All tenders shall be processed according to "Above/Below System" on BOQ (both in words and in

figures) based on the Market Rate System 2017 and hence Above/Below/At Par should be applied &

must be written on downloaded Tender Form as well as on BOQ. The word " AS PER BOQ" should

not be written on Tender Form.

The Financial Bds shall be accompanied with the Earnest money/Bid security © 2% of estimated cost including stamp duty in favor of the Director General PCU, Police Department Peshawar ir shape of Call Deposit from any scheduled bank of Pakistan.

1. The person whose name exists in form-H/Partnership deed will only be entitled to sign the tender, BOQ and all other contract documents, in case, wherein it is established that any contractor found at guilty, the competent authority may take appropriate action against the firm/contractor, which will lead to disqualification/black listing of the firm.

The contractors/bidders who quote their bids/rates more than 1.0% Below the Engineer's Estimate shall submit an Additional Security in the form of call deposit equal to 8% of the Estrnated cost Alter commencements of work by the successful bidders 8% call deposit may be replaced with bank Guarantee of the same amount from the scheduled bank.

The Additional security shall be released to the contractor in four installments i.e. 25% to be released after completing 25 % of the project, SO% to be released upon SO% completion, 75 % to be released upon 75% completion and the remaining amount to be released after completion of the project. In case the bidder quotes more than lO% below the Estimated cost and the bid is not accompanied by the additional security then the bid shall be considered non responsive and the second lowest bidders and so on will be considered accordingly.

7. The Financial Bids must reach to the office of the undersigned Lip to 30-04-2018 at .200 s through registered courier services which shall be opened on the same day at .2:33M in the presence of bidders / their representatives, who may like to attend, in the office of the Director

General, PCU Police Department Peshawar, House No.10 National Bank Colony, Warsak Road

Peshawar. The late bids received will not be entertained. All pages of the Bid/Tender DocUments should be signed and offlcial seal be affixed by the owner or the having name in partnership deed.

S. Bids will be valid for 90 days from the date of acceptance of tender by the competent authority.

Incomplete/disfiguring/over-writing/delayed bids will be considered non-responsive. In case of equal bids 1st, 2n0 and 3rd

etc, the lowest bidder would be decided through draw by the undersigned. VVhich shall be final and binding upon the bidders.

ii. Any item not reflected in the Bill of Quantities (BOQ) and required at the site, shall be paid in accordance with MRSJ 2017, subject to prior approval of the competent authority as per Contract agreement.

12.The Successful bidder would be required to provide "Performance Securty" in form of zmJ Guaraitee of 10% Engineer's Estimate within Twenty Eight (28) days after the issuance of Acceptance letter. If the Performance Bank Guarantee is not provided by the bidder in the required period, then offer will be given to the next lowest bidders and so on, and the bid security of defaulter bidder will be forfeited.

i3.4ll federal and provincial duties /stamp duty /taxes will be recoverable as per directives of the government issued from time to time.

11I.1-he procuring entity may reject all bids or proposals at any time prior to the acceptance of a bid.

The procurement entity shall upon request communicate to any contractor who submitted a bid, the ground for rejection of all bids or proposals as per KPPPRA Rules 47(1).

15.Bid Security of 1e, 211d & 3rd bidders will be retained by the employer till approval of bid or bid

validity period.
