Louisa – Proposed System Pipeline to Ferncliff along Colonial Pipeline & CVEC Easement Water Treatment Plant at Ferncliff Waterline to Zion Crossroads
Project Overview – JRWA Portion of System
JRWA – Shared System Intake just upstream from Rivanna River Raw Water Pump Station Pipeline to Rte 6
Project Overview – Louisa County
Louisa – County System Pipeline up to Ferncliff adjacent to Colonial Pipeline and CVEC Treatment Plant in Ferncliff Water Pipeline to Zion Crossroads
Project History – 20+ years in the making!
November 1995 – Fluvanna and Louisa commissioned Timmons Groupto perform the Water Resources Study for the Zion Crossroads area
November 2002 – Commission a Water Supply Working Group to develop a MOU between the Counties for development of a framework for a joint water supply
March 2003 – The Water Supply Working Group issued an eleven point Memorandum of Understanding between the Counties identifying the potential framework for a shared water system

May 2006 – Fluvanna County, on behalf of Fluvanna and Louisa Counties, issued an RFP for Engineering Services for the “Planning and Design of the James River Water System”
June 2006 – DEQ issued a permit to Fluvanna County on behalf of Fluvanna and Louisa Counties to withdraw water from the James River and construct a water system to serve the Counties
May 2007 – Louisa and Fluvanna Counties select the Timmons Groupteam to perform all work necessary to complete the James River Water System project from preliminary engineering through start-up services and post-construction services.
Project History (Cont’d)

James River Water Project
Louisa and Fluvanna Service Areas
Louisa Perspective
Why Design-Build Process?• Numerous Complexities to the project that required a
committed team (i.e. permitting, due diligence, etc.)• Develop Early Cost Certainty with the process – Interim
Agreement to get to reasonable construction numbers • Ability to pick design and construction team that would take
project from beginning to end• Single entity responsible for design and construction – simplifies
and reduces owner’s risk• Collaborative project approach with Owner, Engineer and
Contractor – at the table “tackling” all the issues
Louisa Perspective
Why is this project critical to Louisa’s Long-term Success?• Economic Development:
• New Capital Investment • Job Creation/Opportunities• Diversified Tax Base• It’s Expected
• Long-term water supply:• 50 Years• Influences where we want growth to occur• Reduces dependency on ground water sources
Fluvanna Perspective
Impact of the project to Fluvanna• Economic Development
• Zion Crossroads/Route 250 Corridor in Fluvanna• Long-term water supply
• Zion Crossroads and other designated growth areas• System expansion scalable over time
• Future collaborations with Louisa• Future water source - Fork Union Sanitary Dist. (groundwater)
• Access to reasonably priced treated water for Zion Crossroads• Affordable Partnership with Louisa• Change tax base – 93% residential & 7% commercial/business
Fluvanna Perspective
Political Challenges with the project• Cost• Point of Fork project location (considered historic)• Property Owner Concerns
• Point of Fork and along CVEC/Colonial easements• Keeping the citizens accurately informed
• Community meetings, brochures, advertisements, etc.• Took numerous times to get approved by the BOS
• Differing thoughts on need, cost and location• Careful consideration for agreements and outcomes
• What is the benefit for Fluvanna?
James River Water Authority (JRWA) Perspective
Challenges with the project• Time to get this project out of the ground• JRWA formed in 2007• Agreement between County’s in 2013• Financing• Operations Agreements
