    COMMUNITIES PARTNER TO BENEFITFROM CORPORATE INVESTMENT

    A multi-jurisdictional partnership that capitalizes on the significant investment of GEAviation in West Chester Township takes shape in the coming weeks.

    The Fairfield City Council, Springdale City Council and West Chester Township Board ofTrustees are expected to take the next steps in establishing a Joint Economic DevelopmentDistrict at their respective council/board meetings.

    The District encompasses 43 acres of property at the northwest corner of Union CentreBoulevard and Cincinnati-Dayton Road in West Chester. The property is owned by DukeRealty and is soon to be home to GE Aviation, with 1,400 engineering jobs being relocatedto this new building.

    A JEDD allows townships to partner with a neighboring municipality and collect a limitedincome tax only from those working within the set boundaries of the District. The incometax does not apply to anyone working outside this district.

    When the JEDD was first discussed, West Chester Township Trustees were committed toselecting a partner from within Butler County, but also wanted to reach out to Springdale acommunity impacted by the relocation of jobs to West Chester.

    As a region we applaud GE for renewing its commitment to southwest Ohio, and celebratethis significant investment in Butler County. Fairfield has worked closely with West Chesterin the past and we are pleased to have negotiated an agreement that will benefit the region,

    said West Chester Township Trustee President Catherine Stoker. Revenues generated fromthe JEDD could lessen the burden on taxpayers in the future and can also help Springdale asthey transition from the loss of jobs in their community, Mrs. Stoker continued.

    We appreciate West Chesters approach to the negotiation and their interest in includingSpringdale in the first 10 years of the JEDD. West Chester is to be commended for thisoutstanding example of intergovernmental cooperation, said Cecil Osborn, Springdale City

    Administrator. It will give us some important fiscal relief while we backfill the space beingvacated by GE.

    Fairfield City Manager Arthur E. Pizzano noted, Our respective communities have a strongtradition of mutual trust and a sustained commitment to working together. Fairfield was an

    early contributor to the start-up financing for the Union Centre Interchange at I-75. WestChester reciprocated by contributing to the extension/connection of Symmes Road/UnionCentre project a few years ago. These tangible expressions of regional cooperation haveserved the common needs of our residents and businesses well. We look forward to thisnewest joint venture.

    For the first 10 years of the negotiated JEDD agreement, West Chester will receive 83percent of the net JEDD revenues annually. The City of Springdale will receive 7 percentand the City of Fairfield 10 percent along with an administrative fee to handle the taxcollection process.

    After the initial 10 years, West Chester will receive 90 percent of the net revenues annually

    and The City of Fairfield will receive 10 percent and its administrative fee for the balance ofthe term of the agreement.

    This significant investment diversifies our communitys revenue sources and developsstrong regional partnerships that benefit all parties involved, said West Chester TownshipTrustee George Lang. Revenues generated by the JEDD will be put to use strengtheningour core competencies police, fire and roads.

    Fairfield City Council will be asked Monday to set a public hearing date for the JEDDagreement. West Chester Trustees will take the same action at its Tuesday meeting.Springdale will set the public hearing date at their March 4th meeting.

    In difficult economic times, it is wonderful to see development of this size and the JEDDhelps us meet the needs of the company, as well as our residents, said West Chester TrusteeLee Wong. We will be able to put this new revenue to work meeting the needs of ourcommunity and the schools will also benefit.
