Editor Tip ...

Mark StrommeJ. J. Keller Editor, Workplace Safety

Must powered industrial trucks have backup alarms or warning lights?

OSHA does not have a requirement that forklift vehicles be equipped with a backup alarm or warning light (although these features are standard on most new equipment). A forklift must have, at minimum, some type of sound-producing

device that an operator can use at cross aisles and blind intersections where vision is obstructed to warn pedestrians and other forklift drivers that they are approaching. The “sound-producing device” mentioned in the Powered Industrial Truck standard is a horn. However, OSHA has said that the employer must determine if specific operating environments would require additional warnings/alarms.

Michelle GraveenJ. J. Keller Editor, Workplace Safety

What are the risks of "free rigging"?

Free rigging is defined by OSHA in a Letter of Interpretation as "the direct attachment to or placement of rigging equipment (slings, shackles, rings, etc.) onto the tines of a powered industrial truck for a below-the-tines lift. This type of lift does not use an approved lifting attachment.”

By utilizing free rigging equipment, you may be altering the capacity of the forklift and creating a tipping risk.

This type of lift can also affect the structural integrity of the forks and the lifting mechanism. Always follow the manufacturer's operating instructions and warnings.

Did You Know?OSHA does not actually set specific criteria for trainers/evaluators of forklift operators. Rather, the Agency says that the trainers must have the "knowledge, training, and experience" to train operators and evaluate their competence. There are no specific certifications a trainer must have.

OSHA has said that forklift trainers can obtain the above general qualification in many ways — from years of operating a forklift, to attending a formal train-the-trainer course. No matter the source of the knowledge and training, OSHA has clarified that the trainer must have hands-on experience with the type of equipment that they will train operators on.

SAFETYIsn’t Just For The Road

Loading docks can be just as dangerous

• Watch for falling freight when opening

your trailer doors

• Always be aware of your surroundings

• Beware of the build-up of carbon monoxide and other emissions

from the forklifts being used in the trailer

• Don’t leave the dock until the “all clear” signal is given

When loading and

unloading your vehicle …

Safety Hazards Don’t End When You Get To The DockJust because you’ve made it safely to the loading dock

doesn’t mean you can let your guard down. Always

look out for:• Forklift operators who may

not be able to see you• Unguarded or unmarked openings that can cause you to fall

• Water, ice, oil, or grease that can create a loss of traction, causing you to slip

• Tripping hazards such as debris, potholes, and pavement that is deteriorating or buckling.

Editor Tip ...

Travis RhodenJ. J. Keller Senior Editor, Workplace Safety

When does forklift operator refresher training need to be conducted?

OSHA requires refresher training to be conducted on relevant topics when one or more of the situations outlined in 1910.178(l)(4)(ii)(A)-(E) occur; there is not a set frequency. The situations requiring refresher training are:

• The operator has been observed operating the equipment in an unsafe manner

• The operator has been involved in an accident or near-miss incident

• The operator has received an evaluation revealing that he/she is not operating the equipment safely

• The operator is assigned to operate a different type of equipment

• A condition in the workplace changes in a manner that could affect safe operation of the equipment
