I returned to Trinidad at 10.15 a.m. on Tuesday, 12th October, 1976, from Caracas.

On Tuesday, 12th October, 1976~ I interviewed FREDDY LUGO in the presence of Snr. Superintendent GORDON WATERMAN, Corporal OSCAR KING and Snr. Superintendent DURAN~. Through interpreter Corporal KING, LUGO gave me a further statement marked 'D.R~ 7' for iderttific~tion. In this statement, I,UOO told me that RICARDO had told him on the flight between Caracas and Port~of- Spain thnt he was travelling with a false passport.

At 5.15 p.m. on Friday, 15th October, 1976, FREDDY LUGO requested to see me ~nd told me that he . wished to make a further statement which was rncorded th;ough the interpreters 'in writing. (1) that he (LOZANO) Was in Trinidad with a man by the name of OLEG GUITON RODRIGUEZ DE LA SIERRA TRATAIKOFF from 29th August to 1st September, 1976, and they stayed at the Trinidad Hilton Hotel leaving Trinidad for Caracas at 12 noon on 1st September;

Supe;intendent GORDON WATERMAN, and Corporal OSCAR KING that he had thought the matter over and he wished to speak. to me in the greatest confidence. He told me that he was a member of the C.I.A. in Venezu and that FREDDY LUGO was also a member of the C.l recruited by him (LOZANO~, that he received pay through him (LOZANO) and LUGO was assigned to him He said that LUGO was graded class D. He went on toay that he and LUGO h~d left Caracas on October 5th 197 to do some intelligence work on a Cubana aircraft b tween Trinidad and Barbados.
