JANUARY-2016 Republic Day Celebration 67 th Republic Day was celebrated at DLW Stadium with its traditional gaiety and enthusiasm. Amidst large gathering of staff, officers and their families, Chief Guest Shri Ashok Kumar Harit, General Manager unfurled the National Flag. Thereafter, inspecting the parade of the contingents of RPF, St. John's Ambulance Brigade, Civil Defence, Bharat Scout & Guides, Inter College Scout & Guides & Cub-Bulbul, he took salute of their march past. On this occasion addressing the gathering General Manager Shri Harit expressed his gratitude towards the makers of the constitution of the country. Focusing on the achievements of DLW, he said that DLW has to produce 320 locomotives in the current financial year. Which is the highest ever production target till now. DLW has manufactured 246 locomotives till December, which is 31% more than same period of the previous financial year. Republic Day Celebration

67th Republic Day was celebrated at DLW Stadium with its

traditional gaiety and enthusiasm. Amidst large gathering of staff,

officers and their families, Chief Guest Shri Ashok Kumar Harit, General

On this occasion addressing the gathering General Manager Shri

Harit expressed his gratitude towards the makers of the constitution of

the country. Focusing on the achievements of DLW, he said that DLW

has to produce 320 locomotives in the current financial year. Which is

the highest ever production target till now. DLW has manufactured 246

locomotives till December, which is 31% more than same period of the

previous financial year. Referring to the prospects of the future,

General Manager Shri Harit Said that DLW has always been striving to adopt new technologies.

Prominent among those are 6000 HP locomotive, Dual Mode Traction Locomotive & Fuel Cell based

Hybrid locomotive.

On this occasion, GM Shri Harit also distributed

useful equipments as Tricycle, Hearing-aid and Drum set to

“Divyang” DLW employees and “Divyang” dependents of

DLW employees.

To mark the occasion, an attractive colourful cultural

programme was also presented by the students of DLW based schools attired in colourful dresses.

The programme included the patriotic song, action songs and folk dances etc. Which were highly

appreciated by the viewers. The celebration wound up with the distribution of fruit packets to

indoor patients at DLW Central Hospital

Annual Inspection of DLW St. John's Ambulance Brigade

Annual inspection of DLW St. John's Ambulance Brigade concluded at DLW Basketball

ground on 25th January with an impressive parade and salute

by the Brigade members. On this occasion, Chief guest Dr.

R.C.Trivedi, Chief Medical Officer and Inspection Officer

unfurled the Brigade's flag and inspected the parade.

The Brigade members demonstrated various exercises on first aid as providing first aid to

the victims of a casualty in any situation and transporting them to the hospital or some other

places, as well as stretcher drill, fireman lift, artificial breathing and many other rescue and first aid

methods. On this occasion, the brigade members

also presented a brief cultural programme, which

was highly appreciated by the guests. During the

programme, Dr.Trivedi also gave away awards to

the members for their commendable services on

various occasions and achievements in the first aid. On this occasion, a competition on first aid

related exercises was also organised, in which team no.-4 leaded by Shri Rajesh Kumar got first

place.

Earlier, Shri Rajiv Kumar, Core Commander welcomed

the chief guest by presenting him bouquet and memento. Core

Officer Shri Nitin Mehrotra presented annual report of the

Brigade. The programme concluded with the vote of thanks proposed by Dr. Shankar Singh,

Divisional Surgeon and Shri P.N.Singh, Secy./SJAB conducted the whole programme efficiently. On

this occasion senior officers, office bearers and members of SJAB were present in a large number.

Hon’ble Prime Minister at DLW

On the arrival of Hon’ble Prime Minister

Shri Narendra Modi at DLW on 22nd January,

2016, General Manager Shri Ashok Kumar

Harit along with Chief Mechanical Engineer Shri

Ashok Kumar Singh welcomed him.

On this occasion Hon’ble Prime Minister Shri Modi distributed various aids and assistive

devices to “Divyangjans”. He also flagged-off a new train “Mahamana Express” from Varanasi to

Delhi via Lucknow in presence of Hon’ble Minister Of State for Railways Shri Manoj Sinha, Hon’ble

Minister for Social Justice and Empowerment Shri Thaawar Chand Gehlot, Hon’ble Minister for

Micro, Small and Medium Enterprises Shri Kalraj Mishra, Hon’ble Ministers of State for Social

Justice and Empowerment Shri Krishna Pal Gurjar & Shri Vijay Sampla, Hon’ble Minister for

Secondary Education, Govt. of UP Shri Balram Yadav and Lord Loomba of Loomba Foundation.

Member Mechanical, Railway Board visited DLW

Shri Hemant Kumar, Member Mechanical, Railway Board visited Diesel Locomotive Works on

15th January. On this occasion, he went round the workshop along with Shri Ashok Kumar Harit,

GM, Shri Ashok Kumar Singh, CME, Shri K.B.Sahay, CME/P and other officers. He inspected various

shops including New Block Shop, Engine Shop, Loco Assembly Shop and Loco Test Shop. During

the inspection he witnessed the manufacturing process and discussed various technical issues with

the accompanying officers regarding locomotive manufacturing.

Earlier, on arriving the New Block Shop Shri Hement Kumar was given a grand guard of

honour by RPF personnel. Thereafter, he

commissioned the newly installed Portal

Milling Machine by pushing the button.

Earlier, performing the rituals he inaugurated

the machine by cutting the ribbon and

unveiling the plaque. This 19 Axis CNC Heavy

Duty Portal Milling Machine is equipped with

6 Spindle Heads, Siemens 840DSL Controller,

Automatic Tool Changer with 100 tools Pocket Magazine as well as UPS for 40 Minutes Power

backup. Power consumption in this machine is 180KVA. To cope up with the increasing production

of locomotives, this machine will speed up the production of crank cases for locomotives. During

the workshop visit MM inspected the 6000 tones capacity store ward incorporating automatic

storage and retrieval system as well as new compressor room also, constructing under DLW’s

expansion project and expressed satisfaction over the progress of the works.

On this occasion, addressing the JAG and above officers, Shri Hemant Kumar instructed

them to equip locomotives with the Hotel Load, Auxiliary Power Unit, Distributed Power Control

System techniques and to make provision of toilet in

locos. He emphasised on lowering the sound level in the

locomotives’ cab and to make it dust free. He suggested

them to make arrangement of pre-lubrication in

locomotives after shut down and check the leakage in

them. He instructed them to speed up the development

and manufacturing of 6000 HP locomotive, Dual Mode

Locomotive (Diesel/Electric) and Hydrogen Fuel Cell

Locomotive. During the visit, Hon’ble MM held a meeting with General Manager Shri Ashok Kumar

Harit as well as RDSO, Railway Board officers and HODs of DLW. In which he witnessed a power

point presentation containing production, achievements, ongoing projects as well as future

planning of DLW and expressed happiness over the development of infrastructure, indigenisation

and quality progress of DLW.

On this occasion, Shri Hemant Kumar also met Staff Council members as well as the

representatives of other employees associations and office bearers of SC/ST/OBC Association and

received memorandum from them.

Hon’ble Minister of State for Railways inaugurated RPF Central Police Canteen at DLW

Hon’ble Minister of State for Railways Shri Manoj

Sinha inaugurated RPF Central Police Canteen on 30th

December at Diesel Locomotive Works, RPF Barrack by

unveiling the plaque and cutting the ribbon.

On this occasion General Manager Shri Ashok Kumar Harit, Chief Mechanical Engineer Shri

Ashok Kumar Singh, Controller of Stores Shri V.P.Pathak, Chief Engineer Shri R.B. Yadav, Chief

Security Commissioner, North Eastern Railway, Gorakhpur

Shri S.K.Singh, Divisional Railway Manager Shri Satish

Kashyap as well as Heads of Departments, officers, RPF

Jawans and employees were present in a large number.

The Canteen will be operated under Shri Jitendra Srivastava, Sr. Security Commissioner,

Railway Protection Force, DLW. RPF personnel of DLW, North Eastern Railway and Northern Railway

will be benefited with the operation of this canteen. The main objective of this canteen is to provide

quality products used in routine life to RPF personnel on

subsidized rates. A vast range of the items as Soap,

Shampoo, Deo, Tooth-pest, Brush, Bornvita, Chyavanprash,

Shaving Cream, Detergent Powder, Suitcase, Mixer Grinder,

Pressure Cooker etc are available in this canteen. There is

further plan to expend this canteen in future also.

Inter Divisional RPF Basketball Championship

Under the auspices of DLW Railway Protection Force Inter Divisional RPF Basketball

Championship was organised on 28th and 29th December at DLW Basketball Court. It was

inaugurated by Shri Ashok Kumar Singh, Chief Mechanical

Engineer by introducing with the participating players and

announcing the opening of the championship. The

championship concluded on 29th December with the

announcing of closure of tournament by Shri Sunil Kumar

Singh, Chief Security Commissioner, Gorakhpur. Shri Singh also gave away award and shields to

the winner & runner team as well as players individually also.

In the final match, North Eastern Railway headquarter

Gorakhpur team deteated Varanasi Division team with 34-13

and ran away with the coveted shield. Shri Suryabhan Singh

of North Eastern Railway headquarter, Gorakhpur bagged the

best player award.

At the end of the championship, Shri Jitendra

Srivastava, Senior Security Commissioner proposed the vote

of thanks and Shri Vikas Singh, Assistant Security

Commissioner & Secy./Volleyball conducted the whole

programme efficiently. Headquarter Gorakhpur including

Varanasi, Lucknow, Izzatnagar divisions of North Eastern

Railway as well as host DLW participated in this championship.

Meeting of Nagar Rajbhasha Karyanvayan Samiti at DLW

Nagar Rajbhasha Karyanvayan Samiti (NRKS) held a meeting on 22nd December at Hall of

Fame. Presiding over the meeting Shri Arjun Tabiyar, Mukhya Rajbhasha Adhikari & Chief

Personnel Officer, DLW and Vice-President, Nagar

Rajbhasha Karyanvayan Samiti, Varanasi said that it is

the positive result of cooperation between various

offices that a lot of success has been achieved in

popularising the uses of Rajbhasha. Expressing

happiness over the meeting organised as per the

Rajbhasha Calendar released by the Union Home

Ministry, he asked the departments that those who

could not get them registered with the committee should do the same online soon. He appealed all

the departments to link themselves online to get better uses of information technology. He also

drew the attention of the members towards the inspections made from time to time by the

Parliamentary Rajbhasha Committee and said that the questionnaire of Parliamentary Rajbhasha

Committee should be read carefully and efforts should be made to overcome shortcomings. He also

made appeals to the members of the coordination committees to make better contacts with the

member offices.

Conducting the meeting, Member Secy./NRKS

and Varistha Rajbhasha Adhikari Shri Rajendra Kumar

gave details of last meeting and highlighted the

Rajbhasha Policies. He also put up the status of the

target & implementation as well as progress reports of

NRKS offices.

On this occasion, Shri Santosh Shukla, ADRM, NER, Shri J.N.Ray, Representative, Hindi

Parishad, Central Secretariat as well as Heads/representatives of Central Government Offices, Cor-

porations, Government Undertakings and Autonomous Organisations expressed their views. Earlier,

Shri Rajendra Kumar, Member Secy./NRKS and Varistha Rajbhasha Adhikari welcomed the guests

and at the end of the meeting he proposed the vote of thanks. As many as 67 Central Government

Offices and 19 Central Undertakings are registered with Nagar Rajbhasha Karyanvayan Samiti.

Civil Defence Day at DLW

Under the auspicious of Diesel Locomotive Works Civil Defence Organisation, Civil DefenceDay was observed at DLW Stadium on 06th December. On this occasion, the programme beganwith the impressive parade, march-past and salute by the Civil Defence members as well asunfurling of Civil Defence flag and inspection of parade by chief guest Shri Ashok Kumar Harit,

General Manager. Congratulating the members on CivilDefence Day, Shri Harit said that to minimise the effects ofinternal destruction and to keep the moral of the people highduring the Second World War, an organization was formedunder the Ministry of Defence named “Air Raid Precautions”.Keepings its importance in view, subsequently, it wasrenamed as “Civil Defence” Organisation and was put underthe Home Ministry. This organisation has the status of thecountry's fourth army. Lauding the presentation of rescueand relief, as well as first aid exercises by the Civil Defencemembers during the emergency situations Shri Harit

appreciated the members for the launching of cleanliness drive in DLW premises and expressedhope that the organization will continue these exercises time to time to remain fit and alert forfacing any emergency situation.

On this occasion, the Civil Defence members put up a live and effective presentation ofvarious relief & rescue as well as first aid exercises for the citizens and injured persons during thebombardment in war time as - defusing ofbombs, fire fighting, to bring down the injuredpersons from considerable heights by onlystretcher and rope without sufficientequipments, providing first aid to the injuredpersons, and to transfer the injured personsfrom the accident site to safe place as well asstretcher drill, fireman lift, human crutch andmany other rescue methods were successfullydemonstrated. During the presentation Shri Asht Bhuja Misra, Sr. Civil Defence Inspectorconducted the programme. Expressing happiness over the successfully performing the exercises,Shri Harit declared a cash award of ` 25000/- for the members of Civil Defence. The programme

concluded with the camp fire. On this occasion, Smt. SumitraHarit, Chairperson, Smt. Anuradha Singh, Vice-Chairperson,DLW Women’s Welfare Organisation and members alongwithS/Shri A.K.Singh, Chief Mechanical Engineer, Arjun Tabiyar,Chief Personnel Officer, R.B.Yadav, Chief Engineer,S.K.Katiyar, Chief Mechanical Engineer/Plant, R.R.Jha, ChiefMarketing Manager, P.Ananth, Chief MechanicalEngineer/Material, other officers, office bearers and membersof the organisation, employees and viewers were present in alarge number.

At the end of the programme Shri Panna Lal, Controller, DLW Civil Defence Organisationproposed the vote of thanks. Shri B.L.Nag, Dy. Controller, DLW Civil Defence Organisationpresented the Annual Report of the organisation and Shri Narendra Kumar Mishra conducted thewhole programme efficiently.

Bal Niketan School organised its annual function “Kriti”

Bal Niketan a primary school run by DLW Women’s Welfare Organiasation celebrated its

Annual Function “Kriti” at Cinema Hall on 10th December with presentation of colourful cultural

programmes by children of Nursery, LKG and UKG. Smt.

Anuradha Singh, Vice-Chairperson, DLW Women’s Welfare

Organiasation was the chief guest of the programme.

On this occasion, the programme started with welcome

song presented by the children of school. Thereafter, the children of Nursery presented the group

dance ‘Chu.Chu.Chu Chidiya Bole…’, ‘Sha La La…’, ‘Tara Rum Pum…’, ‘Chhoti Si Asha…’ & ‘Boogie-

Woogie…’ etc. To mark the occasion, the students of LKG

presented the eye catching fusion dance ‘Cartoon Network’ &

‘Retro Fun’ as well as the play ‘Swach Bharat-Sunder Bharat’

and ‘Sabj-e-Sammelan’ was also presented by the children of

UKG.

Earlier, chief guest Smt. Anuradha Singh, gave away awards to the winners of various

academic activities. Smt. Rimjhim Prasad, Incharge, Bal Niketan presented the annual report of the

school. While Smt. Gunjan Tripathi, Incharge, Bal Niketan

proposed the vote of thanks. On this occasion, Smt. Sangeeta

Sagar, Secy. and members of DLW Women’s Welfare

Organisation, employees, teachers, parents and children of

Bal Niketan were present in a large numbers. Head Mistress of

the school Smt. Nilam Ahuja welcomed the guests and Smt. Sumona Nag, Teacher, Bal Niketan

School conducted the whole programme efficiently.

Bulk Indent Meeting for High Horse Power Locomotives at DLW

To discuss the requirement of Zonal Railways for imported and indigenous vital spares forthe year 2017-2018, two day Annual Bulk Indent Meeting for High Horse Power (HHP) locomotiveswas organised on 20th & 21st November at Hall of Fame. Addressing the delegates of Railway Board,Zonal Railways and RDSO, Shri P.K.Agarwal, Additional Member/Mechanical Engineering, RailwayBoard expressing satisfaction over the smooth supply of the spare parts of HHP locomotives toZonal Railways, he emphasised on to increase the reliability and availability of locomotives. He

expressed concern over the shortage of sources of supplyof equipments for high horse power locomotives and alsofocused upon the common faults and problems occurringin the spare parts of locomotives. Besides he alsostressed the need to develop the new sources of thespares of HHP locomotives to ensure their quality anduninterrupted supply as well as fast disposal of WarrantyClaims. He advised that the suppliers of these spareparts should be treated as partners and said that in caseof failure of spares, joint inspection should be carried outwith them to find out the appropriate solution of theproblem and to establish the reasons of failure.

Welcoming the representatives from Railway Board, Zonal Railways and RDSO Shri AshokKumar Harit, General Manager said that DLW continuously increasing the production of HHPlocomotives. He asked the Zonal Railways to give feedback regarding the performance of theselocomotives regularly, so that on the basis of available informations, quality spares could besupplied to them. He also assured that DLW will extend its full support to Zonal Railways in seekingout of their problems.

Addressing representatives of the meeting Shri Ashok Kumar Singh, Chief MechanicalEngineer threw light upon the efforts of DLW for the development of new locomotives andincreasing the production, he said that besides the production, we are in efforts to develop the newsources of the spare parts of these locomotives to ensure their uninterrupted supply. He advisedthe Zonal Railways to send the indents well in time for the supply of spares.

Speaking on this occasion, Shri V.R.Mishra, Controller of Stores threw light on the effortsbeing made by the Stores Department to maintain the supply chain of spares for the HHPlocomotives to the Zonal Railways according to their demand and assured them of improving thesupply of it. On this occasion, Shri Vivek Kumar, Executive Director, MechanicalEngineering/Traction, Railway Board focussed in detail on the general deficiencies found in sparesof HHP locomotives and emphasised on improving their quality and supply. He also suggested theofficers, connected with the maintenance of HHP locomotives, to form a group on WhatsApp forsharing the technical information and stressed the need of modification in safety items, so that theaccidents could be checked. In the meeting, DLW’s HODs as well as representatives of ZonalRailways expressed their views and submitted their demand of spares for the year 2017-18.Earlier, welcoming the officers and representatives of Zonal Railways Shri P.Ananth, CME/Mapprised of them about the improvements being made in the supply of spares of high horse powerlocomotives and two day schedule/minutes of the meeting. Senior officials of Railway Board, RDSOand Zonal Railways participated in this meeting. On this occation, the suppliers of spare parts ofhigh horse power locomotives also apprised about the development of new components to thedelegates through presentation.

During the two-day meeting, the demand and supply of spare parts, warranty claims andother various technical issues related to high horse power locomotives were discussed with ZonalRailways.

Cancer Detection Camp & Exhibition at DLW

Under the joint auspices of Diesel Locomotive Works Central Hospital and Indian Railway

Cancer Institute, North Eastern Railway, Varanasi, a Cancer Detection Camp & seminar was

organised at DLW Central Hospital on 21st November. Expressing on the relevance of cancer

awareness and detection camps, chief guest Shri Ashok Kumar

Harit, General Manager said that if cancer is detected in early

stage, it is curable. Stating the tobacco, betel, cigarette and

alcohol main factors behind the cancer, he suggested to avoid

them. Shri Harit suggested the time to time check-up of cancer

for the prevention of such serious disease.

Delivering the lecture on this occasion, main speaker Dr. S.A.Khan, Onco Surgeon, Indian

Railway Cancer Institute, North Eastern Railway, Varanasi apprised about the symptoms and

preventive measures of cancer through presentation and informed that 17.9 million people are

suffering with cancer in India, while 12 percent people die from cancer in the world. If the cancer is

detected in early stage, the lives of more than 80 percent of patients could be saved.

On this occasion, Dr. Arti Divya, Indian Railway Cancer Institute, North Eastern Railway,

Varanasi put up a specialized presentation on “Breast cancer - safety & prevention” and “Cervix’

Cancer”.

Earlier, welcoming the guests Dr. S.S.Negi, Chief Medical Officer threw light on different

stages and tests of cancer. The programme concluded with vote of thanks proposed by

Dr.R.C.Trivedi, Addl. Chief Medical Superintendent/Administration. On this occasion, S/Shri,

other officers, doctors, para-medical staff, employees and

patients were present in a large number. Dr. Monica Shukla,

Gynecologist conducted the whole programme efficiently.

On this occasion a Cancer Awareness Exhibition was also setup, which was inaugurated by

Smt. Narvada Tabiyar, Member, DLW Women’s Welfare Organisation by cutting the ribbon. In this

exhibition, detailed information about cancer, main factors, symptoms of cancer and its diagnosis

etc. were shown through pictures and write-ups. During the Cancer Detection Camp, organised on

this occasion, doctors of Indian Railways Cancer Institute and Research Centre, Varanasi and DLW

examined as many as 50 people.

Indian Railways Accounts Services (IRAS) Day at DLW

Under the joint auspices of Diesel Locomotive Works Accounts Department and Indian

Railways Accounts Services (IRAS), Varanasi Chapter, Indian Railways Accounts Services (IRAS)

Day was organized at Officers’ Guest House on 19th November.

On this occasion, chief guest of the programme Shri

J.N.Pandey, FA&CAO said that IRAS officers are an important

part of Indian Railways as the back bone of Indian Railways,

which is one of the biggest Railway organizations in the world.

In present economic scenario, no organization can progress

without a smooth and effective financial management and IRAS

officers are running the financial management of Railways

successfully.

Presiding over the programme Shri N.S.Pangtey, FA&CAO/TOT highlighted the history,

achievements and activities of IRAS officers and their contribution in development of Indian

Railways.

On this occasion, all the IRAS officers including working

and retired officers of DLW and Varanasi expressed their views

Communal Harmony/National Integration Week at DLW

Communal Harmony/National Integration Week was observed at Diesel Locomotive Works

from 19th to 25th November. In this connection, on 19th

November Shri Ashok Kumar Harit administered the

Communal Harmony/National Integration pledge to the

officers and employees. On this occasion S/Shri A.K.Singh,

CME, V.R.Mishra, COS, Anil Kumar Sharma, CQAM, Arjun

Tabiyar, CPO, K.B.Sahay, CME/P, S.K.Sagar, CPM/Mod.,

P.Ananth, CME/M, N.S.Pangtey, FA&CAO/TOT, R.B.Yadav, CE as well as other officers and

employees took the pledge in a large number. Earlier, in the morning Bharat Scouts & Guides

members organized Sarva Dharma Prarthna Sabha at Community Hall.

In this connection ‘Nirbal Varg Divas’ was also organized on 24th November at Technical

Surya Shashthi Mahotsav at DLW

Under the auspices of DLW Surya Shashthi Mahotsava Samiti, Shashthi Poojan was

organised on 17th November at Surya Sarovar. On this occasion, chief guest Shri Ashok Kumar

Harit, General Manager and Smt. Sumitra Harit, Chairperson, DLW Women’s Welfare Organisation

started the Shashthi Mahotsava with Poojan & Arti as well as Sarovar Parikrama. They went round

On this holy occasion, the DLW Surya Shashthi Mahotsava Samiti arranged the Poojan as

well as also organized the various programmes like – Sunder Kanda Path, Hanuman Chalisa,

chanting of hymns, Bhajans and Shashthi songs etc. In Surya Shasthi Mahotsav, a large number of

devotees-women and men offered Ardhya and Poojan to the setting sun. Shashthi Mahotsava

concluded with the offering of Ardhya to the rising sun at next morning on 18th November.

On this occasion, a large fair was visible at Surya Sarovar, where DLW officers, employees,

their families & friends enjoyed the fair as well as witnessed and offered Poojan to the Sun God at

the beautifully decorated Surya Sarovar.
