Notice of Election CITY OF HAWLEY
NOTICE IS HEREBY GIVEN: That a regular city election in the City of Hawley, County of Clay, in the State of Minnesota will be held on Tuesday, the 3rd day of November, 2020.
Polls will be open between the hours of 7:00 a.m. and 8:00 p.m. at the Community Building, 418 Main St, Hawley.
The offices to be filled at said election are: ▸Mayor ▸Two (2) Councilmembers ▸Special Election to fill One (1) Councilmember Vacancy until 2023 Application for absentee ballots and early voting can be done at the Clay County Courthouse, Clay County Auditor, 807 11th Street North, Moorhead.

NOTICE OF HEARINGS ON 6 Petitioned IMPROVEMENTS 11-2-2020
Notice is hereby given that the city council of Hawley will meet in the Hawley City Hall Council Chambers at 305 6th Street, at 6:00 p.m. on November 2, 2020, to consider the making of the following five (5) Petitioned Improvements:
Improvement No 2021-15 – School District #150 Water Service Line: the improvement of pr ivate School District #150 Elementary School by water service line installation/boring. The area proposed to be assessed for such improvement is abutting school property. The estimated cost of the improvement is $30,000.
Improvement No 2021-20 – School District Student Drop Off Loop: the improvement of School District #150 on private school property abutting on 9th Street 350’ north of the northwest corner of Elizabeth St, by installation of a paved, one-way student drop off loop. The area proposed to be assessed for such improvement is abutting school property. The estimated cost of the improvement is $61,000.
Improvement 2021-25 CSAH 31 & O’Donnell Street Storm Water Overflow: between the easter ly line of CSAH 31 for a distance east 320’ and on CSAH 31 easterly ditch for a distance of 20’ north and 50’ south of intersection with O’Donnell Street hereby petition that such street be improved by an overflow storm water inlet at the intersection adjacent to the SE corner of the intersection of CSAH 31 & O’Donnell Street, to take the overflow water out of CSAH 31 eastern ditch and drain it to the storm water drain in O’Donnell Street approximately 320’ to the east on the north side of O’Donnell Street. The area proposed to be assessed for such improvement is abutting and petitioning property. The estimated cost of the improvement is $75,000.
Improvement No 2021-30 CSAH 33(5th Street) Underground Storm Water Drainage Installation & Fill Ditch: the improvement of CSAH 33 (also known as 5th Street), from a starting point 300’ north of the northwest corner of Reno Street and CSAH 33 (5th Street) intersection, and going north for a distance of 400’ by the installation of perforated storm water drainage and inlets to drain away the surface water and fill in the ditch so that it can be mowed. The area proposed to be assessed for such improvement is abutting and petitioning property. The estimated cost of the improvement is $95,000.
Improvement No 2021-35 – Lake Agassiz Education Cooperative Infrastructure Installation: the improvement of real property at 616 Reno Street abutting on Reno Street from the northeast corner of Reno St and 7th Street for a distance of 150’ east, by installation of sanitary sewer service (right of way to main), storm sewer main line replacement/enlarged 18” pipe with associated storm sewer manhole adjustments, 6’ wide sidewalk installation within the right-of-way of Reno Street with ADA access, curb replacement as needed, fire hydrant (removal and replacement), turf establishment within the right-of-way, and street roadway pavement patching that is required due to installation of the new utilities. The area proposed to be assessed for such improvement is abutting and petitioning property. The estimated cost of the improvement is $57,000.
And, Notice is hereby given that the city council of Hawley will meet in the Hawley City Hall Council Chambers at 305 6th Street, at 6:30 p.m. on November 2, 2020, to consider the making of the following one (1) Petitioned Improvement:
No 2021-10 – Elizabeth Street Extension – Water & Sanitary Sewer Main & Street EXTENSION: between Easterly line of First Street Easterly for a distance Easterly of 330’ on the North Side and for a distance of 372.31’ on the South Side of the 50’ wide street, by installation of Water and Sanitary Sewer mains and services and paved street. The area proposed to be assessed for such improvement is abutting property. The estimated cost of the improvement is $171,500.
All these improvements are pursuant to Minn. Stat. §§ 429.011 to 429.111. A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting.

On-Street Walking Path Test Areas DISCONTINUED
The Council has decided to discontinue the on-street walking path that was started as a test project in the fall of 2016. The 5' lane next to the curb with pavement messaging for pedestrians and a stripe to designate parking outside the 5' lane along Reno Street from 1st Street to 6th Street and on 1st Street between Joseph Street
and Reno Street.
Changes to the “No Parking” signs The No Parking signs on Reno Street between 6th Street and 7th Street will be changed. New signs will say: No Parking between 7:30 a.m. – 3:30 p.m. Mon – Friday when school is in session.
Community Center Open Walking starts Nov 9th Monday through Friday from 6:30 a.m. to 1:00 p.m. If there is a 1” or more snowfall the Community Center will be closed for walking that day. **COVID-19 precautions: -masks are required to be worn in the Community Center -6’ distancing between people of different households -please stay home if sick -maximum # of people in the building at any one time walking should not Exceed 20 Thank you to Bryan Strand for volunteering to open the building for walking.
Help Wanted: Utility Worker & Safety Officer Full Time
The City of Hawley, MN is looking to fill a Full Time Utility Worker and Safety Compliance Officer position. This position performs skilled duties in the operation and repairs of our Municipal electrical and natural gas distributions systems and enforces safety compliance for the City. The position is paid hourly with the annual wage range (which includes on-call compensation) $64,300 to $76,800 DOQ plus benefits. Min Qual: Associate Degree in electric distribution or electrical linework; 3 years’ experience operating and maintaining equipment and facilities on an electric distribution system or 3 years’ experience as an electrician with high voltage experience; and MN CDL Driver’s License (or eligible to be licensed in 90 days.) PROPOSED ORDINANCE NO. 285 AN ORDINANCE AMENDING PARKING REGULATIONS AS CODIFIED IN TITLE 6-2-1 The City Council is considering a change in the Parking regulations to address winter parking and snow removal, unattended trailers, boats, etc., and to add specific language about towing. The Council will consider adopting this ordinance at their regularly scheduled meeting November 9, 2020. Summary of the proposed ordinance is below. Section 1: Repeal. The City of Hawley does hereby repeal Hawley City Code sections: 6-2-1H and 6-2- 1H1 and 6-2-1H2. Section 2: Amend the Hawley City Code by adding the following as subsections under 6-2-1: (H) Winter Parking and Snow Removal: No Parking between the hours of two o’clock (2:00) a.m. and six o’clock (6:00) a.m. on all City Streets between November 1 and April 1 of the following year, those dates inclusive. (I) No vehicle, unattended trailer, boat, RV or other wheeled device or personal property shall in any case be parked upon, or located on, any street in any one place, or upon any public parking lot or City owned property, for a longer continuous period than 48 hours, with the exception of construction related items to be used on the premises with an approved zoning permit. (J) The Chief of Police or Public Works Director may direct that notices be placed on vehicles parked on any particular street, or that entire streets may be posted with a notice requiring all parked vehicles to be removed from all or portions of such streets as needed from time to time for street cleaning, street maintenance, snow removal, or other purposes as needed on a temporary basis. (K) The Council may, by resolution, adopt other parking regulations that it deems
necessary to preserve the free flow of traffic, prevent accidents, or provide for the public safety or welfare.
Towing Authority. Towing of motor vehicles shall be governed by Minnesota Statutes 168B.035, as may be amended from time to time
