Development Cooperation • Japan’s ODA to Zambia started in 1970 with
dispatch of JICA volunteers
• 3 Types of ODA – Loan: ¥55 billion total ($550 million)
– Grant: ¥106 billion total ($1.06 billion)
– Technical Cooperation: ¥53 billion total ($530 million)
• Japan’s ODA is aligned with Zambia’s national development programs (e.g. SNDP)
• Japan emphasizes “ownership” and self-help efforts
• Japan emphasizes technology transfer and human resources development
