This booklet lists all nominations for regional posts and committees received by the deadline of 26 January 2018, and any vacancies which remain. It also lists all reserved seats on the region’s committees and the names of those elected by their constituent groups to fill those seats. Where received, election addresses begin on page 19 and are listed in the order that elections will take place at the AGM. Following the AGM, there will be a secondary election process to fill any positions and seats which have not been filled.

Deputy Regional Convenor: Jenny Ford
I've been involved in Unison for 15 years a Learning rep, Health & Safety rep, a Lifelong Learning Co-ordinator and now Branch Secretary/Senior Steward. For 25 years I have worked in the NHS in the hospital's Facilities Department, as the Facilities Assistant Manager, which includes organising and delivering training for a multicultural and diverse department. I am a member of the Clinical Governance Education Network, for 6 NHS trusts in the Hampshire area, and I sit on the Joint Negotiating Committee for Solent NHS Trust, lead for Unison, playing an integral part in Staff Side negotiations. Within the Region I've been Regional Women's committee chairperson, and am currently vice chair of the Regional Health committee - for several years being a member the Health Standing Orders committee. As Deputy Regional Convenor for 2 years, I have contributed to Regional Committees, and worked with the Regional Secretary and Convenors, to produce the Regional Strategy, for the benefit of the membership. I was instrumental in bringing together locally, the Strategic Health Authority, Primary Care Trust, and Unison, creating an ongoing training facility, for disadvantaged low paid workers, whose first language is not necessarily English. Thank you for reading my address. Nominated by: Hampshire Health
Isle of Wight Local Government Portsmouth Health
Deputy Regional Convenor: Hayley Garner
I have been a UNISON member for 12 years, becoming active in my branch in 2011 during an industrial dispute with my employer. I am currently Branch Secretary of
20
Southampton District Branch and have been an active member of various regional and strategic committees on behalf of both my branch and the South East. I have led on a number of innovative projects to engage new members and activists including a learning programme for low paid workers resulting in 5 new Learning Reps. I developed campaigns to engage with our self-organised groups such as our work at Southampton PRIDE and running Hope not Hate training for members. I will continue to fight inequality and promote lesser heard voices within the trade union movement. I believe the experience and knowledge I have can be used within the role to help branches in the South East and their members. I understand the pressures we are under as activists and will work hard to make sure that members are at the heart of everything we do. Nominated by: Southampton District
Deputy Regional Convenor: Billie Reynolds
Positions Held: Branch Secretary Central and East Berks Delegate to Regional Council Member of Regional Committee Member of Local Government Committee
Election Statement: I have been Branch secretary for the Central and East Berkshire LG branch for the last two years. I also currently sit on the Regional LG service group committee and the Regional committee. I am a life-long trade union activist and Socialist. I would like to take this opportunity to represent UNISON at a higher legal and become a member of the regional conveyors group. Jane Armatige's retirement is a sad lost but I would like to play my part in filling that gap in some way. Please support me as deputy regional convener. Nominated by: Surrey County
National Standing Orders Committee Representative: Jon Appleton
Positions Held:
UNISON member since 1976 and active within my branch since 1977
Member of Regional Committee and Regional Education and Training Committee since formation of UNISON
Past member of the National Higher Education Service Group Executive
Past member of the National Executive Committee
Past member of National Standing Orders Committee
Chair or Co-Chair of Regional Education, Training & Development Committee since formation of new Region
21
Past member of Regional Finance Committee Election Statement: The National Standing Orders Committee (SOC) decides which motions appear on the Conference Agenda. It should not allow through motions which have not been properly approved by a competent body, or which are against the National Rules, or which genuinely don’t make any sense. Equally, it should not block motions because it does not like the ideas put forward in them. By Rule, Conference is the supreme policy making body in UNISON but it can only be that if it is allowed to discuss all the issues put forward by branches and other groups. I trust the Conference delegates to reject motions that are not in the interests of their members and believe that the SOC should only block motions in extreme cases. And it should not treat motions from the NEC more favourably than it treats motion from branches. I have argued strongly for this view and have been attacked for doing so. I am seeking your support to continue to fight effectively for an SOC that respects and reflects the views of branches and members and to fight effectively for the views of the SE Region on the SOC. Nominated By: Oxford Brookes University
National Standing Orders Committee Representative: Paul Couchman
I have been a trade union activist and a socialist all my adult life. I have been active in the UNISON SE Region for nearly 20 years – about 10 years on the Regional Committee. I am a regular attendee at Regional Committee meetings and I do not sit quietly twiddling my thumbs. I regularly speak at meetings and I am not afraid to challenge and question the leadership on behalf of members. I was elected as a Substitute National Standing Orders Committee Representative two years ago and I enjoyed this new and challenging role. I believe I represented the region well and I am standing again for the role. I have also been active on the Regional Standing Orders Committee so I can use my experience from that. I am a supporter of UNISON Action and I believe we need to see positive change in the union at all levels – including in roles such as Standing Orders. Vote for Paul Couchman as National Standing Orders Committee Rep.
Nominated By: Bucks Healthcare & Community Isle of Wight Local Government
Surrey County Local Government
National Standing Orders Committee Representative: Tania Earnshaw
Positions Held:
Steward
Women's Officer
22
Asst Branch Secretary and from 2009 Branch Secretary of Medway Towns LG Branch
Member of NWC SOC since 2015/16
Assistant Chair of NWC SOC 2018 Election Statement: I am just about to complete my term as the South East's rep on National Women's SOC. In this role I have learnt the role of Standing Orders Rep. and as this time draws to a close I would like the opportunity to continue to develop that area of work for our union. Unison has a great rule book, with sound policies and procedures esp. in terms of equality and inclusion but often for reasons of expediency these are selectively applied . SOC is one of the protections against this and it is crucial we have people skilled up and able to question and debate motions and take decisions based on both the letter and the intention of rule in a fair, accountable and transparent way. I would love the opportunity to widen my SOC experience and help to improve the union's democratic processes. Nominated By: Medway Towns
Regional Committee: Jon Appleton
Positions Held:
UNISON member since 1976 and active within my branch since 1977
Member of Regional Committee and Regional Education and Training Committee since formation of UNISON
Past member of the National Higher Education Service Group Executive
Past member of the National Executive Committee
Past member of National Standing Orders Committee
Chair or Co-Chair of Regional Education, Training & Development Committee since formation of new Region
Past member of Regional Finance Committee Election Statement: The Regional Committee is responsible for providing leadership to the region between Regional Councils and for ensuring that the region is functioning effectively. I believe that my experience, as a long standing branch activist, deeply involved in delivering and organising the education and development activities of the region, on a national service conditions committee, means that I can make a valuable contribution towards achieving this. If elected to the Regional Committee, my priorities would be to ensure that the SouthEast Region is effectively organised and that its resources are focussed on providing the support to branches and members that they are entitled to expect, that the Region involves and is an effective voice for all the members and branches within it, and that it punches at (or preferably above) its weight within UNISON and within the wider society. Nominated by: Oxford Brookes University

Regional Committee: Paul Couchman I have been a trade union activist and a socialist all my adult life. Active in the UNISON SE Region for nearly 20 years – about 10 years on the Regional Committee. I am a regular attendee at meetings and I do not sit quietly twiddling my thumbs. I regularly speak out and I am not afraid to challenge and question the leadership on behalf of members. I am a keen supporter of equality and work to try to ensure fair representation at all levels within the union – in action as well as in words. I am a Lay Tutor so can run training for branches and/or the region. I have been successful in championing the £10ph minimum wage campaign, pursuing the demand for a special social care conference and highlighting democracy issues within the union. I have been the regional Social Care Convenor and Local Pay Convenor and I am always willing to support colleagues from other branches where I can. I hope, with your support, to continue to do this next year. I support the UNISON Action members’ network which aims to transform UNISON into more of a fighting, democratic union. Nominated by: Surrey County

NWC SOC member Election Statement: In the time I have been Branch Secretary we have seen massive changes in the public sector , esp under the recent austerity agenda. What were large workplaces that were relatively easy to organise have now become fractured , with members TUPED off to the private sector. The on-going pay restraint coupled with increasingly unattainable demands on the public sector is resulting in a membership that is exhausted , demoralised and more often than not keen to keep their heads down. As someone working against this tide in a small LA it is frustrating to see how slowly trade unionists are addressing the changing reality of modern organising. With around 78% of our members being women and many like myself working part-time I have an insight into the needs of the membership and need to see this reality reflected in the all the work Unison does and in all our democratic structures. I am standing for regional committee as I believe my trade union work and my personal experience in the workplace equips me to be part of the change in organising our union needs to focus on if we are the survive in and improve the modern work experience. Nominated by: Women’s Committee

Regional Committee: Carla Hardy
Having worked in Local Government for over 15 years I have been witness to many changes. As time goes on these changes seem to be more detrimental to my work colleagues and myself. This spurred me on to become a Unison workplace Representative. When I was made redundant from one local government and gained employment at another Council. One of the first things I did was make myself known to the branch, and, let them know that I wanted to become a rep. I am again a workplace rep and have also become a Health & Safety Officer. I really enjoy representing members at meetings and I am getting more involved with my branch. I do find this to be a very rewarding role and look forward to becoming as actively involved as I can. Nominated by: West Sussex Local Government
Regional Committee: Josephine Reilly
I joined Unison just under a year ago and quickly became involved monitoring the works noticeboard and then becoming a steward. As I began my first piece of training Medway Council put out a consultation for a large and complete restructure of their adult social care. I held meeting with staff and helped put together proposals against the restructure and pay grading and still continue to meet with staff and management as now they are making contractual changes to new contracts without discussions or negotiations. I completed the women in Leadership course in Canterbury in September 2017 which has given me an additional focus being part of the union. I work in a predominately female environment with little representative support and feel that it is my duty to help address the inconsistencies in this area. I like to assist others and have good interpersonal and strong leadership skills which I want to put to good use and being part of the regional council will give me the platform to not only support the members in my area but to increase our membership and activists and give greater presence and strength within the workplace Nominated by: Medway Towns Local Government
Regional Committee: Billie Reynolds
I am currently Branch secretary of CEBU Branch and seconded for full-time release from my job in Reading Borough Council in Adult Social Care. I am also staff side secretary for the combined staff side unions. After 7 years of Tory austerity, the Local Government Sector has taken unacceptable cuts which have impacted on our members with job losses, increased workloads and high stress levels. This high lights the importance of organising and recruiting in our workplaces so we can defend the rights of our members in an increasingly toxic workplace environment. I have been a delegate for Regional Council for 2 years and I am standing for a seat on the Regional Committee again this year so we can continue to develop robust strategies and actions to defend all of our members and would ask for your support to elect me again this year.

Regional Committee: Antoinette Solera
I have been a member of UNISON for nearly ten years and I have served as Communications Officer, co-Branch Secretary and Vice-Chair in my branch. I have been a member of Regional Council for two years. I am currently a steward and a health and safety rep, actively campaigning with other trade unions to protect our members’ terms and conditions. I’m known in my branch, my workplace and in my local community as an experienced, knowledgeable and vocal campaigner to defend jobs and services. If elected to Regional Committee I will use my voice to the best of my ability for our members, who have suffered greatly under the Government’s austerity agenda. Please consider voting for me. Thank you. Nominated by: Central & East Berkshire Local Government

As trade unionist we are always dealing with many issues within the workplace. These issues can start at local level but they grow to a national level. This is only possible with effective publicity and campaigning to spread the message. Through History many disputes have been won over workers joining together and commutating and acting collectively. As a trade unionist I feel that communication and campaigning this is the heart of what we do because greater awareness in the workplace is essential in achieving better working conditions for all workers. I attended IRC meetings and seminar in 2017. It is clear to me that while we in the UK continue to enjoy the relative freedoms, benefits and aspirations of so a called first world nation there are still many countries and peoples around the world that seem to be in constant human rights and political turmoil. I believe that is essential as a trade union to maintain our solidarity via our financial backing, ethical and legal support, to enable educational and health resources, freedom of speech and a right to democracy for all downtrodden people. Also to continue to support all those who have been denied basic human rights and intellectual freedoms and who live in perpetual poverty and fear, many under harsh and

often brutal political regimes and dictatorships, especially in the Middle East, Turkey, South America, Africa and Asia. I would like the opportunity to continue to support these causes in any way I can as part of Unison’s international support efforts with numerous trade unions and relief projects on the global stage.

Regional Standing Orders Committee: Paul Couchman
I have been a trade union activist and a socialist all my adult life. I have been active in the UNISON SE Region for nearly 20 years – about 10 years on the Regional Committee. I am a regular attendee at Regional Committee meetings and I do not sit quietly twiddling my thumbs. I regularly speak at meetings and I am not afraid to challenge and question the leadership on behalf of members. I was elected as a Substitute National Standing Orders Committee Representative in 2016 and I enjoyed this new and challenging role. I believe I represented the region well, have been elected again for the 2017 conference, and I am standing again for the National Representative role at NDC 2019. I am also standing for the new Regional Standing Orders Committee so I can still hopefully use my experience in the committee if I am unsuccessful in that election. I believe we need to see positive change in the union at all levels – including in roles such as Standing Orders. I support the UNISON Action members’ network which aims to transform UNISON into more of a fighting, democratic union.

Election Statement: I am seeking nomination as National Conference representative for the South East Region. I have been on the Regional Council for many years as well as Regional Committee, and many of you know me. I would like to have the opportunity to represent the South East Region and fully support all delegates and visitors to National Delegates Conference in Brighton 2018. I am more than happy to move any motions that the South East Region submits, and to fully engage with the processes of being the Regional Representative. I am fully aware

of the vast amount of knowledge and skills of taking on this role, and I have thought long and hard, but I am confident with the support from regional staff and colleagues from the Region I would be able to cope with any issues that may arise. I would very much like to gain the experience this opportunity would give me. I would be honoured if selected to be your representative at NDC 2018. Nominated By: Oxfordshire Health
Regional Representative to National Delegate Conference: Marcelle Quinn
Positions Held: Branch Steward Branch Equalities Officer Vice-Chair of Regional Disabled Members Committee.
Election Statement:
I have campaigned on behalf of all of our branch members as I believe that we are stronger if we work as a Team. My philosophy about being accepted when you have a disability is that we are equal, just different. For many years I have done all I can to get employers understanding disability issues better and to bring about disability leave and will continue to work towards this until it is accepted across all workplaces. At Disabled Members Conference I was asked by the Women's Committee to speak on the motion about difficulties faced not only by disabled women but all women who want to get engaged with politics. I am proud to say the Motion was passed successfully. I would like to be involved in creating Newsletters available to all disabled members across each region, to bring those members with disabilities the message that they are not alone, to provide messages of support/guidance through the maze of policies that have to be negotiated by every member but which can be so much harder with learning or reading difficulties. Newsletters could be in different formats to suit people's different needs and which would provide a sense of inclusion.
