Message from the President
Good Day All,
My commitment and view for the way forward with
football is one of growth, starting from the grass-
roots level, the S.L.F.A. will ensure that the youth
will be duly catered for, as they are the future of the
sport.
We are committed to league development, this is
one of the aspects where we needed the support of league Presidents to
unite the districts in their aim for a better tomorrow with football at the
helm. We are in the process of developing a Football Philosophy that is
unique to Saint Lucia that will guide the development of football across
the island. This will help us use a universal approach to the develop-
ment of football across the leagues and clubs.
We would like to thank the public for their support of the SLFA as we
rebrand and rejuvenate the image of the SLFA for a more positive one. I
am deeply humbled the decision of the congress members to re-elect
me as President and will do all in my power to see the progression of
national spirit and pride with beautiful game that is football.
The story of the Mayflower may be foreign to some but it‘s a story of a pilgrimage to new lands and
new adventures and new faces. You‘re maybe wondering what does that have to do with football, I‘ll
tell you May of this year 2015, new faces set sail to lend a hand in the development of the sport. The
SLFA held it‘s general elections in May and so a new executive were selected. The Executive is indeed
old faces who are familiar with a new outlook and rejuvenation towards the view and goals of the As-
sociation and Football scene.
Mr. Lyndon Cooper was re-elected as the President of the Association unop-
posed.
Mr. Stephen Regis First Vice President was re-elected to that role.
Ms. Liz Campell Second Vice President was re-elected to that role.

The new executive will also continue the thrust to develop the football
leagues and strengthen their administrative skills. A number of workshops

Competitions
The fight is on! No no not the Floyd and Pacquiao bout, I‘m talking about
the Caribbean Football Union‘s inaugural Boys Under-15 Championship.
St. Lucia is through to the Semi-Finals having thrashed our sister island of
Grenada‘s team 4-0 on 12 August, 2015.
Saint Lucia lined up with Tarick Sonson in goal; Deshawn Roserie, captain
Romario Lendor, Toyan Williams and Jadel Harrow in the back four; Dillon
Fannis, Bryant Polius, Djal Augustin and Gabriel Biscette in the midfield;
and Linus ―lucky‖ Clovis and Riquelme Sylvester up front.
St. Lucia Scored within the first five minutes, Riquelme Sylvester assured
that he would strike first, inside the first 15 minutes ‗Lucky‘ Clovis doubled
the advantage. Lucky struck again to make it 3-0, and Polius netted to send Saint Lucia to the
halftime up 4-0.

Transfers and what it means for you.
What does a transfer mean?
Transfer in terms of football describes player movement from one club/district to another
through a legally regulated system by FIFA or member Association.
Transfer period?
The transfer period for the St. Lucia Football Association is from January 1st - April 30th, this
is deemed the transfer window.
The Process of transferring
Obtaining a transfer is an easy one, you simply indicate your interest to receiving a transfer
from your club you‘ll be presented with a transfer certificate. That must be signed by the club
president or manager and stamped
If a stamp is available. Submit it to your new club and they in turn
Submit it to the Football Association for recognition and acceptance.
Penalties of not transferring and playing for two (2) clubs/districts
If a player is caught having played for two clubs/districts, he/she shall receive an administrative
ban and shall be brought up to a disciplinary hearing, his/her club shall also be stripped of their
points for the match the said player has represented. Clubs/districts involved. Will also face a
disciplinary action for this infraction.
FIFA — the revolution within
To anyone who followed the Preliminary Draw for the 2018 FIFA World Cup™, it would have
been hard to miss the lively colours and animated designs that decorated the stage behind pre-
senters Natalia Vodianova and Dmitry Shepelev.
While the Preliminary Draw marked the first official event in the build-up to the 2018 World
Cup, it also provided the debut of the official event branding from the first broadcasted appear-
ance of the Winner‘s Trophy to the intricate designs that will visually bring to life every ele-
ment of the tournament for the next three years.
The recent scrutiny of FIFA caused by the unfortunate events may be a blessing to us. I say so
as this has caused us to more closely look at the processes and functions held by our leaders.
FIFA will grow at a faster rate to ensure that these behaviors do not repeat themselves.
Who will now emerge as the new President waits to be seen.

Laws of the Game Tips
Replacement of a defective ball;
If the ball bursts or becomes defective during the course of a match:
• the match is stopped
the match is restarted by dropping the replacement ball at the place where the original ball
became defective, unless play was stopped inside the goal area, in which case the referee
drops the replacement ball on the goal area line parallel to the goal line at the point nearest
to where the original ball was located when play was stopped.
If the ball bursts or becomes defective during a penalty kick or during kicks
from the penalty mark as it moves forward and before it touches any player or
the crossbar or goalposts:
the penalty kick is retaken
If the ball bursts or becomes defective whilst not in play at a kick-
off, goal kick,
corner kick, free kick, penalty kick or throw-in:
the match is restarted accordingly
The ball may not be changed during the match without the authority
of the referee.
All balls used in CF/CONCACAF/FIFA sanctioned must carry the FIFA approved stamp.
Grassroots Update 2015
The Saint Lucia Football Association in its annual development
phase, intrigued about 25 individuals for the appropriate approach to
coaching kids. This approach named "GRASSROOTS" creates a fun
and engaging level for both boys and girls ages 6 - 12. The course
venue was in Castries at the Vigie Sports Complex, and the Vigie
playing field, The Sabb. For one week the participants which include
male and female were instructed by FIFA Grassroots Instructor Mr.
Yvon Avry. The President of the SLFA greeted and welcomed the
participants and encouraged the participants to use the materials in
their communities and develop the game through Grassroots.
A national grassroots course was held to continue the development of coaches who specialize in
the area of youth development. The course which ran over a seven day period was well attended
by coaches from every district in St. Lucia.
The course taught the coaches the fundamentals of coaching and how to modify their
knowledge to program for the children to constantly engage them and sustain their interest.
A number of other grassroots activities have been held;
(a) A women‘s grassroot activity in Laborie and Vieux Fort North.
(b) A children‘s grassroot festival in Micoud
(c) Boys & Girls grassroot festival in Roseau 11th April
2015 with 86 participants
(d) Girls grassroot festival in Canaries 26th April 2015 with
37 participants
(e) Female grassroot festival in Laborie 12th April 2015 with
20 participants
(f) Special Olympics boys and girls grassroot 25th April
2015 with 40 participants

Women’s Football
The Women‘s football program is currently being reignited . The program is geared at attracting
females from ages 6– 20 years old. The Women‘s program entails, training, competitions, na-
tional representation and development. Football creates new
opportunities for young women to get scholarships to univer-
sities and chances to get coached by world renowned coach-
es.
St. Lucia‘s National Under 20 Women‘s team played host to
their sister islands in Concacaf‘s Under 20 Women‘s Cham-
pionship. Which commenced on July 26 and ends on July 30,
2015.
St. Lucia fought a valiant battle against Grenada, losing by two
goals with the score ending 4-2 on Tuesday 28 July 2015. This was
St.Lucia‘s first game, their second would have been on Thursday 30 Ju-
ly but that game was washed out due to heavy rainfall from a tropical wave. St. Lucia had one
loss and a draw due to the heavy rain.
Chresilda Cox opened the scoring for Saint Lucia in the 10th minute, a well taken shot after
beating two defenders just inside the box.
The St. Lucia Football Association also had women‘s football programs in Secondary schools
to urge more youngsters to join the sport. The program started in the north of the island target-
ing schools in that region.
In the north the Secondary Schools by groups
1. Gros Islet, Corinth, Babonneau, - played at the Gros Islet playing field
2. C.C.S.S., S.I.S.S.S,V.B.S.S, S.D.A, played at the SAB playing field
3. L.H.C.S.S, St. Joseph‘s Convent, played at the Marchand playing field
4. Marigot, Ciceron, George Charles, played at the Marigot playing field
There was also a Women‘s Development festival in Belle Vue with 30 female participants.

LIVE YOUR GOALS – SAINT LUCIA
Overall Objective
The Live Your Goals campaign targets and inspires more girls and women to
play football. The campaign was launched at the FIFA Women’s World Cup
Germany 2011™ and has evolved into one of FIFA’s most recognised initia-
tives in women’s football.
The Saint Lucia Football Association's (SLFA) - Live your Goals; shall be-
come the clarion call for female football development in Saint Lucia. The stra-
tegic focus shall be the promotion of female football in Saint Lucia, in every
district, league, school and grass-roots programme, thereby increasing wom-
en’s involvement in the sport as players.
Coaches, administrators, and supporters, will engender a culture which connects the national psyche to
football, whilst creating an enabling environment for women’s football, in every district, every village, in
all aspects of the beautiful game.
Goals
The Saint Lucia Football Association envisions becoming a Women‘s football leader in the Caribbean Football
Union CFU, and to be ranked in the top ten in women‘s youth football among CONCACAF nations within the
next five (5) Years.
Live Your Goals seeks to promote and attract girls and women to play football and to help member of SLFA
strengthen the image of women‘s football in their communities and Leagues.
Intrinsically, Live Your Goal is a communication and promotional campaign, a development program and a
platform from which to communicate and talk about women and girls playing football.
Objectives:
Increase participation of women and girls in football
Spark excitement for women’s football
Create the best opportunities for women’s football to thrive
Ensure that football becomes the number-one female team sport
The first and foremost objective of the Live Your Goals Project is to encourage women and girls to par-
ticipate in football and to ensure that every girl and woman who wants to play the game has the oppor-
tunity to do so.

Alvin Corsine our friend,
our hero - gone forever.
A young man involved and serving his community in Youth and Sports his whole life. His
very existence revolved around service ti his people in Anse La Raye. He served as Presi-
dent of the Anse La Raye Youth and Sports Council and recently was a full time Coach with
the Saint Lucia Football Association.
Alvin had recently come from England and had passed a level One Coaching Course on his
volition. He had just received acceptance from the English FA to follow the Advanced
course and was to leave two weeks before his illness. ALVIN HAD PAID FOR HIS TICK-
ET AND FELL SICK ON THE VERY DAY HE WAS DUE TO TRAVEL. It‘s safe to say
no one ever thought that we would be mourning or the loss of Alvin Corsinie, his life was
cut short by illness and we are deeply saddened by his passing at the St. Lucia Football As-
sociation and the wider football family. His work towards excellence and the development
of the sport was only hampered by nightfall.
He was laid to rest on this faithful day with tears on our faces and sadness in our hearts.
May you rest in peace forever our dear friend, we will surely miss you.

The National Club Championship
―THE PRESIDENT’S CUP‖
The SLFA continues it‘s aim for com-
petitive and integral development of
the sport, with the introduction of the
PRESIDENT’S CUP, an invitational
which has peeked the interest of the
two top teams from it‘s 19 league
membership making 38 clubs, of
which 36 clubs have demonstrated
their interest in participating in the
PRESIDENT’S CUP.
A date has not been announced as yet but the competition is set for October 2015, it‘s assured to be bigger
than any other competition which has ever taken root in the history of St. Lucia.
Twenty three of the teams have registered for the championship with the balance expected to complete their
registration in the coming weeks. Teams have also indicated their interest in hosting the second round
matches for the championship.
What can be said is that the coffers will be
filled to entice every participant to put their
best foot and team forward. The prize struc-
ture is as follows:
1st Place Prize: $10,000.00
2nd Place Prize: $5,000.00
3rd Place Prize: $2,500.00
Stay tuned for what can be called the climax
of the footballing year.

THE 2015 Blackheart and SLFA Men’s Championship
The Association is responsible for the technical aspects and administration of the championship
where as Blackheart Productions is responsible for the promotional and other logistical aspects.
A number of warm up games took place over the four week period, which also confirmed the
16 teams that qualified.
The blackheart competition has been a staple in the sporting culture for some time, drawing out
huge crowds with their marketing tactics and knockout format. It‘s only right that blackheart
and the governing body of the sport came together for a fully sanctioned competition with the
backing of the SLFA.
The competition was launched with it‘s first matches on 19 September, 2015.
All matches will be played at select venues such as the Beausejour Stadium, the Philip Marcel-
lin ground in Vieux Fort and the Soufriee Stadium.
A number of upsets are predicted in this years edition of the
Blackheart/SLFA Men‘s Championship.

Cassius Jones
The Saint Lucia Football Association and
Vizions Productions provided six scholar-
ships for the 2015/2016 academic year, in
this release we focus on Cassius Jones who
is one of the recipients.
Cassisus Jones has shown exceptional skill
in football and scholarly duties, Jones hails
from the Vieux Fort Comprehensive Second-
ary School. He exhibits leadership qualities
on and off the field of play, has shown he‘s a
mature and demonstrates responsibility.

He is the epitome of what a disciplined and positive attitude can accomplish. Jones
family was severely impacted by the trough which created widespread damage, from
which his family hasn‘t fully recovered.
Cassius‘s father is solely employed in his household and has to cater to all his family
members with the limited finances that he earns. His parents are avid followers of the
game and are usually at every match that Cassius plays, accompanied by his siblings.
Although he puts his all in football he is a remarkable student in
his areas of study.
