EXPERIENCE & EXPERTISE
Mr. Kottlowski has over 37 years of experience in hydrology and hydraulics and is currently Project
Manager for planning, design and construction of dams and levees, stormwater collection and
treatment systems, stream and lake enhancement, environmental, and other water resource type
projects. Recent work has included the design and evaluation of several dams and levees, watershed
planning, green infrastructure designs, and trail/transportation projects for cities, towns, conservancy
districts and counties throughout Indiana using various funding programs.
Prior to joining Commonwealth Engineers, Inc. in 1992, he was responsible for planning and design of
public and private engineering projects. This included designs for major urban utility redevelopment
areas, large diameter storm sewers and tunnels, and an urban canal redevelopment project known as
the Lower Canal in Indianapolis. He was also responsible for transportation-related projects including
the design of local and state highway and interstate projects.
RELEVANT PROJECT EXPERIENCE
Osgood (Ripley County), IN—US 421 Curb, Sidewalk & Street Lighting Project: Work consisted of the
design of new curbs and sidewalks along US 421 through the south side of Osgood, IN. The design also
included ornamental street lights and a pedestrian crosswalk with flasher and related storm drainage.
Oolitic, IN—Hoosier Avenue & Main Street Preventative Maintenance Project: This LPA project
included the installation of new concrete curb ramps, milling of the existing asphalt surface, placement
of a new 1 1/2” hot mix asphalt surface course, and pavement markings.
Lowell, IN—SR 2 Curb and Sidewalk Improvements: This LPA Project now being completed will include
the reconstruction of 1.4 mile of curbs and sidewalks and large block retaining wall along SR 2 in the
Town of Lowell. A major component included acquisition of right-of-way of over 50 parcels.
Speedway, IN—Speedway Sewer Separation Project: The local project installed approximately 21,800
feet of 12 inch through 66 inch diameter storm sewers and nearly 25,000 feet of pervious concrete
pavement gutters and aesthetic permeable interlocking concrete gutter areas at intersection radii. In
addition the project included the nearly 4 miles of “green” infrastructure that consisted of the
placement of bio-swales and bio-retention areas, the use of BMP Systems and a unique permeable curb
and gutter design using both permeable concrete pavement and brick pavers at each intersection.
Upland (Grant County), IN—SR 26 Pavement Replacement Project: This INDOT project included the
engineering and right-of-way design for an intersection improvement of SR 26 and CR 750 N in Grant
County, IN. Work will include raising the grade along SR 26 in order to improve sight distance. Work also
includes grading and drainage improvements.
Adams County, IN—South Adams County Trail Design: This LPA project completed in 2016 provides for
the development of a 10-ft. paved multi-use trail that will connect the City of Berne and the Town of
Geneva in Adams Co. The project includes a restroom facility with bicycle racks and vehicle parking. The
building was designed to match the historic look of the communities of Berne and Geneva.

EXPERIENCE & EXPERTISE
Tracy brings twelve (12) years of extensive experience in planning, design and construction
management experience to Commonwealth Engineers. Tracy has successfully worked with a large
variety of clients on several projects within environmental sensitive areas and has a unique
perspective on constructability as she has served as both lead design engineer and lead construction
manager on numerous storm sewer, water distribution, wastewater improvement, land
development, and transportation projects She is also a LEED AP ND with experience in many facets
of “green” engineering practices.
RELEVANT PROJECT EXPERIENCE:
City of Indianapolis Department of Public Works—Arlington and Edgewood Intersection
Improvements — Currently serving as a project engineer in support of RQAW in the design of the
new roundabout Arlington St. and Edgewood Ave. Project is an INDOT LPA project. Primary
responsibilities include drainage design for the improvements.
City of Indianapolis Department of Public Works—E. 56th Street Pathway Project. Served as a
project engineer in the design of the proposed pathway . Project included a boardwalks, extensive
community involvement, and utility and roadway coordination in order to provide a safe and
accessible pathway for the community.
City of Indianapolis Department of Public Works—Eagle Creek Greenway Phase III Currently serving
as a project engineer in the design of the proposed greenway. Project includes various intersection
improvements, existing bridge crossings, and significant coordination with CSX.
City of Indianapolis Department of Public Works—2015 Misc. County Wide Stormwater
Improvements— Currently serving as project engineer/project manager in the design and
construction engineering on six (6) neighborhood drainage projects. Projects have been executed
with aggressive schedules and tight right of way constraints. In addition to stormwater
improvements, upgrades include associated roadway, ADA ramps, and sidewalks and required for
the work.
Prior to joining Commonwealth, Tracy was employed at PBS&J (now Atkins) where she was part of a
design team that specialized in parks and trails projects. She worked as a design engineer on the
following related projects
Vanderbilt Drive Greenway Project, Collier County, FL—A 4 mile long mixed-use pathway (8’ wide)
intended to connect two pedestrian corridors adjacent to a major roadway. Project included
replacement of the existing inconsistent sidewalk network, addition of amenities, storm water piping
and structures, signage, striping, extensive bike lanes, and community involvement.
West Bayfront Multi-Use Recreational Trail, City of Sarasota, FL—A 5.5 mile, 12 foot wide multi
phase trail project intended to connect downtown Sarasota with the beaches. Features included
pervious pavement, pavers, Stormceptor® units for water quality (treatment), various erosion
control measures, and extensive coordination with the Florida Department of Transportation.

Eagle Creek Greenway Trail (Middle Section)—Indianapolis, Indiana

This project, known as the Eagle Creek Greenway, Middle Section, consists of the
design of a 10 ft. wide by 3.5 mile asphalt greenway (trail), beginning on the
south side of West 10th Street on the north levee of Eagle Creek and ending south
of the CSX Railroad Bridge located north of I-70. The greenway will run along the
crest of the levee to and under existing bridges where feasible.
Pedestrian crossings will be used to cross various roads where necessary,
including Gasoline Alley by Thatcher Golf Course and at Washington St., where an
overlook area will be provided in the green space between W. Washington St.
and the CSX Railroad Overpass. The alignment will run under the CSX Railroad Bridge at the Washington St. and Tibbs
Ave. and will continue along the east side of Tibbs Ave. to Oliver St. where it will turn back east to Eagle Creek.

SR 2 Curb & Sidewalk—Lowell, IN

The 0.9 mile long project provides safe pedestrian access along SR 2 (Commercial
Ave.) from the National Register listed Lowell Commercial Historic District
easterly to the existing commercial areas near Burr Street. The project also
provides a safe means of connectivity to Evergreen Park and as well as the public
library.
As part of this work, sections of existing deteriorated sidewalk and/or curb will be
replaced, and new sidewalk and/or curb will be installed where none previously
existed. This successful project required extensive coordination with INDOT and local governmental agencies.

Road Rehab from Walnut to Asbury Lane—Daleville, Indiana

The primary focus of the roadway rehabilitation work is to provide for pedestrian
travel along the proposed route. The plans include new concrete curb and
gutter, a 5’ wide concrete sidewalk, and storm sewers along the south side of
Daleville Road, plus included pavement milling and resurfacing along with new
drive and street approaches.
At the Town’s request, Commonwealth Engineers, Inc. reviewed plans to
determine completeness, identify potential deficiencies, and develop options and
associated costs for minimizing the construction impacts to the affected
properties along the route. Upon our recommendation, the Town elected to
relocate the proposed storm sewer trunk line from a location about 5 to 6 feet south of the proposed sidewalk to a
point beneath the proposed curb and gutter.
The project utilized local funding.
Hoosier Avenue and Main Street Preventative Maintenance Project—Oolitic, Indiana CONTACT: Town of Oolitic, Town Council, (812) 275-6813 KEY PERSONNEL: Roger Kottlowski, P.E., Alan Leistner, P.E.
The Town of Oolitic received federal funding through the American Recovery and
Reinvestment Act (ARRA) for preventative maintenance work on the two main
thoroughfares in Town – Hoosier Avenue and Main Street. Due to the time
sensitive nature of the ARRA projects and the competition for available funds, the
Environmental Document and the Design Plans were completed and approved in
less than 2 months. The project included installation of new concrete curb
ramps, milling of the existing asphalt surface, placement of a new 1½” hot mix
asphalt surface course, and pavement markings. Both roadways were open to traffic during construction.
Commonwealth Engineer’s involvement included preparation of the environmental document and design plans, along
with construction engineering oversight and inspection. CEI reviewed material certifications submitted by the
contractor, kept daily logs to track the quantities incorporated into the work and was the general liaison between the
contractor and the owner. The project was completed ahead of schedule and under budget.

Oak Hill Road/Bergdolt Road Intersection Improvement Project—Vanderburgh County, Indiana CONTACT: Vanderburgh County, Mr. John Stoll, PE, (812) 435-5773 KEY PERSONNEL: Roger Kottlowski, P.E., Alan Leistner, P.E.
Commonwealth Engineers, Inc. provided construction engineering and inspection
services for the construction of the improvements for the Oak Hill Road /
Bergdolt Road intersection in Vanderburgh County. The project involved the
complete removal and reconstruction of approximately 850 feet of Oak Hill Road
and approximately 385 feet of Bergdolt Road, complete with storm sewers,
concrete curb and gutter, and new driveway entrances. The project also included
complete reconfiguration of the intersection, new traffic signals, left turn lanes
on Oak Hill Road, pavement markings, and the placement of sodding in the
disturbed areas. Patriot Engineering and Environmental, Inc. performed all material sampling and testing required for
the earthwork, pavement subgrade, and concrete work.
Adams County Trail Design Geneva to Berne—Adams County, Indiana

This project provides for the development of a 10-foot paved multi-use trail
connecting the City of Berne and the Town of Geneva in Adams County. The trail
will be constructed upon land that previously served as the Grand Rapids &
Indiana Railroad Corridor. It will be constructed near the Wabash River and other
nature preserve areas near the Limberlost Creek, and Loblolly Ditch in Geneva.
The trailhead at Geneva will include a shelter with restrooms designed from a
former rail depot that was dismantled from Decatur, Indiana.
The trail will include ornamental enhancements such as benches, signs, and other
amenities providing function for the users and match the historic look of the
communities of Berne and Geneva. Landscaping will be completed using native plantings that are prominent in the
area and require low maintenance. The use of native plantings will allow the trail users to fully experience the
natural beauty of the area.

East 56th Street Pathway Project—Indianapolis, Indiana

This project provided safe pedestrian access by students and local residents along
East 56th Street from Emerson Way east and eventually to Brendon Way South
Drive. It will consist of the construction of 1.7 miles of a new 5 to 8 foot wide
pedestrian pathway along the south side of E. 56th Street and now provides a
pedestrian access to the Fall Creek Greenway Trail.
The initial pathway crossed over Fall Creek with a new, separate pedestrian
bridge. The bridge sets on existing, extra-wide piers that were already in place.
So, the new bridge was pre-assembled and simply placed on the existing piers.
From there, the pathway runs east to Cathedral High School where students have access to the pathway. It will
eventually continue east along E. 56th Street to Arlington Avenue and then to Old Colony Road across from Brendon
Way South Drive.
Some of the challenges siting the pathway was locating the route along a number of ravine areas located east of the
Cathedral High School Entrance. The plan introduces boardwalk areas that will more aesthetically fit within the existing
wooded, residential landscape. The area near the Fall Creek Bridge to Cathedral High School also contains some steep
embankment areas that will require some retaining walls or boardwalk structures to support the pathway.
