NAVY interest in acquisition of INSAT-3D data for SST
Indian National Satellite - 3D is a multi-purpose geostationary satellite that has the potential to extend high temporal-resolution geostationary SST coverage to the Indian Ocean/Arabian Sea region

Ongoing Activities
NAVY interest in acquiring OceanSat II data from NOAA for
Ocean Color (The sensor is called OCM for Ocean Color Monitor)
NAVO's Ocean Color mission is interested in getting the Level 1b top of atmosphere reflectances and/or Level 2 water leaving reflectances
Requesting COPC partner assistance for access to data FNMOC contacted NESDIS Satellite Products and
Services Division, learned that only the Scatterometer level-1b and level-2 wind product will be pursued.
FNMOC currently acquiring via R&D STAR servers

Explore options for relay of data from potential MET-7 follow-on If EUMETSAT continues Indian Ocean coverage beyond
MET-7 end of life, will likely replace with MET-8 (MSG) MSG is generational change in spacecraft over MET-7;
higher data rate and different format will drive change data path/handling
JAG/ODAA should begin assessment and planning efforts to ensure operational readiness Bandwidth availability Format encoders and decoders Ingest into legacy and future applications

S-NPP CrIS/ATMS BUFR Files to AFWA
NESDIS Data Access Review Board approved access of CrIS/ATMS BUFR data by AFWA
BUFR files presently sourced from NDE (transfer to DAPE Gateway not yet enabled)
Interim solution: EUMETSAT already posts BUFR files on GTS; at AFWA request NWSTG now routing to AFWA
AFWA desires transition to direct dissemination from NESDIS via Gateway
Initial investigation conducted to determine if DAPE Gateway could support FTPS transfers to enable receipt of the files from NDE Assessment indicates DAPE Gateway can support FTPS
Configuration Change Request (CCR) being issued to enable Gateway to receive data from NDE using FTPS (distribution to AFWA will be made using FTP per present protocol) Staff plan to have transfer turned-on December 4-8

COPC Action Item 2011-1.3: Review and provide preferred priority of work associated with ESPC thaw with particular attention to the GOES experimental hourly winds. AWIPS Development team successfully tested 1h GOES
Atmospheric Wind Vectors (AMVs) in the AWIPS environment April 22-26, 2013.
7/30/13 operational implementation was planned, but EMC detected date stamp problem; NESDIS resolved EMC detected time stamp problem; NESDIS resolved EMC noted discrepancy in AMV data counts; NESDIS
resolved NCEP/EMC has submitted RFC to NCO for operational
implementation NCEP to coordinate simultaneous operational production
of 1h AMVs with NESDIS Anticipate completion in December 2013

Delivery of NAVO SST data to NCEP
(CLOSED)
Arrange delivery of NAVO SST data to NCEP EMC due to phase-out of NESDIS delivery system.
Solution implemented: NAVO and NCEP arranged alternate delivery method NAVO SST data provided in NCEP “tempsst” format NAVO SST data delivered directly to NCEP for following
sources: NOAA-18 GAC NOAA-19 GAC METOP-B GAC and FRAC NPP

Conventional Data Annex to DAPE MOA (OPEN)
JAG/ODAA proposes development of a “high level” annex outlining principal guidelines of conventional data acquisition, processing, and exchange
Key challenge: define and/or rename “conventional data” to scope
Update JAG/ODAA TOR (OPEN)
Terms of Reference is outdated -- obsolete text Revised draft TOR removes SPP, includes Space Weather
data, Ocean data, JCSDA, and procedural changes.
Will be submitted to WG/CSAB and ICMSSR Secretariat for review

Acquire pre-operational access to new METSAT data (OPEN)
JCSDA partners test pre-operational data streams so that
the permissions, protocols, and system adjustments for operations are well-understood and prepared for by the time the data become operational
Early acquisition of METOP-B enabled IT infrastructure and science tuning Bias corrections in forward modeling systems so
that when the data was declared “Operational” systems were ready to use the data immediately.
NESDIS has revised the satellite product request form (SDPR) to track these requests
Next Step: Revised request form under review by OPCs

Data Bulletin Subscription Process (OPEN)
Lack of awareness of bulletins available, especially new
bulletins OPCs have provided updated requirements to TOC
(current and requested) for all specific bulletin types--TOC updated data flow to OPC distribution
The TOC is willing to accept OPC's as unofficial Data Collection or Production Centers (DCPC) and will investigate requirements for official nomination. DCPC "data harvesting“, from the new Data Access and Retrieval System (DAR), will allow OPCs to identify new and existing products. Currently, NCEP has been nominated.
Need a central “go to” point for bulletin subscriptions Short term: continue using TOC help desk procedures
outlined on the JAG/ODAA web page: http://www.ofcm.gov/jag-odaa/index.htm
Long term: WMO Information System (WIS) Discovery Access and Retrieval (DAR-TOC) will provide this capability (worldwide 2015)

Develop process to determine, ID data gaps
(OPEN)
OPC Observational Data Inventory Template created, initial population from all
centers completed Key issue: differences in terminology
describing data makes it difficult to compare data across organizations
Sub-group will work to develop common data description terminology or map terms to compare similar products
Initial usefulness: NAVO is using the inventory to support CCM effort to size the NIPRNET federated gateway

Monitor/coordinate resolution of issues that arise due to WMO text to BUFR transition (BUFR migration) (OPEN)
The International Civil Aviation Organization (ICAO) has changed the BUFR migration plan
-- METAR, SPECI, TAF, and SIGMET products will not migrate to BUFR, but rather to XML format-- ICAO allows exchange of XML products starting Nov 2013 through bilateral agreements-- Mandated exchange in XML format by Nov 2019-- Traditional Alphanumeric Code (TAC) products must continue to be transmitted until 2019
The oceanographic community continues to resist the transition to BUFR (as required by WMO for GTS). NetCDF is the long established format for ocean data. NDBC is converting multiple user’s NetCDF data to BUFR and inserting these data on GTS for the ocean community.

Reinvigorate the Ocean Data community
as part of JAG/ODAA (OPEN)
Good communications channels established between NOAA (OAR, NDBC) and NAVO
Data standards issues will be worked within the ocean data sub-group
Have continuing representation from the U.S. Argo profiling float program and the international Argo community
NDBC:
Now the conduit for QC & dissemination of IOOS ocean data on GTS
Will include other ocean modeling centers that care to participate
Will provide the data through the GTS to the OPCs Working to resolve many data standard issues in

(OPEN)
Space Weather sector included in new draft TOR (now under revision)
JAG/ODAA space weather sub-group established Sub-group includes SMEs from SWPC, AFWA, and

Space Weather Annex to the DAPE MOA under consideration.
Bi-lateral AFWA – SWPC MOA revision to proceed for now
Space weather annex may be folded in under yet-to-be revised DAPE agreement and would supersede bi-lateral agreement

JAG/ODAA will assist by gathering representative proxy data to test operational effectiveness of the federated gateway
