k Conceived during World War II at Bretton Woods, New

Hampshire, the World Bank initially helped rebuild Europe after the war.

Its first loan of $250 million was to France in 1947 for post-war reconstruction.

Reconstruction has remained an important focus of the Bank's work.

During the 1980s, the Bank was pushed in many directions: early in the decade, the Bank was brought face to face with macroeconomic and debt rescheduling issues.

World Bank Conditions Impact on Elite Impact on Poor

Cut Social Spending More debts repaid, including to World Bank and IMF.

- Increased school fees breaks literacy rates down- Higher fees for medical service mean less treatment, more suffering, needless deaths.

Shrink Government - Fewer government employees means less capacity to monitor- Frees up cash for debt service

- Massive layoffs in countries where government is often the largest employer- Makes people desperate to work at any wage

Raise Interest Rates Investors find country a profitable place to park cash, though they may pull it out at any moment

Small farmers and businesses can't get capital to stay afloat and sell land and then shut down

Cut Subsidies for Basic Goods

Frees up more money for debt payments

- Raises cost of items needed to survive- Most frequent flashpoint for civil

Eliminate Tariffs - Allows foreign goods easy access to domestic markets- Makes luxury items cheaper for those in the country- Allows country to comply with WTO agreements

- Makes it harder for domestic producers to compete against better-equipped and richer foreign suppliers- Leads to closure of businesses and layoffs So
