Message of the Director
Dear Colleagues and Partners
UNESCO is currently fully engaged in the elaboration of a new collective
vision and response of the UN system to national development priorities and
results on the basis of normative programming principles in Djibouti Kenya
Rwanda and Uganda
In Djibouti the UN System just concluded a fruitful meeting on the
presentation of its new United Nations Development Assistance Framework
(UNDAF) 2018-2022 on 28 August 2017 The meeting presented the new
draft of the UNDAF to development partners embassies Non-
Governmental Organizations and civil society and marks an important step to
revamp capacities to support partnership building
In Kenya a team from the office participated in the Workshop that looked at
the Third Medium Term Plan 2018-2022 for Kenya aligning work and
deliverables of UNESCO with the economic social and political pillars of
Kenya
In Rwanda UNESCO is also actively taking part in the consultation process
of the next Rwanda United Nations Development Assistance Plan (UNDAP
II) supporting a thematic approach highlighting critical areas for the 2030
Agenda for Sustainable Development such as peace and security or youth
and employment
I will also travel to Entebbe Uganda to the United Nations Country Team

retreat from 7 to 9 September where the mid-term review of the UNDAF
will be discussed as well as new opportunities for partnerships
These processes are of particular interest as under the new 2017 UNDAF
guidance UN Country Teams are to produce a new generation of UNDAFs
that reflect the 2030 Agenda for Sustainable Development with sustainable
development goals at their core and position them to provide quality support
to Member States in their aspiration to achieve the 2030 Agenda
Based on a global mapping UNESCO contributes significantly to nine SDGs
where the Organization has the following key roles internationally
recognized global or shared leadership and coordination monitoring and
benchmarking global advocacy to sustain political commitment leading or
co-leading global multistakeholder coalitions normative mandate and
provider of upstream policy support and capacity development These roles
are played in close partnership with UN entities and partners from the public
and private sector
It is our mandate then to harness the convening power of UNESCO and of the
United Nations through platforms where stakeholders can meaningfully
engage build trust exchange know-how and technologies strengthen
relationships and bring synergy and coherence to achieve results
With this in mind I wish you all a warm welcome back to your duties and
offices and a good and productive start of September and all your initiatives

The United Nations Country Team undertakes a critical reflection on
deliveryperformance and strengthens global regional and national
contextual analysis to inform the agreement of strategic priorities for 2017-
2018 with a focus on enhancing internal capacity to respond to emerging
challenges enhancing strategic partnerships around Agenda 2030 and
coordination around the humanitariandevelopmentpeace nexus and
accelerating UNDAF delivery and accountability including on human rights
and gender equality

should be included in the indicator framework It takes about 20 minutes and
contributions can be made in any of the six UN official languages (Arabic
Chinese English French Russian Spanish) Deadline for contributions 31

Upgrade of the UNESCO Vendor Management Tool
An enhanced vendor data management tool (MoUV) will soon replace the
current vendor tool (VIP) This upgrade will ensure a more user-friendly tool
and enhance efficiency in the treatment of requests for the creation and the
modification of vendors The New Vendor Management Application can be
accessed via the VENDOR icon on the DUO application portal

killing of war reporter
Christopher Allen in South Sudan
The Director General of UNESCO Irina Bokova condemned the killing of
journalist Christopher Allen who died in South Sudan on 26 August 2017
Christopher Allen a freelance journalist from the USA was killed while
reporting on fighting in the town of Kaya in the southwest of the country His
work had been carried by leading media outlets including Al
Jazeera(Qatar) Vice News (USA) and UK newspapers The
Independent and The Telegraph
The Director-General of UNESCO issues statements on the killing of media
workers in line with Resolution 29 adopted by UNESCO Member States at
the Organizationrsquos General Conference of 1997 entitled ldquoCondemnation of
Violence against Journalistsrdquo These statements are posted on a dedicated
webpage UNESCO condemns the killing of journalists

A consultative meeting with stakeholders to develop SIDA work plan on
HIV and Health Education 2018-2020 Meeting organized jointly by

Empowering adolescents and young people
in Kenya through HIV and health
education is central in UNESCOrsquos
technical support in the country To
solidify the ongoing process Kenya is
among the countries in Eastern Southern
and Western Africa that will benefit from
SIDA supported continental programme to be implemented from January
2018 ndash December 2020 In preparations for this project UNESCO in
partnership with KNATCOM and MoE organized a one day consultative
meeting to deliberate on the countries activities The meeting brought
together 19 stakeholders drawn from MoE KICD KNTACOM MoH the
National Aids Control CouncilUN agencies and Civil society At the end of
the meeting the stakeholders developed activities and targets for the country

section provides a summary of the mandate and activities of the different
mechanisms and signals how UNCTs can best engage directly in that work
with case studies to illustrate examples of engagement printable
checklists for UNCTs on how to best interact with the mechanisms and
finally a collection of useful resources and web links

(CESA) 2016-2025ndash African Union

CESA 16-25 is a continental strategy that
matches the 2016-2025 framework of the
African Union 2063 Agenda meets the
Common African Position (CAP) on the
Post-2015 Development Agenda and
draws lessons from previous continental
plans and strategies with regard to the
role and place of the AUC (AU) which
unlike member states has no territory for the implementation of strategies in
the field Furthermore it capitalizes on numerous and active players ready to
mobilize financial human and technical resources within national regional
and continental coalitions for education science and technology Thus CESA
16-25 seeks to provide each education stakeholder the opportunity to make
his or her best contribution to education and training in Africa You can

in Kenya through HIV and health

technical support in the country To
solidify the ongoing process Kenya is
among the countries in Eastern Southern
and Western Africa that will benefit from
SIDA supported continental programme to be implemented from January
2018 ndash December 2020 In preparations for this project UNESCO in
partnership with KNATCOM and MoE organized a one day consultative
meeting to deliberate on the countries activities The meeting brought
together 19 stakeholders drawn from MoE KICD KNTACOM MoH the
National Aids Control CouncilUN agencies and Civil society At the end of
the meeting the stakeholders developed activities and targets for the country

journalist Christopher Allen who died in South Sudan on 26 August 2017
Christopher Allen a freelance journalist from the USA was killed while
reporting on fighting in the town of Kaya in the southwest of the country His
work had been carried by leading media outlets including Al
Jazeera(Qatar) Vice News (USA) and UK newspapers The
Independent and The Telegraph
The Director-General of UNESCO issues statements on the killing of media
workers in line with Resolution 29 adopted by UNESCO Member States at
the Organizationrsquos General Conference of 1997 entitled ldquoCondemnation of
Violence against Journalistsrdquo These statements are posted on a dedicated

Empowering adolescents and young people
in Kenya through HIV and health

technical support in the country To
solidify the ongoing process Kenya is
among the countries in Eastern Southern
and Western Africa that will benefit from
SIDA supported continental programme to be implemented from January
2018 ndash December 2020 In preparations for this project UNESCO in
partnership with KNATCOM and MoE organized a one day consultative
meeting to deliberate on the countries activities The meeting brought
together 19 stakeholders drawn from MoE KICD KNTACOM MoH the
National Aids Control CouncilUN agencies and Civil society At the end of
the meeting the stakeholders developed activities and targets for the country

African Union 2063 Agenda meets the
Common African Position (CAP) on the
Post-2015 Development Agenda and
draws lessons from previous continental

unlike member states has no territory for the implementation of strategies in
the field Furthermore it capitalizes on numerous and active players ready to
mobilize financial human and technical resources within national regional
and continental coalitions for education science and technology Thus CESA
16-25 seeks to provide each education stakeholder the opportunity to make
