A welcome from the ChairmanAs Chairman of the Parish Council once again I would like thank all my fellow Councillors for the commitment they all put in during the year in making our village outstanding.

After a very wet, but mild winter the daffodils are blooming once again to remind us spring is in the air.

We look forward to a very exciting year in Cayton celebrating the Queens 90th Birthday and the New Cayton Gala Fun day. This special day will be on Sunday 24th July and already an excellent team of helpers and volunteers are busy fund raising to make this event extra special. We hope you all will be able to attend our Gala Fun day as it is an event for the whole community. Because past Gala events were extremely successful the committee realise it will be a hard act to follow but feel a one day event will be good to bring our community together again.

Our very enthusiastic group of volunteers will be once again decorating the village with Bunting to mark the Queen’s birthday and promote the Gala Fun Day event.

Cayton is always looked on as one of the elite villages in our area, although the parking can be a problem but is much better lately

My one main concern seams to be the amount of ‘DOG POO’ that litters out village. This is an issue that the Parish Council are consistently trying to address. I can only appeal to all dog owners to PICK IT UP AND BIN IT or TAKE IT HOME. We will be marking more areas with stencils throughout the village to highlight this terrible problem that blights our village. The Parish Council are hoping to purchase more litter/dog bins but may I remind all Dog owners that it is your responsibility.

Speeding around the village is another issue which is a major concern, so the Parish Council will be doing regular speed checks throughout the village and year with the Police. Please SLOW DOWN before a serious accident occurs.

Welcome to this 65th edition of Cayton NewsI have now completed 7 years working as clerk to the Parish Council. This edition is a month earlier due to March, April & May being the busiest months of the year for me. It is a time when the year-end accounts have to be done & I also have to deal with the internal & external auditors & also set things up for the start of another financial year. A big thank you to those who have submitted articles & also to the advertisers who help cover the cost of publication.

CAYTON SCHOOL Staff, children, Governors and parents were delighted with our recent OfSTED inspection outcome. The OfSTED team were with us at the start of the Autumn term and found all areas of the inspection schedule to be graded good. Inspectors said that:

“The rapport between pupils and staff is plain for all to see and manifests itself in an environment that exudes harmony and warmth. Mutual respect abounds and a culture of caring is obvious.”

In other school news, the transformation of the caretaker’s bungalow into a facility for before and after school care as well as providing a new location for Buttercups Nursery was completed during Summer 2015. The before and after school care facility is one that the school had been looking to be able to supply for some time and with the building work, this became possible.

Other building work continues at the moment with two new classrooms almost complete. These will provide much needed additional space at the school and meet future increases to the pupil roll.

We are always looking for ways to supplement our curriculum and since September we have been delighted that Miss Todd has become our Forest School’s lead teacher – providing opportunities for children to explore the immediate school grounds and develop new skills and talents. We have also try and include many visits to further enhance the curriculum, these have included a drama workshop at the Stephen Joseph Theatre, a visit to York’s National Railway Museum and a trip to behind the scenes at Morrison’s where children got to make their own pizza and decorate cream cakes – the pizza’s tasted delicious…so I have been told!

We are seeing many changes at Buttercups at the moment since moving into our new premises in September; the stunning new build is perfect for the needs of a busy pre-school, offering the hours of 7.45am – 4pm. For child care up to 6pm please enquire and we will try to meet your requirements.

In November we opened our Out of School Club, providing the opportunity for children to be left with us from 7.45am to school time in a morning and then from school up to 6pm in an evening. This has proved popular to many families at Cayton School. In the February half term we trialled our first Holiday Club and we will be continuing this every Wednesday of each school holiday from 7.45am to 6pm with a choice of arrival and departure times within these hours. If you need care for your children as you are working or if they would simply like to spend time socialising with their friends, please get in touch. We welcome children from any school during the holidays.

BUTTERCUPS PRESCHOOL & OUT OF SCHOOL

H fun2gether Hfun2gether began as [email protected]’s on 18th April 2015 as a relaxed, family friendly introduction to church. The aim was particularly to provide a fun and informal way for adults to keep the promises made at their child’s baptism to help them grow in the knowledge and love of God. All children age between 1 and 10 are welcome with an adult. We were delighted to join forces with Cayton Methodist Church later in 2015, not least because of the fab facilities in their building. It is also such a blessing to work together to serve the needs of the community.

fun2gether happens at 10.30 on the third Saturday of every month at the Methodist Church. The dates for this year are March 19th, April 16th May 21st, June 18th, July 16th, September 17th, October 15th, November 19th and December 17th. There will be a break in August. (Even dedicated volunteers need a bit of time off!)

We usually start with interactive music lead by the wonderful Kathy Seabrook, with children having opportunity to try various percussion instruments – perhaps a little noisy but brilliant fun! Next we have story time usually in the format of Godly Play in which the children are encouraged to wonder about well-known stories from the Bible. Finally we respond to the story with creative activities – maybe decorating buns or planting seeds, making lost sheep or treasure boxes.

Drinks and nibbles are available to children and adults.

We are delighted to say that fun2gether is free to all who come thanks to the love and generosity of both churches.

PARISH COUNCIL GRANTS The Parish Council continue with their grants scheme to support local groups and organisations. For 2015/2016 funding was agreed to Cayton School Sports Club, Rainbows, Cayton Playing Fields Association & Cayton Bowling Club. A further £1,000 is available for 2016/2017. Grants can be awarded to voluntary groups & societies, clubs, not-for-profit organisations, charities operating in the Cayton area where the benefit will be for this area alone. Terms & conditions apply & an application form has to be completed.

Due to popular demand and building on the success of the Tour de Yorkshire visit and previous Gala Days a committee has been formed so the village can come together to celebrate something special on Sun 24th July 2016.

A PHOTOGRAPHIC COMPETITION is to be held to produce a Cayton Calendar for 2017 featuring 12 different aspects of our village during the various seasons.

RULES 1. Photos should be of local interest taken by

residents, no professionals.2. Open to all ages.3. Competition closes on the 18th Sep 2016.4. Photos must be digital format in jpeg and

displayed on A4 paper.5. Proceeds will be divided between the gala

and a local charity.6. If people are included in the photographs

then written permission must be obtained, preferably no children in the photographs.

7. NO SELFIES.8. Entries to be sent to Mr Simon Green, The

Stained Glass Centre, 4 Killerby Lane, Cayton with Name, Address and Age on the reverse. Photographs can be sent to Simon throughout the year until the deadline in September.

Calendars will be in A4 size and sell for £5.00 each and the proceeds divided between the Gala and a local charity.

The Committee have already organised two very successful events and future fund raising activities have already been planned leading up to the Fun Gala Day in July.

APRIL Race Night – Cayton Playing Fields Club. MAY Treasure Hunt. JUNE Fun Run for all ages.

Once these events are finalised the details will be published in The Scarborough Paper, our local shops and on notice boards around the village.

Cayton GalaFUN DAY

COMPULSORY DOG MICROCHIPPINGOn 6 April this year, compulsory microchipping of all dogs more than eight weeks old will come into force.The new law, which we want to raise awareness of, will make it compulsory for all dog owners to have a microchip implanted in their dog and registered on an approved database, containing the current name, address and contact details of the owner. It will also be a legal requirement to keep the database updated with any changes of owner details.

After 6 April, any owners of dogs which have not been microchipped and registered may be served with a notice requiring them to do so within 21 days. Failure to comply with the notice will render the owner liable to pay a £500 fine. It is in everyone’s interest to have their dog microchipped as soon as possible. Scarborough Borough Council is working in partnership with Dogs Trust, which is running a series of events throughout the borough, providing free microchipping for all dogs. This will also include a free basic health check by a veterinary nurse and a free pack promoting responsible dog ownership.

The free microchipping events, which will run from 11am until 3pm, will take place on:

• TUE 19 APRIL Whitby Leisure Centre, West Cliff, Whitby (in partnership with Everyone Active)

Dog owners are advised to arrive as early as possible, as the events are expected to be very popular.

CAYTON PARISH COUNCIL FINANCE REPORT FOR YEAR 2015/2016Expenditure by the Parish Council for 2015/2016 is in the region of £45K which covers the clerk’s salary, general administration expenses, insurance, audit fees; maintenance of public seats, the church clock, grass cutting and tree work around the village, maintenance of the Parish Council owned Jubilee Hall, grants and donations to local groups; money spent on the annual Bonfire event, publication of Cayton Parish News.

For 2016/2017 a budget of £75,500 has been set, which includes a sum for the Neighbourhood Plan (part of which should be grant funded), provision of more play equipment, a further £1,000 available for grants to local groups and organisations. A precept of £27,500 has been raised, which will appear on Council Tax bills as a small decrease. The accounts will be audited in the next few weeks by an independent qualified internal auditor and a final statutory audit by an external auditor appointed by The Audit Commission.

CAYTON COMMUNITY LAND COMMITTEEThe aim of the Committee is To Provide Community Facilities for the benefit of all residents of Cayton. Using the feedback from the leaflet drop and accepting that the majority of the responses wanted a Community Park/Woodland/Landscaped/Open Land area, after a lot of discussion & deliberation by the committee & with help from Tom Mutton of Groundwork North Yorkshire a plan has been developed which now needs costing.

The final detailed proposal will then be discussed with Cayton Parish Council, Scarborough Borough Council Planning Department & Barratt Homes. Once the various parties agree to the proposal the next step is to start raising funds to finance the scheme. There are many ‘bridges’ to cross before the scheme is implemented but progress is being made.

PARISH COUNCIL EVENTSThe Parish Council wish to thank the residents of Cayton for their fantastic support at the Annual Carol Singing and Bonfire and Firework Display. Our Annual Bonfire and Firework Display was held at the John Young’s Conference Centre (McCain’s Sports Field). The fireworks were most spectacular which made the evening very enjoyable. We would like to thank the Southern Parish Cluster for the grant they approved towards the cost of the fireworks & also all our Sponsors McCain Foods, Barratts, Boyes, Browns Caravan Park, Cayton Village Caravan Park, Deep Sea Electronics and Cayton in Bloom for their continual support. A special thank you goes to all the volunteers’ who assisted on the evening and the following morning.

The children from Cayton and Eastfield schools once again designed and produced wonderful posters to advertise the event, the posters were judged by 2 representatives from McCain Foods who thought all the children’s entries were fabulous and found the task very difficult to select the winners.

The Annual gathering around the Christmas tree outside the Star Inn was very well supported by the local community. The Parish Council would like to thank the Methodist Minster Rosie Cole for her assistance on the evening and the Salvation Army band who accompanied the singing. A collection was made on the evening for the band. A special thanks go to Cayton School children who attended on the evening, Santa who gave up his valuable time and Paddy, Dawn and their staff from The Star Inn for their hospitality.

The Decorated Properties were judged by Councillor Tom Fox and Mrs Ros Fox Mayor and Mayoress of the Borough of Scarborough. They were very complimentary about our village and they really enjoyed their time visiting Cayton.

HOME FROM HOSPITAL SCHEME The Parish council are looking at being involved with the setting up of a HOME FROM HOSPITAL SCHEME.

The proposal is to set up a scheme in Cayton Village to support & give practical help to people moving back into their own homes on discharge from hospital.

The proposed scheme would be:- for people aged 18 and over who live in the village of Cayton & are not in receipt of a Social Service Care package & who don’t have complex long term needs.

Volunteers could help with:- Companionship – someone to talk to; undertake local shopping; make a snack or cup of tea; offer support in rebuilding confidence & independence; liaise with Social Services & Health teams & if appropriate refer to social groups.

VOLUNTEERS WOULD NOT Provide personal care; administer medication or provide medical care.

WHAT WOULD THE SCHEME ACHIEVE?• Appropriately secure an earlier and safe return

home from hospital.• Reduce the likelihood of re-admission to

hospital.• Reduce the overall length of a hospital stay.• Reduce the worry that can be a concern to

people returning home from hospital.• Provide some assurance to relatives,

particularly those who live a considerable distance from Cayton.

THELMA SANDERSON STEVENSONI was born 25 December 1927, a Sunday, it was snowing and on the morning of my birth the church bells rang out celebrating the birth of a baby. I was brought up in Cayton with my two sisters, Joyce Newlove & Ruth Allan, my two brothers, Ken & Bernard Sanderson and several generations before us.

Dad had a smallholding and as kids we were expected to help out. This was alright in summer when the cows spent their days in the field, but in winter when they were inside all day, looking after them was a different story. Dad would say, “If we were in New Zealand we wouldn't have all this work to do; or he might say, “we ought to go to New Zealand where the grass grows all the year round."

Why did Dad say this?.... well, in his youth, he had been given the chance to go to New Zealand with Henry Hustler Tindall, who, as a

brave young man from Cayton had emigrated there in 1862. In 1920 (in his 70’s) Henry had returned to Cayton having made a success of his life in farming & he was keen to encourage a few local men to follow in his footsteps and take advantage of the many opportunities to be found there. Our Dad, aged 19 at the time, was one of those men but being an only child, he felt responsible to his parents to keep their small farm going. He seemed to have regretted for the rest of his days, missing out on life in New Zealand.

In October 1958, I emigrated to New Zealand for a teaching job. I went alone on the “Captain Cook”, free passage, a 5 week cruise across the world! In 1977, after twenty years teaching in Wellington and Wainuiomata, I moved with my husband Brian, to Masterton where I got a job in Masterton Intermediate School. It was there that I met Karen Tindall, and after chatting, I realised that she was a descendent of Henry Hustler Tindall. Both Karen and I were delighted to meet each other. and since then although we have each retired from teaching, we have kept in touch. I think of her as a long lost family member.

2015 EVENTS• Muck and Magic Garden

Competition Awards Held by Scarborough Borough Council on Wednesday 30th September were attended by Julie, Geoff, Liz, Ann and Hazel. Gold awards were won by Sylvia Beadnall, Eleanor Duckett and Peter Wrigglesworth who also won joint Best in Category Award. They were persuaded to enter in the Scarborough competition after their success in the Cayton in Bloom Garden Competition. They also attended to receive their awards.

• Cayton in Bloom received an Award for The Best Roadside Beds in the Competition

• Bonfire Night Irene, Julie and Julia again sold toffee apples and glow sticks at the Parish Councils Celebrations in McCains playing field and Les, Geoff, Bernie and Charles helped with parking the cars. The display seemed rather better attended this year and we raised £217 and a good time was had by all.

• Santa’s Sleigh toured the village again on 7th, 8th and 9th December. It was another good year and improved on last year and raised £934.33. A Big thank you to all in the village who made contributions to this event as it toured the village and to those who collected – Maureen, Charlie, Bernie, Graham, Julia, Irene. Councillors Rhona Liley and Roberta Swiers. Not forgetting Santa Les and Adam Haigh who drove Santa’s sleigh around. This event is our biggest fund raiser every year but it excelled our expectations this year.

Cayton in Bloom in its present form was started in April 2002 and is now entering its 15th year. During this time we have seen many changes in the village with new flower beds, planters, the boat at Cayton Bay, the Water Wheel on Mill Lane and the Cart on Main Street also the lamp post baskets in the summer and other hanging baskets, all of which have enhanced the village. We have also been very successful in both the Yorkshire in Bloom Competition and Britain in Bloom having represented Yorkshire in that Competition. This has been possible due to the hard work of members of the group and the continued support of our sponsors.

Unfortunately over the last few years we have lost several of our long time workers and later this year will be losing Charles Hayes who has always tended the award winning flower bed on Carr House Lane and helping Julia with the Braeburn Bed plus other areas. Charles will be missed and we thank him for all his efforts. He leaves the area with our best wishes for the future.

We really need to recruit some new members to help with the increase in work due to the loss of members, in order to be able to maintain the village to its current standard. If you feel you could help us for an hour or two a week with caring for and planting up our flower beds, baskets and tubs we would be pleased to hear from you. We meet every second Tuesday of the month at 7pm in the small meeting room in Jubilee Hall or contact Geoff Coates on 01723 449329 or Julie Barber on 01723 583862.

• During December the group members took part again in the Methodist Chapel’s Christmas Tree Festival and had 5 members taking part. The Theme was Christmas Hymns and songs. So we had Cradled In A Manger Meanly decorations knitted by Maureen Bloom, Colours Of The Day – Julie B, See Him Lying On A Bed Of Straw – Ann Green, In The Bleak Midwinter – Julia Askey and Hark The Herald Angels Sing – Irene Hayton on behalf of the other members of the CIB group.

2016 EVENTS Our 2016 Events programme started with the launch of two Children’s competitions. This year around the village we are having some themed flowerbeds. CAYTON SCHOOL SPORTS CLUBCayton School Sports Club running 1 or 2 times a week after school, indoor & outdoor games & training take place for children 6/11 years old. No funding is available from NYCC & we are reliant on funding from grants. In the last few years, grants have been approved by Cayton Parish Council & the Southern Parish Cluster & this has enabled the children to choose & for me to purchase for the children various sports packs. The latest purchase with funding from the Cluster is a Multi Sports PE Resource Pack of 240 pieces including bats, balls, sports bibs, athletics equipment and sensory balls.

I would like to thank Cayton Parish Council & the Cluster for their generous grants which enable the children to be inclusive & vibrant in the community, take part in sports activities & gain confidence in social situations. CAYTON CRICKET CLUBThe new season will see many changes due to the amalgamation of the Derwent Valley Cricket League and the Beckett League and will comprise of 57 teams starting with the Premier Division to Division 5. The Premier Division will be made up of 12 teams and therefore our season will have to include some Sunday games and will begin on Sunday 24 April and finish on Sunday 4 September. Divisions 1 and 2 will consist of 10 teams, Division 3 will consist of 9 teams and Divisions 4 and 5 will be 8 teams. There has been interest shown from new players and we are again fortunate to be having an overseas player, our Australian Nick Strangio proved to be an asset last season, taking the award for the Premier Division batting, scoring 695 runs for the club. Our juniors are doing exceptionally well in the winter indoor league and we wish them continued success this season. We welcome any new junior and adult players to the club and invite you to join us when our pre-season nets start in late March.

CAYTON CORINTHIANS JUNIOR FOOTBALL CLUB Cayton Corinthians Junior Football Club has been re-structuring over the past 12 months with changes on and off the pitch. Greg Husler is the new Chairman and Emma Evans took over the treasures’ role. The club saw an additional team created at U7s for the 2015/16 season. The U15 Girls team looked to have played their last game for the club at the end of last season due to managerial and player shortage but after a few late signings they were able to carry on and commit for at least another season with Club Secretary Tony Lever overseeing them. The club this season are now running teams at U7, 2 at U9, U10, and U12 who all play in the Scarborough Minor League, U16 Boys in the Hull Boys League and the U16 Girls who play in the City Of York Girls Football League – a fair bit of travelling for some and thank you to the parents for their dedication.

Over the last 2 couple of years Cayton has become very popular with plenty of young boys and girls wanting to play there but unfortunately due to limited playing space they have had to cap the number of teams and players coming in. All teams now are at maximum capacity.

All the coaches are CRB checked and FA qualified – some even taking their training to the next

level with a recently attended FA Youth Award Coaching course which without a doubt will benefit the children and bring the very best out of them in the future.

The Club will be looking at setting up another Girls team in the next couple of seasons with an age ranging from anywhere between 7 to 12 depending on interest shown. It will need someone to take on the role of running the team eventually with which assistance can be given in training that person if needed. If anyone is interested in the role please get in touch the club.

COUNTY COUNCILLOR JOHN BLACKBURN WRITESIt is a pleasure once again to report on County Council affairs. North Yorkshire County Council has set out its ambitions for the coming 4 years with the publication of its plan for 2016/2020 which examines how the council is meeting the challenges of austerity & sets out its priorities for the next 4 years.

A plan has also been approved that sets out transport strategies for the next 30 years. As the Highway Authority for all adopted roads & footways within North Yorkshire the County Council is responsible for the management, maintenance & improvement of more than 5,700 miles of road, 2,500 miles of footways, 2000 bridges & thousands of other highway assets (not motorways or some trunk roads). Among the key priorities is improving east – west connectivity by upgrading parts of the A59 & A64.

A general council tax increase of 1.99per cent has been approved, as well as a 2 per cent social care precept in the light of the council’s savings requirement & the need to prioritise frontline services. For a Band D property the council tax increase will mean a payment of £1,143.86 for 2016/17 compared to £1,099.98 last year an increase of around 80p per week.

On the home front, I continue to push for the works to be done relating to the s106 monies from the Barratt development which includes a new crossing to be situated at the west end of the village.

EASTFIELD LIBRARY TO CLOSEDue to Government cuts North Yorkshire County Council have decided most Branch Libraries will close at the end of March 2017.

Eastfield Library is one of those that will close.

We do however have the opportunity of saving our library as a Community Library. This is dependent on over the next few month’s sufficient people volunteering to help staff the library during opening hours or undertaking back room duties such as IT, fundraising, clerical work, cleaning or publicity.

March 2017 might seem a long way ahead but by the time you read this it will be less than 12 months. We have a lot to do and in reality not much time to do it. If you feel you can help, in any way please contact us at [email protected]

You may feel you do have not the skills needed to help but training and support will be available. Who knows where any new skills you may learn will lead.

NEIGHBOURHOOD WATCH SCHEMEThe Parish Council in partnership with North Yorkshire Police are re-launching and up-dating the Neighbourhood Watch Scheme.

The Police have the records of the Street Wardens who volunteered some time ago. The street wardens receive e-mails from the police if there are any known scams or incidents in the local community that are suspect. The street wardens are then able to communicate with individual householders in their street and warn them of any potential problems.

We now wish to up-date the scheme as it is understood that some street wardens have moved out of Cayton in the last few years. If you are still active and wish to continue as a street warden please contact Councillor Hallgate on 07572744778.

THE STAR GETS A FACELIFT!The Star has got a new look with the signage and lighting having been renewed and painting works carried out. Enterprise Inns, the pubs owners, have replaced the bar and are to refurbish the decking area at the back of the pub. We are doing some internal redecoration, one room at a time & we hope to have it completed by the end of March. It has been a very busy year for us and not without some problems, but we have been made very welcome by the locals and appreciate their

continuing support. It is a real community pub with a very friendly feel and we hope we can continue to appeal to and attract both locals and holidaymakers, who are a vital part of the local economy.

We aim to provide food again with a new menu providing home cooked traditional pub type meals at a reasonable price. Parties can be catered for and enquiries are welcome.

With the ever increasing number of local pubs closing or being converted into ‘eating houses’ it would be a shame if The Star went the same way so why not pop along and give it a try. You will always be welcome and who knows you might make some new friends!

THE MISSING BIBLEHave you ever stopped to think how different the world would have been if there had never been a Bible? Some years ago I read an article in an American publication entitled These Times, which showed just what an influence the Bible has had on the world.

In the first place, the Magna Carta, the anniversary of which was celebrated recently, would have been reduced to a few commonplace words that lacked any real significance. The same would apply to the American Declaration of Independence, the Bill of Rights, and many other great statements of liberty and human rights.

Libraries would be impoverished with so many books missing. Hundreds of pages would be lost from the combined works of Shakespeare, Tennyson, Milton, Bunyan, Longfellow, Tolstoy, Dostoevski and lots of others. So much of what remained would be unintelligible. Not only religious books but many of the books on Law would make no sense at all once the Bible’s fundamental principles had been removed.

Much of the world’s music would be silenced. The mighty oratorios could no longer be heard, no hymns expressing the hopes and longings of the human heart. Most of the Christmas carols would not exist and sections of many musical masterpieces would also be missing.

Worse than this, the loss of the Bible would mean a blurring of values. Human life would have become cheap, restraint and conscience would have no basis. Life would be meaningless; people

would only have themselves to worship and their worst brutal instincts would take over.

The Bible has exerted a tremendous influence on the world and how thankful we should be. It is, as it claims, “alive and powerful” and able to transform lives where it is given a hearing. What a tragedy that the Bible is so little read today.

The Christadelphians promote Bible reading and teaching in their regular Sunday afternoon meetings at 2pm in the Jubilee Hall and welcome visitors any Sunday.

BOROUGH COUNCILLOR SIMON GREEN WRITESI am extremely honoured to have been put forward, and elected as the next Mayor of Scarborough Borough so from May 19th I will be occupied with Mayoral duties. This does not mean I will neglect my work in the Parish I shall still be active on the Parish Council and the Cayton Ward so please don't hesitate to contact me if you have any problems.

Yet again the Borough Council is having to make budget cuts due to a shortfall in money from Central Government. As most of you will know one of our savings is to charge for the emptying of the brown bins. This is unfortunate but I hope people will still use the service. Remember you can always share a bin with a neighbour.

The Borough Council are seeing some of their plans coming to fruition. At last the Sports Village, the Coventry University Campus and the University Training College have all begun development. The North Bay Water Park is nearing completion and perhaps we may get a Multiplex Cinema in the near future.

I was very pleased that Cayton escaped any serious flooding problems over Christmas and the New Year and I can assure villagers that the Flood Group keep a very close eye on the risks of flooding and contamination from sewage

The Parish Council are looking to put together a Neighbourhood Plan with the idea of influencing how facilities and infra-structure are developed. If and when the 2500 houses proposed for Cayton in the new Local Plan are built, our Neighbourhood Plan will be used to influence how the new development will progress to the best advantage of the village, therefore the Parish Council will be looking to consult with all the villagers.

I am pleased to see that the Cayton Village Gala is being revitalised, and I hope you will all turn out at the playing fields on the 24th of July and enjoy all the fun.

NEIGHBOURHOOD PLAN In the Scarborough Borough Council Local Plan, a lot of houses are planned for in & around Cayton. The Parish Council have taken advice and decided to develop a Neighbourhood Plan which will help us shape development in the future. The proposed 2500 new homes on sites to the west of the village cannot be stopped but we can influence the layout which will take at least 20 years to come to fruition. Forward planning is needed to deal with the sewage and surface water; if not then there will be massive problems with flooding and the disposal of sewage.

The Neighbourhood Plan would influence where any new shops would go, perhaps a community centre, doctors surgery, maybe a village green, a circuit for jogging and dog walking and a main focal point for events. It is planned to develop the Cayton playing fields area and provide new and bigger sports facilities that are more central to the village. A new cemetery would be created with peaceful landscaping and easy access. The new road coming from the industrial estate would continue through the new housing, bypassing the present Main Street and coming out at Killerby thus relieving the flow of heavy traffic presently going through the village. It would be nice to think that the railway station could be reopened.

These are just some of possibilities for a Neighbourhood Plan. Any Neighbourhood Plan is not a means to prevent development but to provide the opportunity to become more involved & shape the proposed growth. It is only by understanding the needs of residents that our plan can be developed; the Parish Council will be consulting YOU in the next twelve months, looking for your thoughts and ideas. More information will come through your letter box during the summer.

MAINTENANCE OF OUR VILLAGEI have been on the Parish Council for several months & I was recently appointed Chairman of the Village Maintenance Committee. Following in the footsteps of Mike O’Pray I am trying my best & time will tell if I am carrying out the role to Mikes very high standards.

Things are going well around the village; several trees have been cut back, the hedge in the cemetery has been reduced & we continue to press NYCC (through John Blackburn) to repair footpaths, fill in potholes & get the s 106 money spent; Scarborough Borough Council should be starting grass cutting soon and the village is looking good especially in the areas where over the years the Parish Council & Cayton in Bloom have planted bulbs.

Parking on grass verges remains an issue – grass verges are not designed to cope with vehicle over-running & parking, turning them into an unsightly rutted area of mud, especially during periods of excessive rain & the winter months. When damage of this nature occurs, North Yorkshire County Council is faced with the cost of repairing the verge at public expense. The Parish Council would appreciate resident co-operation in ensuring that the grass verges, which provide appeal & character to our village, are not used as parking places. It is appreciate that not every household is involved in this practice; however it is important that everyone is advised of the issue.

Another issue which the Chairman has touched on is dog fouling. Without wanting to offend anyone please could everyone do their bit by cleaning up after your dog and help keep the village clean. Please be a responsible owner and think of others and pick it up.

BOROUGH COUNCILLOR ROBERTA SWIERS WRITESAfter nearly a year in the post as your elected Borough Councillor representing the Cayton Ward, I now feel much more confident to speak out on issues on your behalf after undertaking lots of intense hours of training.

My duties involve participation in All Planning and Development Committees, Health and Wellbeing. An additional responsibility I have undertaken is Vice Chair of the Safer and Stronger Communities Scrutiny Unit.

As many of you will be aware the Local Plan for Cayton will be going ahead, this will be in the next 5 to 15 years. As part of this Local Plan Cayton are developing a Neighbourhood Plan which will give our community more say on what we require to keep our community special and therefore can only be most beneficial for this proposed new large development.

The Borough Council have recently approved two development sites for flats for one and two bedroom flats for assisted and older persons.

The all year round New Waterpark is due to open this summer which will be fantastic, putting Scarborough well and truly on the map nationally.

The Borough Council were successful once again in there bid to hold the finishing stage of the Tour de Yorkshire. This is really amazing to have this national and international competition for the second year running. This is certainly going to put Scarborough at the forefront of this national event which will enhance our economy and give us fantastic publicity.

Coventry University and the University Technical College are currenently well on there way to recruiting students from 14-19 year olds which will enable them to a acquire skills for a variety of occupations for life. Scarborough will now be attractive for all students and this can only be of benefit for the town.

1st CAYTON RAINBOWSWe have had a very busy time since Christmas. We have been looking at “Rainbows” in different countries, what they are called and what uniforms they wear. We have also done activities from those countries, tasted food and played games. On our last evening of term we visited three different countries and played a game at each. We made pretend passports and pretended we were flying to each country. This was all in preparation for Thinking Day which was on the 22nd February and celebrated by the Girl Guide family all over the world.

This half term we are working on our “Smartie” challenge badge. We will be having a talk about first aid, making a piece of art using recycled materials, having a fun games night with each team representing a smartie colour. Games will include smartie and teaspoon race and eating smarties with chopsticks! We will also have a green games night playing newspaper hockey and finally making edible top hats – marshmallow in a small amount of chocolate with a smartie on top.

ST JOHN THE BAPTIST CHURCHI am writing as Rural Dean of Scarborough to let you know of some important changes which will affect the churches of St John the Baptist, Cayton and Holy Nativity, Eastfield. For some time Cayton with Eastfield has been one parish with two churches but a number of changes have been happening in the area. In particular, as well as some building of new houses in Cayton, a very large building development is underway in Eastfield which will increase the population of Eastfield by more than 6.000 people. Quite recently, it has been decided that Eastfield will become a town in its own right, separate from Scarborough administratively.

At the same time, the Diocese of York has asked the Scarborough Deanery to produce a plan for how the work of the churches in the area should be organised for the next 5-10 years at least. Following a number of meetings and careful, prayerful thought it has been recognised that Eastfield will be an area with a significantly increased population as well as the particular needs and demands already found there. As a result, with some regrets, it is proposed that Eastfield should become a church parish in its own right, with its own Vicar based at Holy Nativity Church on Westway. The very important community work undertaken already

by Westway Open Arms will grow and develop, with close support from the church.

As a result, Cayton will need to become a separate ecclesiastical parish and it is proposed that St John the Baptist Church, Cayton will be linked with St Martin’s Church, Seamer and St John the Baptist Church, East Ayton with Revd Andrew Moreland, currently Vicar of Seamer and East Ayton, as the Vicar of the new Benefice (group of churches linked together). All these changes will need to be approved by the Deanery Synod, the Diocese and the Church Commissioners, a process expected to last between 9 months and 1 year.

As I have already mentioned there will be some regrets but the Deanery feels that Cayton will sit well with the other two villages, which are, after all, linked to it by the B1261 and only 2 miles away. Cayton used to be in the same Benefice as Seamer in the past. It also means that the new Vicar of Eastfield will be able to focus on the particular needs of that large population.

Although most of us don’t like change, as Christians we are reassured that God never changes and will go with us into these new developments.

LADIES FELLOWSHIP The Cayton Methodist Women's Fellowship meets at 2.15pm on the 1st & 3rd Tuesdays of the month in the Methodist church. The group is open to all with a varied programme each year starting in September through until the end of July. So far this year we have had the minister Rev Rosie Coles speak & had Harvest & Christmas services. We have learned the art of making jewellery, heard about the work of Save the Children & visited the Shoe Box depot in Scarborough. A Christmas meal at Betton Farm was enjoyed by all & we have a trip arranged for June. In the next few months we look forward to hearing from various Ministers & listening to talks about a trip to China & the work of the National Trust. The programme finishes in July with first a musical afternoon & then our AGM followed by coffee & cakes at the Stained Glass Centre.

The highlight of this year was on 2nd March when we had a birthday party to celebrate our 25th anniversary. We had short devotions led by Rev Rosie Coles finishing with prayers & a blessing from Rev Denise Free. We had games & a quiz led by retired minister Rev Bruce Russell with the afternoon culminating in the cutting of a special cake by the founder member of the Fellowship Mrs Dorothy Anfield, who gave a short speech about how & why she started the Fellowship in 1991. Mrs Gwyneth Russell the present President of the Fellowship thanked everyone for making the afternoon such a success.
