Isolator™ Row O&M Manual

A StormTech SC-740 chamber project under construction, utilizing the Isolator Row design.

1.1 INTRODUCTIONA critical and sometimes overlooked component of anyStormwater Pollution Prevention Plan is the importanceof inspection and maintenance. Under the proposed EPAmandated Storm Water Phase II rules, owners and oper-ators of small municipal separate storm sewer system(MS4) facilities would be responsible for implementingBMP inspection and maintenance programs and havingpenalties in place to deter infractions (USEPA, 1999).

1.2 THE ISOLATOR™ ROW Stormtech has developed a process, the Isolator™ Row,which has been designed to simplify the inspection andmaintenance procedures while at the same time dramat-ically reducing maintenance costs to the end user. Thesystem can be easily inspected from the surface whileisolating sediments to a relatively small portion of thebed, reducing cleanout costs.

Typically, the Isolator Row is designed to receive theentire “first flush”. The chambers open bottom, coupledwith engineered perforations in the chambers’ outsidecorrugations allow the flow to pass both vertically andhorizontally into the surrounding stone. The stormwater is thereby evenly distributed throughout the entiredetention/retention system. In large beds, multipleIsolator Rows may be used.

1.0 The Isolator™ Row

A woven geotextile fabric material is placed betweenthe bedding stone and the chambers. This serves twofunctions, to keep the stone in place when stormwater enters into the header system at high velocities and to allow for high pressure cleaning without any relocation of the stone base.

The Isolator Row is configured to enhance the settling of fine sediment not captured by pre-treatment (i.e.sumped catch basins, hydrodynamic separators, etc.).The sediment is then trapped from exiting the perfora-tions by non-woven geotextile material surrounding the Isolator Row of chambers. This acts to “isolate” thesediment to one row of chambers, providing a simplesolution to scheduled maintenance, inspection andlong-term performance.

2.0 Isolator Row Inspection/Maintenance

Maintenance is accomplished with the JetVac process.The JetVac process utilizes a high pressure water noz-zle to propel itself down the Isolator Row while scouringand suspending sediments. As the nozzle is retrieved,the captured pollutants are flushed back into the man-hole for vacuuming. Most sewer and pipe maintenancecompanies have vacuum/JetVac combination vehicles.Selection of an appropriate JetVac nozzle will improvemaintenance efficiency. Fixed nozzles designed for cul-verts or large diameter pipe cleaning are preferable.Rear facing jets with an effective spread of at least 45”are best. Most JetVac reels have 400 feet of hose allow-ing maintenance of an Isolator Row up to 50 chamberslong. The JetVac process shall only be performed onStormTech Isolator Rows that have AASHTO class 1woven geotextile (as specified by StormTech) overtheir angular base stone.

2.1 INSPECTIONThe frequency of Inspection and Maintenance varies by location. A routine inspection schedule needs to beestablished for each individual location based upon sitespecific variables. The type of land use (i.e. industrial,commercial residential), anticipated pollutant load, per-cent imperviousness, climate, etc. all play a critical rolein determining the actual frequency of inspection andmaintenance practices.

At a minimum, StormTech recommends annual inspec-tions. Initially, the Isolator Row should be inspected every6 months for the first year of operation. For subsequentyears, the inspection should be adjusted based uponprevious observation of sediment deposition.

The Isolator Row incorporates a combination of standardmanhole(s) and strategically located inspection ports(as needed). The inspection ports allow for easy accessto the system from the surface, eliminating the need toperform a confined space entry for inspection purposes.

If upon visual inspection it is found that sediment hasaccumulated, a stadia should be inserted to determinethe depth of sediment. When the average depth of sediment exceeds 3 inches throughout the length of the Isolator Row, clean-out should be performed.

2.2 MAINTENANCEThe Isolator Row was designed to reduce the cost ofperiodic maintenance. By “isolating” sediments to justone row, costs are dramatically reduced by eliminatingthe need to clean out each row of the entire storagebed. If inspection indicates the potential need for main-tenance, access is provided via a manhole(s) locatedon the end(s) of the row for cleanout. If entry into themanhole is required, please follow local and OSHA rulesfor a confined space entries.

3.0 Isolator Row Step By Step Maintenance Procedures

Step 1) Inspect Isolator Row for sedimentA) Inspection ports (if present)

i. Remove lid from floor box frameii. Remove cap from inspection riseriii. Using a flashlight and stadia, gage depth of sedimentiv. If sediment is at or above 3 inch depth proceed to Step 2. If not proceed to step 3.

B) All Isolator Rowsi. Remove cover from manhole at upstream end of Isolator Row ii. Using a flashlight, inspect down Isolator Row through outlet pipe

1. Mirrors on poles or cameras may be used to avoid a confined space entry2. Follow OSHA regulations for confined space entry if entering manhole

iii. If sediment is at or above the lower row of sidewall holes (approximately 3 inches) proceed to Step 2. If not proceed to Step 3.

Step 2) Clean out Isolator Row using the JetVac processA) A fixed culvert cleaning nozzle with rear facing nozzle spread of 45 inches or more is preferableB) Apply multiple passes of JetVac until backflush water is cleanC) Vacuum Manhole sump as required

Step 3) Replace all caps, lids and covers

Step 4) Inspect & clean catch basins and manholes upstream of the StormTech system
