Created a network on Facebook Messenger to share information among
department members.
It is effectively used to share information on a timely basis such
as information on Prakas (regulations) and opinions of member
companies.

Phnom Penh Friendly golf competition held 4 golf competitions are
held annually to encourage friend- ship among the members. As of
end March 2020, a total of 186 people have participated in 9 golf
competitions.
April Committee At least one member of the department attends each
committee meeting to collect information and feedback to the
department.
This has promoted communication between the commit- tees and the
department, and raised a sense of participa- tion especially in the
activities related to the Public-Private Sector Meeting.
June Survey on investment issues
Conducted a fact-finding survey on electricity, tax system,
logistics, and customs procedures.
59 out of 64 department member companies responded to the survey,
which enabled to quantitatively organize the issues faced by the
Manufacturing Department.
Since June At each area Began recording power outage damage and
prior notifications.
The recording will be continued to gather evidence for power issues
discussed at the Public-Private Sector Meet- ing, and as follow-up
after improvements.

Anti-Tuberculosis Association)
It is extremely important for manufacturers that employ many
workers to understand the infection path, the impact of
tuberculosis, and take measures. The present situation shows one
patient in every 300 people.

Thailand Factory Maintenance Course-Electric Relay & Pro-
gramming (Basic Level) (Organized by AOTS)
Technical training in Thailand using the AOTS subsidy. 12 employees
from 9 companies participated.
October Poipet AMEICC 5S, Kaizen, QC Seminar (Organized by
AOTS)
Seminar using the AOTS subsidy with 40 participants from Japanese
companies.

PPSEZ Professional Employee Development Program (QC) (Organized by
AOTS)
Seminar using the AOTS subsidy. Held a 3-day training for Cambodian
employees of the Manufacturing Department. 78 employees from 14
companies participated.

Provided support to companies wishing to receive information on
preparing EPA/EMP application doc- uments, and shared model company
samples (Held jointly with PPSEZ).
23 companies (including 21 JBAC member companies) requested
support, which is still being provided in line with each of their

December 23 MOLVT Cambodia-Japan Public-Private Sector Meeting
Submitted a proposal reflecting the voices from manufac- turing
sites. Cooperation in the TVET Project is still un- derway.

Bavet-Ho Chi Minh Border observation tour (cancelled)
In FY 2018, we conducted a tour to Poipet at the Thai border to see
the border gates and the Southern Eco- nomic Corridor. This fiscal
year, a tour of the land route from Bavet at the Vietnamese border
to Ho Chi Minh was scheduled. It was postponed until next fiscal
year due to COVID-19.
March 4 PPSEZ Professional Employee Development Program (QC)
follow-up seminar
30 people from 8 companies participated. It served to deepen the
understanding of what was covered in the seminar in November,
providing an opportunity to take concrete action. The new
initiative was successful as it did not simply hand out completion
certificates.

Mini Seminar "Prevention of Coronavirus" Lecturer: Dr. Kosuke
Okada, JATA Cambodia Representative (Director of Japan
Anti-Tuberculosis Association)
One of the greatest dangers of COVID-19 is being able to transmit
the virus without having any symptoms. We appreciate the great
support that covers even the latest topics.
March 10 PPSEZ Follow-up seminar on preparing EPA/EMP applica- tion
documents
10 companies participated. Each company drafted an ap- plication,
and we also conducted a Q&A to confirm the un- derstanding of
the participants and made preparations to ensure smooth acceptance
when applying at MoE.

Matters related to the builder's risk insurance was explained in

application of the Ministry of Land Management, Urban Planning and

By touring the completed project, we could confirm the quality and
sales situation and sales terms of the newly built condominium,
which was very informative.

Cambodia
The presentation by Mr. Kanzaki who has been in Cambo- dia since
before the civil war was a very valuable opportu- nity to hear
about an era that we do not know about.

Presentation on the Outline of the New Law on Construction
(Lecturer: Ms. Emiko Kanetake, Legal Advisor to the Ministry of
Land Management, Urban Planning and Construction)
The presentation outlining the new law on construction allowed us
to assess the present situation and grasp future issues. It will
take some years to establish the legal system, so updates will be
needed from time to time.

The explanation on the frequently disputed points of a

8 participants divided into 2 teams for a team competi- tion. The
first golf competition turned out to be an enjoy- able event to
promote exchange.

Seminar: Promising Sectors in Cambodia and Financial Affairs by
Manager Yagi of Mizuho Bank
With growing interest on the issue of EBA suspension, the seminar
compiled the latest information to explain the situation, and
outlined the business environment in Cambodia following Prime
Minister Hun Sen's presenta- tions in Japan.

The seminar this time welcomed the participation of members from
other departments. We were able to share the latest developments in

Heated discussions were held at this meeting over such issues as
the request for early opening of the Stung Bot border, GDCE
response, and regulations on vehicle length. The meeting ended way
past the scheduled time.

Presentation: Mr. Nakai of Sumitomo Mitsui Banking
Corporation
At this first meeting of the fiscal year, department members ex-
changed views on the department activity policy. Then we dis-
cussed the impact of the US-China trade tensions on Cambodia.
Constructive discussions were held on topics such as, "What is
required of Cambodia to become a strong candidate when shifting
production bases from China?"

Seminar/ "Outline of Cambodia's Tax System" Lecturer: Manager
Shimizu of Ernst & Young Cambodia"
The seminar was held to systematically understand the many par-
ticular aspects of Cambodia's tax system and update ourselves on
the latest tax system. Manager Shimizu of E&Y highlighted the
key points so that we could better understand the monthly
declaration system and tax incentives for QIP, etc.

Seminar/ "Outline of the Application of IFRS for SMEs" Lecturer:
Manager Yamada of KPMG Cambodia"
Manager Yamada of KPMG explained the outline and key points of the
initial application of IFRS for SMEs. IFRS was introduced from
FY2019 following instructions from the central bank of Cambodia,
and the seminar was held in response to the request of department
members who were facing difficulties in daily operations. It high-
lighted the key points which allowed us to effectively understand
the system from an operational perspective.

Seminar/ "Empirical Study on the Promotion of Home Currency in
Cambodia" Lecturer: Mr. Aiba, Research Fellow of JICA Research
Institute; Mr. Shinohara, Industrial Development & Public
Policy Section Chief, JICA Cambodia Office
We received a presentation on the JICA research project, "Empiri-
cal Study on the Promotion of Home Currency in Cambodia" from Mr.
Aiba of JICA Research Institute and Mr. Shinohara of JICA Cam-
bodia. It covered research findings on the current status and
issues of financial inclusion in Cambodia, and the joint project
with the cen- tral bank of Cambodia. A Q&A session was also
held in regard to the research on interest cap. It was a very
meaningful session that trig- gered active discussion between JICA
and department members.

Presentation by Mr. Iwase of JICA on "Urban development in Phnom
Penh (Current status of infrastructure devel- opment, expressway,
railway, signals. etc.)"
Based on requests from many companies, we received a presentation
on the current status in Phnom Penh as well as future
infrastructure plans. For the first time, this agenda was decided
through discussion among department members, and going forward we
see the need to clarify what the members are interest in and what
they want to know.

2nd Department Meeting JBAC Office
Presentation by Mr. Kurata of Kurata Pepper Co., Ltd on "Keys to
success in doing business in Cambodia"
This was realized because we thought it would be best to learn
direct- ly from a pioneer in the market about the keys to
succeeding in Cam- bodia. It was a valuable presentation that
covered an era in Phnom Penh from the 90s to present, which was
very informative and at the same time evoked a feeling of gratitude
to such pioneers who paved the way to create what exists
today.

Toyoko-INN (Cambodia), Co., Ltd. "Company overview, introduction of
conference rooms, tour of guest rooms"
Corporate members often provide venues for the Commerce Department
meetings, and this time it was held at Toyoko-INN. The presentation
mainly focused on the conference rooms available for corporate use
and the guest rooms. It stimulated other hotel members and allowed
everyone to refresh themselves.

to accept Cambodian personnel (before/at the time of/after
employment)"
Amidst the spread of the coronavirus, companies posting growth are
preparing for post-COVID by stepping up their training. The
presentation highlighted very effective approaches. It was very
informative as we have many B-to-C companies in the Commerce
Department.

It was a valuable opportunity to understand the present situation

Chinese people are leaving Cambodia due to the recent ban on online
casino, and other topics that are not reported in the media.

It was a very informative session to learn in detail about top- ics
that we normally would do not hear about, such as how authorities

investment was helpful.
