JEFFREY K. CLIFFORD, P.E. Principal / Project Manager

Project Related Experience Mr. Clifford is a principal at Altus Engineering, Inc., having joined the firm as a partner in April 1998. Jeff has over 30 years of civil, environmental, civil, structural, and construction engineering experience. He has provided engineering expertise to municipal and private clients on multi-million dollar projects across northern New England. Jeff makes numerous presentations to local boards in southern Maine and New Hampshire communities. Jeff’s design, permitting, and construction administration expertise with complex projects has made him highly respected by regulatory agencies, public works staff, municipal officials, and the public. Jeff lead the design team responsible for permitting and site design of the new YMCA facility in Exeter, New Hampshire. The site is a former junior high located immediately adjacent to a prime wetland and the Little River. Jeff provided innovating stormwater design solutions to obtain environmental permits and protect the adjacent resources. Mr. Clifford recently completed site design and permitting for redevelopment of the Newmarket Mill complex into a mixed use facility. These vacant historic buildings in downtown Newmarket now house

commercial space, community areas, artist studio apartments and other residential units. The project involved state highway improvements as well as complex wetland and stormwater permitting. Jeff provided analysis and concepts for future commercial development on adjoining parcels aquired by the developer. Phillips Exeter Academy and their project consultants have retained Altus Engineering as the civil engineer for various housing, utility, and athletic field projects since 2002 including their new Children’s Center, expansion of Love Gym, renovations Phillips Hall, Williams House, Webster Hall, Wheelwright Hall and permitting or the synthetic turf at Phelps Stadium. As Principal-in-Charge for the Academy projects, Jeff takes a hands-on approach to all facets of the design and construction phases. Mr. Clifford routinely assists the Academy staff with their environmental compliance needs. Jeff completed the civil design and permitting for the Boulders at RiverWoods and the Ridge at Riverwoods $100M expansions to a premier continuing care retirement community (CCRC) campus in Exeter, New Hampshire. The site review process for the environmentally sensitive property required nine (9) permits from local, state and federal regulatory agencies.

Jeffrey K. Clifford, P.E. The erosion and sediment control design and permitting involves over 40 acres of site improvements. The Exeter Town Planning has singled out the project for its exemplary erosion control performance during the construction phase. Jeff provided civil site design for the Foundation for Seacoast Health youth facility (renamed: Community Campus) located off West Road in Portsmouth, New Hampshire. Jeff assisted the site selection committee that reviewed over 50 potential sites. He provided detailed analysis of the five finalist sites. He worked closely with the Foundation staff and the project architects to best utilize the unique site features, maintain woodlands and avoid sensitive wetlands. Jeff provided civil engineering services for the Yorke Fields commercial building project at the intersection US Route I and a spur to I-95. The project involved extensive negotiations and coordination with the Maine DOT to provide turn lanes allowing full access to the development adjacent to the high volume intersection. Mr. Clifford was the principal-in-charge for the Episcopal Dioceses at their new Barbara C. Harris Camp and Conference Center. Complex environmental permitting was necessary for this $19M facility located on Otter Lake in Greenfield, NH. Intensive erosion and sediment control measures were implemented to protect the lake.

Jeff provided permitting and civil design services for Shepard’s Cove, a 118 unit, $50M senior housing facility in Kittery, Maine. The project is located on 43 acres with 3,000 feet of tidal frontage. Jeff coordinated a team of design consultants to address the extensive permitting issues associated with this environmentally sensitive site. Jeff was also the site/civil project manager for design of the Cove’s Edge Assisted Living Facility in Damariscotta, Maine. Jeff provided design services for a 750-seat church in Greenland, New Hampshire. Through negotiations with USEPA and NHDES the client is being allowed to locate the new sanctuary on a 20-acre portion of the parent parcel occupied by the Coakley Landfill, a superfund site. Mr. Clifford was the principal-in-charge for the recently completed Borthwick Avenue Sewer Upgrade project in Portsmouth, NH. This 2,000 linear foot project involved deep excavations in difficult soils. Wetland impacts were minimized by rerouting the sewer to a new alignment that required eight (8) new easements. Jeff coordinated subconsultants, design and construction administration. Jeff prepared documentation for the City to receive a favorable eligibility determination for funding under the State Aid Grant (SAG) program.

University of New Hampshire Fairchild Hall, Durham, NH: Analysis of an existing 100 year old brick and timber framed dormitory building for complete interior renovation. Project involved design of framing modifications and complete seismic upgrade to meet current building code requirements.

Jewett Construction Co., Inc. and its design-build partners have many years of experience working in this capacity, and much of it together. The contributions the firm will make throughout the process to ensure the success of the initiative:

Pre-Construction Jewett Construction has always believed the primary focus of the design and pre-construction process is risk management. This is the time in any project where key issues can be addressed and all aspects of the design and approach can be analyzed and tailored to meet specific needs of the client while everything is still malleable. We will work closely with the design team to review proposed sequencing, phasing options, materials and begin to provide cost, logistical impact, schedule duration, and material procurement issues associated with each scenario. Our ability to provide accurate, detailed information in a timely manner will allow the team to advance confidently through the decision making process. Jewett will collaborate with all team members to determine the most beneficial sequence of the work, including identifying the optimal timeframes for systems changeovers given the clients’ schedule and needs. Critical to the success of this project will be the articulation and execution of a clear plan to minimize the impact of the construction, as well as to complete the work in the most efficient and cost-effective manner possible. We believe one of the first priorities of the pre-construction effort and services is to uncover potential unforeseen conditions early. This will help the team prepare a comprehensive report thus helping to finalize a complete procurement schedule and assessing material lead times. This is done in order to avoid items that could impact the schedule and possible phasing options. The end result of the planning and due diligence performed in the pre-construction phase will be the development of a smooth and efficient approach to the project and the elimination of risk for the Southern District YMCA. Construction Phase As the team finalizes the pre-construction planning phase, Jewett Construction will be well positioned to transition the project team into the activities of the construction phase. We will make it our job to transfer the knowledge we will gain during the pre-construction phase to the rest of the project team and subcontractors through highly detailed bid packages, itemized project schedules and precisely coordinated logistics and phasing plans. It is our responsibility to convey all of the collective project knowledge we have gathered to each of the potential bidders for the project. We will make sure our efforts pave the way for a smooth, continuous process. Value Engineering Value Engineering is an ongoing process that begins at the schematic level of the design phase of the project. Value Engineering is an organized and creative way of evaluating a system or material for the purpose of identifying basic ways or alternative means and methods to meet the original intent in a cost effective way. The end result one tries to achieve in the VE process is to reduce overall cost, but

maintain or improve the quality, durability and reliability of the original design intent. Value Engineering is normally associated with cost reductions, but one should also take into consideration the “life cycle” of a proposed product or system where one might achieve an overall improvement in the product or system but not necessarily an immediate savings in first cost. The cumulative cost must be part of the value engineering process, which would include first cost, operational cost, and maintenance cost over the life cycle of a proposed change to the original design intent. The ultimate goal is to not reduce the overall performance or quality of a product or system. If required, Jewett Construction will begin the process of evaluating proposed systems and materials and offer potential cost savings once the initial budget estimate is reviewed and accepted as the base line by the team. Value engineering is not limited only to the “bricks and mortar” of the project but also evaluates phasing and logistic planning for potential areas of consolidating the work which can lead to potential cost savings. Conceptual Estimating The goal of Jewett’s estimating effort is the emphasis we place on producing comprehensive, accurate conceptual estimates to facilitate informed client decisions as the design progresses. Jewett consistently demonstrates our conceptual estimating skills, which gives the most complete picture of the costs required to build the project at the earliest possible time. Jewett accomplishes this by working with the design team to understand the full scope of work to “fill in the gaps” on early drawings. In addition, we will work closely with our field operations team to basically build the project on paper first to incorporate all aspects of logistics, scheduling and constructability into our early estimates. We will develop an in-house estimate with cost information for Jewett’s database of recent or similar projects along with market price validation from regional subcontractors. The conceptual budgets provided will be a reflection of current and projected market pricing based on the latest project information as well as accounting for cost differences due to inflation and other outside factors. The conceptual cost estimate will include costs based on existing conditions and information on program goals gained through site visits. Our estimates are a flexible estimating tool that provides us with the ability to customize our estimates to best support the decision-making requirements for our clients. We can sort by CSI trade codes, by program areas or by building systems to help identify and control the building components with the greatest impact on the budget. This system also proves valuable in comparing the various design schemes against each other. Jewett Construction is confident that our conceptual estimates will provide a solid foundation to begin the pre-construction planning and design process. Upon selection, our project team will recommend a kick-off meeting to integrate the project team so we can affectively share ideas surrounding the project schedule and approach with the design teams. Jewett will use this time to gain key insight and understanding of the project while reaffirming the overall project goals and scope. Jewett Construction’s estimating team will update our conceptual estimate with this information. Once reviewed and approved, this updated estimate can serve as the baseline estimate to begin a design process.

4.0 Experience

Budgeting Once the conceptual budget is completed and accepted as the baseline for the project, we see two more significant pre-construction deliverables for which we will collaborate with the Design Team. Schematic Design Phase will be a continuance and refinement of the Conceptual Budget Estimate. This will incorporate sub-contractor and vendor pricing as well as incorporating any Value Engineering that was developed and accepted by the team. We anticipate this report will require a comprehensive design estimate that will include sub-contractor and vendor pricing in every trade along with detailed assumptions and clarifications. Ongoing due diligence will be a goal to investigate existing conditions throughout this process to uncover any concealed conditions and incorporate the full scope of work into the final design in order to facilitate the fast track process. Design Development Phase will include revisions to our baseline estimate as the final design details are confirmed. All new design components will be evaluated for constructability and cost effectiveness before being included in the overall design to ensure that the design remains within the established budget. Jewett Construction dedicates significant resources for the development of a complete estimate with subcontractor price quotes. We will work closely with the design team to develop detailed bid packages that cover the full scope of work required for every trade. Jewett will issue detailed bid packages to a minimum of three (3) to five (5) subcontractors for every trade to obtain the best value in the marketplace. The bid results will be presented in a bid evaluation form to evaluate the scope of work carried in each bid to determine the lowest responsible bid in each category. Our estimate will also include detailed assumptions, clarifications, allowances and exclusions to provide a complete overview of projected construction costs. Cost Controls

Develop detailed subcontractors bid packages with clear and defined expectations, decorum and mitigation requirements including open book subcontractor bid reviews.

Issue long lead and early release packages to meet schedule requirements. Finalize schedule, logistics and mitigation plan for approval by the project team. If required, work with the Town of Exeter’s agencies to gain approvals for the construction

plan. Support project-permitting efforts, including working with authorities on any exterior ADA

requirements. Pre-Qualify subcontractors based on performance and proven ability to achieve construction

Jewett Construction Co., Inc. would like to add that we are the only contractor in the state of New Hampshire who supplies and installs our own pre-engineered metal buildings. With a division of our company devoted to metal buildings, we have the staff and skill required for the Exeter YMCA project. Below you will find a partial list of our metal building experience. A partial list of this experience is found below. In addition, we have completed a number of pool and recreational projects, as seen in section 10. In addition, Jewett Construction, in conjunction with its design team, has a collective and extensive history of working with the Town of Exeter’s conservation commission, as well as its zoning, planning and inspections departments. In the spring of 2012, when we first took on the project of renovating a former Chevy dealership into what is now Al’s Automotive & Truck Service Center, Craig Jewett, together with Scott Vlasak of Bruce Ronayne Hamilton Architects, took an early and proactive approach to the project—meeting with the town’s Building Inspector to ensure that the resulting building would serve both the needs of the Town and the Client’s expanding business model.
