13. Timetable for the first reading of the 1989 budget

The President announced that in agreement with the Committee on Budgets, the timetable for the first read-ing of the 1989 budget would be as follows:

— deadline for tabling amendments from individual members and from committees meeting between 19 and 28 September 1988: 29 September 1988 at 12 noon;

— deadline for tabling amendments from committees meeting on 29 and 30 September 1988: 30 September 1988 at 12 noon;

— deadline for tabling amendments by political groups: 6 October 1988 at 12 noon;

— deadline for tabling motions for complete rejec-tion and amendments to the motions for resolutions-25 October 1988 at 6 p.m.

RESOLUTION

on the resumption of the EEC-Turkey Association

The European Parliament,

— having regard to the following motions for resolutions: — by Mr Ulburghs, on the resumption of the EEC-Turkey Association (Doc. B2-

822/86),

— by Mrs Dury, on the wave of protest at measures taken by the Turkish State to exterminate political prisoners in Kurdistan (Doc. B2-770/87),

— having regard to the report of the Political Affairs Committee (Doc. A2-141/88),

A. having regard to the role in European history played by Turkey over the last 600 years,

B. having regard to the political, strategic, economic and treaty ties which exist between the Turkish Republic and the European Community,

C. having regard to the problems in the Aegean and the partial occupation of the Republic of Cyprus by Turkish troops, which are jeopardizing the political stability of this region and are detrimental to political relations between the EEC and Turkey,

D. having regard to the process of dialogue and reconciliation started between Greece and Turkey and the meeting of the Greek and Turkish Prime Ministers in Davos in 1987, the visit of the Turkish Prime Minister Turgut Ozal to Athens after an interval of 36 years and the establishment of periodical consultations between the Greek and Turkish Ministers of Foreign Affairs and Finance,

E. having regard to the meeting of Greek and Turkish Gypriot leaders in Geneva on 23 August 1988 under the auspices of the Secretary General of the United Nations and the decision taken by them to start a process of negotiations in Nicosia with a view to establishing a Federal State in Cyprus;

F. having regard to the EEC-Turkey Association Agreement of 1963 and to the rupture of the association arrangements caused by the military coup of 12 September 1980,

G. having regard to the steps taken by Turkey to restore parliamentary democracy and to those that remain to be taken, and the fact that the form of political system existing in Turkey is still a long way from meeting the democratic criteria which prevail in the European Community,

H. having regard to the concern which it expressed in a large number of resolutions about the continuing unsatisfactory situation with regard to respect for human rights in Turkey,

I. having regard to the latest Turkish elections of 29 November 1987, which were observed by a delegation of its Members,

Regarding the situation in Turkey

4. Welcomes the introduction on 29 January 1987 of the individual right of petition for Turkish citizens to the European Commission of Human Rights, in accordance wtEKfcte 25 of the European Convention on Human Rights, but reaffirms the concern it has expressed in numerous resolutions regarding the unsatisfactory state of human rights in Turkey and refers n this context to the relevant report by its delegation for relations with Turkey;

12. Calls for the trials against DISK, the Turkish Peace Movement and Devrimci Yol presently before the Supreme Court to be brought to an end as soon as possible; notes that the preferral of charges against Mr Kutlu and Mr Sargin and the opening of legal proceedings to ban the Socialist Party founded at the end of January constitute major violations of the right to free political activity and calls for a revision of the Turkish penal code (in particular paragraphs 141, 142 and 163) in order to enable a pluralist democracy to be established; recalls its resolutions of 19 November 1987 and 21 January 1988 (') calling for the release of Mr Kutlu and Mr Sargin;

13. Wishes to see the continuing restrictions on political and trade union activities and the freedom of opinion lifted and the abolition of the death penalty;

14. Notes that a large number of Turkish citizens have sought political asylum in Europe, some of whom were deprived of their nationality and have so far been unable to return to their home country;

15. Wishes to see the citizenship rights of Turkish nationals who have been stripped of their nationality for political reasons restored and guarantees provided for political refugees who wish to return to Turkey;

16. Calls for the release of all political prisoners who are prosecuted because of their political views or their membership of a political party or association;

17. Condemns terrorist acts whatever their origin; calls for the recognition of the basic human rights of members of the Kurdish minority living in Turkey;

18. Recalls Turkey's obligations towards non-Muslim minorities under the 1923 Treaty of Lausanne and, in particular, towards the Greek community of Constantinople (Istanbul), Imbros (Gokceada) and Tenedos (Bozcaada) and the Armenians still living in Turkey;

(b) Restoration of parliamentary democracy

19. Refers to its abovementioned resolutions of 23 October 1985 and 11 December 1986, which made the restoration of parliamentary democracy a precondition for the reactivation of the association bodies;

20. Points out that since the reconstitution of the Turkish Grand National Assembly, there has been significant progress towards establishing parliamentary democracy, which has fulfilled this precondition;

21. Applauds the fact that on the basis of the referendum held in September 1987, the political rights of leading politicians of former parties have been restored ahead of schedule;

22. Reaffirms, however, the findings of its delegation on the occasion of the Turkish elections of 19 November 1987, but notes that all the political parties and movements are united in wishing to eliminate the remaining restrictions and seek further consolidation of democracy;

23. Calls on the Turkish authorities to lift the state of emergency prevailing in the 11 provinces bordering on Iran and Iraq so as to remove the restrictions on political and parlia-mentary life in these provinces;

Regarding the state of the Association

24. Recalls that Turkey first applied for association with the EEC only one-and-a-half years after the entry into force of the Treaties of Rome, which resulted in the signature of the Association Agreement of 1963;

35. Welcomes the latest agreement between the Governments of Greece and Turkey to seek to resolve their bilateral disputes by peaceful means and in accordance with the rules of interna-tional law and stresses that the settlement of these disputes will contribute to the improvement of relations between the EEC and Turkey;

RESOLUTION

on the relationship between monetary instability and trade

The European Parliament,

— having regard to the resolution of 29 March 1984 on the Community's external trade and the problem of global monetary instability ('),

— having regard to the resolution of 20 February 1986 on the European Monetary System, particularly the paragraphs concerning the international monetary system (2),

— having regard to the Commission report of 17 December 1987 on the operation and future of the European Monetary System,

— haying regard to the report of the Committee on External Economic Relations and the opinion of the Committee on Economic and Monetary Affairs and Industrial Policy (Doc A2-150/88),

A. having regard to (i) the persistent, enormous monetary and commercial imbalances among the major industrialized economies, (ii) persistent high levels of unemployment, particularly in Western Europe, (iii) the threat to the free trade system posed by the increased use of protectionism and (iv) the delicate and still deteriorating position of the indebted develop-ing countries,

B. having regard to the evidence that the general level of protectionism has shown an upward tendency in recent years and that the annual average increase in the volume of world trade has fallen from 5,5 % in the 1970s to 3,5 to 4 % in the 1980s,

C. whereas the instability of exchange markets increases the temptation to resort to protection-ism and countertrade; it inhibits growth by creating instability and rise in interest rates. Exchange-market volatility served both to spark off and to spread the crisis on the financial markets in October 1987,

D. whereas, in recent years, there have been volatile fluctuations in the exchange rates of the main currencies, the dollar appreciating by 60 % in real terms from 1980 to early 1985 before falling back virtually to its previous level within two years,
