DESCRIPTION

I feel proud to present the Annual Report 2014-15 of Janakalyan to all the stakeholders on the occasion of 18th Anniversary of the institution! The report briefly documents the important activities of the organization carried out with various categories of target groups including children, adolescents, women, farmers, artisans, leprosy affected beggars, minorities and refugees at large. Janakalyan could touch upon all 7Es during the year with one or the other interventions as narrated in 7 Chapters in the report.Janakalyan follows a standard reporting format for Annual Report which includes salient features of the year, a chapter each on 7Es, Impacts of long term interventions, Ideas in Incubation, Documentation, Transparency & Accountability Disclosures, Abridged financial statements, Foot Steps of Janakalyan, Glimpse of the year and Stakeholders of Janakalyan. The year 2014-15 was a great year in terms of interventions as we could touch upon all the 7Es of Janakalyan. Empowerment, Employment, Environment, Education, Energy, Entrepreneurship and Ensuring health for all animals are the translated names of Jan Sanghatan, Jan Krishi, Jan Jal, Jan Shiksha, Jan Shakti, Jan Udyog and Jan Raksha respectively. Though comparatively there was less fund flow during the year but still the team is happy with the innovative interventions introduced with the deserving target communities like leprosy affected beggars to stop begging, potential victims of child marriage/ child labor to ensure post-metric education, rural women to reduce their health hazards, small farmers to avoid suicide through water harvesting, refugees to ensure their constitutional rights, etc.Though it was a good year in terms of creative programs but was equally difficult to manage these activities due to constraints of funds. It had to sale the milk processing machines in order to manage the affairs of the organization like the Maa Sarada Pre University College and the loan that is already borrowed from various sources including my personal investments. The fundraising initiatives was very strong and BHEL had shortlisted Janakalyan for its Jan Shiksha project but finally revision of their CSR policy resulted in dropping our proposal. Similar is the case with Mahila Kishan Sashaktikaran Pariyojana (MKSP) of National Rural Livelihood Mission. The proposal for UP was proposed to NRLM Head Office by State Office and the proposal for Karnataka was also processed; however, due to policy change, it is put in the pending list. Proposals to Government of Karnataka for CHSC, TBP CADA, Cocacola foundation, Nippon Foundation, TERI, GiveIndia HNI Proposal, 35AC application, MDO to GiveIndia, BHEL, Ministry of Minority Affairs, ONGC, IOCL, NTPC, SAIL, Aditya Birla Group, Coal India, ASHA, Sitaram Jindal Foundation, SILF, Deshpande Foundation and NCLP. Like every year, this year too, lot of time has been invested in fighting for the rights of refugees. Great achievement during the year was that the team could succeed to finally get the survey done by the High Level Committee constituted for recognition of Bengali communities as Scheduled Castes in Karnataka. The committee resolved to recommend the case to Union Government. It gives immense pleasure to share that the progress in the case of providing land right to these refugees is satisfactory as they are initiating the preparation of map of the village as well as lands. Mother tongue education has already started and the process of recruiting permanent teachers is also in the pipeline. Overall, the team is happy and extends its gratitude to the stakeholders including donors, target groups and the society at large for being given us an opportunity to serve.2nd July 2015 Prasen RaptanShantinagar Executive Directorwww.jankalyana.org has published its 18th Annual Report for 2014-15. Jan Krishi mployment sustainability to peasant communities through innovative land based intervention Livelihood Improvement: With the support of NABARD, Janakalyan has initiated an intervention under Farmer Technology Transfer Fund to implement a land based activities to make the farmers self reliant by using the available resources at their disposal. The major activities are a) creating Water Bank, b) Introducing vegetable cultivation, c) cultivation of fodder with milch animals, d) vermicomposting with SRI technology and 5) fish cultivation in the water bank. Farmers exhibited overwhelming responses in implementing these activities during the year and benefitted out of it. Janakalyan has created 66 water banks in Sindhanur Rehabilitation Project. The farmers have realized

This is what the sustainability of the program mean and today about 200 water banks are functioning in these colonies. In addition to the assured yield, vegetable, fish and milk fetches additional income to the farming families. Consumption of farm fresh vegetable and milk ensures their health security too. The whole family can engage themselves in the farm as it generates enough employment through various productive units. Field Day: To celebrated the success and also to exhibit to other fellow farmers, a Field Day was organized on 19.11.2014 in the farm of Sri Lab Kumar Mistry in the presence of AGM NABARD, ADA, SADH, ADA Veterinary, KVK, UAS and farmers of all 4 colonies. The statistics of the farmers could be presented in the following table.

Jan Jal nvironment protection through innovative interventions in scarce areas through water banks Farmers’ suicide is a common phenomenon in our country today; if we deeply think, it is not because of debt he has borrowed but because of lack of assured irrigation. While borrowing the loan, he was very much aware how much he is borrowing @ what rate of interest and how much he will have to repay on what date. He was confident of repaying it once he grows in his farm. He did not commit suicide till the crop condition was good but only when he failed to provide irrigation mainly due to drought. Imagine, government could ensure 1 irrigation to his standing crops during this critical time, would the farmer commit suicide? This is what Janakalyan is doing all these years by creating water banks. God gives required quantum of water but the farmers make ways from their farms as there is no structure to store it. Janakalyan helps the farmers to create such structures where they can store this excess water for life saving irrigation (this water not only saves the lives of standing crops but also of the farmers). Water is life in this sense is true. Here is an example of Sharanappa Gouda of Belawaniki village of Ron taluk in Gadag district, which is drought hit during current year. While all the farmers lost their standing crops (chilly an onion) but Sharanappa could save his entire farm earning about Rs.20 lakhs with 1 life saving irrigation

during critical period. Janakalyan, with the financial assistance of Give2Asia (Deshpande Foundation Fund), has created 140 such water banks in last 5 years in Ron and Naragund taluks of Gadag district. In other words, those many farmers’ suicides have been avoided in addition to bringing additional food security and environmental protection to the nation. About 1977.65 acres of land has been brought under assured irrigation. It is found that against an investment of Rs.71,88,989, a net profit of Rs.47,57,111 is gained during such a bad year by these farmers.

Dengue eradication: Finally Janakalyan had to intervene with the request of the Deputy Commissioner of Raichur Sri Sashikant S Senthil, IAS to combat dengue from Sindhanur Rehabilitation Project. It was 4th consecutive year, hundreds of villagers were suffering from Dengue and 3 lives were already claimed. There was a panic in the villages when more than 140 admitted in various hospitals. Janakalyan, with the help of media and health department, could eradicate the dengue from the area. Series of awareness camps involving government and private doctors in all villages was 1st step followed by total reduction of sources with the community participation. The campaign was so effective that honorable Medical Education Minister of Karnataka Dr. Sharana Prakash Patil had to

come down to this tiny village in addition to the MP, MLA and other leaders and entire district administration. In addition, Janakalyan put up additional beds in the local PHC and invited private practitioners to complement government doctors in treating the patient affected with dengue virus. This helped to develop confidence level among the community and the panic is reduced to some extent. Thereafter, no single case of dengue is reported in these colonies.

Swacch Bharat Mission: On 2nd October 2014, in line with the whole nation, Janakalyan also initiated Swach Bharat Mission initiatives in its operational villages. Subsequently with the financial assistance of NABARD, Janakalyan organized a huge awareness rally involving more than 2000 persons including students, youths, famers, women and village leaders on 7th March 2015 followed by an oath taking ceremony and a technical training on 13th March 2015. It has become a regular phenomenon in the operational villages of Janakalyan. Nirmal Bharat Abhiyan: Hundreds of toilets have been constructed with the intervention of Janakalyan with or without financial supports; many have been leveraged from Gram Panchayat. However, for the lack of education, how many of these are in use is a question. Different factors attribute to it and Janakalyan realized that the most important among these is availability hygiene kit (starter kit) with proper education. Therefore, with the support of giveindia.org, Janakalyan is supporting the communities to change their

behavior in using toilets. The

following table furnishes the data about the families supported with hygiene kits.

Jan Shiksha ducation to the unreached through innovative interventions of Janakalyan in rural India

Post-metric education to avoid child marriage : Maa Sarada Pre University College is a unique rural institute of Janakalyan in Hyderabad Karnataka region to address twin problem with single intervention. It avoids child marriage/labor and its deadly consequences by ensuring post-metric education to the potential victims. Many of these students are further continuing their education today who would have otherwise become parents of 2-3 children by now. The following table gives a fair view of the impacts of the intervention in last 3 years. Academic

Reducing dropouts from mainstream education: Studies and experiences of Janakalyan depict that the dropouts of students from mainstream education is mostly because of financial issues at home. It is further learnt that many of these dropouts are due to difficulties in arranging the school stationeries like pen, pencil, notebooks, geometry box, bag, etc. which are not provided by any agencies. It is to be noted here that government provides mid day meal, text books, uniforms, etc. but no the school stationeries which make the students to drop out from the mainstream education. In addition to providing one time support of Rs.2000 and monthly support of Rs.400, Janakalyan also helps their parents to ensure their income by providing with artisan tool kits. Thanks to all those kind hearted individuals across the globe, who help us to ensure continuation of these many students in last few years through giveindia.org.

Jan Udyog ntrepreneurship assurance to the leprosy affected beggars with innovative interventions of Janakalyan Leprosy affected persons are beggars by compulsion; there are few self settled colonies of such people in Hospet, Bellary and Raichur of Hyderabad Karnataka. Efforts are initiated to ensure their livelihoods through innovative initiatives to stop begging. Vegetable cultivation and marketing in Mukti Ashrama of Hospet, Chilly Pounding & Marketing for Daya Kendra of Bellary and Pan shop for Kashi Vishwanath Kendra of Raichur are some of these initiatives with the support of Sasakawa India Leprosy Foundation (SILF).

Rising Dignity Award 2015: On the occasion of Anti Leprosy Day on 30th January 2015, the successful leprosy affected entrepreneurs of various states were felicitated with the Rising Dignity Awards 2015 with a citation and cash prize of Rs.100,000/- at New Delhi. The Union Railway Minister Sri S Suresh Prabhu graced the occasion.

Jan Shakti nergy conservation for future with innovative interventions of Janakalyan in rural India In this age of sophistication, each individual expects more luxuries at home, office or outside; this demands more energy consumption and thus more heat generation causing global warming and its deadly consequences are obvious. Janakalyan has come up with some strategic interventions which it proposes to government to initiate in order to mitigate the global warming effects as listed below- a) Like kerosene, natural gases (fuel) shall be rationed with a per capita ceiling limit; anything

purchased over and above this limit, shall be levied with a heavy environmental surcharge and without subsidy to discourage fuel use.

b) Age restriction shall be put on use of private vehicle; only senior citizens and physically challenged could use private vehicles.

c) No private vehicle shall be allowed wherever there is public transport facility except for senior citizens, physically challenged and patients.

d) Complete withdrawal of subsidy from fuel could also be thought of. These are some of the strategies Janakalyan is advocating in order to

reduce the global warming impacts on our nation and for entire globe for that matter. In addition, it is trying in its own way to reduce the climate change effects through various innovative interventions.

The efforts during the year were to promote Improved Cook Stoves developed by TERI. Awareness generation about this model of cook stove and promoting it with subsidized cost in the operational areas of

Janakalyan through SHGs was the strategy during the current year. We could promote 1 Energy Entrepreneur through whom about 60 improved cook stoves are sold during the year.

Impact Assessment Impacts on primary target group of Janakalyan – the refugees Janakalyan has a tradition of putting the long term impacts on its primary target groups in black and white every year. While various impacts have been recorded in the previous annual reports, some of the important benefits of past (multiyear) interventions which are realized during the reporting period have been illustrated in the subsequent paragraphs. Caste Certificate: The effort to recognize some of the Bengali and Tamil communities as scheduled caste in Karnataka was initiated since its inception. Government of Karnataka constituted as High Level Committee on 26-03-2013. The 1st meeting of the committee was on 9-12-2013 wherein the committee decided to conduct a survey of all these communities. To make it happen at the earliest, a meeting of all Principal Secretaries the concerned departments and Chief Secretary of Karnataka in the chairmanship of honorable Chief Minister was held on 3-1-2014 at Home Office Krishna. Accordingly, a household survey was conducted on 23-15 May 2014 and a strong recommendation was submitted by the Deputy Commissioner, Raichur to the High Level Committee on 26-06-2014. The committee met on 01-07-2014 and passed a GO to consider the Tamil communities as SC in Karnataka. The committee again met on 11.07.2014 but strongly recommended the case of Bengali communities to Government of India for consideration. Mother Tongue Education: Education in mother tongue is a constitutional right of any community having their alphabets; Bengalis rehabilitated in Karnataka were deprived of this constitutional right for years. With the efforts of Janakalyan, Government of Karnataka issued an order on 31.12.2012 to consider Bengali as Second Language in Government schools of Sindhanur Rehabilitation Project. Government provided guest teachers till Bengali teachers are recruited. Constant efforts have made government to invite application for permanent posting and hopefully next academic year, they will be in place. Land Rights: It was at the cost of land of these displaced communities, the freedom of India was bought. Had they been refused to give their land to Pakistan during partition, Independence of India would have been a day dream; unfortunately, the same communities are refugees in divided India today. Government has provided them with a piece of land in compensation to what they offered to Pakistan, which they have developed over these years, but are still not owner of the same. Constant efforts of Janakalyan for all these years have made government to issue an order to start preparation of map of the land, first step towards providing right to the land. Sansad Adarsh Gram Yojana (SAGY): Continuous efforts through community organizations have helped us to bag Sansad Adarsh Gram Yojana to these colonies; finally, the Member of Parliament of Koppal constituency Sri Karadi Sanganna has proposed these colonies to Government of India to take up as model village under SAGY. Several rounds of awareness and meetings with community have helped to conceptualize and give a shape to the Village Development Plan (VDP) of SAGY.

Ideas in Incubation Journey ahead to Janakalyan – support seeking from donor communities

A lot has been achieved in these 18 years but more needs to be done with the support all the stakeholders including the donor communities. Experiences of all these years have taught Team Janakalyan many things which needs to be deployed for the benefits of wider sections of the society in the years to come. In order to expand its area of operation, additional resources are necessary and there is the role of ‘haves’ towards the ‘have-nots’. Therefore, we pray all the resourceful people of the nation to support generously in reaching these unreached through our innovative interventions as listed below- 1) Replication of Proven Models: Over the years, Janakalyan has developed various tested rural models for

Empowerment, Employment, Environment, Education, Energy, Entrepreneurship and Ensuring health of all animals (7Es). These tested models are to be replicated in other areas with the deserving communities to bring them at par with others in the same localities.

2) Ensuring Post-metric education: In the rural areas, people still hesitate to send their girl children to cities for post-metric education due to various reasons. Instead, they are forced for child marriage/ child labors. Several efforts have yielded no results and thus Janakalyan has developed a model of rural education institutes. Sustainability of the same model needs to ensured and then replicated in other similar areas.

3) Water is Life: ‘Water is Life’ we have heard but realized its true meaning only when water started claiming the lives of farmers. In true sense, suicides of farmers are not due to ‘debt’ that they have borrowed but due to ‘lack of water’ that resulted in crop failure. To address this severe issue of farmer suicide, Janakalyan has a tested model which needs to be replicated in drought prone areas.

4) Rehabilitated Refugee Issues: Issues related to rehabilitated refugees in India are many and peculiar which demands special qualities to understand and address. Janakalyan began its development journey through these refugees and acquired expertise in handling their issues. There is a great demand for bringing all refugees of India under a common umbrella and Janakalyan believes that it is the single agency in India which can strategically address their valid issues in due course of time.

The following are the action plan of Janakalyan for the years to come with the support of all the concerned stakeholders-

Year 1998 began with new hopes. The concept of raising income level of the farmer was added with land reclamation (soil fertility / health management and preserving it for the generations to come). It also worked out for subsidiary sources of income for these communities and found animal husbandry as a viable option; started promoting the same along with agriculture. By the end of the year it realized that raising the income level through its different approaches would not serve the purpose if proper mechanism is not adopted to save the earned income; thus, started promoting Self Help Groups of men and women. And thus the objective of Janakalyan was formulated as “to serve 3 holy mothers i .e. Manavi Mata, Bhoo Mata & Go Mata”. It also started working with children, keeping education as the focal point through ASHA & Child Labor Schools.

Janakalyan took birth in July 1997 with an objective to assist the refugees & repatriates to raise their income level through intervention in the field of agriculture. It started working with farming communities with its own resources. The strategy adopted to work with these peasant communities was ‘awareness generation’ among the mass about the mistakes that they have already done and the ways to rectify it. Training & exposure were 2 tools adopted to convince these farmers about the proposition that Janakalyan was propagating about organic farming.
