Services at Jet Aviation Macau will include aircraft maintenance, cleaning and parking. Jet Aviation has leased some 4,000 sq m (43,170 sq ft) of hangar space and an additional 1,000 sq m (11,58 sq ft) of back shop space, including a wheel shop and a battery servicing facility.

Jet Aviation Macau will add the company’s Gulfstream and Dassault Falcon authorized service center credentials, and also work under its previously attained U.S. Federal Aviation Administration Part 145 and European Aviation Safety Agency Part

145 approvals. Similar certification from Macau’s Civil Aviation Authority is expected soon.

In particular, Jet Aviation Macau will help relieve some of the choking congestion at Hong Kong International Airport (HKIA), where Jet Aviation also has a facility but finds the restrictions challenging. 18,000m landing gear overhaul facility close to Baiyun International Airport in Guangzhou.

The landing gear shop will operate as the GAMECO Qingyuan branch and will provide services including disassembly, cleaning, repair, machining, plating, as-sembly and testing on A320 family aircraft, A330s and variants of the 737.

GAMECO said the facility will not only service the China Southern Airlines fleet but also third party cus-tomers across the Asia-Pacific region and worldwide.

Should demand increase, GAMECO stated that there is sufficient space to double the Qingyuan Branch’s capacity.

Aviation Safety Agency (EASA) certification for the tenth time in a row.

The certification was announced at a closed session at the Cairo head-quarters, in the presence of the EASA delegation, Safwat Musallam, CEO EgyptAir Holding Co. and Abu Taleb Tawfiq, chairman and CEO of EgyptAir Maintenance and Engineering (EME).

“This is another major step forward for EME complex in Cairo in addition to our repair station Luxor and Mersa Alam, and it speaks to the hard work of the team there to keep the facility progressing,” said Tawfiq.

The certification is individual to EME Headquarters, as well as Luxor and Mersa Alam stations.

fIrSt AvIAtION ServIceS INc. has received the 2016 ‘MRO of

the Year Award for Military Center of Excellence’ from Aviation Week. The company was singled out from maintenance repair and overhaul (MRO) industry nominees and the award were presented during a ceremony at the MRO Americas Conference in Dallas, Texas.

Aviation Week editors selected First Aviation for the award due to the company’s efforts to eliminate waste in Department of Defense (DOD) mainte-nance spending by reducing sole source contracts and promoting competition using the Government’s rights to main-tenance and repair technical data.

There are over 4,200 FAA-certified repair facilities that are capable of sup-porting DOD, but most have been shut out of meaningful competition for these contracts. Unfortunately, DOD

all too often sole-sources maintenance and repair work to the Original Equip-ment Manufacturer (OEM), or cedes control of the solicitation process to the OEM by unnecessarily restrict-ing the contracts to “OEM-approved” or “OEM-licensed” repair facilities. In many cases, these DOD practices result in sole-source awards that repeat an-nually for decades.

“DOD’s recent competition re-ports show that up to 80% of aircraft sustainment spending is contracted without competition, usually to the aircraft’s original manufacturer,” explains Josh Krotec, Senior Vice President. “However, we have demon-strated that U.S. based FAA-certified Repair Stations like ours – of which many are small businesses – have the technical capability and experience to meet all DOD Maintenance, Repair and Overhaul (MRO) requirements.” By

As part of the customized 15-year C.A.R.E. program agreement UTC Aerospace Systems, under its Comprehensive Accessory Repair and Exchange (C.A.R.E.) program, will provide inventory support and maintenance, repair and overhaul (MRO) services for 115 A380s operated

service provider, has signed a deal with Condor Flugdienst, a part of the Thomas Cook Group Airlines, to service its Pratt & Whitney (PW) 4000 engine fleet.

The six-year contract covers SR Technics’ turnkey support for Condor’s PW4000 fleet, which keeps its Boeing 767 fleet flying with safe and efficient operations, said a statement.

The contracted work, which will include engine overhauls, will be carried out at the SR Technics Center of Excel-lence for Engine Services in Zurich, Switzerland.

Mtu MAINteNANce, one of the world’s leading engine

maintenance providers, has signed an exclusive 5-year contract with the Mexican low cost carrier VivaAerobus for the maintenance, repair and overhaul of the airline’s seven leased V2500-A5-powered aircraft.

The German-based service provider for commercial aero engines has already performed more than 4,000 shop visits for the V2500 engines since it started its MRO services for this propulsion system in 1989. MTU Maintenance will be providing VivaAerobus with its Total Engine Care (package which also includes accessory repair, LRU manage-

ment, MTU’s proprietary early detection system MTUPlus Engine Trend Moni-toring, spare engine support as well as customized on-site training. With TEC®, VivaAerobus has found the best solu-tion for its current engine fleet before it starts operating a fleet of A320neos.

VivaAerobus has orders for 40 Airbus A320neo, powered by the Geared Tur-bofan Technology, for which MTU Aero En-gines has developed the high-speed low-pressure turbine and the first four stages of the high-pressure compres-sor. Since the first quarter of 2016, MTU Maintenance Hannover is fully prepared for the disassembly, assembly and test-ing of the PW1100G-JM.

MTU to overhaul VivaAerobus V2500s

cANAdIAN AIrlINe WeStJet has chosen Messier-Bugatti-Dowty

(Safran) for the supply and support of wheels and carbon brakes for its fleet of four Boeing 767 widebody twinjets

The first of WestJet’s Boeing 767 entered into service in October 2015.

The contract includes maintenance, repair and overhaul (MRO) services to be carried out at Messier-Bugatti-Dowty’s North American subsidiary MBD Wheel and Brake Repair and Services facilities in Milwaukee, WI and Bethlehem, PA. It also provides for an inventory of spare assemblies dedicated to WestJet, to facilitate the exchange or replacement of wheels and carbon brakes as needed.

SOuth AfrIcAN AIrlINe SAfAIr has agreed a deal for

Lufthansa Technik to provide its Total Component Support (TCS) programme support on up to five 737 aircraft operated by its low-cost carrier (LCC) FlySafair.

The contract, which commenced from April 1, also includes FlySafair having access to spare parts pool.

LHT said the contract strengthens its presence in Africa where it already has agreements in place with the likes of Kenya Airways, RwandAir, South African Airways and SA Express.

Safair’s LCC subsidiary began operating in 2014 and travels to six domestic destinations from its hub in Johannesburg.

BOeINg has expanded the capabilities of its Shanghai flight

services training centre to service regional customers operating the 737 aircraft.

New additions to the centre include a 737 full-flight simulator and a maintenance training classroom for the aircraft type.

It adds to existing capabilities including full-flight simulators for the 747, 757, 767 and the 787.

WIN MS, a French start-up business specializing in fault-detection

technology, has announced an order from Delta TechOps at MRO Americas.

The company’s wire network-monitor-ing solution helps maintenance teams locate faults in an aircraft’s wiring harness during maintenance overhauls. According to WiN MS, this tool cuts service time by increasing the productivity of electrical maintenance teams.

Delta TechOps ordered 10 of WiN MS’s AERO Smart-R kits to support its main MRO facilities worldwide. One kit consists of one sensor and tablet that runs WIN-MS proprietary Digital-R

post-treatment software, which detects and locates transient faults without dismantling components. Electromag-netic waves move through the cable and faults are reflected back as echoes, which are measured in time to deter-mine location.

WiN-MS expects to sign with three to four major MROs in America and Canada within the next six months. Currently, Lufthansa, Swiss International Air Lines, Emirates, Etihad Airways and Qatar Air-ways own AERO Smart-R kits. Singapore Airlines recently signed with WiN-MS as well. The French Tech Hub brokered the deal with Delta TechOps.

repair and overhaul) facility in Singapore will provide overhaul services for Vietnam Airlines’ A321 landing gears.

The airline had already selected Messier-Bugatti-Dowty in 2012 to provide landing gear mainte-nance services on eight Boeing 777s, then in 2014 for five A321s.

(FAA)-FAR Part 145 Repair Station at the Augusta Municipal Airport (3AU) in the fall of 2015, has continued to expand its maintenance and service with the addition of various component repairs as well as some airframe and engine work, according to the facility’s Direc-tor of Operations, Scott Toom. “We are making steady progress to-wards our eventual goal of providing full repair and overhaul capabilities and offering fully licensed service for a broad range of aircraft models and components,” he said.

Toom noted that, in addition to offering anti-corrosion treatments which it began offering at the location in the fall, GlobalParts Aero Services is steadily increasing the number of systems it is authorized to service. “We are now approved to do some airframe and engine work and we’re collaborat-ing with a customer on an STC project.

We’re also expanding our hydraulic, pneumatics and emergency oxygen system expertise beyond the Hawker line of business jets. We perform DOT qualified hydrostatic testing on oxygen and fire bottles for multiple manufac-turers and we recently received approv-al to provide complete overhaul and repairs for the regulators as well. This is just one area in which we continue to invest resources and manpower,” he added.

“We’re just getting started at the Augusta Airport site,” explained Brad Vieux, Global Parts.aero’s Vice Presi-dent of Business Development. “We’ve added some exciting supply chain and parts businesses to our portfolio and even the type certificate and manu-facturing rights to an airframe, so the continued expansion of our Repair Sta-tion is an ongoing priority.”

MRO Coopesa Resumes New Hangar Construction

Jet AvIAtION St. lOuIS has earned certification from the Mexican civil air

authority as a repair station Approved Maintenance Organization (AMO) for aircraft registered in Mexico.

“This means we can immediately begin servicing Mexican aircraft,” said Steve Folks, lead AS9110 auditor at Jet Aviation St. Louis. “This is important because it now provides our Mexican customers with unrestricted access to our services. Mexico has the second-highest num-ber of corporate jets and civil aircraft registered in the world, only behind the United States, and they now have a convenient, one-stop-shop location for all of their aviation needs. We have serviced some Mexican aircraft with special permission on a one-off basis in the past. But now we can provide service to any Mexican customer any time.”

The Mexican Directorate General of Civil Aeronautics (DGAC) approved the AMO certification after its representative conducted an audit at St. Louis the week of March 14. Folks said the audit went very well, adding that the representative was “uber-impressed” with the facility.

MrO cOOpeSA expects to resume constructing new hangars soon,

after recently receiving Costa Rica government permits to run water to the facility.

Coopesa broke ground on the first of two hangars at San Jose International Airport on March 17, 2015 and planned to open the first late this year—but it was delayed for eight months because of the permits that were still pending, according to Warner Calvo, Coopesa’s quality and safety director.

He expects Phase One of the new hangar complex to be operational in early 2019, so the process of moving from the aging buildings should start in late 2018. The first hangar will house six narrow bodies.

The Costa Rican government need-ed the 53-year-old Coopesa’s land to expand the airport’s terminal—but because the MRO is a cooperative; the government had to provide space at

the airport equal to what the MRO occupies currently. The downside is that expansion of the MRO will be limited.

Coopesa completed its first C check in February, on a Latam Airbus A319. This was the first of a series of services it will provide for Latam this year.

Calvo says Coopesa’s booked MRO work for 2016 is down from last year, which was a busy year in part due to a substantial amount of lease-return work.

lufthANSA techNIk’S strategy for the Americas can be summarized

by one word—growth—says the MRO’s chief salesperson for the region.

The MRO is targeting two areas in par-ticular: Puerto Rico and Tulsa, Oklahoma.

It opened a narrowbody aircraft maintenance facility in Puerto Rico last October, and is full with work from Spirit Airlines and JetBlue Airways. The facility opened with two lines but has the capacity for five. Frank Berweger,

Lufthansa Technik senior vice president-corporate sales for the Americas, said LHT Puerto Rico plans to add the third line in July and the next two by early 2017. JetBlue and Spirit will occupy some of the additional capacity but LHT is seeking more customers for the capacity.

In the next 2-3 years, Berweger said LHT plans to double the number of components repaired in Tulsa. The MRO is refurbishing the facility and plans to add high-flow pneumatic repairs as

Solutions (LMCES) an eight-year, exclusive contract to perform engine maintenance, repair, and overhaul on CFM56-5 engines for their Airbus A319s and A320CEOs.

Under the new agreement, services will be performed at the LMCES Montreal facility with initial delivery orders begin-ning in the first quarter 2016 and continu-ing through 2023. The facility has a long track record of excellent performance on CFM56-5 engines.

Before selecting LMCES as their CFM56-5 MRO provider, Frontier Airlines sent several engines to the Montreal facility for repair and the performance results were among the reasons Frontier selected LMCES.

The Lockheed Martin Commercial En-gine Solutions (LMCES) Montreal facility provides aircraft MRO and test as well as parts and component repairs for five dif-ferent commercial engines that power the A318/319/320/321, 737-3/4/5/6/7/8/900, 707, DC-8, and CRJ-1/2/400.

the first step, which will happen in the second half of this year. The future after that will depend on what new contracts and aircraft types are demanded, ex-plained Berweger, who added that LHT can “transfer capability that exists in Hamburg today” to Tulsa.

LHT’s Tulsa facility has been tear-ing down Lufthansa Boeing 747s and 737 Classics that the German airline is retiring. While the teardown business is “still opportunity-driven now,” and is prompted by the thriving surplus mar-ket now, “the plan is to take a closer look at it,” he noted.

The other strong piece of LHT’s Americas strategy is helping customers with entry into service as they prepare to accept new fleet types. “In the next five years, more than 1,000 aircraft are going to enter North American fleets,” Berweger said. “We know what it takes for smooth entry into service,” from uploading software on a big scale to composite materials. “We’re currently helping a number of North American customers.”

SIAEC to provide LEAP engine support in Asia-Pacific

SIA eNgINeerINg Company (SIAEC) has entered into an

agreement with Snecma (Safran) to become an authorised on-site support service provider for CFM LEAP-1A and LEAP- 1B engines in the Asia-Pacific region.

Following the awarding of the status, SIAEC is now able to offer on-wing maintenance services to operators of the LEAP-1A, one of the engine options for the A320neo family, and the LEAP-1B engine, the sole option for the 737MAX.

SIAEC CEO, Png Kim Chiang said: “Through this partnership, we will be able to provide prompt on-site technical assistance for our airline customers in Asia-Pacific operating these new-gen-eration engines.”

extended its Authorized Service Facility (ASF) agreement with Adria Tehnika of Ljubljana, Slovenia, for an additional five-year term.

Director of Engineering and Informa-tion Technology of Garuda Indonesia, Iwan Joeniarto, said here on Friday (April 1) that the cooperation has been established in the form of arrange-ments for exchange of knowledge about aircraft maintenance, aircraft mechanic training and provision of maintenance, repair and overhaul (MRO) equipment.

In the initial phase, the cooperation arrangement will be for five years for Boeing 737 New Generation.

“Later, we will develop this arrange-ment further,” he said.

According to Iwan, the Swiss author-ity is interested in cooperating with the GMF because the company is very competitive and has qualified human resources.

“We have lands that are widespread, although we still lack in infrastruc-ture,” he said.

The Vice President of Switzerland, Doris Leuthard, appreciated the facili-ties owned by Garuda Indonesia Group and hoped that the existing coopera-tion could be improved and continued in the future.

“The meeting today has provided us with new insights regarding a very positive synergy between Garuda and GMF as a subsidiary,” he said.

The renewal agreement aims to ac-commodate a wider mutual interest in the Air Service Agreement (ASA).

The minister said although currently no Indonesian airlines flies to Switzer-land, the agreement is the first step to open up opportunities in the future for Indonesian airlines to serve flights to the country.

After 27 years at American Airlines, Dan Teters has been named Senior

MRO Manager at PEMCO World Air Services, a leading aviation maintenance and conversion company. Teters oversees Maintenance, Repair & Overhaul in the company’s two main hangars, located at Tampa International Airport.

Teters relocated from Tulsa, Oklahoma, where he had been in fleet management with American Airlines for the past six years. “I really missed the maintenance side,” he said of joining PEMCO. “That’s where I feel the most at home.”

Teters reports to Shane King, PEMCO’s Vice President of Maintenance.

“We’re really pleased to have Dan on board,” King said. “To have someone with that type of ground-up as well as management experience — and whose

approach is very hands-on — is a big asset for the company.”

In 1989, then-TWA hired Teters as a painter. During his career at TWA/Ameri-can, he worked as a mechanic in virtually every specialty, as well as in backshops and aircraft structure. He spent 18 years in management, including Director of Overhaul in Kansas City. At American, Teters became immersed in Lean man-agement, which is PEMCO’s philosophy. “I’m a big lean supporter,” he said.

helISOtA, an international provider of integrated maintenance, repair

and overhaul services for rotorcraft, has extended its MRO capabilities by adding HC120, HC135 and HC140 helicopter types to its EASA Part-145 certificate.

Following the successful certification, Helisota is now eligible to provide both base and line maintenance support for private and governmental HC120, HC135, HC145 operators. Previously produced under the Eurocopter brand, the helicop-ters are also known as EC 120 (Turbo-mecca – Arrius 2F), EC 135 (Turbomecca – Arrius 2B1) and MBB-BK117 (EC 145) (Turbomecca – Arriel 1E2). The company expects to welcome the first Airbus Helicopters model at its MRO base in Lithuania already in April, 2016.

“HC120/135/145 helicopters are a per-fect fit for both private use and special operations, including police, search & rescue, air ambulance, surveillance and other. The global fleet of such rotorcraft comprises approx. 2500 units of various models with a several dozen flying in Eastern Europe alone,” shares Anatolij Legenzov, the CEO of Helisota. “Recog-nizing the growing demand for MRO support for EC120/135/145 helicopters both in our home-region and the rest of the world, we had decided to add them to our EASA-certified services. Honeywell boosts operational reliability for Goair

TestEquity Expands Its Eastern U.S. Presence to Support MRO Products and Service

hONeyWell AerOSpAce has been selected to install and maintain

the Auxiliary Power Units for GoAir’s fleet of 72 A320neo airplanes, providing the airline’s passengers with a more comfortable journey and fewer flight interruptions. Honeywell will also provide GoAir with its fifth-generation flight recorders, also known as black boxes, which feature resilient memory capabilities for data logging and tracking.

As part of the contract, GoAir will be adopting Honeywell’s 131-9A Auxiliary Power Unit (APU). This APU will help reduce flight delays and cancellations by enhancing airplane operability. As well as increased operational perfor-mance, Honeywell’s 131-9A APU will lower operational costs and emissions for GoAir, because it can use 3.3 per-cent less fuel.

“With domestic travel demand within India on the rise, it is vital for regional airlines to increase turnaround times and improve dispatch reliability by keeping airplanes in the air more and on the ground less,” said Arijit Ghosh, president, Honeywell Aerospace India. “The latest installations, services and ground support for the A320neo enable just that. Airlines such as GoAir can bet-ter manage operations and costs during downtime, while reducing flight delays and cancellations for passengers.”

Honeywell’s 131-9A APU, which pro-vides compressed air to start the main engine and power the Environmental

Control System, will be supported by a maintenance program featuring a Predictive Trend Monitoring and Diag-nostics service that reduces costs and unscheduled maintenance. GoAir will also implement Honeywell’s heavy-duty, yet lightweight, recorders into its fleet. This includes the HFR5-V Solid State Cockpit Voice Recorder, which retains two hours of audio, datalink and timing data information, alongside the HFR5-D Solid State Flight Data Recorder, which is capable of storing up to 25 hours of flight data.

the uS NAvAl AIr SySteMS cOMMANd (NAvAIr) has contracted AAR to provide fleet logistics support, including commercial

depot support and site support, for the C-40A Clipper aircraft.Under the $105m fixed-price contract, the company will perform

heavy maintenance work on the C-40A aircraft over the next five years.

Work will be performed at AAR’s maintenance, repair and overhaul (MRO) facility at the Oklahoma City airport, with logistics being sup-ported at five naval air stations.

AAR will also use its landing gear repair facility in Miami and com-ponent repair shop in New York to support the navy fleet.

The company has contracted with Lockheed Martin Commercial Engine Solutions to offer engine repair work.

Government and Defence Programmes senior vice-president Don Wetekam said: “AAR is a strong fit for this contract because we can utilise our broad range of services and facilities across the country to maintain the airframes from tip to tail.“And we will be partner-ing with United Airlines under their Part 121 certificate for technical parts and quality oversight.”

The C-40A Clipper aircraft, a variant of the Boeing 737-700 com-mercial airliner, is the newest commercial derivative medium lift aircraft leveraged during the Navy Unique Fleet Essential Airlift missions.

The aircraft is propelled by two podded engines, CFM International CFM56-7B24 and is powered by Honeywell 131-9B auxiliary power unit with engine air start capability.

prOfeSSIONAl AIrcrAft AcceSSOrIeS, a Greenwich AeroGroup company announced

that it has hired aviation veteran Alain Berube as its Vice President of Technical Operations.

Mr. Berube will be based in Titusville and will be responsible for overseeing operations for repair and overhaul, engineering, manufactur-ing and testing at that location as well as the company’s Miami location.

“As we continue to grow our operations in Ti-tusville and Miami it is imperative that we have the expertise to take us to the next level,” said President of Professional Aircraft Accessories David Miller. “Alain’s background and experi-ence is an excellent fit to help us accomplish our goals and objectives.”

Professional Aircraft Accessories has also hired Mark Smith to serve as the Operations Director for the company’s Miami facility.

MAgNetIc MrO has gained capability to overhaul and repair A320 family aircraft life rafts.

The Estonian firm adds life raft services to its existing escape slide capabilities, which cover those used on the 737, 767 and A330.

Simona Verbiene, head of spare parts department at Tallinn-based Magnetic MRO, said: “We will keep adding new types based on cus-tomer needs and also the expanding pool of exchange units using assets from our tear-down projects. In addition to repairs, we can support customers with exchange programmes to cover their slides and slide rafts and now life rafts needs.”
