AVIATION    D

Despite surging oil prices, volatile credit markets, and a lagging economy, the Federal Aviation Administration predicts a three percent annual growth in air travel. These travelers are faced with increasing delays and inadequate conditions as a result of the long overdue need to modernize the outdated air traffic control system and the failure to enact a federal aviation program.

BRIDGES    C

More than 26%, or one in four, of the nation's bridges are either structurally deficient or functionally obsolete. While some progress has been made in recent years to reduce the number of deficient and obsolete bridges in rural areas, the number in urban areas is rising. A $17 billion annual investment is needed to substantially improve current bridge conditions. Currently, only $10.5 billion is spent annually on the construction and maintenance of bridges.

DAMS    D

As dams age and downstream development increases, the number of deficient dams has risen to more than 4,000, including 1,819 high hazard potential dams. Over the past six years, for every deficient, high hazard potential dam repaired, nearly two more were declared deficient. There are more than 85,000 dams in the U.S., and the average age is just over 51 years old.

DRINKING WATER    D-

America's drinking water systems face an annual shortfall of at least $11 billion to replace aging facilities that are near the end of their useful life and to comply with existing and future federal water regulations. This does not account for growth in the demand for drinking water over the next 20 years. Leaking pipes lose an estimated seven billion gallons of clean drinking water a day.

Progress has been made in grid reinforcement since 2005 and substantial investment in generation, transmission and distribution is expected over the next two decades. Demand for electricity has grown by 25% since 1990. Public and government opposition and difficulty in the permitting processes are restricting much needed modernization. Projected electric utility investment needs could be as much as $1.5 trillion by 2030.

Redevelopment of brownfields sites over the past five years generated an estimated 191,338 new jobs and $408 million annually in extra revenues for localities. In 2008, however, there were 188 U.S. cities with brownfields sites awaiting cleanup and redevelopment. Additionally, federal funding for "Superfund" cleanup of the nation's worst toxic waste sites has declined steadily, dropping to $1.08 billion in 2008, its lowest level since 1986.

LEVEES    D-

More than 85% of the nation's estimated 100,000 miles of levees are locally owned and maintained. The reliability of many of these levees is unknown. Many are over 50 years old and were originally built to protect crops from flooding. With an increase in development behind these levees, the risk to public health and safety from failure has increased. Rough estimates put the cost at more than $100 billion to repair and rehabilitate the nation's levees.

INLAND WATERWAYS    D-

The average tow barge can carry the equivalent of 870 tractor trailer loads. Of the 257 locks still in use on the nation's inland waterways, 30 were built in the 1800s and another 92 are more than 60 years old. The average age of all federally owned or operated locks is nearly 60 years, well past their planned design life of 50 years. The cost to replace the present system of locks is estimated at more than $125 billion.

PUBLIC PARKS & RECREATION    C-

Parks, beaches, and other recreational facilities contribute $730 billion per year to the U.S. economy, support nearly 6.5 million jobs, and contribute to cleaner air and water and higher property values. Despite record spending on parks at the state and local level, the acreage of parkland per resident in urban areas is declining. While significant investments are being made in the National Park Service for its 2016 centennial, the agency's facilities still face a $7 billion maintenance backlog.

RAIL    C-

A freight train is three times as fuel efficient as a truck, and traveling via passenger rail uses 20 percent less energy per mile than traveling by car. However, growth and changes in demand patterns create bottlenecks which are already constraining traffic in critical areas. Freight and passenger rail generally share the same network, and a significant potential increase in passenger rail demand will add to the freight railroad capacity challenges. More than $200 billion is needed through 2035 to accommodate anticipated growth.

ROADS    D-

Americans spend 4.2 billion hours a year stuck in traffic at a cost to the economy of $78.2 billion, or $710 per motorist. Poor road conditions cost motorists $67 billion a year in repairs and operating costs, and cost 14,000 Americans their lives. One-third of America's major roads are in poor or mediocre condition and 36% of major urban highways are congested. The current spending level of $70.3 billion per year for highway capital improvements is well below the estimated $186 billion needed annually to substantially improve the nation's highways.

SCHOOLS    D

Spending on the nation's schools grew from $17 billion in 1998 to a peak of $29 billion in 2004. However, by 2007 spending fell to $20.28 billion. No comprehensive, authoritative nationwide data on the condition of America's school buildings has been collected in a decade. The National Education Association's best estimate to bring the nation's schools into good repair is $322 billion.

SOLID WASTE    C+

In 2007, the U.S. produced 254 million tons of solid waste. More than a third was recycled or recovered, representing a seven percent increase since 2000. Per capita generation of waste has remained relatively constant over the last 20 years. Despite those successes, the increasing volume of electronic waste and lack of uniform regulations for disposal creates the potential for high levels of hazardous materials and heavy metals in the nation's landfills, posing a significant threat to public safety.

TRANSIT    D

Transit use increased 25% between 1995 and 2005, faster than any other mode of transportation. However, nearly half of American households do not have access to bus or rail transit, and only 25% have what they consider to be a "good option." The Federal Transit Administration estimates $15.8 billion is needed annually to maintain conditions and $21.6 billion is needed to improve to good conditions. In 2008, federal capital outlays for transit were only $9.8 billion.

WASTEWATER    D-

Aging systems discharge billions of gallons of untreated wastewater into U.S. surface waters each year. The Environmental Protection Agency estimates that the nation must invest $390 billion over the next 20 years to update or replace existing systems and build new ones to meet increasing demand.

Received today for review and approval, from lead book developer, Dr. David McEntire, University of North Texas, a copy of the first draft of the Chapter on U.S. EM – “Emergency Management in the United States: Disasters Experienced, Lessons Learned, and Recommendations for the Future.” From his chapter introduction:

In many ways, the emergency management system in the United States is a model for other nations around the world. This country has had a great deal of experience with disasters, and it has been – in many instances – both innovative and successful in emergency management. In spite of its many advances in this burgeoning profession, the U.S. suffers from many problems that are both unique and similar to those that affect other countries. In addition, the U.S. has witnessed numerous setbacks and disappointing mistakes from which others may learn. For these reasons, it is beneficial to examine in detail the American emergency management system.

The following paper explores the hazards and vulnerability in the United States. It also reviews the history of disasters in the U.S. and the development of emergency management policy in this country. After describing the emergency management system, the paper then explores the future disaster challenges and opportunities. In so doing, the paper illustrates that there are many things that remain to be done to improve emergency management in this country.

The book will include 6 chapters (the introductory chapter, four case study chapters, and a concluding chapter. The case study chapters, which will be written about different countries around the world, will cover the following questions:

        What hazards threaten each nation and what vulnerabilities exist?         What major disasters have occurred and how have they impacted the development

of emergency management in each country?         What laws and regulations have been enacted by each government to counter

disasters and terrorist attacks?         What organizations have been created to deal with disasters in each country and

how successful have they been in terms of mitigation, preparedness, response and recovery initiatives?

        What challenges confront emergency management policy makers in each nation and how can these be resolved in the future?

        What lessons can be drawn from each case study of emergency management institutions and how can these benefit disaster policy in the United States?

This 15-page chapter will be forwarded to the EMI web-staff for posting to the EM Hi-Ed Program web-site tomorrow. It will be posted within the section “Free College Courses” – “Books Under Development” subsection. We are planning for a presentation by Dr. McEntire on this project at the June EM Hi-Ed Conf.

Eve Coles is a senior teaching fellow in Civil Protection at Leeds University Business School where she has responsibility for the academic oversight of qualifications in civil protection developed with the Emergency Planning College. Formerly she was a Senior Lecturer in Risk and Emergency Management in the Coventry Centre for Disaster Management where she developed and was responsible for the MBA in Risk and Disaster Management and the Diploma in Business Continuity Management, the only academic qualification in BCM in Europe. Her proposal is for a presentation on “Responding to the Flood Community Perspectives,” which we have approved.

Lucy is a Senior Lecturer in Emergency Management at the University of Hertfordshire and is a guest lecturer at the Universities of Leeds, Leicester and Cranfield.

Summary:

In the immediate aftermath of the terrorist attacks of September 11, 2001, President George W. Bush established the Office of Homeland Security and the Homeland Security Council (HSC). In his June 2002 proposal for a Department of Homeland Security, President Bush appeared to anticipate the continued operation of both of these entities. However, the Homeland Security Act of 2002, which mandated the new department, statutorily rechartered the HSC as an agency within the Executive Office of the President (EOP). Thereafter, the HSC disappeared from the public record, and its status today remains uncertain. Recently, some have called for the merger of the HSC with the National Security Council (NSC).

In her second week on the job, U.S. Department of Homeland Security Secretary Janet Napolitano has ordered a comprehensive review of Hurricane Katrina recovery progress, drawing praise from state and local officials who hope the move will increase the flow of federal money for public projects stymied by disputes over damage assessments and mitigation efforts.

"This sends a strong message that she wants to do something different,” said Paul Rainwater, executive director of the Louisiana Recovery Authority.

Included in the examination ordered Wednesday are about 1,200 public structures and other projects that state officials describe as "large scale" because the respective applicants are seeking at least $500,000, with a total cost exceeding $3.2 billion.

The projects fall under the Federal Emergency Management Agency's Public Assistance Program, the primary federal disaster relief option for government and nonprofit entities. And many also involve applications under the Hazard Mitigation Grant Program intended to help prevent damage in future storms….

Napolitano, the former Arizona governor who assumed her new post Jan. 20, expects an oral report by Feb. 10 and a final report by Feb. 24.

Around south Louisiana, local authorities echoed Rainwater's sentiments and expressed optimism that Napolitano and her eventual FEMA director will bring a fresh outlook following multiple rounds of wrangling with former Homeland Security chief Michael Chertoff and FEMA Director David Paulison during the Bush administration.

Homeland Security Secretary Janet Napolitano today directed department staff to review current plans to respond to significant medical emergencies and address Hurricane Katrina's lingering impacts.

Previous directives called for a review of Federal Emergency Management Agency (FEMA) state and local integration; national planning, cybersecurity; northern border strategy; critical infrastructure protection; risk analysis; state and local intelligence sharing; transportation security; and state, local and tribal integration.

Given the ongoing threat of a pandemic, biological or nuclear attack, improving the capacity to deal with large-scale medical emergencies is paramount. While the Department of Health and Human Services serves as the lead federal agency, DHS plays a critical role in enhancing emergency medical response capabilities at all levels of government. DHS also oversees the health aspects of contingency planning for all chemical biological, radiological and nuclear hazards. Given the department's all-hazards response mission, it is essential to determine the current state of medical readiness, including local first responder capabilities, hospital bed capacity, and the ability to surge existing capacity in an emergency, as well as any gaps and current efforts to address them. To this end, the Office of Health Affairs (OHA), working with FEMA, state and local emergency management officials, and other federal agencies shall:

Review plans and activities underway to strengthen and coordinate medical readiness preparedness. 

Conduct a review and assess any shortcomings of the National Response Framework Emergency Support Function #8 - Public Health and Medical Services.

Submit any possible restructuring or consolidations for these plans and activities that are necessary and identify areas where state and local emergency management agencies can provide input.

Summary:

In response to the terrorist attacks of September 11, 2001, Congress and the President moved to consolidate numerous federal emergency plans into a single, unified national response plan. The end product of these efforts was the National Response Plan (NRP), which established broad lines of authority for agencies responding to emergencies and major disasters.

Perceived problems with the implementation of the NRP during Hurricane Katrina led Congress to enact the Post-Katrina Management Reform Act (P.L. 109-295) to integrate preparedness and response authorities. The legislation directed DHS to issue a successor plan to the NRP entitled the National Response Framework (NRF). Implemented in March 2008, the NRF establishes a new approach to coordinating federal and nonfederal resources and entities. The Department of Homeland Security maintains that the NRF is an improvement over the NRP. Some, however, assert that the NRF is not an improvement because it does not fully address the problems and challenges associated with the NRP.

In the 110th Congress, Members of Congress focused, in part, on policy options that addressed issues concerning the NRF as well as attempts to coordinate federal, state, and local preparedness and response efforts more fully. Some examples of federal laws enacted in the 110th Congress that have affected the NRF include Implementing Recommendations of the 9/11 Commission Act of 2007 (P.L. 110-53), and the National Defense Authorization Act for Fiscal Year 2008 (P.L. 110-181).

Some selected pending legislation introduced in the 110th Congress that may affect the NRF includes H.R. 1333, H.R. 2830, H.R. 3237, H.R. 6147, S. 4, S. 1427, S. 2214, S. 3260, and S. 2445.

This report discusses how national response planning documents have evolved over time and describes the authorities that shape the NRF. Several issue areas that might be examined for potential lawmaking and oversight concerning the NRF are also highlighted.

Excerpts: If a flu pandemic breaks out, who should be first in line for treatment? Researchers have long known that another nasty bug, like the one that killed tens of millions of people around the world in 1918, could emerge again. Vaccines to stop the spread would be limited, and treatment facilities would be overwhelmed.

So who ought to get shots and medical care first? Doctors, nurses and other first responders, one might argue. That makes sense. Perhaps a high priority ought to be given as well to workers needed to keep the economy running, such as grocery store employees and truck drivers. A recent Johns Hopkins University study suggested that the secondary effects of a pandemic — food shortages, banking failures and transportation breakdowns — could hurt more than the disease itself. But the trickiest question of all might be a more subtle one: Who in government gets to decide which Americans are "essential" enough to be given first dibs on strained medical care?

In a curious way, all this relates to the larger questions about federalism that have occupied the past several years of public debate. With 9/11, Katrina and the financial meltdown, public officials have puzzled over where to set the tripwire for federal government intervention. The de facto result has been a steady, perhaps irreversible flow of power to Washington….

…fundamental changes are afoot in the basic architecture of federalism. On issues dealing with risk — government's role in making sure big things don't cause hurt — the federal government has steadily been exercising a stronger role.

Consider 9/11. In its aftermath, Congress concluded that disaster response ought to be housed in one central place in government. After some initial doubts, the Bush administration came to champion the idea of just such a response system under the Department of Homeland Security umbrella.

Then there was Katrina. The near-total breakdown of civil order in New Orleans taught federal officials that they always need to be ready to move when big problems swamp local authorities. Few government officials were covered in glory during the first days after the storm submerged the city, but federal officials are still quietly complaining that they reaped most of the blame for the failures of state and local officials. Politics aside, many have concluded that they have to be faster on the trigger when big dangers loom. That's why the feds played a much bigger role in pushing the evacuation of New Orleans for hurricanes Gustav and Ike….

As the Obama administration sets up shop, it will face a system of disaster planning and relief vastly different from the one George W. Bush inherited in 2001. Citizens are increasingly calling on government to prevent bad things from happening, and to ride in to help when they do. That increasingly leads to calls for quick action from Washington. We've crossed an important frontier: Dramatic events have reset the tripwire for federal involvement. If a pandemic breaks out, state and local governments will be on the front lines of response. But the feds will likely make the call on who deserves to get care first.

Congressman Ron Klein, who is pushing for a national catastrophe insurance fund, said today he was ``gravely concerned’’ about the withdrawal of State Farm Insurance from Florida.

“Every year, more and more homeowners find themselves without coverage or subject to dramatic rate increases,’’ Klein, a Democrat from Boca Raton, said after State Farm’s announcement that it would no longer renew homeowner policies in Florida. ``It is clear our insurance system is beyond broken.’’

He said he would renew attempts to enact the Homeowners’ Defense Act, which passed the House in November 2007 but died in the last session because of resistance from then-President Bush and Senate Republicans.

The bill is designed to make insurance more available and affordable by creating a national insurance pool to spread the risk of natural disasters, such as hurricanes, tornadoes, earthquakes and wildfires.

CHICAGO (AFP) - Hundreds of thousands of people were left shivering in the dark after a massive ice and snowstorm cut a swath across the United States Wednesday, knocking down power lines, snarling traffic, grounding flights and forcing schools to close. Freezing rain on the southern end of the storm covered trees and bridges with brilliant ice crystals but made roads incredibly slick and dangerous from Texas to Pennsylvania. At least a dozen deaths were reported….

The northern side of the snow dumped as much as a foot of snow in some areas of Ohio and the US east coast. And with a cold front moving in behind the storm it could be days before the ice melts and weeks before all the damage is repaired, officials warned….

Some areas got ice on top of snow. The Oklahoma Highway Patrol responded to more than 1,000 weather related collisions on Monday and Tuesday, 130 of them involving injury. Two people were killed.

More than a hundred accidents were reported from midnight to 9 am Wednesday in the city of Dallas alone and a two people died in Texas, the Dallas Morning News reported. Heavy ice brought down tree limbs and power lines, blew out transformers and caused a number of fires in Kentucky, where several cities were completely without power….

Three people were killed in Arkansas, where emergency shelters were opened after power and phone lines were knocked down by the ice, officials said. Five storm-related deaths were reported in Missouri….”

USA: Multi-State - Tree limbs snapped with a sound like gunshots, blacking out thousands of homes and businesses, and schools and government offices were closed Tuesday as a major storm spread a glaze of ice and snow from the southern Plains to the East Coast. At least 19 deaths had been blamed on the weather. Entergy reports more than 296,000 of its customers are without power in Arkansas on Wednesday morning, crews are finding major damage.

(14) This Day in Hazard/Disaster History – January 29-31, 1966 – Blizzard of ’66:

“This storm is not so much known for it's blizzard conditions, which produced a foot of snow at Albany on the 29th and 30th, but for the intense lake squalls that developed as arctic air streamed across Lake Ontario on the 30th and 31st. Oswego reported 75" inches, with some unofficial reports of around 100" in that vicinity. Rome, which is approximately 75 miles from Lake Ontario, received 41". (NOAA. Major Winter Storms.
