As requested, Wehran has normalized all sediment PCB data from the Edmonds Creek marsh and Pool C connecting channel areas to the fraction of organic carbon contained in the sediment at that data point. In addition, the normalized data have been mapped for comparison with contour intervals representing the lower, mean, and upper Sediment Quality Criteria (SQCs) for PCBs in freshwater ecosystems using EPA's Interim Equilibrium Partitioning Method (EP) in accordance with your request. The results of this effort are attached. A brief description of these results is presented below. Table 1 summarizes the available total PCB and total organic carbon (TOC) data for the Edmonds Creek/Connecting Channel wetland sediments derived from the Operable Unit 2 investigations, normalized PCB data (expressed as ug PCB/g organic carbon) for each sampling station, and calculated freshwater SQC equivalents for each sampling station. Calculated SQC equivalents include the location-specific mean and 95 percent (lower and upper) confidence intervals for comparison to un-normalized PCB data. SQCs used to derive these location-specific equivalents were obtained from EPA's "Interim Sediment Criteria Values for Non-Polar Hydrophobia Organic Compounds" and are listed on Table 2. « a In addition, Wehran has calculated location-specific saltwater SQC equivalents for ° EPA's consideration (Table 1) because the wetlands in question also support saltwater 0 aquatic life (see Operable Unit 2 RI/FS, Section 2.4). Wehran Engineering Corporation (Wehran) has prepared this submittal on behalfof Respondents to Administrative Order Index No. II-CERCLA-00114 in response toAgency correspondence dated December 20, 1991 regarding the U.S. EnvironmentalProtection Agency's (EPA) establishment of a PCB cleanup level of 5 parts per million(ppm) for contaminated wetland sediments at the Kin-Buc Landfill Site, Operable Unit 2.As requested, Wehran has normalized all sediment PCB data from the Edmonds Creekmarsh and Pool C connecting channel areas to the fraction of organic carbon containedin the sediment at that data point. In addition, the normalized data have been mappedfor comparison with contour intervals representing the lower, mean, and upperSediment Quality Criteria (SQCs) for PCBs in freshwater ecosystems using EPA's InterimEquilibrium Partitioning Method (EP) in accordance with your request. The results ofthis effort are attached. A brief description of these results is presented below.

saltwater system in accordance with NJAC 7:9-4.4. Further, the toxicological data baseused to derive the freshwater SQC may not be representative of the resident biologicalcommunity in Edmonds Creek marsh system, although it is recognized that the saltwatertoxicological data base may not be entirely representative either. As such, bothfreshwater and saltwater SQCs are offered for consideration and comparison with thesuggested PCB cleanup criterion of 5 ppm.

Seven figures have been enclosed to contour un-normalized and normalized PCBdata and criteria. These include the approximate distribution of sediments exceeding5 ppm PCBs (Figure 1), normalized PCB data expressed as ug PCB/g organic carbon(Figure 2), normalized PCB data contoured to show areas exceeding the upper, mean,and lower SQCs for freshwater (Figures 3, 4, and 5) and areas exceeding the upper,mean, and lower SQCs for saltwater (Figures 6, 7, and 8). To interpret these figures,contours derived for un-normalized PCBs greater than 5 ppm (Figure 1) should becompared with contours derived for normalized PCBs in excess of freshwater andsaltwater SQCs (Figures 3 through 8) to determine which SQC limits are best satisfiedby 5 ppm total (un-normalized) PCBs. These figures show that the un-normalized5 ppm contours (Figure 1) exihibit adequate compliance with the upper freshwaterSQCs (Figure 3) and the upper saltwater SQCs (Figure 6) .The suggested PCB cleanupcriterion of 5 ppm will allow for consideration of remedial alternatives for the EdmondsCreek marsh system that are largely confined to existing stream channels and theirassociated intertidal shorelines or borders (as outlined in Figure 1) while preserving themajority of the vegetated wetlands within the study area.

Respondents reserve judgment as to the appropriateness of the 5 ppm criterion forPCBs as the sole basis for considering remedial action until EPA's EndangermentAssessment is made available for our review and incorporation into the Feasibility Study.For example, Respondents would consider the potential impact (positive or negative)of each remedial alternative on the existing uses of the wetland, and the anticipatedreduction of exposure via critical pathways associated with each alternative, as possiblemodifiers to the final areas selected for remediation. Existing uses and critical exposurepathways should be defined in the Endangerment Assessment and considered in theFeasibility Study.

We would welcome the opportunity to discuss these issues with Agencyrepresentatives at your earliest convenience. In the interim, we will assume that thecleanup level of 5 ppm PCBs will be the final action level for the Operable Unit 2wetlands, pursuant to your letter of December 20, 1991. In order to proceed, we must ^incorporate the 5 ppm action level for PCBs into the ongoing Feasibility Study. We will couse this action level to determine the extent of affected acreage and to finalize remedialalternatives. However, completion of this effort is dependent on receipt of any oadditional information regarding remedial action goals and objectives. We believe that °these goals and objectives should be derived, at least in part, from the EndangermentAssessment. ro
