Introduction

The demand on the International Mobile Telecommunication (IMT) mobile broadband service in terms of traffic and subscriptions is growing significantly in the global context. The future growth predicted by the International

Telecommunication Union Radiocommunication sector (ITU-R) in (Report ITU-R M.2243) for IMT systems is even stronger than previously predicted. For example, the traffic in 2015 is expected to be at least 4 times

higher than in 2012. Spectral efficiencies of future IMT networks will improve, but

technology developments and new deployment configurations alone are not sufficient to meet the growing demand. Therefore, countries are already now considering the need for

additional spectrum for IMT.

Role of ITU-R and WRC

ITU-R arranges World Radiocommunication Conferences (WRC) every three to four years to review and revise Radio Regulations, the international treaty governing the use of radio-frequency spectrum and geostationary-satellite and non-geostationary-satellite orbits. WARC 1992 identified spectrum for IMT-2000. WRC 2000 identified additional spectrum for IMT-2000. WRC-07 identified spectrum for IMT (including IMT-2000 and

IMT-Advanced). WRC-15 to consider the need and identification for additional

spectrum for IMT.

Role of ITU-R and WRC

WRC-15 will consider spectrum matters for IMT in two Agenda Items: Agenda Item 1.1: “to consider additional spectrum allocations to the

mobile service on a primary basis and identification of additional frequency bands for International Mobile Telecommunications (IMT) and related regulatory provisions, to facilitate the development of terrestrial mobile broadband applications, in accordance with Resolution 233 (WRC-12).” Agenda Item 1.2: “to examine the results of ITU-R studies, in

accordance with Resolution 232 (WRC-12), on the use of the frequency band 694-790 MHz by the mobile, except aeronautical mobile, service in Region 1 and take the appropriate measures.”

Future work for WRC-15

Preparations for WRC-15 Agenda Items 1.1 and 1.2 are currently on-going in international, regional and national levels. First step is to estimate the spectrum requirements of IMT systems. ITU-R spectrum requirement estimation methodology developed

for WRC-07 has been considered to be valid and new revision will be considered at ITU-R (at Nov 2012 meeting of Study Group 5) This new revision includes minor modifications to Methodology

itself due to the enhancement of technology and network deployment. In addition, modifications to input parameter values are

needed and are being considered currently within ITU-R (WP5D).

Summary

Demand on IMT mobile broadband services in terms of traffic and subscriptions keeps increasing towards the year 2020. Work towards considering the need for additional

spectrum for IMT is currently on-going. ITU-R will consider the need for additional spectrum for IMT at

the next WRC-15.

Role of research is important to provide input to help the regulatory process.
