The New EU Programs for 2014 – 2020 On the period 2014-2020 will be a priority focus on

achieving the objectives of the Europe 2020 strategy (smart, sustainable and inclusive growth), which becomes, according to the Commission, the leitmotif of the EU programming period after 2013.

EUROPA 20203 priority

The Commission presents the strategy which should enable the European Union (EU) to achieve growth that is:

SMART, through the development of knowledge and innovation; SUSTAINABLE, based on a greener, more resource efficient and more competitive

economy; INCLUSIVE, aimed at strengthening employment, and social and territorial cohesion.

In addition, the Commission proposes a series of targets to be achieved by 2020:

increasing the employment rate of the population aged 20-64 to 75 %; investing 3 % of gross domestic product (GDP) in research and development; reducing carbon emissions by 20 % (and by 30 % if conditions permit), increasing the

share of renewable energies by 20 % and increasing energy efficiency by 20 %; reducing the school drop out rate to less than 10 % and increasing the proportion of

tertiary degrees to 40 %; reducing the number of people threatened by poverty by 20 million.

The nature of the funds does not include the possibility of

making investments in works of a structural nature that fall

largely within the Structural Funds, except in specific cases

and for limited amounts.

The TRANSNATIONALITY is a condition always required, with rare

exceptions. Is therefore required a partnership of organizations

from 3 or more States, of which one shall act as leader, while

others participate as partners.

Contributions are always awarded a grant and cover percentages

ranging from 50% to 80% of costs. The maximum amounts of

funding are set out in the contract. The part of the budget not

covered by the EU support should be co-financed by the partners.

The New EU Programs for 2014 – 2020 The new programs will be oriented to the achievement of this goal and more

resources will be allocated to all those sectors considered crucial for Europe 2020 . This will result in :

increased support for research and innovation ( in particular, measures to support SME innovation and competitiveness - COSME , Horizon)

increased resources for the cultural industry ( Creative Europe ), new impetus to the infrastructure network ( the Connecting Europe)

strong emphasis on training and education through the establishment of what will be the successor of the Lifelong Learning Programme ( Erasmus for All) and which will include actions dedicated to the sport ).

strong emphasis on cross-cutting strategic priorities , such as environmental protection and the fight against climate change as an integral part of all the main instruments and interventions.

Future programming will also aims to reduce the number of programs and increasing the use of existing executive agencies .

EUROPA 20207 flagship inititives

The Commission presents seven flagship initiatives to be put in place at European level and in EU countries:

Innovation Union, to support the production of innovative products and services, in particular concerning climate change, energy efficiency, health and the ageing population;

the Youth on the move initiative, to enhance the performance of education systems, non-formal and informal learning, student and researcher mobility, but also young people’s entry to the labour market;

the Digital Agenda for Europe initiative, to promote the creation of a digital single market, characterized by a high level of trust and a clear legal framework. Furthermore, fast and subsequently ultra fast internet should be accessible to the population as a whole;

the Resource-efficient Europe initiative, to support the sustainable management of resources and the reduction of carbon emissions, while maintaining the competitiveness of the European economy and its energy security;

the industrial policy for the globalization era initiative, to help businesses to overcome the economic crisis, integrate into world trade and adopt more environmentally-friendly production methods;

the agenda for new skills and jobs, to improve employment and the sustainability of social models. The aim is to encourage the strategies of flexicurity, worker and student training, but also gender equality and the employment of older workers;

the European Platform against Poverty, to increase cooperation between EU countries, and to follow the Open Method of Coordination in the areas of social exclusion and social protection. The objective of the Platform is to be the economic, social and territorial cohesion of the EU, and the social inclusion of people experiencing poverty.

COMMISSION

In addition to the programs financed by European budget and primarily managed by the Member States (such as the Structural Funds for the common agricultural policy, cohesion funds and regional funds etc.), the European Commission directly implements some European policies co-financing (with a rate around 50% or 75%) those projects or initiatives whose goals and objectives are closer to its priorities.

In accordance with European policies, the Commission defines multi-annual programs related to each sector and implemented by different Directorates-General (DGs). Through direct funding, the Commission establishes a direct contractual relationship with the beneficiary, who is responsible for project implementation and management of resources. For some of the Programs the European Commission set up National Agencies in the member sates. Their primary role is to promote and implement the Programs at national level. The National Agencies are the primary sources of information for the users of the Programs.

COMMISSION : Calls for Proposals The publication indicates clearly the priorities

funded on a precise budget. It is only possible to submit a project proposal in reply to a call for proposals published by the EC in the Official Journal and on the Internet. Specific application files are published for each call and include the necessary documents and information to prepare a proposal. The Call text indicates very precise expiry dates that must be respected.

European Commission represents the concrete moment of opening of the possibility

The European Commission uses public contracts to buy goods and services - studies, technical assistance and training; consultancy, conference and publicity services; books and IT equipment etc. The providers are selected via calls for tender which are issued by the Commission departments, offices and agencies around Europe. The call fro tenders are published by the EC in the Official Journal.

COMMISSION : Eligibility

The beneficiaries may be public authorities, NGOs, research centers, associations, universities, etc. (rarely natural person). Depending on the type of the European program, they must follow the procedures set out in the call and must therefore satisfy the eligibility criteria (legal, financial and technical).

• Usually the European Commission requests the participation to minimum 3 partners from 3 different European countries.

• One of them is Lead Partner and is responsible for the division of tasks and co-ordination of activities among the partners . It is the responsibility of the Lead Partner to deliver on the overall objectives, including budget spend, verification, publicity, actions and activities, outcomes, and delivering within the programme timeframe.

value

The added value of the project towards European cooperation stems from the “share and exchange” process in which participants, learners and staff, are able to learn more from and about their counterparts and their local lifestyles variables.They should be capable to distinguish the “universal” dimensions from the regional ones in their national contexts.

EU 2014-2020 In addition to the co-financing, other principles that govern the granting of the subsidy are: - Non-overlapping: In no event shall the Union's budget can finance twice the same costs. This implies that a single action or a single beneficiary may not receive grants under a number of financial programs or actions co-financed by the EU budget;- Prohibition of retroactivity: Grants may not be awarded for work done, even partially, before signing the contract with the European Commission;- The absence of profit: the grant may not have the purpose or effect of producing a profit for the beneficiary or partners. In the financial plan revenue and expenditure must always be in balance.
