HARRISBURG (February 10, 2015) – House Majority Leader Dave Reed is “very confident” a bill to sell off the state liquor system will pass his chamber days before Gov. Tom Wolf makes his first budget pitch to the Legislature next month.

“I think we have a budget discussion ahead of us and we're going to be looking for revenue, and I don't think anyone wants to turn down a potential revenue source and take it off the table immediately,” said Reed (R-Indiana).

Reed said the House will schedule a full, five-day session for the week of Feb. 23. He offered little detail on a proposal, other than to say he plans to initially pass something “as close to” the bill that passed the House in March 2013, which he said will serve as “a starting point.”

celebrated the grand re-opening of its Media, Pennsylvania supermarket on Friday, January 9, 2015 with a ribbon cutting ceremony and dona-tions to area organizations.

The remodeled store, located at 527 East Baltimore Pike, Media, Pa., offers expanded vari-eties of the freshest product, top-quality meats and seafood, and a large selection of natural,gluten-free, organic, and local products.

The remodel provides a warm, inviting atmo-sphere for shoppers that highlights fresh depart-ments and enhanced specialty shops. In addition, ACME donated a park bench made from recycled plastic bags to Rose Tree Park.

Lauer Joins PFMA as Director of Membership DevelopmentThe Pennsylvania Food Mer-chants Association (PFMA) is pleased to announce the appointment of Gary Lauer to director of membership devel-opment. Lauer has nearly 45 years experience in the food industry, which will be a great asset to the association as it works to grow its membership and increase contact with its current members.

“We are so pleased to have Gary Lauer on the PFMA team,” said David McCorkle, PFMA president and CEO. “His industry experience and contacts will help us grow the PFMA membership and pro-vide more outreach to our cur-rent members.”

Lauer will report to McCorkle.

He most recently worked for Associated Wholesalers Inc. (AWI), now C&S Wholesale Grocers, for 15 years where he served as director of retail development. At AWI, Lauer worked closely with indepen-dent retailers to help plan their business growth and succes-sion.

Before joining AWI, he worked at wholesaler Fleming Foods (formerly Scrivner and P. A. & S. Small Company) for 29 years. During his tenure, he worked his way through positions such as retail management trainee, head buyer, director of merchandising, director of sales and division president.

He has also served on the PFMA board and Pennsylva-

nia Convenience Store Coun-cil executive committee.

He is a graduate of Saint Joseph’s University Academy of Food Marketing and he earned his MBA from York Col lege of Pennsylvania.

Lauer and his wife Kathy live in the York area, where he is active in the community.

structural budget deficit, it would be foolish to forfeit a valuable, revenue-producing asset like the wine and spirit shops just to get an uncertain amount of one-time revenue,” Patton said, adding House Democrats will continue to support “very promising ideas to modernize” the existing system.

Reed said initial passage in the House would probably only hap-pen with Republican support, but he believes with a Democratic governor, House Democrats will eventually have to come to the bargaining table.

“Everybody's going to be at the table,” Reed added. “There's going to have to be a little give and take at the end if you're going to get a budget done by June 30.”

Republican budget analysts in 2013 estimated the final version of the bill that passed the House would generate $1.1 billion in one-time revenue, including $404 million from retail wine and spirit licenses and $573 million from wholesale wine and spirit licenses. Another $137 million could have been generated from 827 grocery store wine licenses and $9 million from upgraded retail dispenser licenses. Democratic analysts said the one-time revenue range would be between $425 million and $800 million.

Reed suggested any potential revenue could be spread over two years, depending on how long it takes to implement the divestiture of the retail and wholesale systems.

A co-sponsorship memo was sent to members last month by House Speaker Mike Turzai (R-Allegheny) who carried the liquor privatization torch the past few years. He said he planned to reintroduce his bill from last session.

During the campaign, Wolf said trying to privatize the state-owned liquor stores is “inefficient” and “puts good paying, middle class jobs at risk.” The jobs of roughly 3,000 unionized state store clerks are at risk under any privatization proposal, the United Food and Commercial Workers union has argued.

Paid Sick Leave Bill Sees Movement in PhiladelphiaCity Councilman William Greenlee's bill, which calls for Philadelphia employers (with ten or more employees) to provide their workers with paid sick leave, moved closer to becoming law on February 3 after a City Council com-mittee approved proposed ordinance 141026 in support of the mandate. The bill would require all employers with 10 or more workers to provide them with one hour of paid sick leave for every 40 hours worked — up to a maximum of 40 hours or five days a year.

Mayor Nutter, who has vetoed similar bills in two prior ses-sions, offered support of the proposal via his chief of staff Everett Gillison, who testified that the administration was pleased with amendments to the bill.

The bill is expected to be approved by City Council on Feb. 12.

2015 is an election year for mayor and city council.

Association Services

• PFMA staff presented “Friend of The Food Industry” Awards to 20 Pennsylvania House and Senate member recipients in the new year. For more information on the awards see pages 6-7.

• PFMA sponsored Governor Tom Wolf’s inaugural events on January 20, 2015. PFMA staff and members were in attendance at the swearing in ceremony and the inaugural celebration at the Hershey Lodge.

• PFMA and several of its members sponsored the Pennsylvania Preferred reception during the Pennsylvania Farm Show last month. The event drew a large crowd to sample Pennsylvania products. Governor Tom Corbett and Department of Agriculture Secretary George Grieg were on hand to welcome attendees.

• Annette Knapp attended a February 9 conference call webinar hosted by the Food Marketing Institute (FMI) regarding the final menu labeling rule released on November 25, 2014. FDA Director of Food Labeling and Standards, Felicia Billingslea provided an overview of the requirements and fielded inquiries.
