III. PUBLIC PARTICIPATION

Volume VI, Public Participation, was submitted toEPA for certification on August 18, 1978. Copies of thedocument also were sent to the Management Agencies, theTDWR and the local governments.

Presently the public participation efforts consistof responding to questions concerning the planning ef-fects in the area and making presentations to interestedgroups who have requested a speaker.

During the month of September, an organization ofindependent public relations firms (NAAN) awarded thePitluk Group a Premier Award for A Total Public RelationsCampaign/AACOG 208 Areawide Waste Treatment ManagementPlanning. The Pitluk Group, in a joint venture with theLeague of Women Voters, was consultant to AACOG on publicparticipation.

IV. GENERAL

1. Volumes I-III submitted to the TDWR

On August 14, 1978, corrected copies of Volumes I-IIIwere delivered to the Texas Department of Water Resources.The corrections were made in response to state review.

On August 15, 1978, Volumes I-III were submitted tothe board for approval subject to two exclusions.

1. No State response is made to specific recommenda-tions contained in Volumes I, II, and III. Appro-priate responses to all recommendations will bedetermined at the time the Final Plan is reviewedso that individual recommendations can be evaluatedin terms of the total management plan conceptsand priorities for the area.

2. The sections in these Volumes presenting the dataobtained through the 208 NPS sampling program, andevaluating the significance of that data, willnot be certified until such time as the data canbe corroborated through additional tests conductedin conformance with the Department's Quality Assur-ance Program.

2. Bexar County/AACOG Lawsuit

The Bexar County/AACOG Lawsuit was heard on August21 and 22, 1978. The lawsuit requested that AACOG beprevented from submitting Volumes IV and V to the Stateand EPA.

The judge ruled that since the Volumes already hadbeen submitted, the point was "moot" and the AACOG Execu-tive Committee vote was not overruled.

3. Volumes IV and V

Certified copies of Volumes IV and V still are beingreviewed by the State. Submittal to the TDWR board is nowprojected for November 14, 1978.

4. Volume VI--Public Participation

Volume VI, the volume which summarizes and documentsthe public participation process for 208 planning has beenforwarded to the TDWR and EPA.
