8:30 P. M. — Credentials for license by endorsement of credentialsand special limited license were reviewed by the Board.

RE: Dr. Robert Johnson Bosley appeared applying for licenseby endorsement of credentials and stated that he had )oined the WilsonClinic, Wilson, North Carolina, as otolaryngologist.

Dr. Thurston: What have you done since 1960?A. Military service since that time, first assignment Germany, re-

turned to Johns Hopkins for three years, in the Army for train-ing. He presented honorable discharge.

The clinic seemedto have promise, but it )ust did not grow. I married a girl fromWins ton- Salem.

RE: Dr. James David Trader appeared July 28th, 1961, applying forlicense by endorsement of credentials and stated that he planned to gointo Internal Medicine at Greensboro. His grades in Physiology and Chem-istry and Pathology and Bacteriology by the Maryland Boar d of Medical Exam-iners did not meet the requirements of this Boa rd. Dr. Trader repeatedthese examinations given by this Board in June, 1962, and made 85 and 80respectively.

RE: Dr. Alton Lane Bullard — On January 6th, 1961, charges werepreferred against Dr. Bullard, his license was revoked and judgmentsuspended for a period of three years, provi ded he obtain employmentin a state or Federal institution, remain of good behavior and notviolate any state or Federal laws; obtain psychiatric therapy for sucha period as may be advised to by a psychiatrist; that he personallyreport to the Board of Medical Examiners or one of its members everysix months.

The Board of Medical Examiners received information at its June,1962 meeting that Dr. Bullard had been known to consume alcohol andhad been treated in the Department of Psychiatry at Memorial Hospitaland Pinebluff Sanatarium; that he had been under the care of Dr. W. E.Lee, Mental Health Clinic, Wilson. The Board instructed that Dr.Bullard be seen by Dr. Lee once or twice a week and that reports beobtained for the July, 1962 meeting.

The secretary presented reports from Dr. W. E. Lee, Dr. MalcolmD. Kemp, Pinebluff Sanitarium, and Dr. Donald E. Widmann, Memorial Hos-pital, which reported that he admitted trouble with alcoholism, someof the opinions were that he was paranoid in his thinking, and onethat he probably would do well in a supervised environment, such asthe institution in which he is now working.

Dr. Bullard appeared at the request of the Board (interviewon f ile ) and stated that he was getting an very well in his work;that he had had no alcohol since his discharge from Pinebluff, whichwas on May 25th, 1962. He denied the use of any narcotics or bar-biturates.

VERDICT: Dr. L. R. Doffermyre moved that Dr. Alton LaneBullard remain status quo. This motion was duly seconded by Dr.Carl V. Tyner and passed unanimously.

Dr. Bullard was advised by the president that on the basis ofhis previous sentence there had been enough to revoke his medicallicense; that if there were any more trouble, the judgment wouldhave to be put into effect. He was advised that he would havehelp from Dr. W. E. Lee.

RE: Dr. John A. Parrott — The secretary reported that Dr.Parrott had forwarded his narcotic tax stamp and order forms, whichwere received by him June 25th, 1962, and the same sent to the Dis-trict Supervisor of the Bureau of Narcotics in Baltimore on June2 /th, 1962 ~

stated that he had been on active duty for two weeks with the Nat-ional Guard; that he had not worked since being seen by the Boardin June; that he felt that he was able to return to work. Dr.Parrott agreed to sign a statement to send to the Narcotic Bureaunot to reapply under three years for narcotic tax stamp, which is tocover a request of the Narcotic Bureau, but he was advised that thiswould not mean the Board of Medical Examiners would recommend rein-statement at that time.

RE: Dr. T. H. Brantley appeam d and stated that he wantedsome action on getting his narcotic tax stamp reinstated. He saidhe did an office practice in urology and general practice; that hehad staff privileges at Cabarrus Hospital; that he had not ha d sur-gical privileges for about one year; that he did not know why helost his privileges. He also said that he did not want to go thereand would not apply for reinstatement of his surgical privileges.He stated that he was seeing about as many patients now as he hadbefore he gave up his narcotic tax stamp, but there were some patientsthat he could not take care of; that he does not refer patients, butthey go where they desire; that he did not intend to do much hospitalwork.

VERDICT: Dr. J. B. Ander son moved tha t the Boa rd of MedicalExaminers not recommend reinstatement of Dr. Thomas H. Brantley 'snarcotic tax stamp. This motion was duly seconded by Dr. L. R. Dof f-ermyre and was passed unanimously.

The above verdict was given to Dr. Brantley by the presidentand his reply was, "I will see you in court".

RE: Dr. Peter van Dooren, Hendersonville, North Carolina — Hewas granted limited license on the basis of examination June 20th,1957, and advised that upon becoming a naturalized citizen, the samewould be converted to full license. Dr. van Dooren presented evi-dence of citizenship. However, due to unfavorable reports receivedhe was requested to appear before the Board at this time. He statedthat there was a personality clash between him and a physician onthe Urology staff at Charlotte Memorial Hospital and that this had

VERDICT: Dr. L. R, Dof fermyre moved that further investigationbe made and considered at the October, 1962 meeting of the Board.This motion was duly seconded by Dr. Thomas W. Baker and passed unan-imously.

RE: Dr. Henry Eugene Barnes, Jr. appeared before the Board atits June, 1962 meeting of the Board and was requested to appear atthis time. Dr. Glenn R. Frye of Hickory appeared at the invitationof the Board. Dr. Frye stated that he had been working with Dr.Barnes; that he was taking 10 - 15 cc of dolophin a day when he start-ed with him; that it is down to 20 cc every seven days; that he hasset September 1st as a cut off date and that he will not continue itafter that time. He stated that Dr. Barnes had a strong will power;that he is making a desparate effort and he thinks a successful one.Dr. Barnes stated he was getting along all right and felt that he couldco-operate with Dr. Frye in leaving off narcotics after the date setto discontinue the same.

The secretary presented report of physical examination fromDr. Thomas E. Fitz of Hickory, which was essentially negative.

VERDICT: Dr. J. B. Anderson moved that Dr. Henry Eugene Barncs,Jr. appear before the Board ofMedical Examiners in October, 1962;that a report be obtained from Dr. Glenn R. Frye and that the Boardendorse Dr. Frye's plan that he could not receive narcotics afterSeptember 1st, 1962. This motion was duly seconded by Dr. Thomas W.B~ker and passed unanimously.

RE: Dr, Victor H. Prusa appeared at the request of the Board.He stated he had gone voluntarily to John Umstead Hospital for alco-holism on June 21st, 1962, where he remained 24 days; that he hadtkane nothing to drink since that time; that he is doing office prac-tice but resigned hospital privileges in the spring. The Boarddirected him to appear at the October, 1962 meeting.
