a la gobernanza en las OSN (Alta rotación en el liderazgo nacional o falta de renovación en los liderazgos); Problemas relacionados a los recursos financieros (falta de dinero, falta de capacidad en la gestión de los recursos); Situación socio-económica en los países; Status quo en las OSN; Baja visibilidad.Después desarrollamos un análisis de Fortalezas, Debilidades, Oportunidades y Amenazas, tomando en cuenta en cada una las 6 prioridades estratégicas de la Estrategia.Realizamos un interesante ejercicio en el que imaginamos qué tipo de organización requeriríamos para el Movimiento Scout en caso de que no contásemos con una al día de hoy. Interesantes y creativas propuestas surgieron de este ejercicio que nos llevaron a la reflexión de lo que tenemos hoy en día.Nos dimos a la tarea entonces de definir nuestras propuestas de objetivos para el siguiente trienio en cada una de las prioridades estratégicas. Mismos que serán mejorados en su contenido y redacción para ser presentados en la próxima Conferencia Scout Mundial, a realizarse en Bakú, Azerbaiyán, en agosto de 2017.

Todos los que participamos en este taller no solo obtuvimos nuevos conocimientos que seguramente servirán para mejorar nuestro desempeño dentro del Movimiento Scout, sino que nos permitieron contribuir en este proceso tan importante que nos llevará en el año 2023 a ser 100 millones de scouts en todo el mundo.

I n the past day I had the opportunity to be part of a workshop of “Good governance and Triennial Planning for WOSM”. We had the representation of for people from the Interamerican Scout Region. All the other regions also had 4 people as representatives. The World Scout Committee and the Global Support Centre in Kuala Lumpur, led by the new secretary General of the World Organization of the Scout Movement, Admad Alhendawi were present too.

Besides of the great sharing experience between people from around the world, through the 4 days of the workshop, we could reevaluate the Strategy “Vision 2023” and get to know the results achieved so far, since 2014 that the strategy was adopted. We got to know the situational analysis of our Scout Organization and the

E n días recientes tuve la oportunidad de asistir a un taller sobre “ Buena Gobernanza en la OMMS y Planificación Trienal”, al cual asistimos 4 personas representando a la Región Scout Interamericana. Las demás regiones scouts lo hicieron también enviando a 4 personas representándolas. El Comité Scout Mundial y la Oficina Scout Mundial – Centro Global de Apoyo, Kuala Lumpur, también estuvo presente, encabezados por el nuevo Secretario General de la Organización Mundial del Movimiento Scout, Ahmad Alhendawi.

Más allá de la gran experiencia de compartir con gente de todo el mundo, durante los 4 días del taller, el taller fue muy valioso porque permitió hacer una recapitulación de la Estrategia del Movimiento Scout “Visión 2023” y conocer el avance que se ha logrado en ella desde el 2014, cuando se adoptó. Conocimos el resultado del análisis situacional de nuestra organización y de la perspectiva global, mismo que se hizo en todas las regiones scouts y en el nivel mundial.

Las regiones tuvimos la oportunidad de mostrar las 5 mejoras, desde 2014, para apoyar el crecimiento en las Organizaciones Scouts Nacionales hacia la visión 2023, así como las 5 principales dificultades para poder apoyar a las OSN en su crecimiento hacia la visión 2023. En nuestro caso compartimos los siguientes elementos:Mejoras: La implementación de la Herramienta de Evaluación para el Apoyo Global (GSAT por sus siglas en inglés); Diversas actividades regionales (reuniones de las redes, cursos de capacitación, etc); Mejor atmósfera regional (colaboración entre las OSN, el Comité y la Oficina Regional); Incremento sustancial a las visitas a las OSN; Nuevos y mejores canales de comunicación.Dificultades: Problemas relacionados

global perspective, done in regional and world levels. The Regions had the opportunity to show 5 successful adopted measurements to support growth in the National Scout Organizations, since 2014, as well as the 5 main challenges every regional has had in achieving growth as the Vision 2023 defines. In our case, we share the following:

Successful adopted measurements: The implementation of GSAT; Several Regional activities (Networks meetings, training courses, etc.), a collaboration ambience in Regional Level (increase of visits to NSOs, Committee and the Regional bureau); and new and better communication Channels.

Challenges: Governance related problems (High rotation in the national leadership, or lack of renovation of leaderships); financial problems (lack or money or capacity in resources management); Socio-economic situation in the countries; Status-quo in NSOs; Low social visibility. Afterward we did a SWOT Analysis (Strengths, Weaknesses, Opportunities and Threats) taking into account the 6 strategic priorities of Vision 2023.

We did an interesting exercise, in which we imagined what kind of organization we would require for the Scout Movement, in case we did not have one to date. Interesting and creative proposals emerged from this exercise that led us to reflect on what we have today.

We set ourselves the task of defining our proposed objectives for the next triennium in each of the strategic priorities. Which are being improved in content and grammar to be presented at the next World Scout Conference, to be held in Baku, Azerbaijan, in August 2017.

All of us who participated in this workshop not only had new knowledge, that will surely serve us to improve our performance within the Scout Movement. But also allowed us to contribute in this important process that will take us in 2023 to be 100 million Scouts throughout the world.

¿Qué fue lo que más te gustó? Lo que más me gusto y disfruté del Jamboree fue la inauguración del evento, cuando me tocó dar la oración de caminantes, en frente de muchas personas y sobre todo del Presidente del Ecuador, Rafael Correa Delgado. Estas son experiencias que no son tan fáciles de borrar de mi mente. ¿Lo que menos te gustó? Quizás lo que no me gustó fue que se tuvo un poco de retrasos en la salidas de los buses, por lo demás excelente.

¿Cuáles son tus planes? ¿Piensas ir al siguiente Jamboree, al Moot? Mis planes, luego de este gran Jamboree, son poder asistir a muchos eventos internacionales, dentro del cual esta en Moot, para poder compartir muchas mas experiencias como scout.

What did you think of the Jamboree experience? How many new friends do you have? The Jamboree was an incredible and unique experience, it changed my life completely, being able to share cultures, customs, gastronomy, and above all the ability to meet people from other countries. I really have no idea how many friends I made, but was enough to allow me to realize, that all of us who were together in the JamCam loved the life we have chosen to follow.

What did you like the most? What I liked and enjoyed the most was the inauguration, specially when I had to give the prayer of venturers, in front of many people and especially the President of Ecuador, Rafael Correa Delgado. These are experiences that are not so easy to erase from my mind. What did you least like? Perhaps what I did not like was the delays in the departures of the buses, otherwise excellent.

I found it feasible in the service activities and very didactic in the cultural exchange. It was an unforgettable experience and activity, if I could, I would repeat it again and again. I met wonderful people, more than friends, they became part of me and a joined into a big family.

What did you like the most? What did you least like?What I liked the most was the open culture and tolerance we had to each other. There was nothing I did not like, it just was not of my pleasure to have a lot of free time, I wanted more activities.

What are your plans? Are you planning to go to the next Jamboree, the Moot?My plans now are to work with my team of correspondents, which has helped me to strengthen my self-esteem and confidence. Besides giving my best effort, I would love to be part of “Interamerican Scout Region Team” ... I will go to Cusco, where we will live another great experience with our Peruvian brothers. I´m looking foward to it with great enthusiasm because I will meet again with people with whom I share the love for Scouting.

Conocí gente maravillosa y más que amigos, quedaron siendo parte de mí y de una gran familia que formamos

¿Qué fue lo que más te gustó? ¿Lo que menos te gustó? Lo que más me gustó fue la excelente Apertura y ambiente de tolerancia que vivimos. No hubo nada que no me gustara, sólo no fue de mi gran agrado tener mucho tiempo libre, quería más actividades.

¿Cuáles son tus planes? ¿Piensas ir al siguiente Jamboree, al Moot?Mis planes de ahora son trabajar para con mi equipo de corresponsales, el cual me ha ayudado a fortalecer mi autoestima y confianza. Además de dar todo de mí, para quien sabe algún día formar parte del “Equipo de La Región Interamericana”..Así es, iré a Cusco en donde viviremos otra gran experiencia con nuestros hermanos peruanos. Lo espero con mucho entusiasmo ya que he de volver a encontrarle con gente con la cual comparto el gusto por el Scoutismo.

Somos un movimiento formado por personasfascinantes -como las niñas de mi grupo- y tenemos un objetivo común muy ambicioso ybello que es construir un mundo mejor. ¿Creemos que en verdad podemos formarbuenos ciudadanos y hacer de éste un lugar mejor educando a personas a través de lacompetencia? ¿Queremos educar a personas que “luchen” o a personas que trabajenpara construir paz?

Sabemos que hoy el mundo es competitivo y puedes estar pensando que sí necesitamospersonas competitivas (lo cual es diferente a competentes), pero, ¿realmente crees quepodemos tener un mundo mejor si seguimos repitiendo patrones, haciendo lo que lamayoría? Con nuestras actividades scouts podemos hacer mucho para formar personasque cooperen: todo comienza con las pequeñas dinámicas que desarrollamos cuandoreunimos, y tú, hermano scouter/dirigente, tienes en tus manos una gran oportunidad degenerar cambios positivos; pero recuerda, no se trata de enseñar por medio del miedo, lafuerza o las jerarquías, sino construir conocimiento juntos, guiar a nuestros jóvenes paraser mejores versiones de sí mismos (no mejores que los demás) y lograr que elaprendizaje se dé desde dentro.

¿Y s i edu camos pa ra l a c oope ra c i ón y no pa ra l ac ompe t en c i a ?Estaba en el local de mi grupo scout y observé a las niñas más pequeñas sentadas en uncírculo durante una actividad, platicando y compartiendo sus experiencias y laextraordinaria forma (ellas no se daban cuenta de lo fascinante que era escucharlas) enque se desenvuelven en sus escuelas, con sus amigos y en otros contextos fuera delgrupo scout... entonces me di cuenta de que ellas, tal como son, son lo que necesitamosen el mundo: personas que se expresan, respetan, aportan y se esfuerzan por serm e j o r e s .Semanas después, asistí a un seminario sobre Noviolencia y otros principios quepromovía Mahatma Gandhi para lograr la paz, y por alguna razón, las niñas a las quehabía visto en mi grupo, no salían de mi cabeza. Durante el curso, revisamos muchosejemplos sobre acción noviolenta y otros tantos que nos mostraron eso que el mundo yano necesita ver más. Al analizar el contexto y los antecedentes de algunos hechoslamentables, carentes de respeto a la vida y a la dignidad, encontré que ha habido unagrave falla en diversos escenarios: se nos ha enseñado que debemos ganar, hemosaprendido que para lograr nuestras metas debemos “luchar” y se nos ha mostrado queno hay problema en ser agresivos “a veces” o cuando no lo hacemos con “malai n t e n c i ó n ” .Algunos de los juegos que vemos en actividades scouts, tienen como base lacompetencia. Un equipo en contra del otro, demostrando cuál es más hábil o cuál deellos tiene a los integrantes con más fuerza

¿Wha t i f we edu ca t e f o r c oope ra t i on and no t f o r c ompe t i t i on?I was in my scout group when I saw the younger girls sitting in a circle during an activity. They were chatting and sharing their experiences and the extraordinary way they develop in their schools with their friends and in other contexts out of the scout group. They couldn’t realize how fascinating was to listen to them. Then, I understood them, in their own way, are who we need in this world: people that express, respect, contribute, and strive to be better.

Weeks after, I went to atraining about non-violence and other principles that Mahatma Gandhi promoted to achieve peace. For some reason, the girls of my group, couldn’t get out of my head. During the course, we reviewed many examples about non-violent actions and many others in which they showed us that the world doenst need violence any longer. Analyzing the context and the backgrounds of some grievous acts, lacking respect to life and dignity, I found that there have been one serious fail in all of these diverse scenarios. We’ve been told we have got to win. We learnt that, to accomplish our goals, we’ve got to “fight” and we’ve been shown that it’s okay to be aggressive “sometimes” or when we don’t do it with “bad intention”.

Some of the games we see in Scouting activities have their base as competition. One team against other, demonstrating which one is more skillful or which has stronger members to attack or defend themselves. This is one of the things that the world no longer needs to see. We’re a Movement integrated by fascinating people –as the girls in my group– and we’ve got a very ambitious and beautiful common goal that is Creating a Better World. Do we really believe that we can educate good citizens and do this a better place through competition? Do we want to educate people

who may fight or people who may work to build peace?

We know that today the world is competitive and you may be thinking that we do need competitive people (which is different from competent), but do you really think we can have a better world if we keep repeating patterns, doing what most do? With our Scout activities we can do a lot to form people who cooperate: it all starts with the small dynamics that we develop when we meet. And brother or sister in Scouting, you have in your hands a great opportunity to generate positive changes. But remember, it is not about teaching through fear, strength or hierarchies, but building knowledge together, guiding our youth to be better versions of themselves (not better than others) and making learning happen from inside.

T he Scout Education Forum was held from 27 to 29 January in the city of Brasilia. Its purpose was to discuss and reflect on the educational project of the Scout Movement in the broader context of education in general, with emphasis on the application of the Scout Method as a promotional and personal development tool for children, adolescents and youth. The Education Forum marked a new kind of events the history of the Region, due to its first class speakers such as Joao Armando, Chairman of the World Scout Committee and Eduard Vallory, expert on change management, but the participants that no only joined physically but virtually.

1 C an you tell us What was Educational forum? And explain the importance.The Educational Forum was an occasion for people of the Interamerican Region to come together and discuss the “core business” of Scouting (education), especially from the perspective of the Region.

2 How this event relates and/or support Vision 2023?In the Vision 2023 we say that we want to be the world’s leading educational movement. For that to happen we need, as I said, to stop, now and then, and think about what we are doing. And also, very important, how the world is turning around us and what is our role in that.

3 Tell us what new things you learned from the forum?Besides some interesting ideas from my colleague’s key-note speakers, it was impressive to see some very good practices in terms of adjusting our educational method to different environments. For example, the project of Scouting in Amazonia (from UEB) is a fascinating one and provides some good ideas for other type of cases.

4 How and why NSOs could replicate this event?The practice of Scouting happens at grass-roots level. Organizations at national level need to do anything possible to support that to happen with quality, fun and awareness (namely from the leaders).

5 What did you like the most?Maybe the in-depth level of the educational debate (which is not new in the Interamerican Region). But also the overall friendly atmosphere built by the participants (too bad we didn’t have more).

E l Foro Educativo Scout se llevó a cabo del 27 al 29 de enero en la ciudad de Brasilia durante este año. Su finalidad era la de discutir y reflexionar sobre el Proyecto educativo del Movimiento Scout en el contecto amplio de la educación en general, hacienda énfasis en la aplicación del Método Scout como una herramienta de promoción y desarrollo personal de los niños y adolescents y jóvenes. El Foro educativo marcó un hito muy importante en la historia de la Región ya que no solo contó con ponentes de primera categoría como Joao Armando, persidente del Comité Scout Mundial, Eduard Vallory, experto en gestión de cambio y participantes de diferentes OSN de manera física y de manera virtual.

1 ¿ Puede decirnos el propósito del foro educativo? Y explícanos su imporancia. El Foro Educativo fue una ocasión para que las miembros de la Región Interamericana se reunieran y discutieran acerca del “core business” del Escultismo (educación), especialmente desde la perspectiva de la Región.

2 ¿ Cómo relaciona y/o apoya la Visión 2023?En la Visión 2023 decimos que queremos ser el movimiento educativo líder del mundo. Para que eso suceda necesitamos, como ya he dicho, detenernos, de vez en cuando, y pensar en lo que estamos haciendo. Y también evaluar cómo el mundo gira alrededor de nosotros y cuál es nuestro papel en eso.

3 Cuéntanos, ¿Qué aprendiste en el foro?Además de algunas ideas interesantes de los conferencistas y mis demás colegas, fue impresionante ver algunas muy buenas prácticas en cuanto a ajustar nuestro método educativo a diferentes ambientes. Por ejemplo, el proyecto Scouting in Amazonia (de la UEB) es fascinante y ofrece algunas buenas ideas para otros tipos de casos.

4 ¿ Cómo y por qué las ONS pueden replicar este evento?La práctica del escultismo ocurre a nivel de su base. Las organizaciones a nivel nacional deben hacer todo lo posible para apoyar a que eventos como este suceda con calidad, diversión y conciencia (de parte los líderes).

5 ¿ Qué es lo que más te gustó?Tal vez el nivel de profundidad del debate educativo (que no es nuevo en la Región Interamericana). Pero también el ambiente agradable construido por los participantes (es una lástima que no duró más).

Además de darnos cuenta que existen más similitudes entre los países como la música. Muchas actividades que se realizaron nos ayudaron a rompen barrerars y refuerzar el sentido de hermandad Scout. Además descubrí un nuevo idioma: el portuñol, una clase de español mezclado con el portugués.

¿Qué fue lo que más te gustó? ¿Lo que menos te gustó? No me gustó la falta de Staff (tuvimos muy pocos)

¿Qué nuevo aprendiste de tí mismo y del Movimiento Scout?Aprendí a ser más tolerante y paciente, que es muy agradable para conocer nuevos amigos, y es muy gratificante ver la fuerza y la importancia del movimiento en la vida de los jóvenes.

¿Qué fue lo que más te gustó? ¿Lo que menos te gustó? La hospitalidad de la gente de Ecuador, la belleza natural del país, el programa de los Jamboree, nuevos amigos fue lo que más me gusto. La desorganización y demoras en las actividades, el calor, el desmantelamiento de la feria de las naciones antes del final del evento y lo último es la cancelación de HoHo en Guayaquil.

Cuáles son tus planes? Piensas ir al siguiente jamboree, al Moot? Voy a ir a el Moot en Islandia. No he decidido si voy a ir a Perú.

What new did you learn about yourself and the Scouting?I learned to be more tolerant and patient, which is very pleasant to meet new friends, and it is very gratifying to see the strength and importance of the movement in the lives of young people.

What did you like the most? And the least? The hospitality of the people of Ecuador, the natural beauty of the country, the program of the Jamboree, new friends was lovely. The lack of organization and delays in the activities, the heat, the dismantling of the fair of the nations before the end of the event, the cancellation of HoHo in Guayaquil.

What are your plans? Are you going to the next jamboree, Moot?

I’m going to go to the Moot in Iceland. I have not decided if I’m going to Peru.
