ISO 14298 – Management of Security Printing Processes For producers of documents of value, e.g. Banknotes,
ID documents or security foils, which are physically
protected against counterfeiting by added security
features. ISO 14298 specifies requirements for the
management of security printing processes and is a
transposition of the former CWA 14641.
The certification procedure for ISO 14298 and CWA 15374:
On receipt of the filled-in form and of the administrative fee, your company will be screened
by INTERGRAF.
If the screening is positive, INTERGRAF will send you the INTERGRAF Certification Requirements (ISO
14298) or the Risk Inventory Checklist (CWA 15374) and the Implementation Guideline and invite you to
buy the official text of the ISO or CWA.
■ The official ISO 14298 standard can be bought from ISO – International Organization for Standardization
http://www.iso.org/iso/home/standards.htm
■ The official CWA 15374 standard can be bought from one of the CEN – European Committee for
Standardization – members list available on www.cen.eu.
Using all three documents your company should prepare a Security Manual and make sure that all procedures
of the manual are correctly implemented in the company. This document will serve as a basis for the audit.
You choose an independent certifying body among those recognized by INTERGRAF, which analyzes the
Security Manual and visits your company to verify the implementation of the security procedures listed in the
Security Manual. The auditor reports to INTERGRAF on the fulfillment of the ISO or the CWA and the according
INTERGRAF Certification Requirements / Risk Inventory Checklist criteria. On receipt of a positive report from
our recognized certifying body, INTERGRAF will issue the certificate and publish the company on our website
(www.securityprinters.org). The certified company receives its certificate together with the logo, which can be
printed on all its stationary and promotional material. A yearly control audit will verify that the security proce-
dures remain implemented throughout the company and three years after the initial audit a full audit will take
place again.
The adoption of a security management system should be a strategic decision of any organization.

ISO 14298 – Management of Security Printing Processes
A transposition of the former CWA 14641
INTERGRAF’s CWA certifications have been a recognized reference for governments and industries to
rely on an essential security management procedure. In order to continue with this trend and to ensure
the highest level of security in the printing industry we introduce the ISO 14298.
An international working group of security printing experts within ISO was reviewing CWA 14641 to en-
sure that the international standard ISO 14298 reflects the highest level of security management system:
CWA 15374 –The certification for suppliers to the Security Printing Industry
INTERGRAF’s CWA 15374 certification is applicable to suppliers of products that include secu-
rity features or of services that ensure the physical security of printed matter manufactured by
a Security Printing Company can be audited against the CWA 15374.
High Security Products and Services will be audited depending on the risk analysis:
In addition to the rules of the CWA, the Risk Inventory Checklist lays down a set of mandato-
ry requirements that must be met to be a Certified Supplier to the Secure Printing Industry.
Depending on the company‘s security policy, objectives and customers‘ specifications, a
risk analysis will define among additional requirements listed in the Risk Inventory Checklist,
those to be verified during the audit.
How does the certification work?:
The Certified Suppliers have been thoroughly audited against all major Security Manage-
ment procedures requested and listed in the CWA documentation. A yearly audit controls
that a high level of security is maintained during the full 3-year certification period ensuring
for your products the best level of security at all times.

How does the certification work?
The Certified Printers are thoroughly audited against all major Security Management proce-
dures requested and listed in the ISO and ICR documentation. A yearly audit controls that a
high level of security is maintained during the full 3-year certification period ensuring for your
products the best level of security at all times.
What levels can be certified?
▪ Non-Governmental Level (NG)
▪ Governmental Level (G)
▪ Central Banks (CB): Printers supplying central banks or bank card issuing authorities
and ID or passport personalisation centres
Different markets need different levels of security at the printer’s plant. Therefore additional
sets of security procedures are fulfilled by those who aim at levels G or CB. These procedures
are not technically linked to the product but to the security measures offered by the printer. It
remains the client’s choice what level of the Security Management System is requested.
Security Hologram Manufacturers and Security Stamps Printers
The standard ISO 14298 also covers hologram manufacturers and their specific production
processes. A Code of Ethics for Postage Stamps Security Printers has been drafted, whereby
the signatories commit to respect specific ordering procedures with postal authorities.
■ The document is in line with the future ISO 9001:2015
■ The management of security printing processes is based on a risk analysis
■ A certification procedure similar to CWA 14641 will ensure that only trustworthy
organizations will be certified
■ New INTERGRAF Certification Requirements (ICR) and Guidelines for Implementation
are available
■ ISO 14298 contains requirements that can be objectively audited for certification
■ Certification is only possible, if the organization has established a security management
system that complies with the description of the INTERGRAF Certification Requirements,
in which there are three (3) levels of security printing. These levels are:
▪ Non-Governmental Level (NG)
▪ Governmental Level (G)
▪ Central Banks (CB): Printers supplying central banks or credit card issuing authorities
and ID or passport personalisation centres
■ Furthermore the security printing management system has to comply with laws and
regulations in force and with additional specific requirements from the customer
What is ISO:ISO stands for International Organization for Standardization, a worldwide organiza-tion founded in 1947, that mainly functions to develop technical standards to make the development, manufacturing and supply of products and services more efficient, safe and clean.ISO is composed of member bodies from more than 120 countries worldwide. ISO receives input from governments, indust-ry and other relevant parties before deve-loping any standard.
Facts of ISO:ISO standards are voluntary; no legal requirements force organizations to adopt them.ISO standards have been adopted by many countries and industries as standard requirements for e.g. doing business, for improving quality, for the purpose of differentiation and thereby making them virtually mandatory.
Goals of ISO 14298:■ To improve the security for the in-
dustry in regards to Security Prin-ting and help the fight against fraud and forgery.
■ To reduce trade barriers by encou-raging uniform practices around the world.
■ Satisfy clients‘ increasing need in security.
