Our Mission: To improve the lives of abused and neglected children in Missouri by promoting the development, expansion and improvement of CASA programs statewide. Our Vision: A state where all children have a safe, permanent home free of abuse and neglect, where a CASA program exists in every Judicial Circuit, where a CASA is provided for every child who needs one, and where the needs of children are a priority on the legislative and judicial agendas. An association of CASA programs statewide, which is a strong, positive advocate for the children of Missouri, where services are integrated, technical assistance is provided, innovative ideas are encouraged, quality is monitored and enhanced, volunteers are motivated, dialogue is facilitated, and which is a national model for how to speak up for children effectively. An environment which encourages the development of new pos-sibilities for abused and neglected children, in which warmth and nurturing replace hurt and fear and in which children receive the attention and support they need to realize their potential and build self-esteem, free from the continuum of violence that plagues their world today.

Evaluations have shown that CASA excels in advocating for a child’s best interest. An estimated 77,000 volunteers provided advocacy for 234,000 foster children. This is just 36% of the children in foster care. The need to expand CASA is critical for the best interests of our nation’s most vulnerable children, as well as the resultant federal and state government savings when volunteers are assigned to the cases. The child welfare system could not afford to provide a comparable system of advocacy through non-volunteer approaches. CASA is cost-effective because it is an organization of volunteers. CASA volunteers provided advocacy hours equivalent to $315 mil-lion in taxpayer dollars if compensated for their service. Federal funding for a single grant-funded staff position supports 30 trained volunteers assigned to 75 children... that’s a 75 to 1 return on investment.
