It is to bring into the notice of all District Social Welfare

Officers of Jammu Province that an NGO namely J&K Society for

promotion of Youth and Masses is working for Social Protection of people

living with HIV/AIDS. The said society convened a meeting which was

chaired by the undersigned. The main objective of the meeting was to give

wide publicity of the scheme and it was desired that the person living with

1-1W/AIDS be covered under the schemes run by the Social Welfare

Department.

As such it is impressed upon all the District Soda] Welfare

Officers thatpriority be given to the persons living in PLHIVsTWLJ-llVs in

processing thei-r applications under the scheme like Aath Adanii Bi.ma

Yojana, Dr, Ambadkar Medical Aid Scheme, Contributory Social Security

Scheme for mariginal workers, Pre/Post Matric Scholarship, National

Famil y Benefit Scheme and Special Coaching Scheme after observing all the

formalities as envisaged under the guidelines of each scheme.

1- A permanent resident of J&K,ii- registered with /ART (Jammu/Srinagar),iii- having lamdy income not more than Rs.3.50 lacs per

annum,iv- widow of PLHIV registered with ART Jarnmu/Srinagar, orV- oc phan (below 18 years) of PLHIV registered with ART

Sub: Setting up of Legat A{d Clinics for PLHIV

Order

JKSACS is hereby setting up two Legal Aid Clinics for PLHIV, one each at

Srinagar & Jammu as per the approval given by the Hon'ble Executive Chairman, J&KState Legal Services Authority.

The Legal Aid Clinics (LACs) shall be located in each ART Centre underJKSACS at Srinagar & Jammu.

LACs shall be responsible for facilitating in upholding the rights of PLHIV. ThetiRC is expected to provide support to PLHIV in receiving the complaints about disputes

& human rights violations, & request for linkages to services & provide necessary

support to PLHIV in getting their disputes resolved & getting linked to relevant schemes.

At LAC the ART Counsellor shall look after the above mentioned responsibilitiesin addition to their ART Counsellor job responsibilities.
