Welcome

New Faces and New PlacesBy John Souter, LINX CEO

Editorial

An Eventful Period AheadBy Jeremy Orbell, HotLINX Editor

The summer months are traditionally a quieter time for events and conferences in our industry, but you wouldn’t know that by looking at the upcoming LINX calendar!

It’s the third year running that we’ve staged our sporting summer member engagement events and we have some high-octane action on the track at Daytona Milton Keynes before getting into the swing of things with a golf day at the Foxhills Club in Surrey. Following in August will be a 5-a-side football challenge in the shadow of the arch at the famous Wembley Stadium.

These gatherings bring together staff, LINX members, equipment vendors and data centre partners to raise valuable funds for charity. This time our designated charity is Macmillan Cancer Support.

Since the first events in 2013 we have raised over £5000 for charity. Macmillan, Cancer Support UK and the Alzeimers Society have all been beneficiaries from our efforts so well done everyone.

If you’d like to take part this year please visit our events section on page 15 to find out how.

As usual, it’s a very busy time for us here at LINX. Probably most significant from a company structure point-of-view is the appointment of Murray Steele, the very first independent LINX Chairman. Murray has a wealth of business experience and I’m sure he will have a very positive impact on our organisation’s future. You can read more about his appointment in our centre pages.

Many LINX staff had their first chance to meet Murray at our recent staff meeting which incidentally was our largest gathering to date. Nearly 50 people were present which is another indication of how rapidly the exchange is growing.

In May we had the LINX89 member meeting and AGM as well as the latest round of elections for the LINX Council. Constitutionally, it was a quiet AGM, with only the 2014 accounts to approve. The election, however, is always interesting and the four candidates standing all made convincing calls for votes. The election of Steve Wright and Mike Blanche ultimately gives us a nice balance of continuity with a valuable fresh outlook as well.

Other activities included a trip to NANOG64 in San Francisco in June. I had a number of meetings with vendors and potential vendors, including a full executive briefing at Juniper. NANOG was also an opportunity to meet face-to-face with our LINX NoVA partner,

Dupont Fabros. Also in recent weeks I’ve met with colo partners Telehouse and Telecity and we’re now preparing for talks with Equinix, Interxion and Digital Realty.

Finally, progress on the new London office fit-out continues with our COO Howard Fisher, and Projects Manager Hugh Spencer, doing sterling work on making sure we move to Monument Place in good time. It’s no small undertaking and we are still expecting to move in as planned in September.

Much More to ComeWe know that we have lots more to do before the end of the year. In August we have our first member meeting in Wales, where IXCardiff will take centre stage, and then in September it’s the tenth European Peering Forum in Madrid. Until then, have a great summer!

IPv4 UpdateThe Last Days of IPv4 for ARINIt has been reported that ARIN - the American Registry for Internet Numbers - will announce that IPv4 numbers are officially depleted at some point during July or August.

Towards the end of May ARIN stated that it had a little over 2.5 million IPv4 addresses. Research carried out by Millitzer Capital have estimated that with a current burn rate of around 36,800 per day, the actual predicted end date will be August 3, 2015.

When asked to comment by thewhir.com, Richard Jimmerson, ARIN’s CIO and Acting Registration Services Director declined to guess when the end date would be, but speculated there may already be an order in ARIN that could trigger depletion. ARIN is already prepared to make the official public announcement when that day finally arrives.

Research firm IDC claims that the global Internet of Things market will grow from $655.8 billion in 2014 to $1.7 trillion by 2020. The prediction, published in June, suggests that the number of “IoT endpoints”, connected devices such as cars and refrigerators, will grow from 10.3 million last year to more than 29.5 million in 2020. Devices alone are expected to account for 31.8% of the total, with purpose-built platforms, storage, security, application software and “as a service” offerings likely to capture a greater percentage of revenue as the market develops. The Asia Pacific region currently has around 58% of the revenue from IoT but this is likely to drop to 51.2% by the turn of the decade. Meanwhile, North America is expected to maintain its 26% revenue share, while Western Europe is expected to jump from 12% to about 19.5% over the forecast period.

Speaking at WWDC Platform State Of The Union (SOTU) in June, Sebastien Marineau, Apple’s VP of Core OS, gave a huge boost to IPv6 developer support with one simple statement:

“Because IPv6 support is so critical to ensuring your applications work across the world for every customer, we are making it an AppStore submission requirement,

starting with iOS 9.”

Mr Marineau had begun by talking about the importance of IPv6 noting in particular that carriers in several regions around the world are now deploying IPv6-only networks. He emphasised the importance of making applications work well for everyone, everywhere and explained how Apple has been supporting IPv6 for over ten years since early versions of Mac OS X and from iOS 4 onward. It was also stated that there were three key steps that all developers can take to make sure their applications work over IPv6 networks.

Apple Brings IPv6 to the Top of the Agenda Apple will require IPv6 support for all iOS 9 apps

New research predicts Internet of Things market to reach $1.7 trillion by 2020

These were:

• Use the networking frameworks (for example, “NSURLSession”)• Avoid use of IPv4-specific APIs• Avoid hard-coded IP addresses

Essentially, if app developers are using the higher level APIs and frameworks and aren’t hacking around at the IP layer, their apps should probably “just work” on top of either IPv4 or IPv6.This assumes developers have followed best practices in coding and are using the iOS networking frameworks. Some developers, though, may be using lower level APIs that may, for example, involve direct usage of IPv4 addresses.

Importantly, AppStore submissions will require app developers to test their applications with IPv6 networks, and that alone will suddenly cause the millions of iOS app developers to learn more about IPv6. Most significantly, it means that all

the iOS apps that run on iOS 9 will work well over the IPv6-only networks that are starting to be deployed. Even in dual-stack (IPv6/IPv4) networks, this should mean that iOS 9 apps will work better.

Dan York’s report on Sebastien Marineau’s presentation can be read in full on the Internet Society website: www.internetsociety.org/deploy360/blog/2015/06/apple-will-require-ipv6-support-for-all-ios-9-apps/

What they’re saying

Construction has started on the expansion of Pulsant’s South Gyle site in Edinburgh - the largest commercial datacentre in Scotland. The development will see the addition of two secure data halls to the Tier 3 facility, featuring autonomous mechanical services to ensure complete redundancy and increased efficiency and a boost to capacity with over 150 new racks being installed.

The project also includes the addition of new build and configuration rooms, along with secure storage areas. Once complete, the new datacentre will be ISO27001, 14001 and PCI-DSS compliant, as well as part of the G-Cloud and Scottish Government frameworks.

The South Gyle facility, one of ten owned by Pulsant, currently supports over 800 racks and 12Mw of power in two secure, purpose-built datacentres. It also hosts Scotland’s first dedicated Internet exchange – IX Scotland.

Supported by over 30 telecommunications carriers, the new halls at South Gyle will have direct fibre access to a wide range of service providers. It will make use of blended evaporative and fresh air cooling technologies and an on-site high voltage network to ensure 2N delivery of power to each rack.

Construction is expected to be completed in August 2015.

Pulsant Data Centre Expansion & IXScotland Matt Lovell, CTO, Pulsant“Pulsant is delighted to be hosting Scotland’s first dedicated Internet Exchange Point, IXScotland, at our South Gyle data centre. We fully support the founding principle of the exchange: the delivery of better connectivity and faster Internet access for users across the country. We

believe the additional enhancements currently under way at the site will serve to deliver better services to members and further strengthen these benefits. As a company, we’ve concentrated on supporting local businesses and initiatives since our arrival in Scotland, with the goal of driving the development of IT services across the region. For us, working to ensure IXScotland’s long-term success is a key part of that process and the expansion of South Gyle will play an important role in helping to achieve it.”

Rackspace launches UK Data Centre in CrawleyMark Roenigk, COO, Rackspace“This data centre is the epitome of intelligent 21st century infrastructure engineering. We partnered with industry leaders to design and deliver one of the most environmentally friendly and reliable data centres in Europe. Our customers depend on us for their mission critical managed IT services and this new data centre furthers our commitment to delivering world class services to those customers. This is our tenth global data centre and this expansion will enable us to grow with our customers for many years to come.”

Data Centre News

The data centre and interconnection scene is thriving in the UK at the moment. Our feature below looks at just three of the expansion programmes going on around the country and we’ve picked out a couple of quotes as to what these new developments mean in their respective markets.

In BriefRackspace Opens UK’s Latest Data Centre In CrawleyCloud manager, Rackspace, has opened a new UK data centre in Crawley, West Sussex, its tenth such worldwide facility. Opened in partnership with Digital Realty, the 130,000ft² data centre, touts a PUE of 1.15 and claims to one of the greenest data centres currently running in the UK. The new site will be able to hold around 50,000 physical servers, and provides 6Mw of capacity across two data suites. Rackspace says that the site will eventually comprise of four data suites with a total 12Mw capacity with expansion possible up to 30Mw.

Wholesale network operator Simwood has been selected by LINX to provide highly available voice services. Whilst the LINX network is used by its members to exchange Internet traffic, it is vital it is able to manage that network even in the event of outage, and that members can reach staff that operate it.

Simwood operates an IP network spanning Edinburgh, Manchester, Slough and London and is built for high availability. Crucially, it also operates its own SS7 interconnects to BT and Virgin, each in multiple sites but does so in a different way to other operators to maximise availability. Its VoIP stack is distributed throughout the network and at each level is able to fail over between sites. It has no dependence on and competes directly with services from other operators such as BT’s IPExchange.

LINX CTO, Richard Petrie, said, “Like any organisation we want the flexibility VoIP offers, but not at the expense of availability. We needed to improve on ISDN30 in flexibility, cost and, crucially, uptime. We reviewed a number of proposals and found Simwood’s approach stood out. Their leadership on VoIP fraud mitigation and excellent real-time API were a welcome bonus.”

In May the 89th member meeting featured the LINX AGM and the annual election of council members to the LINX Board. As in previous years, two Council members were required to step down by rotation and those retiring this time were Steve Wright (IX Reach and Elite) and Nina Bargisen (Netflix). With Nina deciding not to stand for a further term, a new face on the Board was assured. Putting themselves forward with Steve Wright were Simon Woodhead (Simwood eSMS), Mike Blanche (Google) and Simon Lockhart (Cablecom Networking and Bogons).

In a keenly fought hustings session, the four candidates faced questions on a range of topics including what the candidates felt were the best learning points that they

could bring to the role of a non-executive director of LINX and what they expected to be the major strategic challenges LINX will face in its public affairs mission over the next five years. When the voting took place Steve Wright and Mike Blanche were duly elected for three year terms of office.

AGM Resolution PassedIn the AGM session votes were taken on just the one ordinary resolution, requiring a simple majority, that the 2014 accounts be approved. This was passed overwhelmingly with just the one abstention.

In BriefLINX and IXcellerate sign vPoP partnership agreement at ITW 2015 in ChicagoIXcellerate, a leading Russian carrier-neutral data centre operator, have signed a vPoP partnership agreement with LINX after a successful meeting at ITW 2015 in Chicago.

IXcellerate will use the deal to provide their growing customer base with access to the networks peering at LINX via carrier partners in the newly announced Eurasia:peering Internet Exchange facility in Moscow.

Guy Willner, CEO of IXcellerate, said, “We are excited that this partnership has resulted from the first day of the ITW ‘15 conference. The new LINX vPoP will allow our Eurasia:peering members to benefit from direct access to one of the most globally used and recognized Internet exchanges.”

IXManchester Birthday Social Media CampaignTo celebrate IXManchester’s third birthday on 11th June, LINX ran a social media campaign asking what people loved about Manchester. There were some fun responses but it was Plusnet’s Oliver Leaver-Smith who came up with the winning post about the city being the birthplace of the modern computer. His prize of an electric scooter should help with another form of local traffic!

The SSEM computer is an interesting story in its own right. You can learn more about it in the following article:www.manchester.ac.uk/discover/news/article/?id=3765

Engineering UpdateNetwork Upgrades & Stats System UpdateBy Mike Hellers, LINX Network Engineering Manager

Juniper LAN UpgradesThe last months have been busy within the LINX Technology department. As explained during the Engineering updates at the last two LINX member meetings, we have started this year’s major capacity upgrade on the Juniper LAN in London. The main elements are upgrading the core from 64x10Gbps to 12x100Gbps between each of the 4 core sites, nearly doubling the available capacity within the core of the network.

This is being achieved by upgrading the existing PTX5000 routers to second generation versions of the routers, and as such, doubling the capacity of 10GE and 100GE ports on each of the PTX routers.

The 100G transport between the core sites is done using passive DWDM technology, allowing for a cost efficient use of the existing dark fibre links between the sites. The 100G transceivers used are a combination of DWDM

CFP transceivers installed directly in the routers and a transponder based solution for those routers, which are using CFP2 ports for 100GE.

At the time of writing, the first PTX routers have been upgraded, and some of the

core links have been moved from 10GE to 100GE although we have come across a few smaller issues, which have resulted in some delays in the rollout, we are confident to have all of the upgrades done over the summer months, ready for the yearly traffic increase towards the end of the summer.

In parallel to the core capacity upgrades, we are also doing a number of Edge capacity upgrades, including the installation of new MX960 edge routers at multiple sites to allow us to accommodate the significant growth in demand for 100GE member ports. While some of our members had to unfortunately had to experience slightly longer lead times for their port orders, we are working hard to bring lead times back to the normal and have delivered most of the orders already.

Stats System UpdateAs we are approaching release 1.0 of the new stats system, the member facing front-end is close to feature complete, and a lot of focus is currently going into improving performance and adding further resiliency to the backend systems. SNMP and Flow collection has now been fully distributed to each of the sites, and the last step is to improve the methods used to store the collected data in the central database systems, removing a last remaining bottleneck in the current implementation. As always, feedback is welcome.

Access to the stats system can be found at: https://stats2.linx.net

Are you considering connecting at 100G? Help us to capacity plan by letting us know

LINX has seen unprecedented demand for 100G ports in recent months. If you are considering connecting at 100G it would help enormously if you could share your plans in advance to

enable us to deliver your port requirements as swiftly as possible. To let us know, or to obtain further information on 100G, please email the Member Relations team: [email protected]

Malcolm HuttyLINX Head of Public AffairsPublic Affairs

08 HotLINX Issue 42 | LINX Public Affairs

The Independent Reviewer of Terrorism Legislation, David Anderson Q.C, has published his report on the UK’s surveillance and counter-terrorism regimes. The report is likely to have important implications for government plans to introduce surveillance legislation on the model of 2012’s draft Communications Data Bill (a.k.a. the Snoopers’ Charter).

Anderson places obstacles in the way of re-introducing key aspects of the Communications Data Bill, in particular the compulsory retention of third party data.

13. c. There should be no question of progressing proposals for the compulsory retention of third party data before a compelling operational case for it has been made out (as it has not been to date) and the legal and technical issues have been fully bottomed out.

Other aspects of the draft Bill are contemplated, but Anderson argues that these require “a detailed operational case needs to be made out”.

13. b. The compulsory retention of records of user interaction with the internet (web logs or similar) would be useful …But if any proposal is to be brought forward, a detailed operational case needs to be made out, and a rigorous assessment conducted of the lawfulness, likely effectiveness, intrusiveness and cost of requiring such data to be retained.

The report is also damning in its criticisms of the Regulation of Investigatory Powers Act, which is one of the main laws governing interception of communications metadata and the content of communications.

35. RIPA, obscure since its inception, has been patched up so many times as to make it incomprehensible to all but a tiny band of initiates. A multitude of alternative powers, some of them without statutory safeguards, confuse the picture further. This state of affairs is undemocratic, unnecessary and - in the long run - intolerable.

Public Affairs BlogFor the latest industry news and

comment on regulatory issues please visit the Public Affairs blog

on the LINX website.https://publicaffairs.linx.net/news

The Anderson report and the Snoopers’ Charter

However, the report will disappoint those who hoped for a condemnation of the principle of mass surveillance.

12. The power to require service providers to retain communications data for a period of time should continue to exist, consistently with the requirements of the ECHR and of EU law.

Anderson also endorses the “capability of the security and intelligence agencies to practise bulk collection of intercepted material and associated data”, although he recommends new safeguards. Perhaps the most important among these is the recommendation that Ministers should lose interception warrant powers.

16. All warrants should be judicially authorised by a Judicial Commissioner at a new body: the Independent Surveillance and Intelligence Commission (ISIC).

Responding to the Anderson report in a statement to the House of Commons, the Home Secretary Theresa May said that the Investigatory Powers Bill (the successor to the Communications Data Bill) would be published in draft form in the autumn. This will be subject to pre-legislative scrutiny by a Joint Committee of Parliament, and is intended to ultimately take effect by the end of 2016.

Ansip: Current Copyright Laws are “Pushing People to Steal”When it comes to copyright, “our legislation is pushing people to steal”, according to Vice President for the Digital Single Market, Andrus Ansip.

Pointing to surveys showing that “68% of film viewers say they are using [illegal] downloads”, the Commissioner argued that concentrating on greater enforcement alone was not the best way to address copyright infringement.

“The European Commission wants to protect the rights of creators but first we have to provide legal access to digital content to all people. Then it will be more fruitful to tackle piracy…To put 68% of people in jail is not really a good idea. I think that reforms are really needed.”

Welcome Murray Steele, the first independent externally appointed LINX Chairman

Murray Steele has been recruited as the very first independent appointed Chairman of LINX. Murray, an MBA graduate, spent 30 years as a senior lecturer in strategic management at Cranfield School of Management until his retirement from the faculty in 2009. He always had strong business connections, and has had a total of 25 chairmanships and non-executive directorships throughout his career. These included engineering companies and technology start-ups, many of them the same size, in terms of revenue and head count, as LINX.

HotLINX Editor, Jeremy Orbell, recently caught up with Murray to ask more about his career to date and what he wants to bring to LINX through his role as Chairman. Murray told us:

“Firstly, I think that LINX is in very good shape so I’m not here to say you’re doing it all wrong or change things overnight. It’ll definitely be evolution instead of revolution given how LINX is. However, one of my favourite sayings in life is ‘you don’t have to be ill, to get better’. I’ve been an active chairman in lots of different organisations and part of my activity has been running development programmes for people to become non-execs and chairmen. This means I have to be up to speed on all the latest developments, particularly in the area of governance, so in the fullness of time, then I think I will add to that, not necessarily improve it, but help to move it forward.”

With his many business commitments, an obvious question was how easy it would be for him to balance his various roles and his time with the LINX Board.

“It’s not difficult. I am at a stage in life where I am completely in control of my own destiny, and the amount of time required means LINX fits in absolutely perfectly. I live 35-40 minutes from the LINX head office in Peterborough and when the new London premises open on Monument Place it’ll only be just an hour and a half from my door.”

The need for an appointed LINX Chairman was a result of a full governance review instigated at the end of 2013. At the same

time, LINX was also carrying out a thorough review of its goals and mission, resulting in a Vision

to Strategy plan which will ultimately be overseen by the LINX Council. The strategy, which was described by Murray as, “very impressive”, is summarised in the graphic on the page opposite.

10 HotLINX Issue 42 | Inside Story: New LINX Chairman

Mike BlancheGoogle“LINX’s public policy team continues to have a significant education and persuasion challenge. That is to ensure that authorities understand how the Internet works, the role that IXPs and peering play, and that the open, unregulated nature of Internet infrastructure and interconnection enables innovation, performance, resilience and low costs for everyone.”

Patrick GilmoreMarkley Group“LINX is not just run for the benefit of the members, it IS the members. Technology is fun, but it is a means to an end, not a goal in and of itself. Put another way: We should not do things just because the platform can do it, we should only do what the members want and need us to do. Helping LINX keep that goal in sight is the only way to walk that fine line, and I view this as our primary responsibility.”

Sebastien LahtinenNetConnex“LINX’s role is far wider than just shifting packets from one port to another. It is a key influencer in the Internet space. The work LINX carries out in this area is crucial to ensuring the next generation has access to an open Internet which benefits us all, either as businesses or simply as Internet users.”

“It’ll definitely be evolution instead of revolution”

HotLINX Issue 42 | Inside Story: New LINX Chairman 11

Thomas Mangin Exa Networks“LINX is growing year on year and maturing well. From the very beginning the board has shared an ethos of mutuality and we have all taken a pledge to keep the organisation a beacon of our industry. While that ethos remains LINX will continue to improve, providing a better technical platform, better value for money, and defend the interest of our community.”

Neil McRaeBT“The past few years have been incredibly successful for LINX with record traffic levels and a record number of new members joining. LINX provides services to all members in a fair and transparent way and value for money is vitally important to us. Reducing prices and maximising our product offerings for member benefit is a key driver for us.”

Steve WrightIX Reach“I believe our three key priorities are as relevant as ever. Stability ensures the organisation is able to continue its success in the long term, reliability means we are providing the platform required for excellent interconnection opportunities while fulfilment is delivering the services and growth expected by the membership as a whole.”

A presentation of the Vision to Strategy was made to the members by Malcolm Hutty at LINX88 in February which can be viewed here:

• www.linx.net/visiontostrategy.mp4 (video)• www.linx.net/visiontostrategy.pdf (PDF)

In concluding the interview Jeremy asked Murray if he had a message for the members. He said, “I am privileged to be the first externally appointed Chairman of LINX, and I would stress that I have no intention of tampering with its purpose. It’s a member lead, member run, organisation, acting for the benefit of the members and I totally subscribe to that philosophy. And I will be doing my utmost to support and develop that philosophy for the future”

The LINX Council Structure In addition to the appointed LINX CEO and Chairman roles, six further member executives are elected for fixed terms of up to six years. At least two places on the Board are up for voting at every LINX AGM. Quotes from the current members’ most recent election candidate statements can be found below along with John Souter’s CEO biography (right).

Full council member profiles and affiliations are available to view on the LINX website: www.linx.net/about/council

A History of Reducing the Cost of MembershipLINX has a long history of price cuts. In 2001 a £10,000 joining fee was in place which was slashed by 50% the following year before being abolished entirely in 2008. 10G port fees have more than halved since they were first offered in 2006 and the membership fee, in excess of £8000 in 2001, has been cut by 85%. With certain port sizes being totally free at the LINX local exchanges there is no doubt that connection to LINX has never been better value.

John Souter LINX Chief Executive OfficerJohn Souter joined LINX as Chief Executive in March 2001 and was appointed to the LINX Board of Directors in February 2002. In his time at LINX membership has more than quadrupled. He has overseen major year-on-year investment in the LINX network to keep the company at the cutting edge.

John has been responsible for a focus on a fair pricing policy for LINX, encouraging membership growth from all sectors of the Internet industry. This reinforces the mutual ethos of LINX, whereby all members have an equal share and say in policy and direction, fostering a continued sense of community. As Board Director and Treasurer of Euro-IX since its formation in 2001, John has played a major part in ensuring that European Internet Exchanges have a platform to collaborate on issues such as benchmarking, regulation and the sharing of knowledge and expertise.

On the 2nd of July 2015 John was honoured with a special award by the Internet Service Providers Association (ISPA) for his service to the Internet industry.

When InfrastructureMeets SoftwareOn the 7th of April, IIX Inc., the global software-defined interconnection company acquired IX Reach, the global number one reseller for Internet Exchange Points and a leading provider of wholesale carrier solutions. The combination of the two organisations has created a global interconnection footprint of over 150 PoPs across North America, Europe, the Middle East and Asia.

“IX Reach has become an industry leader in global interconnection solutions since being founded in 2007” said Al Burgio, Founder and CEO of IIX. “This acquisition expands our leadership team, accelerates our global expansion and brings the IIX software defined interconnection platform to more markets worldwide.”

This allows customers of both IIX and IX Reach to benefit from connections to more than 150 locations across the globe with further expansion into new markets planned in the near future. Notably, IX Reach customers can now access more

locations in the US than ever before, thanks to IIX’s extra network in this market. Moreover, IX Reach has been able to grow its Layer 1 services significantly since the acquisition, now providing transparent waves in at least five major US cities, alongside four European cities and select long haul routes.

The synergy of both companies has resulted in an expansion of the leadership team, allowing the organisations to unite and share their leading expertise in both software and network engineering, culminating in rapid company growth and development.

Both companies can also benefit from combined resources, including larger support teams and more global offices. Alongside this, IIX recently secured a further $20 million in funding from TriplePoint Capital, allowing both organisations to continue with their expansion plans and grow key teams within the business and expand into new markets.

With the bright and exciting future ahead, IX Reach and IIX continue to grow and develop together as one combined company.

LINX89 Round UpAs reported elsewhere in HotLINX, the May member meeting featured the LINX Council elections and AGM but there were many other interesting topics being discussed. Before the main meeting even began, a tutorial session was held on the current and future opportunities for virtual routing in the service provider market. This was hosted by Scott Alexander (Juniper Networks) and Jez Clarke of gold sponsor Alternative.

Kevin Williams (Team Cymru) gave a talk on the Western European Regional Threat Profile and he provides his view on LINX89 as a whole in his Your Say article on page 18 of this issue of HotLINX.

One of the other most well received talks was that of George Michaelson (APNIC). George spoke on basic ISP ranking by market share, from random measurements based of research carried out over 5 years.

Video and presentation PDFs from the meeting can be viewed by the membership on the LINX website: www.linx.net/LINX89

LINX AssociatesIn Brief

16 HotLINX Issue 42 | LINX Associates

LINX AssociatesDyn Research: Analysing the movement of IPv4As the remaining supply of available IPv4 address space dwindles, the marketplace for brokered address space transactions is heating up. At RIPE70, Dyn Research presented early evidence that IPv4 address space transfers create fertile ground for routing table mistakes, including BGP hijacking and accidental man-in-the-middle traffic interception.

Sellers that inadvertently re-advertise transferred space, by reactivating old router configurations or by leaking space that continues to be used internally, can easily blackhole some fraction of legitimate traffic bound for the buyer’s network. The results can be mysterious and hard to debug without careful coordination.

The standard terms and conditions for address space transfers are likely to evolve in response. Buyers and sellers should carefully monitor the local and global routing patterns of transferred space to identify potential conflicts, and that monitoring may need to remain in place for months, if not years, after the effective date of transfer.

RIPE NCCIANA Stewardship: Update from the Numbers CommunityThe progress towards a single, global proposal for stewardship of the IANA functions continues across the various IANA “affected communities” (informally referred to as the names, the numbers and the protocol parameters).

The RIPE NCC and its fellow Regional Internet Registries are working with their communities to facilitate this progress – the numbers community proposal submitted in January suggested that a contract or Service Level Agreement (SLA) be established between the RIRs and the IANA operator for provision of the number-related IANA services. A draft of this SLA was published for comment in May and has already received a lot of feedback from the community.

For the latest information on the numbers community IANA stewardship discussion, see: www.ripe.net/iana-stewardship-transition

Who Next for LINX Associate Membership?LINX has always had a strong commitment to working for the good of the Internet and its associate member programme is very much part of that. They are organisations whose own ethos closely matches that of LINX, who offer services that can benefit the membership and wider community.Associate membership is usually peering based and in almost all cases the associate themselves are a not-for-profit organisation. It should be noted that an associate membership remains whilst either the associate gives value or that benefit from the association continues. They are normal members in all respects except they have no voting rights and LINX does not charge them for membership. Generally speaking both sides see an advantage from the arrangement. In the past few months LINX have welcomed DNS Belgium and Team Cymru as associate members. For DNS Belgium LINX are hosting the secondary DNS for the .be domain, just like Nominet does in the UK. Team Cymru is a group of technologists passionate about making the Internet more secure. With the launch of the regional exchanges, more specialist organisations may be particularly relevant in certain markets. If you have any suggestions for associate members please contact us at [email protected]

NetnodNetnod Sponsors Eurasia Networks Group Event in RussiaNetnod were platinum sponsor for ENOG 9, the ninth Eurasia Networks Group meeting, which took place on the 9-10 June in the beautiful Russian city of Kazan.

This edition had around 250 attendees from across the region. As Netnod has a strategic location for the Russian traffic exchange, this conference gives them a good opportunity to meet their customers as well as develop new relations. Right now Netnod have 14 Russian customers.

ENOG 10 and the RIPE NCC Regional Meeting will take place in Odessa, Ukraine on 13-14 October 2015.

HotLINX Issue 42 | In the Spotlight Christian Kaufmann 17

HotLINX Editor, Jeremy Orbell, speaks with Akamai’s, Christian Kaufmann, on his career, his work with international IXPs and the future for peering Please tell us about your background in the industry and career to date.It all started in 1996 while I was at university. I was working on Internet related projects and one thing lead to another and I started to do web design professionally. As things evolved I became more interested in how the Internet itself works and how it’s put together. From then on my roles changed. I added server administration and other technical skills to my portfolio and founded a full service ISP. This was my first experience with networking which was around ’97 or ’98. Unfortunately the Internet bubble burst had occurred and I was not succeeding as I’d hoped! I still had to earn an income so I started to work for different Internet companies, the first as a consultant for a small ISP in Munich called Roses Online. It was here that I was first exposed to peering. Munich has a small Internet exchange, the INXS, which is as old as LINX. My company thought about connecting. I tried to figure out if we should go there. If we did, what does it actually mean, how do we configure it, how do we reach the other peers and so on. I was sending emails to people and seeing how they reacted for my first foray into peering. At this point, I was exposed to larger and international networks. After this I eventually went to work for Cable & Wireless. I spent five years there. I enjoyed the interaction with other networks and the many network providers so much so that when peering came up as a topic at Cable & Wireless, I was in my element. I became responsible for all technical peering. This is also how I first met people peering at LINX, AMS-IX and others. I later spent time at Easynet before becoming Global IP Peering Manager at TeliaSonera. The next logical choice was to move to the “dark side”, so I joined a content delivery network. I am still with Akamai today and in a similar situation as to when I was with Cable & Wireless, starting as an individual contributor and moving up the management chain. Additionally to that I was Chairman of the AMSIX, I have been on the Netnod board

since 2014 and I am one of the original founders of the France IX. So Internet exchanges have always been a keen interest of mine.

You’ve been at Akamai for nearly eight years and it’s a record time of growth in the industry. How easy is it to manage the capacity demands at Akamai?Akamai is one of the biggest CDNs in the world. In the eight years since I joined Akamai, I have helped grow our networkfrom 750Mb/s to over 33 terabits of daily global peak. It’s real exponential growth. LINX has seen this kind of growth as well, which starts to exceed the technology - it’s not just a case of buying a bigger box. Every few years we have to look at changing the fundamentals of how you deliver the traffic and how the organisation adapts. The vendors and the technology are not keeping up with the HD and Ultra HD video traffic demands. My role is not just about the technology and peering, it’s also about the management of the network from a holistic perspective. In the first few years, I worked alone. Later, I looked after a small team of people and suddenly the team grew and now it’s 30 people. Today, I’m planning for even more people and growth. It’s all about scale.

You were involved in the Open-IX initiative. Are American networks going to see the real benefits of peering?More behind the scenes to be honest. It’s a little bit early to say what the outcome will be. With the Open-IX initiative, it was the first time the North American peering community came together and formulated what they wanted as a group instead of having 1-1 vendor relationships. They copied the best parts of the European peering model, something more socialistic and to which they are not used to. It was a good start. However it was not meant to be a door opener for foreign colonisation. It was meant for everyone who wanted a professional member based IX. Florida IX and Phoenix

IX started around that time and are good examples of this. But the major markets have been a playground for the European IXPs. The Americans are now connecting to the European exchanges as customers, but the idea that you had totrade in your hand and do something ona local community level didn’t really transfer to them. It’s still effectively a vendor relationship, but with much more competition. It’s a kickstart that will hopefully continue to bear fruit.

Akamai have been a strong supporter of regional peering with LINX. How do you see that side of things developing?Good question. I actually gave a presentation at Euro-IX two years ago on this topic. I am a bit torn as I don’t know where that will go. To some extent, regional peering makes a lot of sense. For latency, being as close as possible to the end user, especially if we talk about higher quality video like 4K, local delivery is going to be crucial. You wantto serve it from the metro area and close to the destination. That is how we will all get the best experience. On the other hand, if you look at the transit prices a main driver for peering in the past was cost savings. These days the cost delta is smaller. This is because with an IX you still have to pay the man in the middle where the big ISPs who have enough volume send everything by PNI. Whatever price advantage you had when peering was a no brainer is no longer a given fact. Even if regional peering now adds more value then ever, it probably doesn’t give the smaller IXs a lot of money to sustain it. LINX’s approach of going into Manchester and other places, especially where there hasn’t been an exchange before, makes a lot of sense. Operationally you have buying power and the critical mass to fulfil your members’ needs.

What do you see the main challenges and opportunities ahead for the peering industry and IXPs more generally? There are two challenges. One challenge centres on regulation where governments realise that the Internet is a critical infrastructure and they want to have a say. Most IXs try and stay away from it forgood reasons, keeping in mind the freedom, independence and success they for the past 20 years in an unregulated environment. The other challenge is the consolidation of eyeball providers and their tendency to exchange traffic directly to other networks instead of via an IX. This is leading to a scenario where the Internet edge traffic is growing faster than the traffic at the IXs, at the cost of IX shares in the Internet market, and therefore their relevance might decrease.

LINX89 - Stories Told and Lessons LearntBy Kevin Williams, General Manager,TC-UK / Team CymruOn Wednesday the 21st May I attended LINX89 and heard some great stories and lessons learnt. Pete Stevens, of Mythic Beasts, talk was about “Catastrophic Unplanned Success” while Jay Coley, Senior Director at Akamai, presented on the Q1 2015 State of the Internet Security Report - www.stateoftheinternet.com. I presented on our insight of what we see as the cyber security threat picture here in the UK and beyond. I also concentrated on our community service that helps mitigate large infrastructure attacks; our UTRS project.

What is currently missing is a coordinated, automated, rapid, community response. We are championing that response. The effect is together we limit the use of resource by driving down traffic. How do we achieve this? Through bringing together a number of small and large providers to work tirelessly to a common goal. These are usually cooperating BGP speakers such as ISPs, hosting providers and educational institutions that automatically distribute verified BGP-based filter rules from victim to cooperating networks.

High Speed, Low Cost Peering - Selective Route InstallationNetflix and Spotify have improved their services whilst reducing infrastructure costs. Could you trade fewer prefixes for much higher 40G and 100G density at a fraction of the current cost?

High speed Internet routers are very expensive, low density and power hungry. But data centre Layer3 switches seem inadequate for peering...or are they? Merchant silicon for data centre switching is progressing faster than vendor developed ASICs. Current merchant silicon densities are 36x40G (ER4) or 12x100G (SR10 or QSFP28 LR4) per line card, and these densities will double by 2016. However these merchant silicon lacks the features and scaling of hardware tables that are usually required for peering.

In order to achieve higher speeds and lower cost you should consider :• Is a full/large BGP table required for your peering (RIB vs FIB)• How many prefixes consume 95% of your bandwidth: is it 5%?

What if you could offload 95% of your bandwidth onto a 40/100G L3 DC switch at a fraction of the cost?

Pmacct can help you identify the top prefixes. You can then program Layer3 data centre switches which have:• Built-in features to install only a selection of prefixes in hardware• Programmable / Extensible OS to modify the routing selection
