DEWINE ON TRADE

INTRODUCTION

Mike DeWine has 42 years in elected office with a long

record, including 12 years as a U.S. Senator. It’s not hard

to tell from the positions he has taken over the years what

type of Governor he would be.

It’s no secret that Ohio has experienced significant job

loss due to global trade. But what is less well-known is

the role Mike DeWine played in supporting policies that

sent Ohio jobs overseas. By supporting China’s entry into

the WTO, voting to ensure the passage of CAFTA, and

denying Trade Adjustment Assistance to workers hurt by

bad trade deals, Mike DeWine has a long history of votes

that have hurt Ohio workers, businesses, and

communities. And as if his votes to ship jobs overseas

weren’t un-American enough, he even voted to weaken

"Buy American" requirements for our military, allowing

other countries to supply our armed forces.

The following issue brief will highlight votes that show

how DeWine is not for Ohio workers.

Supporting Permanent Normal Trade Relations with China/World Trade OrganizationAs a prerequisite to China’s entry into the World Trade Organization, then-U.S. Senator Mike DeWine voted to extend permanent normal trade relations to China in 2000.1 This vote ultimately paved the way for China’s entry into the WTO in December 2001 - allowing the country to expand its unfair trade practices to the world’s open markets. The Economic Policy Institute has estimated that 121,500 net jobs have been displaced in Ohio due to the goods trade deficit with China since 2001.2 A mere 5,700 of them have received trade adjustment assistance from Washington (See Appendix A for TAA certified jobs lost to China).3

Supporting Central America Free Trade Agreement

In his role as U.S. Senator, DeWine voted to implement the Central America Free Trade Agreement (CAFTA) in July 2005 [HR 3045, 7/26/05, #209] – which expanded NAFTA beyond its initial scope to include six Central American countries: Guatemala, El Salvador, Honduras, Costa Rica, Nicaragua, and the Dominican Republic. DeWine touted it as being a job creator on a 27-county tour of Ohio that same summer, saying, “In my opinion, it’s not going to affect [job loss], one way or another. I think it will be an overall plus.”4 DeWine voted in favor of CAFTA despite organized labor’s opposition to it.

Opposing Trade Adjustment Assistance for Workers On multiple occasions in the U.S. Senate, DeWine voted against funding for job training programs and Trade Adjustment Assistance (TAA) for workers harmed by trade. He voted against a 2002 amendment that would have authorized the Labor Department to provide grants for job-training programs through community colleges for those adversely affected by trade. This same amendment would have authorized six months of cash payments to workers who directly lost their jobs due to trade and who enrolled in remedial educational programs [HR 3009, Vote 111, 5/15/02]. DeWine was also one of the deciding votes against a proposed amendment that would have provided TAA benefits to longshoremen and other harbor workers who lost their jobs due to trade.

Weakening Buy American RequirementsAs a U.S. Senator, DeWine cast one of the deciding votes for an amendment weakening the Defense Department’s “Buy American” requirements that allowed the purchase of equipment manufactured by other countries. [S 1050, 5/21/03, #191]. The “Buy American” requirement was to ensure military components, equipment, and defense systems used daily by the Defense Department were made here in our country. The amendment DeWine supported exempted these defense goods from the “Buy American” provision and instead allowed the work to be done in other countries.
