ITER is a crucial step towards the fusion power plants of tomorrow:

• ITER will be the first facility to test the integrated fusion technologies and

cutting-edge materials necessary for the commercial production of electricity;

• ITER Organization and the Domestic Agencies, together with Industry, are

combining the best Tokamak scientific knowledge and the best Industrial

know-how;

• Progress is visible, not only in the building erection but also at factories for

the fabrication of the components. This is tangible evidence of the

Nuclear Safety and Licensing Requirements:

• ITER is a nuclear facility (Installation Nuclear de Base #174) for which the

ITER Organization is the Nuclear Operator: French nuclear regulation applies,

in particular the Order dated 7 February 2012 concerning nuclear facilities;

• This Order applies to all Contractors dealing with structures, systems and

components in relation with nuclear safety requirements;

• Evidence of compliance with the regulation must be provided to the ITER

Organization and French Safety Authorities.

• The IO Procurement Procedure is based on International Public Procurement Rules,

ensuring competition, fair treatment and transparency;

• Contracts are placed through the Call-for-Tender process starting by the Call for

Nomination published through the Domestic Agencies.

The award criteria are of two types:

o Best value for the IO,

o Lowest technically compliant offer.

JAPAN: Connection of segments for the first inboard

Toroidal Field Coil structure was completed in November

2015, marking a significant achievement for TF coil

procurement.

INDIA: is responsible for the fabrication and assembly of

the 30 x 30 meter ITER cryostat. Pictured, six 60° base

plates for Tier-1 of the Cryostat Base Section are

temporarily assembled at the factory in order to check

tolerances. The base plates were delivered to ITER in

December 2015.

S. KOREA: At Hyundai Heavy Industries, where two of

nine vacuum vessel sectors are under construction,

welding is carried out on the upper section of the inner

shell for Sector # 6 ─ now 40% complete.

RUSSIA completes its share of toroidal field conductor

in June 2015. The milestone marks the end of a five-

year campaign to manufacture 28 production lengths

(more than 120 tons of material).

USA: General Atomics (GA) has launched fabrication of

the 1,000-ton superconducting Central Solenoid. The

component It will be among the most powerful magnets

ever built with each of the six modules containing the

equivalent energy of 1,000 cars racing 150 km/h.

A major milestone was achieved on 6 April with the

winding the first Central Solenoid module.

CHINA: Tooling and testing activities are underway to

prepare for the fabrication of ITER poloidal field coil

number 6 (PF6) at the ASIPP facility in China, which is

under contract with the European Domestic Agency to

produce and deliver this second-smallest ring-shaped

ITER magnet (350 tons, 10 m in diameter). Manufa

Manufacturing, Testing and Assembly constraints

Due to very high constraints the procurement strategy was refined in order to

cope better with the progress made on R&D and design

improvement/simplification such as:

o Reliance on long conductor unit lengths to eliminate the need for internal

conductor joints within coil;

o Change of winding pack design to simplify manufacture;

o Redesign of coil attachment to vacuum vessel stubs.

Overall procurement strategy

o Due to the difference in technology, the ITER Organization will place

separate contracts for the conductors and the coils production.

Q3-2017: Design, qualification, manufacturing, installation and commissioning of

the PSS-N control logic for detection and mitigation actions:

o Scope transferred from DAs to the IO: 66 Plant Safety Systems for Nuclear

(PSS-N) as part of 46 Procurement Arrangements;

o Covers all aspects of the manufacturing, including nuclear licensing,

environmental and product qualification, optimization of space allocation;

o But it excludes some PSS-N, especially those allocated to buildings, REMS and

Connectors and Vacuum Feedthrough for ITER Instrumentation

o Connectors for instrumentation connect instrumentation cables

to patch panels and vacuum feedthroughs;

o Vacuum feedthroughs enable the instrumentation cables to

cross the vacuum walls of the ITER cryostat and other vessels.

They shall be leak tight;

o Both are fitted to 40 pins connections and are designed for

high vacuum operation, some are operated at 80 K, others are

operated at room temperature;

o Needs: 240 of these items by 2017 and 2018 becoming the

standard applicable to all ITER systems.

Q3-2017: First Wall manufacturing, test and delivery of all the Diagnostics First Wall

(DFW) modules for ITER nuclear components.

o DFWs are large stainless steel blocks bolted to the Diagnostic Shield Modules. They

are designed to handle the radiant and nuclear heating from the plasma. In addition,

the DFWs provide custom viewing apertures for the respective diagnostics.

• The Atmosphere Detritation Systems form an important tritium dynamic confinement

barrier. It is based on oxidation and scrubber column technology;

• Japanese Domestic Agency and ITER Organization signed an Agreement establishing a

joint procurement approach for the ITER Detritiation System.

The Procurement Strategy is under finalization, based on a phased approach:

o Mid-2017: Component qualification for system isolation, valves, transducers,

blowers and control;

o > 2018: Final design of the components and system design, and the contract

management, manufacturing of the systems.

The Hot Cell Complex and the Radwaste Facility (RWF) consists of three buildings: Hot

Cell Building, Radwaste and Personnel Access Control Buildings. Together they provide

a secure environment for the processing, repair or refurbishment, testing and disposal of

ITER components that have become activated by neutron exposure.

The Procurement Strategy will be based on a phased approach:

o Q2-2017 : 1st Phase - Launch of the Tender related to the Preliminary Design of

the Hot Cell Complex Buildings and Equipment.

Q4-2017: Maintenance Tools & Equipment for Port Cell

o To develop the maintenance operations (either hands-on or RH-assisted) needed for replacing the

Pipe Forests in the TBM Port Cells using the appropriate maintenance tools & equipment as

developed by the ITER Organization;

o Such operations involve the cutting and welding of pipes made with a robotic arm and several

hands-on operations needed to position the maintenance tools in the correct locations.

Q2-2018: Demonstration of Remote Maintenance Operations

o To establish the RH replacement operations needed for refurbishing the Test Blanket Module

(TBM) Port Plug with two new TBM-Sets to be made in the Hot Cell;

o Development of appropriate metal gaskets;

o Small-scale mock-ups (local demonstration);

o Demonstration using a large-scale (~1) mock-up of the TBM Port Plug.

ITER Machine Assembly and Works (1/7)

ITER construction works include different kinds of works:

o Construction Management as-Agent (CMA): Site coordination and supervision of all

activities (contract signed);

o Plant installation: similar to industry plant but related to special technologies such as

high capacity electrical power supply, large scale tritium plant, large capacity cryogenic-

plant, custom-made special diagnostics, etc.;

o Tokamak assembly: Assembly of ultra heavy and extremely sophisticated machine

with very severe tolerances;

o Tokamak Complex: Assembly of mechanical and electrical components inside the

TKM Building but outside the machine.

Plant Installation: Mechanical and Piping Works

o Pre-manufacturing and installation of platforms and structures;

o Installation of mechanical parts (plant system equipment), ducts and system

penetrations;

o Pre-manufacturing and Installation of pipework spools including system

supports to building;

o Installation of in-line instrumentation: at least provision up to the first root /

isolation valve, which will constitute the process boundary;

o Quality Control and Installation Tests, Pre-commissioning Activities;

o Assistance during Commissioning activities performed by Operators of

systems.

Plant Installation: Support Contracts

o Lifting and Handling:

Perform lifting and handling operations upon request.– primarily for mobile crane hire

for use by all contractors Construction to provide scaffolding to works contractors;

(CFN launched);

o Scaffolding:

Design, erect and survey the scaffolding to reach the installation area;

o Construction Material Management – for on site transportation of material from

storage location to works location – new contract;

o Finishing civil works – for necessary changes to buildings after handover by F4E;

o Pre-commissioning/commissioning and maintenance.

These contracts will be launched in 2017.

o Fusion oriented specific technology:

− Specialized work related to superconducting magnet and extreme technology;

− No standardized proven assembly processes and methodologies, thus need to

develop appropriate processes innovatively;

− Large amount of in-situ engineering works necessary.

o Non-reversible assembly process:

− Repairs and/or reworks will be fundamentally difficult, almost impossible in most

cases. In addition, work spaces are often limited and accessibility is poor because

of the complexity of the machine and tight building space.

Conclusion

o The ITER Council has endorsed the updated Integrated Schedule for the ITER

Project, which identifies the date of First Plasma as December 2025, and in

November the Overall Project Schedule (OPS);

o The updated Schedule represents the best technically achievable path forward to

First Plasma, which will mark the completion of the key assembly and

commissioning phases of the Tokamak and support facilities;

o In order to find economically efficient solutions to achieve the FP in 2015, the IO

is looking at all solutions that could bring flexibility as well as cost and schedule

performance.

o The IO will organize consultation with Industry during the 1st Quarter 2017.

o You are all invited to join the ITER Business Forum on 28-30 March 2017 in

Avignon.
