SURFSIDE HOMEOWNERS ASSOCIATION REGULAR BOARD MEETING SUMMARY
January 20, 2018
Board Members Present: Gary Williams, James Clancy, Larry Raymer, Patrick Johan-sen, Annette deLeest, (Debra Blagg, Scott Winegar, James A. Flood, Jr. via speaker-phone) Staff Present: Laura Frazier, Kimber Holtermann, Heidi Larson, Bill Neal Call to Order: Gary Williams called the meeting to order at 9: 02 a.m. Agenda: MP to adopt the agenda for the November 18, 2017 Regular Board Meeting as amended. Safety Message: Gary Williams gave this month’s safety message; being more aware of your surroundings. Sheriff’s Report: Deputy Ostgaard provided a verbal and written report.
Minutes Approval: MP to approve the minutes of the November 18, 2017 Regular Board Meeting and the November 18, 2017 Budget Ratification Meeting. MP to appoint Mark Scott as trustee to fill the Board’s vacant position as he was the
next highest vote getter in last year’s election. There was a vote of the Board trustees then MP to appoint Scott Winegar as the
Board Secretary. Floor Comments: Kirby Smith discussed the dangers of feeding gulls in neighborhoods since their feces carry many germs and diseases. MP for a representative to talk with the lady feeding the birds regarding health and safety of both members and the birds. Louise Purdin ad-dressed Patrick Johansen for commenting about the caches only being the personal agenda of the Purdins and Williams. She also stated that he is the trustee for the com-mittee and if he had ever come to a meeting he wouldn’t need to be on the blog discuss-ing rumors. Old Business:
A. Board Goals– There was discussion regarding the 2017-2018 board goals. B. Proposed Technology Committee-MF to accept the technology Charter as is.
Gary Williams will work with Debra Blagg regarding some of her goals. C. Emergency Management Cache- There was discussion regarding the caches,
but no motions were made. There was consensus that the business manager would check with our liability insurance carrier and get its input to consider.

A. Election Committee Chair assignment – MP to appoint Annette deLeest as Chair of the Election Committee.
B. Add member to Architectural Committee – MP to add member Sharon Reuling to the Architectural Committee.
C. Add member to Community Relations Committee – MP to add Maryclare Hanson to the Community Relations Committee.
D. Add members to Emergency Management Committee – MP to add Al Franklin, Al Gifford and Janis Jenkins to the Emergency Management Committee.
E. Add member to Water System Planning Committee and the Lands & Buildings Committee – MP to add Richard Minich to the WSP and L&B Committees.
F. WMR Study – MP to accept the Gray & Osborne study of failing pipes at a cost of $7,465.00 plus tax. G. Proposed consulting agreement for RV storage site – There was discussion regarding a study on the RV
storage area and a consensus for the ad-hoc committee to proceed with the contract. H. Naselle Rock quote for addition of gravel to walking bridges-MP to hire Naselle Rock to provide asphalt
to each side of the walking bridges at a cost of $3,700.00 plus tax. I. Resolution 2018-01-01 to amend the employee manual regarding new sick leave law- MP to adopt
Resolution 2018-01-01 amending the employee manual. J. Resolution 2018-01-02 completion letter for the carbon treatment plant – MP to adopt Resolution 2018-01-
02 completion of the carbon treatment plant. K. High Water user penalty – MP to send letters to high water users that they may face charges in the near
future for usage over 10,000 cubic feet per month.
Staff, Trustee & Committee Reports:
MP to accept all staff, trustee & committee reports as submitted. MP to move to closed session to discuss legal matters at 12:35 p.m. Reconvene from closed session at 12:40 p.m. No motions were made from closed session. MP to adjourn the Surfside Homeowners Association regular board meeting. Adjourn 12:50 p.m. MP= motion passed

On 01/20 I was on patrol when I observed a suspicious male walking on I St. I contacted him, and he stated he was dropped off and he was walking back to Ocean Park.

Tentative Clam Dig
The Washington Department of Fish and Wildlife (WDFW) will confirm that schedule prior to each dig, provided that upcoming marine toxin tests show the clams are safe to eat.
Under WDFW’s plan, Twin Harbors and Mocrocks beaches will open for digging at noon Jan. 1, extending a dig previously scheduled for New Year’s Eve dig at four ocean beaches.
Starting Jan. 28, WDFW then plans to open various beaches for razor-clam digging through Feb. 3. No digging will be allowed at any beach before noon.
Dan Ayres, WDFW coastal shellfish manager, said the Jan. 1 opening is designed to give families a chance to ring in the new year digging clams on the beach.
“We know that digging razor clams is a New Year’s tradition for many families and we want to help them keep tradition alive,” Ayres said.
That and other digs are proposed on the following beaches, dates and evening low tides:
• Jan. 28, Sunday, 4:06 p.m.; -0.4 feet; Mocrocks
• Jan. 29, Monday, 4:59 p.m.; -1.0 feet; Copalis
• Jan. 30, Tuesday, 5:47 p.m.; -1.5 feet; Twin Harbors, Mocrocks
• Jan. 31, Wednesday, 6:33 p.m.; -1.6 feet; Long Beach, Twin Harbors, Copalis
• Feb. 1, Thursday, 7:17 p.m.; -1.5 feet; Long Beach, Twin Harbors, Mocrocks
• Feb. 2, Friday, 8:00 p.m.; -1.0 feet; Long Beach, Twin Harbors, Copalis

EMERGENCY NOTIFICATION SYSTEM
Effective September 1, 2013, Pacific County transitioned to a new emergency notification system. The new system has the ability to contact you regarding via home phone, cellular phone, text message, email, and/or TDD. This system may be used by emergency response personnel to notify specific homes and businesses at risk with information about a disaster or emergency event. You will only be called when the associated address will be impacted by the event. If you registered your cellular or VoIP phone number prior to September 1, 2013, you are encouraged to re-register and landline users are encouraged to update their information.
The new system can be personalized based on your needs and the type of noti-fications you wish to receive.
The hyper-reach system notifies you by email, phone, and/or text in the event of an emergency.

FAQ
1. I received an emergency message on my home phone, but not on my cellular phone. To receive notifications on your cellular phone sign up by clicking the link above. If you’ve already registered your cellular phone and did not receive a call when you believe you should have, please contact the Pacific County Emergency Manage-ment Agency at (360) 875-9340.
2. When will I receive a weather alert? Weather alerts are triggered by NOAA and for Pacific County include: tsunami watch, tsunami warning, extreme wind warning, severe thunderstorm warning, and tornado warning.
3. If I signed up previously, is my number still in the system? Yes, your number should still be in the system. However, if you have signed up previously, there are some new options within the system that you may want to consider and PCEMA suggests that you visit the community sign up website and register again in order to update your information.

Architectural Committee
Just a reminder if you are planning on installing a fence or a shed, a garage or a house or even doing a little
remodeling ALL building plans must be
submitted to the Architectural Committee prior to any construction.
The committee usually meets weekly on Tuesdays at 9 a.m., dependent upon if there’s
anything on the agenda. All applicants are encouraged to attend the
meeting (if possible) to answer any questions that may arise.
The building packets are available on our website at

or you can pick one up from the business office.
Two (2) sets of plans must be submitted to the committee. Once approved, you will get a copy of the plans that have been stamped so you can take them to the county
for their approval.
