2015 – I am reminded of the song “the onlyway is up” what a year for the Society!

Engineering; the technologies, processesand practices move at great speed with theadvancement of material knowledge and thedevelopment of components systems andapplications to maximise the use and benefitsof both the materials and the resourcesavailable.

The year has seen considerable focus on“working with others” with our participationwithin the Local, European and Global arenasreinforced by the enhancement of ourworking relationships with FellowProfessionals and Professional Bodies.

The final weeks of 2015 will see theSociety participating in the Buildings andEnergy Efficiency Event in Manchester andhosting representatives from the SocieteNationale des Ingenieurs Professionnels deFrance (SNIPF) to explore how our memberscan achieve further recognition withinFrance.

Another area being explored is the“Professional ID card” which will provide aUSA equivalence opportunity in conjunctionwith our members in the Association ofBritish Engineers in Italy (ABEI) and theCalifornia University.

International is lookingto reinforcedevelopments bothwithin the UK andOverseas during 2016.

These activities arereported in the journalProfessional Engineer which is currentlyissued 4 times per year in hard copy format.The programme for 2016 is to provide abalanced mix between hard copy andelectronic communication and journalprovision therefore it is essential that youprovide us with a current email address. Weare also looking for further contributions tothe journal and support to the developmentand delivery of initiatives during the year.

Wales – Social regeneration The UK is currently struggling withsignificant issues linked to housing and inparticular those within the social sector. Theproblem has seen a range of initiatives putforward at national level, however, it is mostimpressive when initiatives are put intoaction, a prime example being Rhyl in Wales,where work has commenced on a ground-breaking £1.4m social housing scheme aimedat rebuilding a community. This initiative ispioneered by the West Rhyl Housingcooperative – a first for Wales – brought

together by North Wales Housing and WestRhyl Community Land Trust

Fiona Davies, chairman of the Trust, said:“This is an exciting opportunity for localfamilies to benefit from brand new highquality, affordable housing. The aim of theCooperative is to rebuild the close-knitcommunity that once thrived in West Rhyl.”

New Zealand - affordable housing?Can Auckland ever deliver affordable housing?The Property Council’s ResidentialDevelopment Summit explored issuesrelating to housing unaffordability inAuckland by looking at its key causes,reviewing issues such as the shortage ofland supply, the increase in demand frompopulation growth and the “onerous centraland local government regulations” andtheir application.

Regulations always hurt and concernswere raised about the consistency or lackof consistency in interpretation and thatthe solutions to many regulations wereconsidered to be impractical placing asignificant burden on the propertydevelopment industry within Auckland.

It was recognised that Auckland iscurrently experiencing unabated housingshortages and escalating house prices in a

city where infrastructure development hasbeen neglected for decades. The need for adynamic legislative and regulatoryenvironment was recognised in seeking tomeet these mounting challenges.

Key pressures relate to the supply of landand its price for residential development.Focus was placed on the need for greatercertainty surrounding Auckland Council’sProposed Auckland Unitary Plan and landsupply strategies as well as the future ofthe Special Housing Areas legislation.

Health and Safety - USADr. Michaels, Assistant Secretary OSHA,testified before Congress on OSHA'sefforts to improve workplace safety andhealth in testimony to the HouseSubcommittee on Workforce Protectionson Oct. 7, he described how, with limitedresources, OSHA achieves its missionthrough a balanced approach of standards,compliance assistance, enforcement,outreach and whistleblower protection."We recognize that most employers wantto keep their employees safe and makegreat efforts to protect them fromworkplace hazards," Dr. Michaels told thecommittee;

"Our enforcement program specificallytargets the most dangerous workplaces,

where workers are most likely to be hurt onthe job, and the most recalcitrantemployers. For those employers who needtechnical assistance, we provide free on-site consultations to small employers, aswell as other compliance assistance,educational materials and training."

Dr. Michaels also detailed challenges inaddressing the changing structure ofemployment relationships, such as thedramatic increase in temporary workers invirtually every type of workplace. Unlessproperly managed, these structuralemployment changes greatly increase risksof injuries and illnesses among all theworkers in these workplaces.www.osha.gov

The third phase of GDA looks at the safetyand security arguments presented by Hitachi-GE to underpin the safety and security claims.ONR has concluded that sufficient progress

has been made by Hitachi-GE to move intothe final assessment stage, which Hitachi-GEexpects to complete in December 2017.

ONR will now progress to the final phase of

assessmentwhich willinclude assessment of detailed design, safetycase and security.

Solar Power Plants – Performance and Certification The BBA and Photovoltaik-Institut Berlin (PI Berlin)have unveiled a newinspection process for solarpower plants. The PQ Rating provides a rapid overview ofthe strengths and weaknesses of PV powerplants, supporting stakeholders – includinginvestors – on the secondary PV market tomake acquisition decisions, and providingsellers with plant inspection reports toimprove their sales prospects. The PQ Ratingfacilitates the decision-making process byevaluating projects on a scale of one to tenand by providing both a detailed report and achart-based summary. Experts compile the summary by analysingproject documentation and performing anon-site assessment of the plant based onmore than 1,300 test criteria.The PQ Rating, which is short forPhotovoltaic Plant – Performance andQuality Inspection, is particularly suitable forlarge-scale PV power plants with outputs of1 megawatt (MW) or more. The expertreport awards points for each of theparameters being inspected, which rangefrom the quality of the contractualagreements, the plant layout and installation,

to the module quality and overallperformance. Assigned different weightings,these points are used to calculate a rating ofbetween one and ten, which places thepower plant into one of three classes. If thePV project scores less than the minimumthreshold, the experts classify it as carryingtoo much risk. The process differs from thatof other expert reports by includingcommercially relevant aspects also, and byrating performance beyond simplecompliance. PI Berlin was co-founded by Dr Paul Grunow,who also helped establish photovoltaicsmanufacturer Q-Cells. PI Berlin has alreadyprovided support for projects with a totalrated output of over two gigawatts (GW)worldwide.

The Photovoltaik-Institut Berlin providesindependent, expert advice on designing,constructing and operating PV power plantsworldwide. With its experienced team ofresearchers and engineers, the instituteoffers a wide range of design and testservices with a focus on quality assurance incomplex PV projects. PI Berlin has alreadyprovided support for projects with a totalrated output of over two gigawatts (GW)worldwide.

The institute also has an IEC-accredited testlaboratory at its Berlin site for checking theperformance, reliability and resistance ofsolar modules. Another test laboratory islocated in Suzhou, China.www.pi-berlin.com/en www.bbacerts.co.uk

EDF and its Chinese partner China GeneralNuclear Corporation (CGN) have committedto Hinkley Point C during the recentlandmark China State Visit, confirming thefirst new nuclear power station in the UK fora generation.

The companies have signed a StrategicInvestment Agreement which marks acritical moment for the site in Somerset. EDFhas confirmed it will take a 66.5 per centstake in Hinkley with CGN taking 33.5 percent, demonstrating a clear commitmentfrom both parties.

The Government and EDF have finalisedthe detail of the Contract for Differencewhich offers increased price certainty for theelectricity produced from Hinkley Point C.The Funded Decommissioning Programmehas been approved and will make sure thatthe tax payer doesn’t pick up the cost ofdecommissioning the plant in the future.

Hinkley Point C will provide low carbonelectricity to six million homes, twice asmany as the whole of London, for around 60years – and consumers won’t pay a pennyuntil the plant is up and running. It will

provide a vital boost for the national andlocal economy - creating 25,000 jobs, up to1,000 apprentices and landing UKbusinesses billions of pounds worth of supplychain contracts.Prime Minister David Cameron said:

“I’m pleased to announce that today weare signing an historic deal to build theHinkley nuclear power station, providingreliable, affordable energy for nearly sixmillion homes and creating more than25,000 jobs, all while working together tobuild a low-carbon future.”

Energy Secretary Amber Rudd said:“We are tackling a legacy of under-investment and building energyinfrastructure fit for the 21st century as partof our plan to provide the clean, affordableand secure energy that hardworking familiesand businesses across the country can relyon now and in the future.

“The UK is open for business and this is agood deal for everyone – Hinkley Point C willcontinue to meet our robust safetyregulations and will power nearly six millionhouseholds with low-carbon energy, creating

over 25,000jobs and morefinancialsecurity forworking peopleand theirfamilies.”

The Government will support new nuclearpower stations as we move to a low-carbonfuture. Hinkley Point C will kick start this andis expected to be followed by more nuclearpower stations, including Sizewell in Suffolkand Bradwell in Essex. This will provideessential financial and energy security forgenerations to come.

EDF Energy CEO Vincent de Rivaz said:“Hinkley Point C and successive nuclearprojects will guarantee the UK the reliable,secure low carbon electricity it needs in thefuture. Nuclear power will save customersmoney compared with other energy optionsand provide a huge boost to British industrialstrength, jobs and skills both in Britain andabroad. Today’s announcements are alsogood news in the fight against climatechange.”

The office for Nuclear Regulation (ONR) has completed Step 3 of the Generic Design Assessment of Hitachi-GE’s UKAdvanced Boiling Water Reactor (ABWR) nuclear power station design.

The Prime Minister announced that theUK’s FTSE 100 has reached the target of 25per cent of board positions being filled bywomen. The target was set by Lord Daviesin 2011.

The Cranfield International Centre forWomen Leaders has been monitoring thenumber of women on the boards of FTSEcompanies since 1999. During this timethere has been a steady increase.

Professor Susan Vinnicombe who has ledthe research commented: “It's great to seethe FTSE 100 reach the target of 25 percent women on their boards. Manycongratulations to everyone involved.Now we need to see more women movinginto executive directorships, seniorindependentdirectorships andchairman positions.”

The Conservative Party has pledged tobuild 200,000 “affordable” starter homesby 2020. One of the ways the governmentintends to achieve this pledge is torelease Brownfield sites for the newhousing projects by changing the planningsystem to free under-used or unviableBrownfield land from planning costs andlevies in return for a below market valuesale price on the homes built on the site.

It is easy to see why this would form anintegral part of the “housing reforms” thegovernment is promising as according to aresearch study linked to the RICS whereNottingham was used as the case study itwould appear that there is enoughBrownfield land available in England tobuild 226,000 houses by 2019.

As part of the plans, the governmenthas promised that up to £10 million grantfunding will be open to councils to assistthem in bringing forward Brownfield sitesthat are currently underused or vacantwith a view that this will help them carryout preparation, clearance andinfrastructure work to make the sitesviable for the development of starterhomes. The funds are a one-off paymentdesigned to generate momentum and assuch accelerate the provision of starterhomes.

Brownfield sites –panacea forstarter homes?

As a result of climate change andurbanization, more frequent flooding, diffusepollution, and combined or separate seweroverflows are impacting on infrastructures,private or public entities, and on theecological status of urban water systems.

Which flood management strategies willbe the most appropriate/effective under a

given local climate scenarios? Answeringsuch questions are crucial for future floodprotection planning, and effective floodmitigation measures in dense populatedareas.

The UK and China have signed anagreement to work together to transitionto the low carbon economy.

The Clean Energy Partnershipestablishes co-operation in research andindustry while transitioning to a lowcarbon global economy. This willstrengthen the UK’s position as thepartner of choice for China in low carbonenergy and will help to pave the way foreffective energy relations between thetwo countries.

Both the UK and China are determinedto find the right solutions to deliver clean,secure, and affordable energy for all. Theagreement will support our efforts totackle climate change and provide energysecurity for decades to come, helping toreduce energy bills for hardworkingbusinesses and families as well as growingthe low carbon economy.

The UK companies in the low carbonsector will gain more opportunities toaccess the largest energy market in theworld; enabling them to share expertise intechnology and innovation to secure newbusiness. It is expected to encourage more

investment in clean technologies, which inturn could help to reduce their costs inboth countries.

Earlier this week, a number of othercollaboration agreements were announcedat the UK-China Fourth Annual EnergyDialogue. These include the first everChinese investment in the UK offshorewind market with China Three Gorges(CTG) agreeing to invest in MorayOffshore Renewables Ltd.; as well as theUK China joint civil nuclear research anddevelopment centre to be opened in theUK; industry and academic collaborationfor marine energy research; andpartnering of our two countries’ offshorewind industry groups to establish jointOffshore Wind Industry Advisory Groups.

Also, complementing our work on cleanenergy, the China National ExpertCommittee on Climate Change and theUK’s Committee on Climate Change haveagreed to establish a new process of jointwork on climate change risk assessment,recognising the importance of riskassessment for informing climate changepolicy.

Dutch architecture firm MVRDV hascompleted work on a new tennis clubhousein Amsterdam which allows spectators toview the on-court action from the structure’sroof.

Named 'The Couch' due to its distinctivedesign, the 332sq m (3,570sq ft) clubhousefeatures a roof which dips down towards thesouth side and is raised 7m (23ft) towardsthe north. Rows of seating are subtlyincorporated for up to 200 spectators, whoare able to watch games on the club's 10outdoor courts. Should the tennis action failto wow the crowds, the elevated platformprovides views of Amsterdam’s IJburgneighbourhood and the waters that surroundits three artificial islands.

In addition to its innovative roof, theclubhouse also stands out because of itsdistinctive red appearance. The building hasbeen fully sealed with an EDSM polymerhotspray to match the colour and texture ofthe clay tennis courts.

The building was commissioned in 2013 byTennisclub IJburg. MVRDV worked with co-architect Studio Bouwkunde and structuralengineer ABT on the project, which wasconstructed by Ballast Nedam Bouw.

Over 3,000 people have attended thetopping-out ceremony for the BjarkeIngels-designed Lego House, a visitorattraction made to resemble a giant stackof Lego bricks.

Local citizens and Lego employees in theDanish town of Billund were invited to tourthe construction site now the keystonebrick has been set in place.

According to the Lego Group, thecompleted experience centre will open tothe public in the second half of 2017. It willbe 12,000sq m (129,000sq ft) and stand23m (75ft) tall.

Bjarke Ingels Group (BIG) have designedthe building as a three-dimensional villageof interlocking buildings and spaces. Thestructure will consist of 21 huge Lego

bricks, built on top of one another. Thesewill enclose a large indoor space abovewhich a Keystone Gallery – shaped toresemble a classic 2X4 LEGO brick – issituated.

After unveiling their design back in early2014, BIG said in a statement: “We proposeto approach the spaces and activities forthe Lego House through the lens of a coreelement of Lego’s philosophy – inventingthe future of play through systematiccreativity.

“The Lego House will be both expressiveand rational. Innovative and systematic -like a Guggenheim of white cubes,combining the functionality of the modelspace with the iconic character of asculptural building.”

Consett Leisure Centre, a new £44m (US$68€61) complex which combines educationalestablishment, Consett Academy, with a newleisure centre – to be shared by students andthe public – has opened in County Durham inthe UK.Financed by local government body DurhamCounty Council, the two venues occupy anew single building – designed by SeymourHarris Architecture – and located in theheart of Consett on the town’s formerfootball ground.“Significant expertise and effort has goneinto the careful design and development ofthis new concept, ensuring a high quality andsustainable facility is developed to meet theneeds of all those involved and localresidents,” said Steve Howell, head of cultureand sport at Durham County Council.Facilities at the new centre include the

In these days of global standardization anddocumented Continuous ProfessionalDevelopment (CPD) demanded in thegrowing professionalization of traditionalproject functions, spare a thought for thetime honored heuristic approach to projectdevelopment solutions.

What exactly are heuristics you may ask,and you may be surprised to learn you havebeen unconsciously utilizing them for sometime already.

Heuristics are generally the experiencefactors within seasoned practitioners thatsimply cannot have metrics imposed onthem easily, yet are invaluable to a process.We begin with the more commonly usedheuristics in project scheduling startingwith Estimation (E) and the Three PointTechnique of (O) Optimistic, (P) Pessimisticand (M) Most likely, leading to the formula:

E= (O+4M+P) / 6This theory is argued by Wysocki (2012)and subject to Wide Band Delphi Technique,an experienced panel reality check,provided by seasoned practitioners anddiscussed, to arrive at schedule estimatedurations.

This leads to further heuristics in thehierarchical approach to the detailedProject schedule applied to individualProjects consisting of verticaldecomposition from high-level goals downto the component work packages asdiscussed by Meredith and Mantel, (2012)and leading to the Work Break Structure(WBS).

The importance of a robust WBS issupported by PMBOK® Guide (2013) andprogresses to the, equally importantRequirements Breakdown Structure (RBS)identified by Wysocki (2012,) and yetanother heuristic function essential to thescheduling and based on the experience ofthe compiler leading to a series of Ganttcharts as presented by Meredith andMantel, (2012) and known to us as the LevelI schedule prior to further decomposition tothe required Level and associated detail, allbased on practical experience.Validation of situations requiringapplication of heuristic technique in place ofexact scientific methodology is supplied byMartí and Reinelt (2011) who advocate the

practice when:• No current methodology is available toaddress the problem that exists.• Available technology is incompatible withcurrent hardware/software• Heuristic methods are more flexible andallow for incorporation of unique factorsdifficult to model.• The heuristic technique is a recognizedmodel providing an optimal solution The efficacy of the heuristics approach maybe measured by comparison withalternative methods. Yang and Fu (2014)related their method to the critical chainproject management (CCPM) developed byDr. Eli Goldratt first introduced to theindustry in 1997 in his Theory ofConstraints book ‘Critical Chain’.

Assigning limited resources betweencompeting Projects demands compromisesfrom individual PMs to achieve theOrganizational goals of the program orportfolio therefore the efficacy of anyresource allocation model is directlyproportional to the cordial relationshipsbetween the various parties involved, afurther heuristic trait identified by Lasloand Goldberg, (2008)

Kuprenas (2003) argues that pastresearch on matrix structures indicates thatManager politicization related toassignment of finite resources betweenProjects can lead to Project delays andalterations to prioritization and is one of theleast desirable heuristic factors to beconsidered.

Risk Management is generally the lastfunction during the planning phase.Considering Kerzner, (2009), failing to planwill not create less risk, but will limit theability to respond; PMBOK® Guide (2013)states six criteria for consideration themajority of which are heuristic andgenerally based on previous experience:• Risk identification •Management planning• Quantitative risk analysis• Qualitative risk analysis• Risk monitoring• Risk response planning

It may beconcluded that the heuristic approach inscheduling is essential due to the uniquenature, uncertainty and ambiguity of the

However, evenheuristics requires some degree ofgovernance, hence it is essential to supportthe seasoned practitioners making hands ondecisions with a structured OrganizationalLearning procedure system advocated byVon Zedtwitz (2003,) furtheraccommodating the Double Loop Learning(DLL) considerations presented by Argyrisand Schon (1978) if there is to be any firmreference database and degree ofcredibility to the heuristic approach.

Finally, in support of heuristics rememberthe parable of ‘The Repair Man ‘: The boilerwas malfunctioning and despite the bestefforts of the technicians refused tooperate.

The PM reluctantly engaged the servicesof a retired Consultant, who arrived,surveyed the system and after dueconsideration, in front of all, produced a canof fluorescent spray and marked a large Xon a specific area on the boiler and, taking alarge sledge hammer delivered a forcefulblow right on the mark. The boiler rumbledinto life and the Consultant duly emailed hisinvoice to the PM.

The PM was aghast, arguing that he wasnot paying such a vast fee for merelystriking a boiler with a hammer.

The Consultant calmly responded withthe statement that striking the boiler wasfree. Knowing where to strike it validatedhis fee.

Never underestimate the value ofexperience, Lessons Learned and the skillsetimpossible to pigeonhole.

Disney Springs – Downtown Disney OrlandoThe transformation of Downtown Disneyinto Disney Springs is surging forward tocreate a unique destination that will treatguests to significantly more shopping, diningand entertainment amid beautiful open-airpromenades, meandering springs andwaterfront charm.

The programme set in place in 2013 was tocreate a focus that; “Disney Springs will be a timeless, vibrantplace where Walt Disney World guests andlocal residents can relax, shop, dine and beentertained in an imaginative setting wherethey’ll instantly feel at home,” said TomStaggs, chairman of Walt Disney Parks andResorts. “Featuring distinctive brands, world-class restaurants and unforgettableentertainment, Disney Springs will bebrought to life with the same focus onstorytelling and attention to detail that goesinto our theme parks, resorts and cruiseships, resulting in a welcoming space thatonly Disney could create.”

The development provides a key focus onspace and land utilisation whilst recognisingthat visitors need ease of access linked tosafe and secure parking facilities, this hasbeen addressed through the creation ofmulti-storey car parking and access links tothe highway.

The proposals incorporate two multi-levelparking structures built, one on theMarketplace side, and one of the West Sideto provide a total of around 6000 spaces –with no charge for parking.

This fundamental provision has enableddevelopment to take place, in effect,development on virgin land previouslyallocated for parking, on space which hasenabled further redevelopment within thecurrent complex to be carried out. The worksprovide a mix of low to medium risedevelopment with flair and character tocontrast with and enhance the architecturalsetting of the newly named Disney Springs.

When complete in 2016, Disney Springswill double the number of dining and retaillocations of Downtown Disney, andexpanding the facilities to more than 1million sq ft.

Applications of Advanced Oxidation Processes (AOPs)using Solar Photo-Fenton Disinfection for Water and Wastewater Treatment in African States.

of Engineering and Science, Departmentof Engineering Science, Medway Campus,Kent, United Kingdom.The use of solar energy in water andwastewater treatment is a relatively newconcept, drafted in as a possible option toreplace chlorination wherebycarcinogenic concerns have beenhighlighted in recent years. Theapplications of solar energy drivenprocesses via Photo-Fenton kinetics canbe beneficial in the long-term forsustainable treatment of water andwastewater where there is an abundanceof sunlight. Solar energy driven waterdisinfection processes are especiallypractical in developing African countries. Solar Photo-Fenton (SPF) disinfectioncombines UV rays (free and naturalresources) with readily available chemicalcommodities such as Hydro-Peroxide(H2O2) if applied suitably can detoxifypolluted waters. This project assessed theperformance of a novel solar-photochemical reactor, designed,constructed and tested at the Universityof Greenwich, UK using surface waterfrom the Medway River, Kent England.The main purpose for testing andapplications of SPF is for potentialimplementation in developing Africancountries such as Tanzania.

A design was conceptualised and builtwith the aim of modelling a reactor thatachieved the concept of sustainable waterand wastewater treatment. The reactorcomponents was relativity cheap to buildand remained effective and durablethroughout the water treatment process.These features of the project conspired asa further dimension: to create a modelthat was applicable to rural communitiesin Africa, specifically Tanzania, where thelack of clean water is an evident anddangerously invasive element of the 21stcentury. The Photo Fenton or Solar PhotoFenton reaction involves a reaction withthe addition of Ultra-Violet rays, IronFe(II) and hydrogen peroxide (H2O2). TheFenton reaction was discovered bychemist Henry John Horstman Fenton in1894. He (H. J. H Fenton) discovered thatmixing Iron Fe (II) with specific oxidisingagents (H2O2) created a solution withpowerful oxidising capabilities which isreferred the ‘Fenton Reagent’ today.

The photo-reactor constructed had a

volumetric capacity of 15 Litres and wasconnected to an inflow/storage watertank. Regulated flows occurred through aperistaltic pump for varying retentiontimes (Figure 1). The water treatmentperformance was evaluated weekly forthe removal of chemical oxygen demand(COD), biochemical oxygen demand(BOD), turbidity and nutrients (Nitrates,Nitrites and Phosphates) within watersamples at various retention times andflow rates. When there was overcastconditions, a UV lamp (200-400 nm) wasused for the disinfection process to mimicconditions similar to those found inTanzania. The design was effective with turbidity,colour and organic loading levelsgenerally dropping throughout the courseof the experiments (April-July 2015). Areduction in these parameters proved theeffectiveness of the Fe(II) as a coagulantand H2O2 as an oxidising agent. Theinfluent water chamber also created a lowturbulence environment, whichencouraged suspended solids to settle atthe base.

The Photo-Fenton reactions from thefindings proved to be very applicable to

the African continent and its needs forpotable water supply. The reactor designwould require continuous maintenancedue to pipes, leakage and general wearand tear caused by organic and inorganiccompounds in the water which can alsodisintegrate the pump components(Figure 2). Furthermore, the Photo-Fenton process can be quite effective inprimary stages of water treatment,without the requirements of a UV-Lampdue to sufficient sunlight and warmclimatic conditions.

Currently the Fenton reactions hasshown to be quite effective in the primarystages of the water treatment process,with its effectiveness as a coagulant andoxidising agent as shown by previousresearch, in reducing organic loading to a

desirable level for water consumption.The low capital cost and operational costfor such technologies can be veryapplicable to developing nations such asTanzania. However in conditions wherelevels of pollution are extremely high,there will be requirements for additionalfiltration and treatment before it canbecome a remotely viable portable watertreatment mechanism. Canal Mania and the Engineer That Time Forgot - Part 2The Grand Junction Canal as designed andcreated by William Jessop was, and still is,the vital link between the Home Countiesand the Industrial heartland of England.The Grand Junction canal was built to awide beam specification. The proof of thevalue of this wide beam decision ishighlighted in the fact that this very canalwas increased in the 20th century byadding an additional narrow lock alongsidethe original wide locks.

This picture shows a typical Grand Union(the modern name of the Grand Junctioncanal) lock showing on the left, the originalwide lock and on the left, the location of thenarrow lock built alongside. The secondpicture shows a similar set up on thePaddington Arm of the Grand Union atCamden, in North London.

This expansion came at a time when thecanals in general were in decline, trade wasstill brisk on the Grand Junction Canal,carrying goods from the Black Country to

London and beyond. This increase in lockcapacity was invaluable during World War2 when countless tons of goods, fuel,ammunition etc. were moved, generally bya band of willing volunteers. Many ladieschose to operate the canal boats ratherthan join the Land Army.

The route of the canal was largely asBarnes had surveyed it. The London endwas moved to join the outfall of the RiverBrent and a considerable amount of

straightening out wassuggested by Jessop,particularly around theLeighton Buzzard area. Evenwith these “Jessop”modifications, this section ofcanal is very twisting, makingtowing a butty with amotorboat quite hard work.Water supply was one ofJessops main priorities andconcerns. This vital questionwas frequently overlookedby the first generation ofcanal engineers. The lack ofattention to this vitalquestion by the pioneers ledto many canals becomingquickly unviable, particularly

in summer time when rainwater runofffrom fields was almost non- existent.Jessop always made sure there wassufficient water for any canal he wasinvolved in.

The Grand Junction follows the naturalcontours of the Brent Valley and thenheads north to follow the river Colne,

taking the contour routewhich would have pleasedthe earlier engineers. Wherethe likes of Brindley may wellhave of staggered their locksalong the length of thewaterway, Jessop tended togroup his locks together.This made constructioneasier as all the materials,tools and workforce neededwere in one place. When thecanal was completed theclose grouping of locks madea journey quicker as lockscould easily be preparedslightly in advance of theboats arrival without fear ofthe lock being turned by a

boat coming the other way. Lifting the canalat Hanwell over 50 feet was achieved inwhat is now known as the Hanwell flight.Six closely grouped locks making the climb

in a very short distance. During the 20thcentury peak a small tractor was designedand used on this flight to speed up thepassage of the work boats, many stillworking with horse and mules as their mainpropulsive source. A steady, unspectacular,almost boring climb brings the canal to thefirst of the major obstacles on the proposedroute, the Chiltern Hills. Barnes originalplan was to take the canal on a moreeasterly direction with a lock free sectionbetween Hemel Hempstead andRickmansworth but with a tunnel atLangleybury, south of Kings Langley.

Jessop was no lover of tunnels and theGrand Junction canal was to confirm thissomewhat negative view. Tunnelconstruction technology was borrowedfrom the mining industry. Sadly thistechnology was surrounded by myth,legend and uncertainty; not a great way tohelp a sceptic plan the construction of atunnel. A mining engineer simply followedthe seam of coal, wandering wherevergeology took him. Perhaps they shouldhave been called shoring engineers as thiswas their main purpose in life. The canalengineer had no choice but to bore a tunnelin as straight a line as possible between twofixed points. By this time the art andscience of surveying was pretty wellestablished, skills mainly “borrowed” fromthe military. However, the science ofGeology did not exist. One of the pioneersof Geology, William Smith, discovered theprinciple of rock strata from his work as acanal engineer in the 1790’s. With all thisuncertainty Jessop changed his mind aboutthe Langleybury Tunnel and opted for analtered route and the use of locks instead.When the canal reached the Chiltern HillsJessop was presented with the ChilternHigh Ridge. A road ran through this ridgearea, a drovers’ road now known as theA41. Jessops solution to the problem ofthe Chilterns was unique at that time. Hemade the decision to not use locks. Thenumber of locks required would have beenhuge, probably 20 going up and thirty goingdown the other side. The water shortageproblems created by that number of lockswas massive. As a brief aside, a typical lockon the Grand Junction canal uses 96,000gallons of water every time the lock is used.That water flows downhill, so whateverdirection the boat is travelling in, the96,000 gallons travels downhill andeventually to the sea, lost forever. InJessops view, using locks was not an option,nor was a tunnel. Jessop was forced tocreate a new item in the field of canal

Canal Mania and the Engineer That Time Forgot - Part 2 (Cont’d)engineering, the deep cutting. Jessops plancalled for a deep cutting to slice throughthe hills. This concept was civil engineeringon a new and impressive scale. In todays’terms the Tring summit cutting, as it isknown, doesn’t even look that exciting orimpressive when compared for examplewith the M40 cutting that passes throughthe same chalk ridge. However, we need toremember that the Tring cutting was cutusing manpower alone, whereas the M40cutting was a machine powered operation.

Picks, shovels and pretty crudeexplosives were the tools used to movemountains in the era of Jessop and hiscolleagues. Moreover, when the mountainhad been moved there was the question ofremoving the spoil. The quickest way toremove the spoil was to carry it straight upto the top of the new cutting. Thesteepness of the cutting sides mademanual, one man and his wheelbarrow,removal an impossible task. Another pieceof fascinating civil engineering was createdjust for this particular task. Planks werelaid up the side of the cutting and thebarrows were attached to a rope which ranover a pulley and was connected to a horse.As the horse walked away from the edge ofthe cutting the barrow was pulled up, beingbalanced by the navvie in his huge boots,trying his hardest to retain his balance onthe greasy planks at all times. Comingdown was equally interesting as thenavvies ran down the slope, being chasedby their barrows! Exactly this sametechnique was used less than 50 years laterwhen Robert Stephenson arrived to createa similar cutting literally a few yards fromJessops, to carry the London andBirmingham railway.

Once clear of Tring the canal swoops andswings down the hill in a collection of locks,passing the reservoirs that keep the canalin water. Tring has always played a vitalpart in our canal heritage. Many of theunique elements that give the canals theirfascination seem to come together at Tring.Firstly of course is Jessops masterpiece,the deep cutting. When that cutting isviewed today it has largely been reclaimedby nature. No cold, bare, chalk slashthrough the Chilterns contrasting with thegreen surrounding countryside. That slashis now hidden, covered by nature. Whentraversing the cutting today there is still nopossibility of mistaking the cutting assomething nature created, howevermanmade it is, the cutting is an amazingexperience. The cutting itself is wideenough for two narrowboats to bebreasted up, forming, if you will, one broadboat. This wider canal width was anessential part of the Jessop plan. With thereluctance of the more northern canalcompanies to increase lock width, Jessop

had to make his locks, tunnels and canalstructures wide enough not to justaccommodate a wide beam vessel but toalso be able to handle two narrowboatsrunning abreast. This gave the narrowboatthe versatility it needed. On arriving at thenarrow canals the paired narrowboatswould be singled up, the motor boat (orhorse drawn boat) would simply tow its’partner along behind. Tow ropes remainedattached even when the motor boatentered a narrow lock. The motor boatwould exit the lock and stop, the lock wouldbe turned and the motor boat would pullthe butty boat into the lock. This pictureshows a typical narrowboat pair of workingboats, still plying their trade, breasted upand passing through Hemel Hempstead.

As the boater comes out of the cutting heis presented with the Navigation pub onthe left and the Bulbourne Maintenanceyard. Until recently lock gates of solid Oakwere made here and transportedthroughout the canal system, naturally byboat. The Grand Canal is a broad canal,able to take either a Thames barge or twonarrowboats at the same time.

Original Oak lock gates have been largelysuperseded by steel gates. However, thesteel gates have proved less than perfectfor their task. With lightweight balancebeams the slightest breeze will easily opena closed steel gate causing all sorts of waterleakage problems. Most of the yard is nowin private hands however the ornamentaltower clock, a feature of all canal companybuildings, is still in place. The lock cottage,Managers house and simple canal bridgesmake this area into the epitome of visualcanal lore. Interestingly, Tring is always thecanal area that Members of Parliamentvisit when the question of BritishWaterways’ expenditure is discussed.

The canal continues to swing past the

reservoirs, their man-made appearancegreatly reduced to almost nothing. Theedges softened by bull rushes and reeds;something that is not allowed to happen onthe canals themselves. Reeds have a habitof growing from either bank, trying theirhardest to meet in the middle of thewaterway.

The slow, gentle passage is interruptedby the next major problem to confrontJessop – the River Ouse. It has to beremembered that Jessop was not at thehead of the navigation all the time. He wasalmost always away from the canal,working on the next engineering questionthat needed to be solved. The day to dayoperation was managed by Barnes, theResident Engineer. Barnes post survey planwas to drop the canal down to the river,cross it and then climb back up to the canallevel. Jessop talked to local farmers andgained an important understanding of thelocal conditions. The river Ouse at thislocation is well known locally for itscapacity to flood at the slightestopportunity. Jessop recognised anotherwater problem and that was of supplyingthe flights of locks with water. The wholeRiver Ouse problem was the first timeJessop and the Canal Company crossedswords; it was not to be the last. Jessopwanted to build an embankment and anaqueduct to cross the river. At this time theinvestment support for the whole GrandJunction project started to falter. News ofa possible war against France kept moneytightly tied in financers’ purses. TheCompany needed a quick solution to theOuse problem so that they could get trafficmoving and therefore bring in someincome. To bend to the demands of theDirectors of the Company Jessopformulated a plan to create two flights oflocks, one down and the other up, the sidesof the river. These locks were to beconstructed of timber only, no bricks wouldbe used. Jessop insisted that they would bea temporary remedy; the lock gates wouldbe used elsewhere once the embankmentand aqueduct were in operation. Jessopmoved on to the next potential problem,leaving Barnes in charge to control theconstruction of the locks and aqueduct.

A conventional brick built aqueduct wasbuilt. On frequent visits Jessop complainedof falling standards both of materials andworkmanship. The Company were notprepared to listen to his concerns and in1807 part of the embankment collapsedand Jessop reported that the aqueductitself was far from satisfactory withshrunken brick piers, out of line arches andmortar failing. A number of acrimoniousmeetings took place with all partiesblaming the each other. The argumentswere brought to a sudden end when the

Jessop pushed ahead for theconstruction of his iron aqueduct, a plan hehad been trying to promote for some time.This aqueduct is still doing its job to thisday. It is not particularly attractive.However it is perfectly functional and sincea recent facelift paint job, looks and actsthe part to perfection. The temporary lockswere dismantled and the gates used inother locations on the canal. A climb downfrom the aqueduct takes the keen canalbuff to the site of these locks. There is notmuch to see but imagination will show theexact location of the locks themselves.Nothing is overgrown, but just gentlycovered in grass, nature once morecovering the canal builder’s scars.

Meanwhile Jessop had been working onthe next problem, the Blisworth Hill. Twotunnels were planned in this region, one atBlisworth itself measuring 3,055 yards andthe second at Braunston measuring 2.044yards. Both of these tunnels confirmedJessops earlier fears of taking the canalunderground. The problems were largelydown to the failure of the contractors tocarry out their work thoroughly and thefailure of the Resident Engineer, Barnes, tokeep the contactors literally, on the straightand narrow. Both of these canals have an Sbend in them. Quite an interesting exerciseas the first time boater venturesunderground! At Braunston, quicksandwas discovered. This was not found whenthe test bores were sunk. In spite of thishiccup and the S bend in the middle,Braunston tunnel was completed on timeand was opened in the June of 1796.Blisworth however was not so easilyconstructed. Without Jessop beinginformed, the contractors started todeviate from the underground surveyroute. This was done to make their workeasier. Brickwork was found to be sub-standard with whole sections crumblingand falling away. The whole tunnel was inline to become a total disaster.

Many harsh meetings were held. Jessopsanswer was to abandon the tunnel and optfor a deep cutting on the top of the hill andto run locks to and from this cutting. Heproposed steam engines to pump waterback up the lock flight to keep the summitlevel filled. In later years, when watershortages became commonplace, the ideaof steam engines pumping water backuphill was adopted on many canals,including the Grand Junction. Barnes, theoriginal surveyor and also the ResidentEngineer who had not been keeping strictcontrol over the wayward contractors,offered to contract for a new tunnel that he

could complete in three years. Jessop wasagainst the idea but true to their recentform, the directors of the Grand JunctionCanal company ignored their ChiefEngineer in favour of the “quickie” solutionoffered by Barnes. Work started on thenew tunnel in 1796 but the still pertinentpotential war was keeping money awayfrom investments. The construction almostcompletely ground to a halt. Jessopsuggested a tramway to remove the spoil,one of the largest problems the contactorswere experiencing. A specialist in tramwaydesign and construction was called in tooversee the work. Benjamin Outram alsohappened to be a partner with WilliamJessop in a Derbyshire Iron works. Withthe help from the tramway and the fairlyregular news updates to Jessop supplied byOutram, the tunnel was finally completedand opened in 1805. One of the longesttunnels in the country, Blisworth was wideenough for a barge to pass through or twonarrowboats to pass each other in oppositedirections. There was no towing path in thetunnel so the horses had to be taken overthe hill and down the other side, hopefullyin time to meet their boat as it exited thetunnel. Horse powered craft were “legged”through the tunnel by two men lying onplanks and “walking” along the tunnel wall.The shifting sands and moving loose rockthat plagued the tunnel create problemseven to this day. When Barnes offered his“build another tunnel” bid he stated that”tunnels, when completed require littleexpense in keeping them in repair”. Had theCompany known just how much that “littleexpense” was to prove, they would havealmost certainly opted for Jessops cuttingand lock solution. A further tunnel justabove the, now famous, Hatton flight of 21locks has a unique answer to the “movin’the hoss” problem. The hill proved to betoo steep for horses to climb easily, Jessopgave them their own tunnel as can be seenin this picture. As can be seen, this tunnelwas only quite short, however, there is stilla very slight kink in the middle, not noticedby a narrowboat but can be felt by abreasted up pair.

The Grand Junction Canal ended atBraunston junction where a smallcommunity quickly grew. Braunston is stillregarded by many as the heart of the canalnetwork. The canal was, from its inception,something far more than a route from theThames to Braunston.

The original Act made provision for anumber of branch arms to be built. As isinevitable, some of these branches neversaw the light of day or heard the clump ofnavvies’ boots, but the others werecompleted and joined the Grand Junctioncanal. Altogether the Grand Junction wasenlarged by branches to Aylesbury,Buckingham, Northampton, Old Stratford,Paddington and Slough. Of these, thePaddington Arm was by far the mostimportant. One carrying company, at least,realised the potential even before the Armwas completed.

The story of Pickfords and the canals isfor another time.

The Grand Union canal is a thrivingwaterway today. Hundreds of peoplechoose to live their lives on the canals,many of them on the Grand Union. Thispicture clearly shows the popularity of thecanals! An annual Canal Festival atRickmansworth in Hertfordshire withboats filling the canal from one side to theother and about 10 deep.

Your connected car pings yourestimated time of arrival to your home. Thethermostatically controlled heating comeson; the lights in the hall and living room popon; the oven begins warming up the dinneryou cooked the night before. No, you’re nottrapped in a sci-fi movie – your home hasjust been upgraded into a Smart Building.

The phrase "Smart Building” conjures up

images of sleek new structuresincorporating all the latest energy-saving,new age technology bells and whistles, butthat’s only part of the story as a number of“smart” elements could apply to older,existing buildings.

But what exactly are Smart Buildings?The simple answer is that there’sautomation involved somehow that makesmanaging and operating buildings moreefficient. Pinning down an exact definition,though, isn’t easy in a sector that’s evolvingso quickly.

IBM offers one explanation: “Smarterbuildings are well managed, integratedphysical and digital infrastructures thatprovide optimal occupancy services in areliable, cost effective, and sustainablemanner. Smarter buildings help theirowners, operators and facility managers

improve asset reliability and performancethat in turn reduces energy use, optimiseshow space is used and minimises theenvironmental impact of their buildings.”

At the most fundamental level, SmartBuildings deliver useful building servicesthat make occupants productive (forexample illumination, thermal comfort, airquality, security, and sanitation to name buta few) at the lowest cost and environmentalimpact over the building lifecycle. SmartBuildings look beyond the buildingequipment within their own walls. Smart Engineering

Currently two of the hottest topics in theconstruction industry are BuildingInformation Modelling (BIM) andsustainability. BIM has been credited for itsability to provide innovative, efficientbuildings through closer collaboration andintegration. It has also received wide acclaimfor being extremely cost effective. With all thebenefits that BIM offers, can it also helpbuildings go green?

The short answer to this question is yes.One of the core values of using BIM is that itcan contribute to the design, construction andcommissioning of buildings with lowerenvironmental impacts, whether this is in theform of energy-efficiency, the cutting ofcarbon or for better use of fewer materials.Using BIM, designers have the option to runsimulations to test daylight usage, heaters andair flow systems at any stage in the designprocess, staying ahead of the game and havingconfidence to design projects sustainably.

The key point when discussing BIM intandem with sustainability is the fact that itgives managers, designers, architects andengineers an informed choice at the earlystages of a development. It helps contractorsreduce waste associated with the over-ordering of materials, whilst promoting amore efficient construction process. As wellas being clever enough to understand how toput a building together, BIM will also allowindustry professionals to have a better graspof how that building should perform andlater, how it might be taken apart. From thedesign stage to then monitoring how thebuilding is performing, the data BIM provideswill enable you to make choices that ensurethere are lower environmental impacts andless waste.

BIM allows access toautomatically calculatedand current design datauseful for environmentaland heat-loss analysis,such as floor and surfaceareas and buildingvolumes. This type ofinformation is vital whendesigning sustainably,and allows designers thefreedom to plan aheadwith confidence. This isproof that BIM can

provide immediate sustainability benefits,allowing designers to source materialsefficiently and thus reducing waste by usingthe right materials and products in the rightquantities for the job.

There is no doubt that greener buildingsare becoming more frequent. Designingbuildings with the idea of going green is nowan extremely important part of the wholeprocess. City of Berkeley enables Online Building Permit Application Processwith integrated solution from Accela and e-PlanCheck® The City of Berkeley, CA recentlyannounced it will be adding electronic planreview services by implementing e-PlanCheck (EPC) through the review tool'sdynamic integration the Accela CivicPlatform. Accela currently supports theCity of Berkeley with software solutionsfor permitting, workflow automation,auditing, reporting, and online servicesincluding mobile solutions. By 2016 theDepartment of Planning & Developmentwill incorporate EPC in the Building Permitprocess, enabling community members toapply for building permits online, andallowing the city to perform plan reviewswithout printing a sheet of paper.

BIM - REVIZTO 3.7

The programme for Government 2015-2016, announced their intention toreview the planning system. It stated:

“We will review the operation of theplanning system in Scotland, identifyingthe scope for further reform with a focuson delivering a quicker, more accessibleand efficient planning process, inparticular increasing delivery of highquality housing developments. Our aimsare to:• Ensure that planning realises its fullpotential, unlocking land and sites,supporting more quality housing across alltenures and delivering the infrastructurerequired to support development.• Streamline, simplify and improvecurrent systems and remove unnecessaryblockages in the decision-making process.• Ensure that communities are moreengaged in the process.• Continue to meet our statutory andinternational obligations in protecting andenhancing Scotland’s nature andenvironment.”In short, the review aims to achieve, aquicker, more accessible and efficientplanning process in order to build investorand community confidence in the system.The review will be undertaken by an

independent panel, chaired by CrawfordBeveridge, and also including PetraBiberbach and John Hamilton. The panelwill provide a strategic perspective andwill be open to ‘gamechanging’ views andideas.

TimescaleThe panel have set out the timetable forthe review process and are expected toreport in Spring 2016. Thereafter ScottishMinisters will respond to itsrecommendations with a programme forfurther targeted improvements to theplanning system.

Key IssuesThe review will focus on “6 key issues”.• Development planning;• Housing delivery;• Planning for infrastructure;• Further improvements to developmentmanagement;• Leadership, resourcing and skills; and

• Community engagement.Getting involvedThe panel would now like to invite writtenevidence from all interested parties. Theclosing date for written evidence is 1stDecember 2015.

ONR announces new Chief Exec.Adriènne Kelbie has beenappointed Chief Executiveof the UK’s nuclearregulator. Adriènne willtake up the appointment on18 January 2016.

Commenting on the appointment, NickBaldwin, ONR Chair, said:

Local Authorities – Tackling overheating in homes

For the last yearthe Zero CarbonHub has beenworking with localauthorities, centralgovernmentdepartments andthe housing andhealth sectors tounderstand howwell prepared weare in England and

ISO 9001:2015The latestedition of ISO9001, ISO'sflagship qualitymanagementsystemsstandard, hasjust beenpublished. Thisconcludes over

three years of revision work by expertsfrom nearly 95 participating and observingcountries to bring the standard up to datewith modern needs.

With over 1.1 million certificates issuedworldwide, ISO 9001 helps organizationsdemonstrate to customers that they canoffer products and services of consistentlygood quality. It also acts as a tool tostreamline their processes and make themmore efficient at what they do. Acting ISOSecretary-General Kevin McKinleyexplains: “ISO 9001 allows organizations toadapt to a changing world. “We have now gone a step further, andISO 9001:2015 is even less prescriptivethan its predecessor, focusing instead onperformance. We have achieved this bycombining the process approach with risk-based thinking, and employing the Plan-Do-Check-Act cycle at all levels in theorganization.

“Knowing that today’s organizations willhave several management standards inplace, we have designed the 2015 versionto be easily integrated with othermanagement systems. The new versionalso provides a solid base for sector-qualitystandards (automotive, aerospace, medicalindustries, etc.), and takes into account theneeds of regulators.”

As the much anticipated standard comesinto being, Kevin McKinley concludes, “Theworld has changed, and this revision wasneeded to reflect this. Technology is drivingincreased expectations from customersand businesses. Barriers to trade havedropped due to lower tariffs, but alsobecause of strategic instruments likeInternational Standards. We are seeing atrend towards more complex global supplychains that demand integrated action. Soorganizations need to perform in new ways,and our quality management standardsneed to keep up with these expectations. Iam confident that the 2015 edition of ISO9001 can help them achieve this.”

The Consumer Rights Act 2015 -United KingdomThe Consumer Rights Act 2015 came intoforce on 1 October and is intended to helpconsumers and businesses avoid disputes. Ifthere is a dispute, however, changes havebeen brought in to make them easier tosettle.

Alternative Dispute Resolution (ADR) willoffer a quicker and more affordable way ofresolving disputes than going through the

courts. ADR is a process that enablesdisputes to be settled by an independentmechanism outside the court system.Consumers can obtain more informationand advice on their rights from CitizensAdvice, including information on ADR.

Other significant changes fortradespeople will be increased clarity aboutwhen a consumer has or has not got the rightto reject goods, and a new presumption thatconsumers should not have to acceptmultiple attempts at repair or replacement.

Buildings and Energy Efficiency Event Manchester 2015Professional Engineers play a key rolewithin the development team and there isan expectation that they are fully aware ofthe “expectations and requirements” of aclient and the needs to comply with the“political intent” of the Government.A prime focus is that of energyperformance geared to the resourcesavailable and the engineeringdevelopments that are taking place and themanner in which they can be applied toensure an effective payback period andfinancial incentive to the client. Manchester hosted the Buildings andEnergy Efficiency Event and the Societywas pleased to participate and share theexperience of the membership with boththe exhibitors and the delegates. TheSociety was represented by Ronald “Doug”Finch, newly elected to council and DavidGibson, Vice President International. Theevent had them on their feet and thediscussions that took place were mostpositive, with significant interest in bothmembership and activities of the members.The journal provided a real talking point asdelegates not only recognised andassociated themselves with the projectsidentified and the breadth of coverage.Doug, in his new role, shared his breadth ofknowledge and expertise in his discussionswith both students and fellow professionalsalike. A common theme being the linkagebetween academic and vocational learning.The exhibitors really applied themselvesand the range of materials, components,systems and technologies were of greatinterest and it was impressive to see theexhibitors not only working with thedelegates but also interacting with eachother. The event reflected not only anexhibition but also the opportunity forinteraction through the provision of one toone discussions with individuals but alsowith bespoke learning areas wherepresentations were made and opendiscussion took place. The content wassuch that the delegates were enthused andthis enthusiasm was apparent as theymoved from stand to stand. It is anticipatedthat specific articles will be provided andappear in later issues of the ProfessionalEngineer.
