vacations, community Water Affairs Station uses the “red flag

15-minute service circle” to organize students and residents to carry out flood

prevention knowledge lectures, and invites Wumin Beipai Company’s person in

charge to introduce sewage knowledge including sewage treatment, the function of

side rain pump station etc.

2. Invest 60 million yuan to implement the Beishagang River Bank Rescue

Renovation Program. The program includes the river bank rescue renovation, flood-

control section reconstruction, and river bottom mud dredging. The total length of

renovation is 8000m.

3. Strengthen inspections. For example, in October 2015 after receiving typhoon

warning, we organized relevant departments to inspect 54 schools in the community;

strengthened scaffolding and tower cranes of over 10 construction sites; inspected

outdoor billboards, light boxes, over 30 banners, 60 flags, etc.; reinforced 3

dangerous advertisement light boxes; dispatched 375 cleaning staff and 8 cleaning

vehicles to clean 7.71 million square meters roads. Cleaned up key road sections such

as Jinping Road, Ruili Road etc., in a centralized manner, and 10 tons sludge were

transported. We comprehensively organized property management companies,

emergency detachment, professional drainage team, city management force, armed

police officers and other forces to form a community road drainage rescue team and

performed water dredging in a timely manner. Dispatched 2,864 rescue person-

times, used 3,070 sandbags, 4 boxes of water-blocking bags and other rescue

materials, used 145 water pumps.

4. Carry out renovation on rainwater and sewage diversion. In conjunction with

the housing repair program, we carry out renovation on rainwater and sewage

diversion on the 560,000 square meters residence area including Laner and Hongsi in

Jiangchuan Community. Up to now, 30 million yuan has been invested. Besides, in

2016, Jiangchuan Community invested 3 million yuan to implement a 2nd time

renovation on water supply facilities on 130,000 square meters building area in

Kunyang Residence and Laner Residence.

5. Targeting current situation of community's water environment, we carry out

flood prevention safety promotion special rectification. We dredge rivers in the

community, and clear illegal construction along the river with pre-decided plan. We

reinforce and improve rivers sections which have been renovated. For the river

section which was dredged more than five years ago, we arrange further dredging

plan. We reinforce and repair the revetment and guardrail to ensure that the

revetment and guardrail are intact.

7. Establish and improve modern flood prevention alarm facilities. We

established short message platform, equipped one dedicated broadband, one printer,

one fax machine and one scanner in order to provide strong guarantee for accurate

communication of rain, water and work conditions. 22 real-time weather warning

information screens and 44 high-volume warning speakers were installed in the

Jiangchuan Community government and every Neighborhood Committees. When

there is heavy or extremely heavy rainfall, we will start alarm system in time to

announce flood warning and forecast information, and inform residents to prepare or

transfer. We established typhoon forecast communication system. Each residence has

a dedicated person responsible for passing weather forecasts and heavy wind

warnings at any time. We also implemented 24-hour duty system during the arrival

of the typhoon.

8. Set up flood prevention and emergency rescue teams, strengthen their

training and skills. The team currently has 49 people, equipped with various rescue

tools and equipment such as lifeboats, life jackets, lifebuoys, and first aid kits. They

worked with Jiangchuan Community Health Service Center to intensively train the

team members, and make sure each team member masters lifesaving techniques and

first aid knowledge.

9. Establish a first-line flood-prevention-wall program management team. This

team specializes in comprehensive inspection of first-line flood-prevention-walls and

flood prevention facilities, and conducts maintenance and safety monitoring of the

reservoir programs. In addition, they organized community function department to

conduct 2nd time safety inspections on key flood prevention sites such as the

construction sites and underground space, including 8 construction sites, 3

underground spaces and 87 residence’ underground pipe networks. They issue

rectification notice for the problems found during inspection, ask relevant

departments to rectify, and review the rectification situation in time.

2. By increasing training intensity and frequency, the training rate of flood

prevention emergency team reaches 100%. And all members have mastered

comprehensive knowledge of first aid.

3. Through data analysis of the questionnaire, residents’ awareness rate on the

flood prevention safety promotion program is 75.87%, participation rate is 52.91%,

and satisfaction rate is 84.53%.

4. As of June 2017, river volunteers had salvaged 1400 tons garbage, added 20

river section name signs, and repaired 30 damaged river section name signs. 380

salvage vessels and 1600 person-times were dispatched. Every month, 109,324

square meters of greening is completed, 16800 square meters flood prevention

passages maintenance is done, and 19,800 square meters railings maintenance is

done. 3 rivers floating fence are added and 1 is repaired.


1. Strengthen emergency plan revision and improve the operability of the flood

prevention plan. For the problems exposed during flood season, we will further

improve flood prevention water ponding points. We will also cooperate Huangpu

River and its branches first-line flood-prevention-wall renovation program.

2. Continue to promote river section improvement, and work on district-level

rivers Beizhu Gang and Xisan River’ dredging and bank protection comprehensive

renovation.

3. Further improve the long-term management mechanism. Improve river

cleaning standards. Do a good job on the maintenance of municipal drainage pipes

and fire hydrants. Improve rectification securing system, and improve quality and

ability of emergency rescue team.

4. The scope of the key publicity populations is not wide enough. In the next

stage, we would love to include some pre-school children into key population as well,

and carry out safety publicity for flood prevention and disaster reduction toward

them.

5.4 Safe public places

5.4.1 Electric Bicycle Anti-Theft Safety Promotion Program

Program background

From the beginning of 2016 to the end of 2016, there were 1123 electric vehicle

theft cases in Jiangchuan District, including 564 in Bijiang and 559 in Huaping. Most

cases occurred in residences, business districts and surroundings and Metro Line Five

stations. These cases seriously affect residents’ sense of security and satisfaction.

Through the analysis and comparison of 110 police data, combined with police

officers’ past experience, and in order to further prevent and crack down electric

bicycles theft cases effectively in the district, we carried out electric bicycle anti-theft

safety promotion program.

Objective

By May 10, 2017, we have compiled all electric bicycle pre-registrations and

arranged each Neighborhood Committee to determine the time for electric bicycles

anti-theft chip installment. Installation is implemented in mid-May. According to the

enterprise’s working capacity of electric bicycle anti-theft chip installment, assuming

60 vehicles/groups/days per day installing capacity, and installation is to be

completed by end of September.

Intervention

1. Establish “work plan of electric bicycle theft-proof system installment”,

introduce technical support of theft-proof system, and install radar tracking facilities

on the basis of police video surveillance in Jiangchuan area. Community led to invest

$2.4 million to complete 120 radar positioning and to install 10,000 electronic anti-

theft chips for residents free of charge. The chip can detect electric bicycle trajectory,

and the owner can lock the bicycle through mobile APP.

2. Police Station formed a professional team to conduct targeted detection of

stolen electric bicycles. The team’ detection area covers all Jiangchuan Community,

including Community Grid-Management Center, two police stations, and main

intersections and key road sections in the district.

3. We encourage Neighborhood Committees to promote electric bicycle anti-

theft system installation. Make full use of the new propaganda carriers, such as

releasing information to the community residents through the Pingan Jiangchuan

WeChat public account and each Neighborhood Committee WeChat public account.

Encourage residential building superintendent and Pingan Volunteer to inform

electric bicycles owners through one by one in-door publicity. Mainstream media

such as “Xinwen Fang”, “Shanghai Daily” and “Minhang Newspaper” also reported

electric bicycle anti-theft chips installation.

4. Arrange installation team to provide installation service on site for each

Neighborhood Committee simultaneous, and improve efficiency to install electric

bicycle anti-theft chips for community residents. At the same time, expand

installation service of anti-theft chip for free to universities and enterprises in the

Jiangchuan area according to their demands.

Results

With the help electric bicycle anti-theft system, Jiangchuan Police Station found

a number of stolen electric bicycles. At 9:00 on June 7, 2017, Jiangchuan resident

Aunty Wu came to Bijiang Road Police Station to report a stolen electric bicycle.

Police officer immediately activated anti-theft chip of the stolen electric bicycle and

started searching for its moving trajectory. According to owner’s description and

surveillance video track playback, police finally found the lost car outside an electric

bicycle shop near Dongchuan Road, with only about three hours. At the end of

August, Huaping Road Police Station found a stolen car in a farm house through

electric bicycle anti-theft system’s tracking, and found another three stolen bicycles

and successfully banned the theft group.

By 2017 year end, we installed 4,700 electric vehicle anti-theft chips, cracked 20

cases of electric bicycle theft with the help of anti-theft system. 25 stolen electric

bicycle were found, 7 criminal suspects were arrested, and 3 stolen goods disposal

gathering points were destroyed. The success rate of cracking criminal cases is

64.85%. The rate of electric bicycle theft has dropped sharply in the district. The

number of "110" alarms for stolen non-motor-vehicle has dropped by 27.8% with a

year.


In 2018, we will continue to promote electric bicycle anti-theft chips in the

community, increase number of community publicity sessions, and have more

residents be aware of and participate in this electric bicycle anti-theft safety

promotion program. Constantly improve residents’ satisfaction, reduce electric

bicycle theft cases, and improve rate of cracking down electric bicycle theft cases.

5.5 Gas Safety

5.5.1 Home Gas Safety Promotion Program

Program background

Compared to other fuel, gas is clean with high calorific value, and is convenient

to use. However if it is improperly used, accidents such as fire, explosion and

asphyxiating occur. In the recent years with the rapid development of gas industry,

especially that natural gas pipeline is more and more common, gas operation safety

should have our great attention. In 2014, there were more than 350 gas explosion

accidents in China, resulting in 673 injuries and 114 deaths. 64% of those occurred in

residents’ home.

Objective

Reduce residential gas leakage accidents to 1% of the total gas accidents. The

accidents cause no casualties. No home gas explosion accident occurs.

Intervention

1. Carry out in-house inspection. Through on-site visits in residences, we

understand the basic situation of old residence gas safety status. We include 9 old

residences as the focus of in-house inspection.

2. Organize gas facilities investigation. Conduct risk assessment and evaluation

of gas pipeline with over 20 years old.

3. Expand propaganda forms. Carry out gas safety propaganda activities inside

residences, enterprises, schools, restaurants and construction sites. Distribute

propaganda materials. Through TV broadcasting, newspaper and Internet, widely

publicize gas safety knowledge, guide residents to use gas scientifically and safely,

and guide residents to actively cooperate in-house inspection.

4. Organize special safety inspections. Carry out special inspections on the usage

of liquefied petroleum gas (LPG) in catering places within the community. Issue

rectification notices for safety hazard found during the inspection, and urge

rectification.

Results

By the end of 2017, we completed over 2,400 in-house inspection, identified

over 3,000 safety hazards, and replaced over 1,800 gas pipes for free. At the

beginning of the program, residents didn’t coordinate very well. Through promoting

the effectiveness of several in-house inspections, as well as Neighborhood

Committees’ strong supports, residents are more and more willing to cooperate.

Through the replacement and renovation of old gas facilities, residents’ satisfaction

increased year by year.

During special inspection LPG safe usage at Jiangchuan Community restaurants

in 2017, we inspected 288 restaurants, 28 of where were rectified on-site. 9

restaurants with serious safety hazards also regulate their LPG usage through their

own rectification.

1. Promote gas safety protection technology for residents, and urge

Neighborhood Committees to implement home safety auxiliary facilities for LPG

public services.

2. Promote electronic label management system for gas cylinders to ensure the

supply and safe usage of LPG.

3. Establish long-term mechanism for gas safety publicity, innovate propaganda

methods, and deepen publicity effect.

4. Supervise and urge gas supply enterprises to increase capital investment in

safety, and speed up old facilities renovation and safety hazards rectification.

6 Indicator 3 “Programs that target high-risk groups and environments

and programs that promote safety for vulnerable groups”

6.1 How are the high-risk and/or vulnerable group/s identified

Community classifies people who can be harmed easily or who can cause harm

to other people easily as high-risk population, classifies environment with high

probability of accidents occurrence as high-risk environment, classifies people who

get more severe injury by the same degree of harm as vulnerable groups. In this

6.2.1 Elderly Anti-Falling Safety Promotion Program

Program background

According to 2014 community injury data, people over 65 years old have higher-

risk towards injury in Jiangchuan Community, accounting for 44.12% of total injuries.

Sprain and falling injury are the major injuries, accounting for 81.87% of injury

causes. Among them, most of falling injuries occur in the indoor area and public

residential areas, main caused by slipping and stumbling, mostly during walking and

going up and down the stairs. Thus, falling injury is the key issue that threatens the

elderly’s safety in the community.

Objective

Improve home care services in the community, improve elderly’s knowledge,

awareness and actions on falling prevention, improve environmental risk factors, and

strive to reduce falling accidents occurrence rate year by year.

Intervention


(1) Publish investigation report on the elderly falling accidents in the community.

Use the publicity channel of community newspapers to publish investigation report

to remind the elderly paying attention to fall accidents and preventions in the

community.

(2) Fully mobilize elderly’s enthusiasm to participate in community activities,

and encourage them to participate in physical exercise. Carry out targeted physical

(3) Organize a variety of special health seminars. Since 2015, we held 1247

falling prevention health lectures with the following topics: prevention and treatment

of cardiovascular and cerebrovascular diseases, prevention and treatment of cataract

prevention and treatment of knee joints osteoarthritis, and medication safety. 69,274

people participates the lectures, and 89,000 publicity materials have been

distributed.

(4) Actively promote falling prevention concept and knowledge during free clinic

consulting session every year. Take advantage of free clinic consulting session

provided by hospitals and Community Health Service Center to carry out publicity of

falling prevention knowledge to the elderly, to understand the various causes leading

to falling accidents, and enhance elderly’s ability of self-prevention. In recent years, 6

free clinic consulting session of various types have been carried out, and 548 people

have been served. A large number of elderly have learned and understood the

concept and knowledge of falling prevention through the face-to-face free clinic

(5) Every year, the Elderly Committee organizes living-alone elderly and the

elderly in difficulty to participate "one-day tour". In 2015, they organized 230 living-

alone elderly and the elderly in difficulty to participate in the "Ten Thousand Elderly

Watch Development in Shanghai" one-day tour organized by Municipal Elderly

Committee, and to participate in the "Minhang Elderly Watch Shanghai" one-day tour

organized by the Municipal Elderly Committee Minhang Branch. They visited the

alone elderly, the elderly in difficulty, elderly with contribution, cultural and sports

backbone elderly to visit the Flower Harbor and Dishui Lake.

(6) We conduct elderly’s needs assessment every year. In 2016, the Elderly

Safety Promotion Program conducted a preliminary survey of 253 living-alone elderly

and the elderly who lost their only child on their health condition, income, pension

status and elderly care needs.

2. Family Interventions

According Jiangchuan Community injury investigation report, over half of the

falling accidents occurred at home. According to baseline on-site survey, the falling

accidents occurred mostly in the bedroom and bathroom. Thus family intervention

includes two aspects, home care services and the promotion of filial duties to

(1) Provide home care service for the elderly in need. From 2016, Community

engaged a health care station with professional nursing qualifications to provide

home care and housekeeping services for low-income elderly in the community. They

provide free home care services for 10,301 living-alone elderly, empty-nest elderly

and elderly in difficulty, such as food service, personalized service, in-house services

etc. They provide services for over 80,000 person-times per year. Lots of

housekeeping works which are dangerous for the elderly are done by these

volunteers to reduce elderly falling risks when they are doing housework. In 2016,

1,641 home care programs were completed. In 2017, 1,753 home care programs

were completed.

elderly in difficulty. In 2016, we installed 159 corridors handrails and 122 barrier-free

ramps. In 2017 we installed 174 corridors handrails and 148 barrier-free ramps.

(3) Improve lighting condition for public places. Since many houses in

Jiangchuan Community were built in the 1980s, the public lighting facilities in the

buildings are not perfect, which makes it difficult for the elderly to go up and down

the stairs. Program team discussed with Neighborhood Committees and installed

automatic sensor lights on each floor to solve the problem of the elderly going up

and down the stairs at night.

(4) Community Health Service Center conducts free physical examination for the

elderly over 65 years old, and a visual test for elderly over 70 years old.

(5) Install “Kang Le Fu” elderly service hotline for elderly in difficulty. As of

October 2016, 18,357 elderly people enjoyed “Shenghuo BaiShiBang” service in the

community, with a matching rate of 62%. 583 living alone senior citizens enjoyed

proactive care service, with a matching rate of 97%. This year, we have provided

15,809 proactive cares, 11 emergency help, and 384 matchmaking services.

purchase of foods and vegetable, Jiangchuan Community launched “Community

Small Vegetable Garden” activity in 16 residences in 2016. Government select

(8) Improve teaching environment and facilities of elderly schools. In 2015,

Municipal Education Commission allocated a million yuan for Jiangchuan Community

to paint and renovate schools’ overall environment and buildings during summer

vacation. There are 9 existing dedicated classrooms and multi-purpose event halls

including painting and calligraphy classrooms, vocal classrooms, drama classrooms,

image design classrooms, craft work classrooms, mobile classrooms, electronic piano

classrooms, dance classrooms, comprehensive classrooms, and were opened to the

public officially in October 2015. This provides elderly friends a full-featured, well-

equipped, high-quality, modernized elderly education place.

Community School Activities

(9) Establish community volunteer team focusing on the safety of living-alone

elderly in the community. Because living-alone elderly are vulnerable groups, it is

easy to have serious consequences after falling accidents due to unattended care.

Jiangchuan Community set up a 340-person volunteer team consisting of

Neighborhood Committees members and enthusiastic residents in 2015. They are

paired with the living-alone elderly and make daily phone calls, weekly visits, etc. to

do a good caring work, and to understand elderly’s physical health status and falling

information. Thus they help and intervene in time. Now, over 1,700 living-alone

elderly people over 80 years old have their pair partners.

(10) Improve first-aid skills of community workers. Jiangchuan Neighborhood

Committee together with Community Red Cross, Community Health Service Center

and other professional organizations, provide first-aid training for Neighborhood

Committees employees and young social workers. In the event of elderly falling

accident, they can do their best to provide timely help and professional rescue.

Results

1. Elderly falling accident occurrence rate decreased year by year: falling

accident occurrence rate of elderly with over 65 years old decreased year by year.

2. The elderly improved their awareness of falling prevention: through home

safety assessment and intervention of the elderly in the community, we effectively

trained a number of Neighborhood Committees employees with falling prevention

knowledge. Through on-site visited and data analysis, residents’ awareness rate on

elderly anti-falling safety promotion program was 89.84%, participation rate was

87.91%, and satisfaction rate was 92.94%.

3. The elderly’s behaviors and environment regarding falling prevention have

improved: for example, through eye disease screening intervention, the elderly with

eye diseases start to pay attention to the disease and get timely treatment. Many

elderly formed habits of piling staff on corridors for many years. Through the

education and publicity that piling staff on the corridor causes difficulty during fire

escapes as well as causes falling accidents, the situation is significantly improved. In

addition, after several years of efforts, the elderly physical exercise team has

increased their team members from 148 in 2015 to 268 currently.


1. Establish a long-term cooperation mechanism with property management,

and implement free installation of bathroom handrails for the elderly in difficulty

during annual building renovation. The Neighborhood Committees will organize the

investigation, the community will purchase handrails, and the property management

firm will implement installation.

2. Further expand the paring range of living-alone elderly to include living-alone

elderly between 70 and 80 years old to ensure the safety of more elderly people.

3. Expand the adaptive renovation for families with elderly.

4. Enrich publicity methods and use diverse media to increase publicity and

education on elderly safety knowledge.

6.2.2 Elderly Nursing House Home Promotion Program

Program background

Jiangchuan Community has aged population. As of 2016, there are 3 elderly

nursing homes in Jiangchuan Community. Due to the old buildings, insufficient fire

facilities and insufficient professional nursing staff, there are 34 injury accidents in

2016, 3 fire accidents with economic loss less than 1,000 yuan, and 1 fire accident

with economic loss over 1,000 yuan less than 10,000. The elderly living in nursing

homes are very old, leading to confused consciousness, loss of orientation, poor

judgment, and memory loss. This increases safety risks in the elderly’s daily lives and

threatens elderly’s health.

Objective

Plan and implement Jiangchuan Community's new elderly nursing house home

construction program, closed three elderly nursing houses with old buildings and old

facilities, complete public facilities renovation, and create a safe and comfortable

living environment for the elderly.

Intervention

1. Prevent elderly from colliding

Add protection corners on public facilities to prevent elderly from being injured

while walking and chatting in the nursing home.

2. Prevent elderly from falling

Falling is a common safety issue for elderly in nursing homes. The key measure

to prevent elderly falling is that nursing staff should help elderly to get acquainted

with the environment, deepen their memory of the orientation, layout and facilities,

and strengthen their sensory organs feelings. Nursing staff needs to take measures

against safety risks regarding the wearing of elderly, the area of elderly’s walking, the

items used by the elderly, etc., to prevent dangerous accidents occurrence.

3. Prevention elderly from chocking

To prevention elderly from chocking, their food needs to be small, nutritious,

easy to digest. Each meal has small amount and there are many meals during a day.

When the elderly is eating, people should not talk to them that the elderly can

concentrate on eating. When the elderly is eating, their eating should be appropriate:

sitting or semi-recumbent position. For elderly lying in bed, nursing staff should raise

the bed to prevent the elderly from chocking which can lead to aspiration

pneumonia. When elderly safety risks are found, nursing staff should pay special

attention to elderly diet.

4. Prevent elderly from falling out of window

All windows are 13CM height according to the requirements of Civil

5. Prevent elderly from unintentional injuries

When the elderly in the nursing home go out alone, the family members and

the nursing staff need to check whether the clothes, shoes and hats are suitable and

the items they need are available. They also need to evaluate safety risks of the

elderly, such as elderly getting lost, traffic safety, and theft incidents etc., and try to

avoid accidents.

Results

Through infrastructure renovation inside the nursing home, elderly falling

accidents were effectively prevented. The elderly expressed support for adding safety

protection facilities and actively participated in the improvement work. By the end of

2017, the elderly gave more than 30 suggestions regarding safety improvement, and

17 suggestions were included in the continuous improvement plan.


Currently, the number of professional nursing staff in nursing homes is

insufficient. Through recruitment of social and volunteer services, we need to add

professional nursing staff in nursing homes and improve their professional skills. The

psychological intervention for the elderly is still in the early stage. We plan to conduct

two expert psychological lectures every year, invite elderly’s relatives to participate,

and work together to eliminate elderly’s pessimism feelings and to ensure elderly’s

physical and mental health.

6.2.3 Primary School Student Water Safety Promotion Program

Program background

On June 9, 2012, the Ministry of Education issued an emergency report, letting

us do a good job in preventing students from drowning. On that day, 16 students

from all over the country died because of drowning. At the same time, from 2012 to

2014, of all the abnormal deaths reasons among Shanghai students, drowning deaths

have been ranked the first place for three consecutive years. As of 2014, Jiangchuan

Street has 26,235 students, accounting for 19% of the total registered population of

the community. There are 4,587 primary school students, accounting for 17.4% of

the total number of students. The Jiangchuan Street Community has 3 district-level

rivers and 8 town-level rivers (see Anti-Typhoon and Anti-Flood Safety Promotion

Program Page 31 for details). During the summer vacation of primary school

students, parents do not have time to look after the children, and the self-discipline

of primary school students is usually low, making the water safety of primary school

students a major risk affecting the occurrence of primary school casualties.

Objective

Our goal is to have every elementary school student complete the swimming

exam before the end of the third grade; we need to complete the full coverage

training of the students' swimming ability so that each student can help themselves

in water. In this way, we can put an end to the occurrence of drowning accidents

among primary school students.

Intervention

1. We carried out propaganda and mobilization work. We informed the parents

of the relevant requests in the form of parent meetings and through “A Letter to the

Parents”. We have done a good job of mobilizing, educating and publicizing. At the

same time, we investigated the physical condition of the students. We carry out

activities with the consent of parents and the voluntariness of the students. After the

parents have signed and confirmed, the primary school students can participate in

swimming activities.

2. We conducted testing and classifications. The primary schools in the

community test the students’ swimming abilities before the end of June to classify

students by “Can Swim” and “Cannot Swim”.

3. We completed the physical examination of students and do a good job in

maintaining the health check card of students.

4. We hold special meetings to discuss the swimming activities. We have defined

the duties and requirements of the class teacher, the teacher who take the students

to swim, and the physical education teacher.

5. We carry out safety/health education courses and conduct training sessions

of related habits. We also conduct swimming-safety and health education for

teachers and students.

Results

The community schools have been conducting swim classes for three years. We

analyzed the physical data of students who participated in the swimming class and

those who did not as comparative samples; we compared their physical fitness data.

We found that in terms of body softness and arm strength, the rate of excellence for

students taking swimming classes is much higher than that of regular class students.

Parents also expressed their support for children learning to swim, and their

satisfaction was high. Among them, the opinion of a student parent of Bijiang Road

Primary School is very representative: "In fact, last year I wanted to buy a swimming

course for my child, but I found that the fee is very high. The school set up a

swimming class and gave us a lot of help. I also want to suggest that students can

take swimming lessons in the first grade."

At first, the students were very interested in leaving the classroom and in

swimming in the pool. But after a few lessons, some students are naturally afraid of

water, and some students feel the training is too hard. The strict coaching style of the

teachers has made some children lack confidence and fun. These factors have

contributed to the continued decline in the participation rate of swimming courses

over recently.

In the future, we will adopt a “sports and education combination” approach in

swimming courses. The Minhang District Education Bureau is also actively involved in

this work. The Education Bureau requires schools to hold parent meetings,

emphasizing the need of swimming learning and obtaining parental support. At the

same time, the Education Bureau requires swimming coaches to take children's

psychology classes, encourages coaches to add interesting teaching content, and

motivate students to learn to swim.

6.2.4 Shanghai Jiaotong University Laboratory Safety Promotion

Program

Program background

Shanghai Jiaotong University is under the jurisdiction of Jiangchuan Community.

The university has a total of 36 laboratories, which are divided into: environmental,

chemical, physical, nuclear, mechanical, and heat treatment. The main related risks

include: mechanical injury, explosion, burns, object blows, poisoning, etc. In recent

years, dangerous accidents often occur in laboratories of domestic universities, and

the safety situation is worth noting. At 15:45 on April 14, 2011, three students in a

laboratory of 103 Chemical Engineering College, Block B, Jiangan Campus, Sichuan

University, were doing chemical experiments. An accidental explosion of raw

materials in the experiment caused three students to be injured. At about 11:00 am

on December 7, 2011, a girl from Nankai University had an accident while doing a

chemical experiment and suffered serious hand injuries. At about 9:00 am on April

30, 2013, an abandoned laboratory in Nanjing University of Science and Technology

had an accidental explosion. Two of the four workers on the site were seriously

injured and two were slightly injured. Among them, one seriously injured person died

after being treated by the hospital. At about 11:00 on December 4, 2014, the top

floor laboratory of the “Heyi Building” of the Department of Chemical Engineering,

Changzhou Institute of Technology, Jiangsu Province exploded. The scene was in ruins

and the casualties were unknown.

Therefore, laboratory safety has become a major risk factor affecting college

students' injuries.

Objective

Through the work safety department, we regularly conduct hidden trouble

investigations in university laboratories. We urge the university to complete the

rectification of hidden dangers. Our goal is to increase the annual hidden danger

rectification rate to 100%, and this will prevent the occurrence of university

laboratory safety accidents.

Intervention

1 The Work Safety Department of Jiangchuan Community regularly conducts

special inspections on laboratory safety of Shanghai Jiaotong University. The

department investigates the safety hazards of laboratories and urges the university to

carry out rectification of hidden dangers.

2. We conduct interactive learning activities and showcase studies for warning.

Through the interpretation of actual cases, we explain the working principles,

mechanical operation specifications, safety management and other issues. We

explain relevant cases to improve the safety awareness of students and teachers.

3. We rely on the "networking + security education" approach to conduct safety

knowledge exams and to strengthen students' learning outcomes. The Jiangchuan

Community Work Safety Department provides guidance from a professional

perspective. We further improved the laboratory safety work according to the

requirements from these experts.

4. We organize emergency drills to improve the emergency response capacity of

college students.

Results

Shanghai Jiaotong University and Jiangchuan Community have carried out

comprehensive cooperation in the fields of security and economic/social

developments and achieved remarkable results. These cooperations have created a

win-win situation for both parties. Since 2015, Jiangchuan Community Work Safety

Department has inspected the laboratories of Shanghai Jiaotong University for 8

times, and identified 33 hidden dangers (all of them have been rectified). The

rectification rate of hidden dangers has reached 100%. The capital investment for the

rectification of hidden dangers reached 9 million yuan. We organized, participated in

and guided two emergency drills. Students and teachers actively participate in

campus safety activities, improve safety awareness, accumulate safety knowledge,

and effectively prevent campus safety accidents.


In the next phase, we will invite district security experts to conduct security

checks on off-campus laboratories of Shanghai Jiaotong University, including the

college's laboratories and collaborative laboratories. We will promptly summarize the

inspection results and inform the Shanghai Jiaotong University Safety Office, and

discuss the improvement/management work with the relevant persons in charge. We

will strengthen the supervision of Shanghai Jiaotong University in the off-campus

laboratories.

6.2.5 Safety Experience Pavilion Promotion Program

Program background

Regarding the education of security issues, from the general situation of various

places, educators generally adopt traditional cramming and conference-style

education methods. After the educator finish speaking, the audience forget the

content of the study. The audience pay little attention to the educator and are often

prone to dangers. The Safety Experience Pavilion is an experiential-based safety

education. It not only allows everyone to have a personal experience, but also

achieves the good results that simple training can't achieve. The audience only need

to experience the pavilion once and they will benefit for life.

Objective

1. We increase the participation of the employees in safety training activities.

We enhance the safety awareness of the employees and make their satisfaction with

workplace safety more than 80%;

2. We improve the use of labor protection products by the employees and

minimize the damage caused by the lack of necessary safety precautions. We reduce

the injury/death of the working personnel and economic losses, and the incidence of

injuries due to work is reduced by more than 5% year by year. We reduce direct

economic losses by more than 5% annually. We strive to avoid serious work-related

accidents.

Intervention

We set up scientific and reasonable experience programs. Considering the

complexity and danger of the production area, we refer to the statistical analysis of

the safety management data accumulated by Michelin Company in the past ten

years. We extensively solicit the training needs of employees. Due to the current

poor security situation, we have adopted a people-oriented principle to design

challenging, fun and very practical training programs and experiences. To allow

employees to experience the possible dangers of the work environment, the

Michelin Safety Experience School has set up 10 experience programs, including:

(1)Squeezing point experience;

(2) Operator LOTO experience: LOTO refers to tagging and locking (Lockout-

Tagout). Execution of LOTO can effectively prevent employees from being injured in

accidental energy leakage during equipment maintenance and other accidents. The

center has set up an experience version of LOTO for employees to try and practice;

(3) The standardized use of labor protection articles such as safety shoes, safety

helmets and safety gloves;

2. The center is equipped with a variety of simulated injury facilities. Since June

2014, Michelin has invested a total of 830,000 RMB to enrich and improve the

school's simulation facilities. These facilities include safety protection equipment in

fire control systems such as standard fire protection devices, sprinklers and

drainages. The equipment items include samples, feature display screens, used

forklifts, squeezing damage testing devices, tag locking systems and other

3. The center provides rich and interesting experience: the experience of the

center is divided into four major categories: safety culture experience, online safety

experience, safety discussion experience and live experience.

(1) Safety Culture Experience

The safety culture experience is mainly promoted through the safety culture

education short video. By watching safety culture videos at the experience center,

employees learn that they should start the safety work from their own. We let safety

culture and safety learning to penetrate each other, enhance employees' safety

awareness in cultural edification, and enable employees to fully understand safety

culture.

(2) Online Safety Experience

The online security experience is based on employee’s online exams. The

problems are divided into 4 sections: fire protection knowledge, safety violation

classification and judgment, on-site behavior correction and emergency plan drills.

The questions are automatically assigned by the computer, and each person's topic is

different. Although the test is difficult, its main purpose is to deepen the memory,

truly test the safety knowledge of employees, and evaluate the safety skills of

employees.

(3) Live Experience

This experience is mainly about practical operations. Although employees use

safety protection equipment, there are errors and even important omissions in actual

use. In this sector, employees can experience the correct use of safety equipment

such as air respirators, seat belts, gas alarms, and fall arresters.

This section is mainly to observe the teacher’s demonstrations, to arrange the

on-site learning and exercise, and to deepen the understanding of the staff. The

purpose of this experience is to correct the errors in the use of labor protection

equipment and to teach important details that employees have not noticed. This

experience is generally carried out in the form of a combination of personal

experience plus group view.

(4) Safety Discussion Experience

The security discussion experience is the last step of all experience activities and

the most important part of the training. After all the training is over, the trainees

gather for safety discussions and reflections. The safety discussion experience is

guided by the trainer, and each trainee is required to speak, summarize and evaluate

the results of the experience. The trainer also collects reasonable suggestions for the

training process. In this session, everyone learns from the discussion, improves from

reflection, and comprehensively enhances safety awareness and safety. The trainer

scores the discussion content and participation level according to a score sheet, and

he reviews the process and effect of the activity.

4. The center introduces modern means to create a realistic experience

environment.

The Michelin Safety Experience Center has done the following work to create a

realistic environment: the center introduces modern instruments and equipment to

create a perfect combination of live pictures, sound, lighting and other means. The

center creates a realistic environment that allows employees to experience the risk

factors at work. For example, in the squeezing point section, the center simulates the

conveyor belt equipment through the simulated hand operation. In this case the

trainees understand that the harm caused by the irregular operation is very serious.

The Michelin Company has recruited volunteers from various regions to the

experience center for safety process training/experience. These volunteers are

composed of excellent work protection inspectors and team security officers. The

training programs include experience programs (of the center) training, operation

mechanism training, etc., aiming to create an excellent regular training team.

Results

1. In 2017, the Michelin Safety Experience Center has completed rolling

training/experience sessions for factory employees. The experience includes the

safety experience of new employees entering the factory, and such training

effectively improves the safety awareness of new employees;

2. The safety management level of the team has been greatly improved, and the

violations of employees have been greatly reduced. We have effectively controlled

personal injury and death accidents, greatly improved the standardization rate, and

ensured the smooth progress of safe production. In the central plant, there are no

serious injuries or deaths, and the injury rate among 1,000 people is controlled

within 0.6‰. All safety management indicators are at the advanced level in the

industry. The number of accidents, the frequency of accidents, and the direct and

indirect losses of accidents have fallen sharply. We have created good social and

economic benefits.

3. Employees actively participate in safety management, consciously improve

their own safety quality, and strengthen their self-protection awareness of

safeguarding their own interests. The managers actively serve the workers,

consciously improve their own management quality, and earnestly safeguard the

safety rights of employees. Their sense of responsibility has been further

strengthened. The environment for work and maintenance safety has been

continuously improved. The working conditions of workers are effectively

guaranteed. The corporate image of providing good service in work safety is

consolidated and the corporate’s social responsibility is fully reflected.

injuries”

8.1 What data sources are in use to assess the risk for injuries and plan

for injury prevention in the community

The community is monitoring the frequency and causes of injuries. The related

programs include: “Community Health Service Center Monitoring”, “Road Traffic

Safety Monitoring” and “Police Station Injury Monitoring”.

8.2 Community injury monitoring system

The community's injury monitoring system is based primarily on the emergency

room of the Community Health Service Center. The system records the first diagnosis

record of the injured person and obtains the injury information. Secondly, the system

obtains the injury information during the process of handling the relevant cases by

the traffic police department and the police station. Third, the system conducts

regular injury investigations into the community to obtain injury information.

8.3 Main findings from the injury surveillance

Under the guidance of the Work Safety Supervision Department, in conjunction

with the District CDC, we conducted a survey and analysis of the epidemiological

characteristics and influencing factors of the residents living in the community in

2014.

Community injury description

From the community injury report, we found that the number of injuries

occurred in the Jiangchuan Community surveyed in 2014 was 417, with an incidence

rate of 13.03%. Among them, the number of male injuries was 228, accounting for

54.68%; the number of female injuries was 189, accounting for 45.32%.

According to the survey results, the incidence of injuries varies among residents

of different genders in the Jiangchuan Community. The incidence of male injury was

16.46%, and the incidence of female injury was 13.63%, and the difference was

statistically significant (by chi-square test: P<0.0001). The incidence of male injuries is

slightly higher than that of females.

The incidence of injury in Jiangchuan Community is comparable to the incidence

of injuries in the general public. High-risk groups are older people over the age of 65.

The main types of injuries are spraining, falling, collision/squeezing and traffic

injuries.

(1) Types of injuries by gender

The analysis showed that the risks of various injuries in different genders in

Jiangchuan Community are different. Among them, the types of injuries for all people

are mainly spraining, falling and traffic injuries. The males’ injury types are mainly

spraining, followed by traffic injuries, and the composition ratios are 31.58% and

11.40% respectively. The types of female injuries are mainly spraining, followed by

falling, with composition ratios of 29.10% and 12.17%, respectively. The differences

were statistically significant (chi-square test: P = 0.0017).

Characteristics of the location and activity of the injuries

The results of the analysis show that different types of injuries occur at different

locations. The main places of injury are: 222 people (53.24%) at home, 53 people

(12.71%) on roads and streets, 47 people (11.27%) in public places, 41 people

(9.83%) in public residential areas, 18 people in sports places. (4.32%) and 11

students (2.64%); other injured locations are rare. This feature is related to the

economic development characteristics and demographic structure of Jiangchuan

Community and conforms to the common sense. At the same time, Minhang District

is an old city area, and the population of Jiangchuan Community is aging. In recent

years, with the rapid development of Minhang District, the infrastructures of

subways, rail transit and overpasses in Jiangchuan Community have formed a

relatively advanced transportation network. However, these networks have also

brought security risks to the community, causing injuries in different locations.

(1) The injury locations of people of different genders

The results of the analysis showed that the difference in the composition of the

same injury type at different locations is not statistically significant (Chi-square test:

P=0.19). The locations of Jiangchuan Community injuries are mainly at home, roads

and streets, public places and public residential areas. Both males and females’ main

injuries are at home, followed by roads and streets.

The locations of the injury occurred in different age groups are different, and the

difference is statistically significant (chi-square test: P < 0.0001). Among them, the

number of injuries of children and adolescents aged 0-14 was mainly at home

(25.00%) and roads/streets (25.00%). The most common injuries in the 15 to 40-year-

old population were at home (17.65%) and schools (17.65%). The locations of injuries

in the 41 to 65-year-old population are mainly at home (53.03%), followed by public

places (16.67%). The main locations where injuries occurred in people over 65 years

of age are mainly at home (55.83%), followed by roads and streets (12.88%). Among

the people of all ages, the most likely place for injury is at home (53.24%). Therefore,

we should strengthen the publicity and education of protective measures against

The results of the analysis show that different types of injuries occur in different

places in the Jiangchuan Community. These differences are statistically significant

(chi-square test: P < 0.0001). Among them, the locations of knife/sharp injuries and

blunt injuries are mainly at home. Falling injury occurs mainly in homes, public

places, public residential areas, and roads/streets. Animal injuries occur mainly at

home and in public places. The location of blunt injuries is mainly at home.

Mechanical injuries occur mainly at home and in public places. The location of traffic

injuries is mainly public residential area. Spraining takes place mainly in public places.

Collisions/extrusion and burns occur mainly at home and in public residential areas.

(4) Activities undertaken by residents when they are injured

When injury occurs, different people engage in different activities. Among them,

people have the highest proportion of injuries when doing housework. Therefore, we

should strengthen the injury protection during housework, which is an important

part of Jiangchuan Community's construction of a safe community. When people are

injured, the main activities are: housework (162 cases, 38.85%), leisure activities (103

cases, 24.70%), sports activities (50 cases, 11.99%), driving and transportation (34

cases, 8.15%) and paid work (19 cases, 4.56%). When people are doing other

activities, the injuries are relatively rare.

Distribution of the characteristics of injuries

(1) Parts of the body where different types of injuries occur

In the Jiangchuan Community, different types of injuries occurred in different

parts of the body. And this difference was statistically significant (chi-square test, P <

0.0001). Among them, the locations of the knife/sharp injury are mainly wrist and

hand (78.95%). Falling injuries occurred mainly in the ankles and feet (23.61%), knees

and calves (23.61%). The main part of the animal injury was the wrist and hand

(31.82%). The site of blunt trauma is mainly wrist and hand (55.56%). The main sites

of traffic injuries are sputum and foot (22.45%), shoulder and upper arm (14.29%).

Spraining occurs mainly in the ankles and feet (40.94%), wrists and hands (18.11%).

The location of the collision/crush injury is mainly wrist and hand (25.49%). The main

site of burns is wrist and hand (59.57%).

(2) Structures of the traumas caused by different types of injuries

The analysis showed that the natures of the damages caused by different types

of accidents are different, and the difference is statistically significant (chi-square

test: P < 0.0001). The wound caused by the knife/sharp injury is usually superficial

injury (79.49%). The wounds caused by falling injuries are generally fractures

(43.84%) and superficial lesions (36.99%). The trauma caused by blunt trauma is

generally superficial injury (88.89%). The trauma caused by mechanical injury is

usually a fracture (33.33%). Traumas caused by traffic injuries are generally fracture

(36.73%) and superficial injury (28.57%). The traumas caused by spraining are

generally other injuries (14.96%). The trauma caused by collision/crush injury is

usually superficial injury (62.75%). Different types of injuries lead to different types of

traumas, which reflect the clinical natures of different injuries. This is closely related

to the characteristics of different types of injuries themselves.

(3) The severity level of different types of injuries

The results of the analysis showed that the residents of Jiangchuan Community

suffered light damages, since most of the injuries are minor ones and do not require

hospitalization. This feature is consistent with the characteristics of the “pyramid

shape” distribution of the injuries. Among them, falling injuries (50.00%) and traffic

injuries (33.33%) are more serious than other types. We should strengthen the

prevention of these two types of injuries.

The analysis showed that the majority of injuries in the Jiangchuan Community

were unintentional events. The intentions of different types of injuries are the same,

so the difference between injury types is not statistically significant (chi-square test:

P=0.89). Unintentional incidents can be prevented, and their occurrence is mainly

related to the weak safety awareness of the residents. Therefore, we should focus on

strengthening the safety awareness of people in the Jiangchuan Community.

The analysis showed that for different types of injuries, people are treated

differently, and the difference is statistically significant (chi-square test: P < 0.0001).

Among them, the main treatment methods of knife/sharp injury, blunt injury,

mechanical injury and spraining are self-treatment (71.79%, 66.67%, 66.67% and

55.91% respectively). The main treatments for falling injuries are hospital or

community outpatient treatment (38.36%) and self-treatment (32.88%). The main

treatments for animal injuries are hospital or community outpatient treatment

(54.55%). The main treatment for traffic injuries is hospitalization (34.69%).

In summary, according to the 2014 Jiangchuan Community injury analysis, the

total number of injuries in 2014 was 417, and the injury rate is 13.04%. The most

common types of injuries are sprain, falling injury, collision/crush injury and traffic

injury. The male injury rate is 16.46%, and the female injury rate is 13.63%. The injury

rate of males is higher than that of females. The incidence of injuries among males

aged 0-14 is higher than that of females. The incidence of injury among males aged

41-65 is significantly higher than that of females. The incidence of injuries among

females over 65 years old is higher than that of males. Therefore, males aged 0-14,

males over 41, and females over 65 are at high risk of injury. The incidence of injury

among the low-education population is significantly higher than that of the high-

education population. In general, the location of the injury is mainly at home. The

secondary locations for injuries of children and adolescents aged 0-14 are roads and

streets. The activities of the people when injuries happen are mainly housework,

followed by leisure activities, and then sports, driving or transportation, and paid

work. The body parts that are more likely to be injured are the wrists and hands, the

knees/calves, and the ankles/feet. The natures of the wounds caused by various

types of injuries are generally superficial, and the degree of injury is light. This type

of light injury is easy to recover. However, falling injuries and traffic injuries are more

serious than other types, leaving a large proportion of people with traumatic

sequelae.

8.4 Who records injury data for the community

Community Health Service Center collects injury information for the community.

The traffic department, fire department and police department provided parts of

data as well.

8.5 Describe the methods and findings of risk assessment in the

community

There are various safety risks commonly existing in old residences. In December

2014, through injury data analysis provided by Community Health Service Center, the

residential areas “safety risk diagnosis” was carried out in four major aspects - street

shops, public environment, residential buildings and nearby schools. The diagnosis

found that accidents and injuries in residential areas were under control through safe

community construction programs in these years. However, safety facilities in these

areas are inherently inadequate and the old buildings are difficult to renovate. The

safety supervision work remains heavy.

8.6 Describe to whom the findings of risk assessments are distributed

in order to promote safety and prevent injuries in the community

Community risk assessment results are delivered to the Jiangchuan Community

Safe Community Promotion Committee Office. The Office will send to relevant

program team for their program planning basis. If necessary, Office will reports

Jiangchuan Community Safe Community Promotion Committee immediately and

propose relevant emergency measures to adjust program promotion plan.

of community injury epidemiology, community environment and site diagnosis,

community accident and accident risk investigation, domestic and international

As of January 2018, we developed 14 continuous improvement programs.

According to existing program achievements, we planned various future programs

covering different groups of people, environment and facilities, focusing on key

populations, key places and key issues, in order to prevent and control risks

continuously, effectively and for longer time. Under the overall objective, each safety

promotion working group can determine specific program contents and formulate

corresponding intervention plans based on relevant data, to lay a solid foundation for

safety promotion continuous improvement.

the results with the quantified KPIs set in initial stage of the program. Assessment of

9.1.2 Assessment of short-term and medium-term results of each

program

Each program team sets intervention target according to the program. After 2-3

years of program implementation, program teams obtained relevant data to assess

short-term and medium-term results of each program, either through twice a year in-

house surveys and interviews, or comparing partial injury monitoring data based on

ongoing injury monitoring.

9.1.3 Assessment of long-term results of each program

We organize members of Jiangchuan Community Safe Community Promotion

Committee to conduct annual self-assessments. Taking this International Safe

Community construction as an opportunity, we invite city safe community experts to

evaluate the long-term results of each program. Then, we submit to International

Safe Community Certification Center to evaluate long-term results of the programs.

9.2 To whom and how are the results of the evaluations disseminated

We collect information on safety inspections, safety evaluations, media

supervision, residents’ satisfaction surveys, injury monitoring data analysis and

comparison during different times periods, which are carried out by relevant

functional departments and program teams. They are then delivered to Safe

Community Office, and Safe Community Office submits to Safe Community

Committee for decision making.

9.3 What are the specific effects or impacts that can be attributed to

the Safe Community movement

The cross-sector cooperation based on safe community construction has been

further strengthened. Through program-based safety promotion and injury

prevention measures, the expected results have been achieved. These achievements

should be attributed to safe community construction.

For example, Primary School Student Water Safety Interventions were basically

effective, especially that the intervention of training primary school students'

swimming skills was very effective. Occurrence rate of over-65-years-old elderly

falling accidents was down from 0.60% in 2014 to 0.20%, which achieved expected

intervention target. Elderly nursing home accidents including falling accidents,

choking accidents by food, and falling out of window were effectively controlled. The

nursing home staff were proficient in various nursing techniques and the use of

various equipment and electrical appliances. No accidents occurred in elderly nursing

homes. The number fire accidents and related loss were effectively controlled, and

no gas accidents occurred. Traffic accidents injuries in the community were

controlled. By the end of 2017, the average residents’ satisfaction rate towards

community injury prevention and improvement was 65.79%.

10.1 Describe the participation of the community in the International

Safe Community network

By the end of 2017, Jiangchuan Community submitted 5 articles to the

International Safe Community Newsletter. Due to the restrictions on government

official overseas travelling, we did not participate in international exchange activities

during this period.

10.2.2 Inter-community exchange

The staff of Jiangchuan Safe community Office went to Lujiazui Community and

Xinhong Community to exchange safe community construction experience. We also

hosted 4 batches of 75 person-times from Chongming District Safety Supervision

Department, Minhang Hongqiao Community, Wujing Community etc., to carry out

safe community exchanges.

10.2.3 Information Sharing

Since establishment of International Safe Community, we regularly publish

relevant information on “Minhang Jiangchuan” website to share the achievements

and experience of safe community construction.

10.3 What are the expectations of the community from membership in

the International Safe Community network

Jiangchuan Community will actively participate in safe community experience

sharing and exchange activities, promote safe and healthy work development in this

community through learning from each other. We will actively participate in national

and regional safe community conferences, participate in International Safety

Promotion activities, and organize safety promotion and injury prevention activities

with overseas partners. We will actively participate in local and international safe

community network activities to continuously promote Jiangchuan Community Safe

Community construction development.

10.4 With what can the community contribute to the International Safe

Community network

Jiangchuan Community will continue to participate in local and international

safe community network activities and continuously improve the quality of safe

community construction work.

conference, seminar or other forms of international or national

exchange

We will follow International Safe Community Support Center’s (COSHA)
