2010 Primary Post Election Audit County: El Paso Attn: Robert Balink, County Clerk and Recorder

..pursuant to Section 1-7-514 C.RS. and Election Rule 11. the attached documents provide guidance to completing the post election audit. The following information is to be used to resolve "special case" issues that arise from the selection of machines and races by the Secretary of State's office:

If a device was "AVAILABLE FOR USE" but DID NOT HAYE VOTES CAST (i.e. accessible machines for mail ballot counties) on it for this election, please indicate on the form the status as "NO YOTES" in the field for "machine count" and "hand count." This still requires canvass board member signatures for verification.

If a device was "NOT USED" (i.e. backup equipment) but was selected for the audit , please contact the Secretary of State's Office for selection of an alternative device.

If any NON CENTRAL COUNT device (scanner or ORE) has votes on it , but the "RACES SELECTED" for audit do not appear on the device; For Mail Ballot counties, the canvass board may randomly select an alternative race to count. For Polling Place and Vote Center counties , you must contact the Secretary of State's Office for selection of alternative races.

If a CENTRAL COUNT device has votes on it, but the races selected for audit do not appear in the BALLOTS CHOSEN by the canvass board, the canvass board shall continue to randomly select ballots until all races appear and can be audited.

2010 Primary Election - Post Election Audit Description August 16-17. 2010

The following narrative wi" serve to fulfill the requirements of C.RS. 1-7-514(2)(c) which requires a description of the post-election audit process undertaken by the canvass board and the EI Paso County Clerk and Recorder.

in concert with Tim Bishop, and John Gardner, deputized employees of the Clerk and Recorder's office .

The following information was collected and evaluated prior to the audit as required: GEMS Server reports for each individual machine, Device specific summary reports indicating the total count of ballots on the device, and voted ballots (and/or V-VPAT records) from each individual device. Additional supporting documentation from Election Day was readily available including documentation from Judges, poll book records. statements from ballots issued/recorded, etc.

As indicated on the attached report, the CanvasslTesting board members manually documented the counting of recorded votes on either the ballots or V-VPAT records, tied this number to the summary of votes cast by the device, and mapped it back to the GEMS server report for the memory card that was uploaded into the device. In EVERY CASE the results matched. This process was executed for all devices selected in the Early Voting and Polling Place/Election Day category.

The central count audit was processed in accordance with Secretary of State Conditions for use document for the Premier Voting System (published April 4, 2008). The Testing Board members randomly selected "decks" of ballots to be audited after the final count for the machine selected by the Secretary of State's office. These batches of ballots were isolated within the system, and reports from GEMS were created to isolate each deck.

Finally, the testing board verified the Hash value to match the public copy of the hash value available through the Secretary of State's office on all ORE voting equipment pursuant to Colorado Secretary of State Rule 11 .5.4.7.1

We the CanvassfTesting Board and representatives of the Clerk and Recorder's office indicated above agree that this document is an accurate reflection of post-election activities and the verification of tabulation equipment to accurately count votes as required in EI Paso County, Colorado.
