    located in a semi-urban portion of linden, this 80-bed facility was designed as a thin build-ing only one room deep-wrapping around a one-acre outdoor courtyard. By arrang-ing all spaces along a common, glass-walled corridor, daylight to the interior was maximized. this design also allowed the building to act as a secure perimeter, avoiding the use of a razor-rib-bon fence, and providing a more normative ex-perience for both the juveniles inside and the com-munity surrounding the facility. this normative environment, one promoting positive behavior and a smooth transition back into the community, was at the core of the design concept.

    the two prime objectives of this project were to re-clad the existing 170,000 square-foot facil-ity with a high performance curtain wall, and to provide 80,000 square-feet of new courtroom and support space. the expansion of the exist-ing courthouse also required a phased renova-tion of the occupied building providing increased efficiency between agencies in order to meet best practices of courts operation and code compliance. located in economically distressed allentown, the new county courts building provides a mod-ern courts facility, a pedestrian friendly plaza, and exuberant new entrance, confirming the countys commitment to the city of allentown.

    this 10-story limestone structure, designed in 1977, houses two separate courts, family and criminal, along with multiple city agencies in-cluding the District attorney and NYpD, as well as numerous non-profit agencies (legal aid, Safe horizons, etc). the prime objective here was to reprogram the facility, reuse vacated space, and renovate spaces to suit the following priorities: improve the arrest to arraignment process; pro-vide larger code compliant courtrooms to family court; improve criminal court efficiency; reallo-cate and expand non-profit agencies space; and provide flexible administrative/office space. in ad-dition to this extensive asbestos abatement was required throughout the building.

    faced with an aging courts facility, hudson county required a new programmatic master plan includ-ing space needs for courts and county agencies; developing options that accommodate those needs; and providing a conceptual cost estimate for those options. in addition to the development of four site options, the needs assessment study also included a review of the existing condition of the hudson county administration Building, de-velopment of a room-by-room program with cur-rent and projected needs, and the potential park-ing needs of a new facility. the option selected involves a two-phase project estimated at $300 million.

    Guiding Principles BUILDING DESIGN

    Provides daylight to both courts and public waiting areas. Provides optimal functional configuration for both Courts and County Government. The size of the building is appropriate for the site and judicial function.

    SECURITY

    Provides a single point of entry for both public and staff. Provides separation of public, prisoner, & staff movement within the building. Allows secure parking on site for Judges and elected officials.

    URBAN DESIGN

    Reinforces urban fabric. Provides a major public amenity in the heart of Jersey City. Provides access that accommodates both pedestrian and vehicular traffic.

    RELATIONSHIP TO SITE

    Orientation of the building is appropriate for the site, its surroundings, and sustainable principles.

    New building compliments and respects the historic character of the Brennan Courthouse. Site design elevates the status of the government campus.

    located in the heart of a lively retail/residential neighborhood, the existing Brooklyn Detention center required a design that was both operation-ally sound and aesthetically pleasing in order to be reopened. the project was part of an effort to place holding facilities for pre-trial inmates closer to borough courts, and re-establish a community-based trial jail system. in a joint venture with 1100 architect, the team was tasked with creating a new jail program, one that incorporated the existing and new portions of the facility into one jail. this effort also included the design of an exciting new curtain wall that would provide a building fitting for its neighborhood.
